The Trustees present their annual report and the audited financial statements for the year ended 31 December 2025.
Oblectlves and publit benefit
The Charity is an unincorporated Charily registered in England and Wales (Number 2364241, a member of the National
Almshouse Associaiion INumber 02031 and is re￿stered with the Regulator of Social Housing (Registration Nurnber
A07461.
In settin8 the objectives and planning the activities ol the Charity for the year. the Trustees have given careful
consideration to the Charity Commi55ion's genefal guidance on public benefit.
The Charity has pursued the principal object lor which it was esiablished. namely the provision of accomrnodation for
the qualifying people of Bradford and Harrogate and the TTU5tees are sat15fied that the Charity delivers charitable
activities for public benefit.
The charity is adminisiered in accordance with a scheme date 180ctober 2019.
Management and administratSon of the Charity
The Charity is managed by a board of Trusiees providing legal. financial, building. property management and pastoral
A part time Scheme Manager is engaged to support the Trustees. be a first point of contact with residents and to deal
with general administration.
Property maintenance and repairs are managed by the Scheme Manager on behalf of the Trustees.
Accounting support ha5 been provided by lith8ow Perkin5. Chartered Accounl3nts. This has included the production of
an annual budget and quarterly accounting report5.
Trustees continue to meet ai least four times 3 year for lorrnal meetin8s ènd meet as 'Working Group5" covering
pastoral. governance and financial issues between meetin85 to take forward the strategic plans ol the Trustee5.
Resldents
Rogers, Almshouses is both a charity and an organisation listed on the National Register of Social Housing. It provides
fifteen units ol accommodation, thirteen two 5torey houses and two bungalows, for people over 51Mty years of age who
live within the Metropolitan Di5tritt of Bradford or Harrogate District as defined prior to l April 2023.
When making decisions about the appointrnents to a vacancy. the Trustees seek io maintain a balance between
resident5 who came originally from Bradford and resident5 from Harro8ale. To thjs end, separate lists of applicants are
drawn up. Trustees have tfied lo ensure thai vacancies are allocated to the applicant most in need ol the
accommodation at the time that they occur.

The Trustees take an active interest in the wellbeing of the residents. Whilst no specific medi¢al support or other care

The gardens have been maintained throughout the year and continue to 8ive much pleasure to residen15 as well as
providin8 a haven for buttethies and seeds for birds well into the winter months.
We are glad lo have received recognition for the high quality of our gardens from the Harrogate in Bloom 2025 awards.
We aim to sustain this quality whi15t holding costs to the 2025 leve15 in 2026.
No formal or substantive complaints were received durin8 the accounting period.
Trustees
The Trustees in office during the year are listed on page l.
The maximum number of Trustees permitted under the scheme of arrangement is 12. Of these three are Ex-officio and
seven are Co-opted. One ex-officio member declines to take up any role. and a second ex-officio role is in abeyance as
the Dean of Bradford post 15 being filled. The current number of Trustees is 9. a decrease 013 Since 2024.
Having a8reed changes to ihe rule5 of the Charily Wlth the Charity Commissioners. the Trustees are now focusing on
developing the Charity. A strategic planning day held in 2025 Pfovided a focus for ongoing development. Following that
day. the Trustee5 have focussed upon some compliance, some building and some pastoral issues.
Compllance.. Residents. Satisfaction Surveys were first tonducted in 2025. revealin8 hiBh levels of sat15faction.
The 2026 surveys were conducted in January and February 2026. The Residents. Handbook was re-written and
published at an open meeting in 2025. Trusiees were grateful for the help of a resident5. group durin8 the
drafting of the Handbo(Ik. A number of policy revision5 were conducted during 2025. and more policy
development is planned in 2026. Building Surveys of every residence were begun in December 2025 and
completed in January 2026 by the Chair and relevant pastoral Trustee. Lists of priorities for each residence, as
well as an overall priorities list for the Trust were crealed a5 a result.
Buildlngs.. The focus has been on the conlinued development of ihe -hor5eshoe- and a bid was submitted to
Homes England for 40% funding to support the creation of 3 new dwelling between 8 and 9. alon8 Wlth the
refurbishment of 8. The bid included the intention to add solar panels above rhe dwellings as a start towards
our net zero tar8et. On 23 February 2026 3 grant of £110.￿] was approved which should cover at least the
40% of total cosis that we have benefitted from in previous development projects.
Consideration has also been 8iven to long term planning for further development in the garden. and for an
office space for the Scheme Manager.
Pastoral.. The pastofal cornmittee has continued io be pro-active with regular individual ViSiES, a regular
newsletter and a number of shared social events. The developments in our complian¢e work have often
emanated from good pastoral contacts_
The charity is a member of the Almshouses Consortium Limited. a not for profit organi5ation. Two trustees are directQTS
of that company which assists wilh the administration of development Brants provided by Homes Eng5and.
The Scheme Manager and two Trustees attended The Almshouses Association AGM in London.
Charges
The Trustees set a weekly maintenance charge at a level which is expeaed to meet the day to day running costs of thè
Almshouses and grounds, including the c05t of cyclical rnainienance and major repairs expenditure. As a regulated
provider of social housin8 the Charity is also required to oper31e within the guidance on rent setting provided by the
Ministry of Housing. Communitie$ and Local Government, which limits the maximum amount to be charged and the
annual increases in rent.

