and purpose of trustees within the Society we also take account of the Hullmarks of on elfective

have a clear idea of our mission and how our decisions and documents need to be regularlv

The trnstees of the Society are taken to be those who serve on the Provincial Chapter , which meets
three times a vear Inear to the feast days of St Francis. Candlemas and Pentecostl. Some
management of the Society is devolved to smaller working groups such as the mission, pastoral, and
the Prowncial Chapter 15 the Provintial governing body of the Order, which Is here defined a5 the ctsmmu*ity of

Intment of New Truste￿.
The Minister General SSF is elected internationally by all professed Brother￿ of the Order, initiallv
for a term of six years. The Minister General may hold the office for two terms. the second of which
is four years long.
The Minister Provincial is elected by all professed Brothers of the European provin￿ of the Order
for a five-year term. The Minister Provincial may hold the office for two terms.
The Provincial Officers are appointed to office by the Minister Provincial and their appolntment is
tifred by the Provincial Chapter. There is no set term to their appointment.
The elected Chapter members are èlected by all professed Brothers of the European Province ofthe
Order for a three-yearterm. They may hold the office for two terms and are then not eli8ible to be
elected for ono yoar.

The oflice bearers ot the Order, especially the Minister Provincial, the Provincial Bursar and the

our current trustees and any new trustees are kept informed of changes and that our governaTr￿ 15
in the spirit and letter of the law.
Transartion
with Trustees
The trustees of the Society are also Brothers of the Order and as such have made a vow of poverty
under which they have renounced all personal rights to income and property. The Society provides
for the essential needs of all members of the Order. The living costs of the trustees are. therefore.
borne by the charity.

The Trustees have regard to the public benefit guidance published by the Charity Commission under

The society usually gives Special consideration to how effective we are in our objects when all the
Brothers meet in our Annual Brothers, Chapter, which meetsjust before the Pentecost Provincial

The Brothers of the First Order of the Socièty of Saint Francis is a Religious Community for men in
the Anglican Communion. The work of the Order is spread throughout the world and divided into
five provinces of brothers and two of sisters of which the European Province is one. The unity of the
Order as a whole is supported by a degree of financial interdependence, whereby the parkncular
nep.ds of nne prnvinrp r.an m?t by the available resources of another. The Society therefore
benefits from this international co-operation.
The Society also particularly benefits from co-operation in some areas of work and administration
with the Community of St Francis IThe Sisters of the First Order of the Society of St Francis -
registered charity number 2866151 and with the Society of Saint Francis Central Fund Iregistered
charity number 2802J81.

ernent
The Society administers its funds through various addresses and centres of work in the UK and one
overseas lotation in Assisi, Italy. These are related to the Provlnclal General Fund in the same way as
the spoke5 of a wheel to the hub. The hoLbse5 help to finance the Province as a whole whenever

undertakes to meet local requirements as agreed through annual budgeting. The aim of this system
is to allow for a degree of local dlscretson In flnanclal pollcy maklng wh115t malnralnlng a
interdependence and mutual accountability between our brothers as a whole.

and working from it and also to assist in the mission of the Society in that locality. Into these are
received donations, part-time wages and other local receipts. It can also receive transfers of funds
from other Provincial Funds should they be required. or contribute towards the income of the
Province as and where there is a net gain.
"Each Community shall have a Provincial Fund. which shall be administered by the Minister with the
assistsnce of the Provincial Bursar... The Provincial Bursar shall be responsible for the preparation of
an annual budget of expenditure for the Provincial Fund and for submitting it to the Minister and
Chapter for approval before the commencement of the financial year to which it refers... Payments
within the bud8et require no fijrther authority but permission to make payments outside the
approved budget can only be grdnted by the Minister. in consultstion wth the Provincial Bursarf
Istotutes, 11.1-11.31.
Financial Stewardshi
The finances of the Province are managed on a day-to-day basis by the Provincial Bursar, Brother
Peter, who deals with receipts and payments to and from the Provincial Fund, relationships with
house bursars. With the Co-operative Bank. and with the accountants, Greaves, West & Ayre. The

