recruitment and rel8nlion policy. This recognises thal Chnstchurch 1$ a small town of approximately SO,000 people
and tha number of people who may be suitable trustees and meet Ihe criteria may be limited. As such, wtti18t the
policy recognises the need lo recruit people with appropriate skills. rt is not prescnpty've in method of recruitment and

Under Its constitution the Charity must maintain its Pfoperties and pay all property costs. and costs incidental to the

The Charity's main sources ol income are iniorest ¥nd thvidends on investments and rents recelvod from the Charity's
properties. Most of the investments and all the Ireehold Property is pemianently endowed although all income is
allocated to the non-pemanendy endowed Fund The Charity relains stockbrokers tO"-advise on investments.
Purchase and sale of investments are made on a regular basis on the advice of the slockbTokers to maintain an
appropnate ￿turn for the Chanty. Investments are heltj in the name of a nominee, Charfes Stanl8y and Company
Ltd, lo avoid having to alter holderfs names each lime there Is a change in trustees and lo facilitale the purchase and
sale of inveslmenls. As a ￿SuIt of the completion of the Sale of land owned by the Charty in Barrack Road for
redevelopment, a substantial capital ￿CeIpt was received which has been invested in the permanent endowment

property consequent on the redevelopment ol the land lo the rear.

caring organi2alions. However. il Is felt tr¢at the obj'ects of the Charity in Il'g constitution affj undear in certain
Circumstances and will need revision in the fvtuo In the meantime, the Charity has adopted a Publicity, Income and
Granl-Giving Policy to clarify and ensure conw$ten¢y in 119 allocation of fund$ and has adopted guidelines in relation
to those who do not necessarily have a pemwneni residenGe in Christchurch. For example. the homeless and those
in temporary accommodation such as a hostel or refvge.
This pollcy anticipates continuing lo target organoalions ratheT than indiV￿￿81S but with a gr&aler emphasls on
continuing contact wrth those Ofganizalions. and the general promotion ol the work the Chanty does. $0 that sight is

It is the policy of the Trustees th* payrrents to caring organisalions land not lo individuals) are the main focus of the
Charity and enablè il to po$rt￿n rtseN as a funding OrganiZat￿)n benefitting the widest possible section of those in
need and infirm in Christchurch. Having said this. the Charity is of the view that there will continue lo be a demand
lor 858islance by indiv￿U81 claimants. bul this type of help is not the main focus of the Charity. ￿ere possible the
Charity refers individu81 applunts lo other wetlafe or9anisa1￿nS better placed lo help them. Wlh this in mind the
Charity
Refer$ applications for household il8ms Such as Carpets. furni￿re and white goods to another local Charity,
the Chnstchurch Home Equip Fumiture Project {a part of the Christchurch Foodbank+l, which is better
equipped to deal with such requests.
Will not consider applications for help for counselling, which pose particular problems for the chadty bolh in
assessment and in providing the necessary funds. but Will refer to other OTgani5alions where appropriate lo

Whilst the Charty funds the Hardship Scheme, it refers those in financial need who can be 8SS1sled by a
grant of less then £200 to either the Christchurch Foodbank+ or lo the Christchurch Community Partnership,
both ol whom administer the scheme.

The Charity continued to fund the face-lTrface Community Money AdvKe debl advice service provided by
Faith works Wessex through the Chnslchurch Foodbank. In addition, the Chanty was very pleased to fund a
new specialist face-ltrface benefits advice Sery￿e which 1$ avaijable lorthe firsl time through the Foodbank+
This is in addition lo the service operoted by the CAB from Christchurch library. The Charity made a grant of
£9.$44 to provide the specialist debt advice for the year together with a further grant of £2,925 to fund
additional debt advice al me Foodbank lor a lurlher one day a week In addition, It made a granl ot £3,900

The Chanty continues to assist the Farthwofk8 Wessex Christchureh Home Equip Fumiture Project opeTaiéd
through the Chnslchurch Foodbank+ with 50% of its funding. The Charity resolved 10 contsnue the funding
for a further five years. The Project provides household goods and furniture lo thos6 in need Not only does
this provide essential 9oods to th¢)se who coukl not otherwise afford them, but also triggers. in addition lo
items purGhased, further goods donated or othepwtse obtained without Cost to the Project. Contact with the
lamilios enables Christchurch Foodbank+ to idenlfy Issues wrthin household8 requirin9 fijrther input and
support The Chanty gave a grant of £6,000 wrth the Intent￿n that il should continu8 for each of the next 5
years The Home Equip project benefitted 99 households comprising 134 adults and 180 childr8n during the
year.

provided £20,000 lo help familw severely affected financialty by the pandemic with a grant of up to £150
per family, upon the closure of that tsche￿ a new Hardship Scheme was established in August 202110

trapped In her third floor flat with the other ehildren as she was unable lo keep her child safe as she climbs
oul of a 'normal' buggy, the buggy purchased means the child Is secured and safe and has in her words
'given the farnily back their freedom.. Amazing
'We have noliced an In¢￿aSe in those being referred to us for Gas and electric'Top Ljps, on occasion
these referrals have Come after a visit to the home and finding no electric. We ask the person to come
down lo the Foodbank with their keylcard and proof of negatyve amount on the meter. then either myself.