and Br Samuel, meeting either weekly or fortniEhtly to discuss and decide on wider Issues of
management.
On the I"January 2024 Sara Whistsnce was appointed by the Provincial Chapter to the post of
Financial Administrator. joining the Bursary Team and undertaking a substantial part of the work
previously covered by other members of the team. At the time of writing Br Peter has indicated that
he wishes to stand down as Bursar from the end of the Current financial year 30 June 2025. At the
Pfovincial Chapter meeting 28th September 2024 Sara Whistance was appointed to take over Peterfs
work from I" Juty 2025. FrYJm the same date, the Minister will appoint a brother as Provincial
Bursar who will be an ex-officio member of the Chapter and who will be able to speak in Chapter on
behalf of the Financial Administrator.
A5 at 30th June 2024, the Society held fund5 in totsl of £7,746.620. The Provincial Funds are divided
into the following parts..
The General Fund
Tho G•n&ral Fund includes all the Income 2nd expenditure of the Provin¢i¥l Gengral Fijnd and thp
house accounts. as described above. The Provincial Generdl Fund co-ordinates the work and mission
of the Society, receNin8 the pensions of the brothers, as well as other revenue 3nd capitsl receipts.
The Desi8nated Fund5
The Society also administers funds designated for specifit purposes within the scope of the
Pruviiiiidl FuiiLIs dnd iii keepii)g witli the objects of the ￿ciety- Any interest received on these funds

IS transferred automatically into the General Fund. Details of these designated funds are listed in
note 12b of the accounts.
il Care FurKI:
This piovides funds towai"d5 the suppgrt aiid respite care for elderly or iiifirni brother5, a150
available for payment of services not available via the NHS: Dentistry lincreasingly hard to 17nd NHS
dentists), opticians. and private counselling. £2.953 was expended from this fund during the year,
leaving a balance of £295,304.
ill Bequest Fund:
This fund received the unrestrirted legacy income of the Province totalling £139.850. £0 was
brought forward from the previous year. At the end of the year £139,850 was transferred to the
Development Fund, leaving a zero balance at the year end.
iiil Income Tithe Fund..
A tithe based upon the income of the General Fund is set apart according to an agreed policy
primarily to help relieve the needs of the world's poorest and to address particular request5 from
within the Society. Small grants are made to meet the needs of individuals with larger grants
available for charitsble organisations with links to the brothers of the Society. The sum identified as

throughout the year 2023-24. £20.¢J)O was transferred from the General Funding at the year-end,
30, June 2024. leaving thè fund balance at £22,500 at the year end. This will be allocated
throughout the year 2024-25. Further information on our charitable grants in 2023-24 can be found
in note 13 of these accounts.
Iv) Development Fund:
The capital and the income from this fund is available in order to help offset cost5 relating to capital
projects. All unreali5eiJ gains losses on our investment5 Ithis year £111.7711 appear in this fund.
£139.850 was transferred to this fund during the year from the Bequest Fund, leaving a balance at
the end of the year of £1,399,577.
vl Fixed Asset Reserve:
Principal￿ records the value of the properties and vehicles listed on the Balance Sheet after
adjustments for additions, disposals and depreciation have been made. The majority of the
expenditure is due to depreciation. being counteratted by some improvements and small new
purchases.1See note 5 of the accounts)
vil Renewable Energy Fund:
Being aware of the priority ft)r reducing carbon emissions this fund exists to encourage the use of
alternative energy sources. £0 was received into the fund during the year. £1092 was expended- on
an energy audit for Plaistow and the completion of insulation for the library building at Hilh'eld,
leaving a balance of £40,486.
vill Emmaus House. Pickerin& Fund:
Thè property in Pickering has been used by variou5 members of the Order and of the sistèrs of the
Community of St Francis for times of ￿treat. holiday and. to a limited extent. study.. all of which are
the intention5 of maintaining the property and for which this fund covers the njnning costs. The
fund receives an annual donation of £2,000 from the Community of St Francis for the properfs use

by sister5, and in this year a contribution of £2,250 from CSF towards repairs and refurbishmenL
There was a transfer from the Provincial General Fund of £2,500 leaving an end of year balance of
£9,090.
viiil Hilfield Fuel Fund
A fvnd set up for Hilfi"eld Friary to put aside money for the purchase of local wood for the Biomass
Boiler. £13,956 was transferred from the General Fund and £2,0￿ was transferred from Hilfield.
£7,548 was expended on timber purchase and chipping.
The Restrirted Fund5
The Society also administers funds restricted for specific purposes within the scope of the Provincial
Funds and in keepin8 Wlth the objects of the Souety. Any interest received on this fund is
transferred automatically into the General Funds. Details of the restritted fvnds can be found in
note 12c of the accounts.
i) PNG Bursary Fund:
Established with a gift in memory of a past SSF brother- the donorfs Wish being that it may benefit
programmes of study for 8rothers in the Papua New Guinea Province. Following a decision by the
Provincial Chapter the £4.181 in this ftand was tr3nsf@rred to the Society of St FraA¢i* fpntrxl Ftind
in order that the money could be better applied according the wish of the donor.
ill Hllfield Bequest Fund Iformerfy the ARM Wlll Fundl:
A fund administered by SSF to cover the personal expenses of Keith Macdonald, a long-term
resident èt Hilfield Friary. Keith died in December 2023 and according to the wishes of his family
the money is available to the Friary for a memorial to Keith. The c105ing balènce Is £4,721.
iiil HIl￿eld Land Grants Fund:
The purpose of this fund is to receive varlous grants from the Governmenvs Rural Payments AgeTrcv
for conservation work on the Friary's land arsd to pay for this work. Durin8 the year £20,776 was
received from the RPA together with £16,010 from Dorset Council. Payments were made of
£37,321 which iniluijes £5,149 sygitl vii Lli¥ Sli¥ylieiTI'5 HUL leaving a balance of £52,966 Ithere is
often a time-lag between receipts and payments which overruns the year-end).
iv) Glasshampton Fund:
A funij for the use of the Monastery of St Mary at the Cross, Glasshampton. During the year there
was expenditure on the replacement of a boiler, the kttchen extractor frdn, the renewal of radiators
and pipework in parts of the monastery. and roof repair and scaffolding totslling £7.194, leaving a
balance of £22.014 at the year end.
vl The SSF Education Fund {previously The Hlffield Educltion Fund) for use of educatlonal projects
at SSF friaries, and for supporhng the education of individuals and of groups that visit friaries.
There was £0 income during the year and Grants of £1,492 have been made during the year, leaving
a balance of £71,717.
vil A55isi Fund:
This fund exists for the financial management of the chaplaincy based in our rented apartment in
Assisi. The SSF received a grant of £5,0(￿1 from the SSF Central Fund Trustee5, a grant of £1.250 from
the ThSrd Order SSF, a £5.000 tranS￿r from the Gener31 Ftjnd and El.138 Buost don3tion% and

wedding blessing fee. Expenditure on rent ft)r the apartment was £8,662 leaving a balance of
£11,142.
vill Sanctuary 5eeker5 Fund-
From a £10,000 grant received in 2020 to aSSiSt the ministry of the brother5 working Wlth asylum
Seekers and refugees, particularty in our urban friarie5. With an opening balance of £5,584 and
expenditure of £2,200 on the work in Leeds the closing balance 5tand5 at £3,384.
viiil Formation Fund:
For the purpose of supporting novices and on-going formation within SSF, particularly for
conferentes, training courses and educational material. £4,778 has been expended from an opening
balance of £5,015. A transfer of £5,OW has been ￿(eIved from the General Fund leaving a balance
of £5,237.
ixl Alnmouth Fund.. for supporting the life and work of the brothers in the North East. Legacies
5pecific311y for Alnmouth totallin8 £7,800 were received into this There was expendvture during the
vear on the repair of the Bell Tower, tree surgery. boiler repairs. roof repairs. sky-light installation
and architecvs fees totslling £12.397. leaving a balance of £1.397.
Kl Plaistow Fund:
Money from legacies and donations received for the support of thè life and ministry of the brothers
at 42, Balaam St. A donation of £500 was received into thi5 hjnd. There was expenditure of £401 on
the mains isolator switch for the fire alarm, leaving a balance of £4,207.
xil The Mission and Mlnlstry In Ireland Fund
Following receipt of a bequest of £38,258 for the work of 'Anglican Franciscans in Ireland,, a new
restrÉcted fund has been set up. The Minister is engaging with The Church of Ireland and wlth
members of the Third Order to discuss how the fund might best be applied.