One lady we are working with now came in after Social services picked up from the children's School Ihal
her son was 'noi clean,. On visrting the property rnum (who WOTksl was only able lo afford gas for hot water
one day a week and kettle washed the rest of the lirne ana hand washed all IheiT clothes, we lopped both
gas and Electric meters up lor hef. gave a winter warm pack and hol water bottles. we have since worked
out a payment plan with her suppliers thal is manageable lor her."

finanaal hardship. Dor58t Blind fold the Charlty that Ihe "Dorset 81ind Assoualion has been enhancing the
lives of visually impaired people snce 1918. with prac￿"¢al help and emotion81 support. The generous
support from Chnslthurch Magdalen Trust will make a significant difference to Christchurch members, lives
- funding vital social dubs and providing a speaalised equipment library.
A grant was made lo Ashley s Birthday Bank to support them In helping Christchurch families with children
and in receipt of tenefils with birthday and Christmas presents for chIld￿n undeT 16 yeafs of age, crisis
packs. including such ¢tems as fcod parcels, nappie$. baby fomula. clothing. household Items. toiletries
and baby equipment. and advi￿ on how lo obtsin further help on matters such as food vouchers, domesllc
Violen￿ support and budgeting
A grant was made lo support Age Concem Chnstcfiurch in ts 8CqUiSrtK)n of a further charity shop.
The Charity continued lo support MAS[ Imen Act'ively Standing Togemen by providing lunds lo establish
further group in Higtt¢liff8. The project supports men suffenng from a range of issues such as 8bu8&,
mental health and loneliness.
Dunng the year the Charity approached other chanties Such as Macmillan and the Somerford to
ascertain whether fvnding was required and to ensure they We￿ aware of the grant aid available from the
Charity whether for their Organisat￿n8 or for ihose they support. This 18 in accordance with the aim of its
Publicity Income and Granl GNin9 Poly lo ensure that the support the Chaiity can give is known. It 18
anticipated that during 2024 the Chanty will continue lo seek out olheT organttations operating In
Chrislchurch helping those in need or infirm not onty to gauge over time the level ot need that the Charity
can help wiltt. but lo ulilise the addrtional income from the sale oi rts Barrack Road kgnd.
Financial Review
The Un￿stn'Cted income of the Charity exceeded expénditure by £20,570 dunng the year, principally due to incorne
ansing from the sale of Ils wr land at Barrack Road. The Charity ended the year with a closing unreslricled cash
balance of £79.488 This is cX)nSide￿ sufficient to fund ongoing activities, Furthermo￿, the Chanty has a substantial
non-permanent endowment fund of £548.431 that can be called upon If appropriat&. Addltsonally, the Charity holds
a pennanenl endowment fund of £2.650.720.

Reserves Policy
The Charity seeks lo apply all incon* re¢eived in any financial year in 5a115faction of all adminislralion expenses
arising in that year and in fvrtherance of 11$ chafrtable obpcts. The Chanty would seek to ￿inveSt 8ny surplus ansing
al the end ol the financrdl year rf they were satisfied that the ongoing needs of the Chanty leitrser in rts administration
or in furtheT8nce ol ils charitable objects) coutd be ￿1 in the medium term by inrjjn￿ ansing during that poritxl In
the event ol continuing annual surpluses. the Trustees will take such aclioll as is appropriate lo ensure that insotar
as is possible income in fully utrlised annually whether by seeking to extend the number of referr81s for asslslance or
by re4xamining the objects or area of benefit of tho Chanty.
The Charity relies entirely on its investment income and on rents to fund expenditu￿. As such rt is Charity pollcy to
ensure that Ils rents are at mort(et levels and to continue to maintain its existing investments 31 a level necessary lo
sustain the Income necessary lo fund its charitable objectives, whilst al the same bmè 8nsurin9 that an appropriate
balance is maintained lo ensure capital growth.
The major nsk lo the Charity is a lailure of ils investments and Pfopety lo provKle sufficient income to administer thè
charity and •nable grants lo be made. This year planned increases in rent have been Implemented. bul the lenanl
ol one of the PTopertie$ has been evicted and the property remains empty. However, this fi8s not impacted on the
Trust's ability lo finance the 8tJmlnl$lralion ol the charity nor its Charitable work and il Is not expected to have any
significant future effect.
The Trustees retain stockbrokers to provide adv￿ and to ensure 8 proper balance behveen incorne and capitsl
growth in accordance with the w18hes ol the Trustees. The Christy no longer employs managing agents. The Clerk
admlnlslers all it's properties 6ireclly.