that trust) should be transferred to the Society in atknowledgment of the slxry-seven years that
Keith was supported while living at the Friary. This is being covenanted annually by Keith's nephew
over fi.ve years at £50,OW, (plus investment income per tsx yearl. The money is held in a separate
CCLA investment fvnd. the income to be used to support the life and work of Hilfield Friary.
xiiil The America5 Fund. Set up to receive a legaty of £114.783 from the brother of Br Robert Hugh
SSF who has lived in the SSF Province of the Amertcas for the past fifty years. The will requests that
it should be for the benefit of the Province of the Americas. The Provincial Chapter agree(l at the
Pentecost Chapter, June 2024 Iltem 12a of the minutes) that this fund should be transferred to that
Province.
Reserves Polic
in accordance with our Ob ects..
According to the Principles of the First Order of SSF, our securlty comes from God alone and not
from the estsblishment of large ￿serveS of capital. finarscial or otherwise. in order that we may
seek to live in tune with this it is our policy that the Provindal General Fund should not normally

in order to protect the charitsble activities of the Society. The General Fund on the 30 June 2024

While we believe that brothers are to hold nothin8 in reserve, the trustees realise that the charty
has a duty of care to look after elderly and infi.rm brothers and to maintain the properties from
which its ministry is based. It is projected that due to age profile of brothers in the Province income
from pensions is likely tt) decline signiflcantly over the next ten years. In the light of this the
Provincial Chapter June 2023 re-affirmed the decision in June 2020 to build up our investment
portfolio in order to provide a level of income equivalent to the experted fall in pension income.

It IS the current policy of our Provincial Chapter to budget our annual revenue expenditure agoinst
live income. We gratefully acknowledge that income apart from legacies ijsually covers our basic
Costs. Income from legacies is held as a separate designated fund. The income from interest earned
on the designated and restricted funds and local house actt)unts are taken into the General Funds.
We are again reminded this year of God's blessing through the generosity of so many friends and
supporters throughout the year.

In 3 broad sense these categories could all be seen a5 money'earned. through the ministry of the
brothers and the Trustees wish to acknowledge here the invaluable part that individual brothers and
houses play in the material rijnning of the Province as a whole.
Expendlture:
The expenditure of our houses and the support of the lite and ministry of our brothers in the year
totalled £555,559 (see note 4a in thc a¢tountsl. The cost of GoverTran￿ forth¢ ¢harity totalled
£39.532 (see note 4a within the accountsl- Staff costs were £22,31)0.

Use of Volunteers and Donatfons to the Cha
The Society is blessed by the generosity of those who support IL not solely by money, but also by
our volunteers and the time that they give to help in practical ways. This is received from those who
perform work5 for houses at considerably reduced rates. Others provide freely of their time or grfts
and yet others support us in their prayers. In the main part, these small acts of generosity are
performed on a local or personal level, one brother or one house receiving the benefit.
Consequently. these donations are not quantifiable within the formal structure of an Annual Rew)rt
but the thanks of the Society must be recorded.

and have set in place systems to mitigate these risk5. Internal risks are minirnised by the
implementation of policy, norms and precedents (which are regularly reviewed) and these are given
to all new members of the community- A regular review is maintained of bank balances to gai
maximum benefit at a time when dep051t rates flurtuate, and the Provincial Finance Group
continues to monitor other safe deposit opportunities.

The Independent Inquiry into Child Sexual Abuse has highlighted the historic inadequacies of the
Church of England and religious orders in protecting children from all forms of abuse, but
particularly sexual abuse. The Society takes its responsibilities towards safe8uarding very seriously
and reviews its Safrguarding policies annually. It has been agreed that all brothers and volunteer5
m¥Jst have training. renewed every three years. to the CO and Cl level. A Safeguarding Officer for
each house is appointed annually at the Pentecost Joint meeting of the Chapters and is expected to
undergo C2 level training on the same basis. In addition. those brothers who are ordained and hold
a licence or Permission to Officiate have to receive training from the diocese in which they are

A joint Safeguarding Committee with The Community of St Francis- made up of the two Ministers

We are aware of the growin8 complexity around computer use and the risk to the Society of
computer vlruses and problems, potentially leading to the leaking of personal data or online fraud.
We are also aware that our ￿liance on the internet since lockdown has increased the level of risk
through online purchases and theft of data. The Society Is always reviewn8 rts Systems to ensLtre
that our tomputers and the information they hold are protected and can be best utilised for the
benefit of the Order and our charitable aims. An annual audit has been established of all devlces
Used by member5 of the Society and all brothers are expected to undertake training in aworene5s of
the risks of cyber-crime.
Developments by the Society within the year 2023-24
Following 8r Austs"n's move from the small house in Canterbury at 134 Wincheap into The St John's
Almshouse, it was dec4ded to lease this property. A certain expenditure wa5 necessary to bring it up
to the appropriate standard for letting.
Following the decision by the Annual Brothers, Chapter in June 2023 for the Society to withdraw
from its ministry to asylum seekers in Leeds, the brothers finally left in May 2024. The property at
25 Karnac Road was sold to LEDAS, a Leeds-based charity supw>rting asylum-seekers. The capital
received has been transferred to the General Fund. SSF'S second house in the area. 42, Rossall Road
has been leased to the same charity.
Together with the other previousty leased property at 85 Crofton Road, London E13 8QT and the
lease of rooms at 42 Balaam St to Helping Hands, there is now a property portfolio which makes
significant contribution to the Society's annual intorne.
Following the decision at the same Chapter to respond to the Bishop of Edinburgh's invitation to
establish a Franciacan prcdence at St David,:
Pilton, and to undertakc mini.try in the area, Ur
Joseph Emmanuel was licensed as Priest-in-charge of St David's in October 2023 for a period of five
year5, receiving a stipend and pension contribution for this ministry. Another brother is also based
at the friary.
There are long-standing links between SSF and the Church of Sweden which have been
strengrhened over the past eighteen months through visrrs from brothers, particularly to rhe
Diotese of Vasteras and the Diocese of Skara. A Letter of Intent was signed between SSF and the
Diocese of Va5teras to nurture the relationship through continuing visits by 55F brother and CSF
SlSters and to encourage young Swedish volunteers to spend time in one or other of the UK houses.
It is hoped that one day it may be possible to establish a house of First Order brothers and sisters in
Sweden.

We also welcome Third Order Franciscan groups to Hilfield throughout the yearf.
'Brothers and other Community members offer the ministry of spiritual actompaniment in
conjunction with the diocese of Salisbury. From September 2024, one of the brothers will be
embarking on a training course through Sarum College to equip him to share in this ministry in the

ft)r those who come to collect it at the door. This 15 more a 'food hub. than a 'food bank, as there is
no qualification of those who can receive it. much of the food being unsuitable for storing.

A major projeLt during the year has been the planning for and carrying out the renovation of The
Chalet in the garden of 42..
Alnrnouth- a house of hospitality and prayei on the Northumbrlan coast. 'Our life here is based
on prayer, whether that be the recitation of the daily office from the SSF Office book. the daily
Eucharist or thè times of silent prayer taken each morning corporately as well as an evening prayer
time. We have accommo(iation for guests and find that our guest rooms are well booked
throughout the year by individuals. or 8roup5. many of whom have returned time and time again,
but it is always good to welcome newcomers. We have day visitors who come for their own quiet
timc, or wont a brother to 8ive them a listening ear. The friary is well known in the north but w•
are always surprised by the distances some make in order to visit. We try and maintain a happy
prayerful atmosphere into which guests can come and lind peace and the p￿SenCe of Christ who is
so important and central to ovr own lives. We are fortunate to have a local group of friends who
regularly visit, either for the chapel service5, or for afternoon tea, or for a Bible Study whith we host
each Friday afternoon.
Blrmingham Yhe intentional ministry of hosting destitute asylum seekers tske5 place through Hope
Projects and this year three have gained their Leave to Remain in the UK. We are in touch with
several former asylum seekers who have Stayed wtth us in the past and still visit occasionally. This
work allows us to collect food via Foodiverse through our local Tescos twice weekly* and anythin8
that we don't use is donated to the local foodbank..
'One of our brothers is particularly involved with pastoral contscts of welcome and listening to
those living locally. Our p￿sence here seems to provide a place of stability in an otherwise
sometimes frdctious location, with loneliness and drug abuse epidemic..
St Dawd's Friary on the Pilton estate, Edtnburgh. 'On Sunday afternoons. we welcome people for a
cup of tea or coffee before eoing into Church for EveninR Proyer. It is particularly encouraEinE that
people from other congregations and none have also felt that they can come for fellowship in thi5
way and continue to come. Another aspect of h05pitslity is the hospitality afftirded by having the
Church open for a period some days of the week,