The weekly maintenance charge was increased in line with allowable charges.
The Trustee5 have added a training budget to the annual budget to support good practice and tiaininB for both the
scheme Manager and ihe Trustee5.
Fixed assets
The chan8es in fixed assets during the year are set out in note 11 of the financial statements.
Politlcal and charltable donations
During the year. the Charity made no political or chantable donations.
Format of accounts
Rogers. Almshovses is a registered providèr of social housing as well as a règisiered almshouse charity. Having reached
a decision on the future strategic direction as an independent charity. the Trustees have determined ihat it IS
appfopriate for the accounis to be prepared under the Charities Staternent of Recornmended P¥actice IFRS 1021.
Value for money
The Charity's definition of value for money is simple. it aims to deliver its objectives in the most cost-effective way
possible by ensuring that it provides quality homes and services that help its resbdents remain independent.
The size of the Charity. at only IS units. makes comparison against others difficult. especially as the Regulator does noi
captvre or publish any information on association5 Wlth less than 1.000 properties. Very lew associations the size of the
Charity subscribe io benchmarking clubs as the costs ouiweigh the benefits and are not therefore considered value for
monev.
The Charity prides itself on meetin8 the needs of it5 residents wherevei possible. This includes in5tallin8 disabled
adaptations even where no external funding is available. This incieases the repairs cost5 but reflects the purpose ol the
Charity which is to provide accornrnod31ion to older persons of limited means. By adopting thi$ approach residents are
able to continue to live independently and low levels of voids occur.
All the properties owned by the Charity are in one location within close walking distance of Harrogate town centre and
other amenitie5. They are well maintained and are easy to let. The Trustees have not identified any individual property
which is not adding to the surplus being generated. The nature of the almshouses is such that the disposal of an
individual property would not be worthwhile and would potentially impact $18nificantly on the environment created by
the scheme.
We are required ro calculate and report certain financial metrics for Ro8er5' Almshouses which are widely regarded as
mea5ure5 01 value for money. In addition. we are required to show how those metrics compare with our own targets
and wilh an appropriate comparbtor. Set out below is a table which records those metrics calculated ￿sing Roger5
Almshouse5' results for each of the last three financi31 years_ The table also shows target5 for ihose metrics calculated
using rhe Rogers AlmshotJse5' budgets lor the 2026 and 2025 calendar years.

The Sedor Median benchmark data is taken from the annex to the 2025 Re8ulator of Social Housing Global Accounts.
The above table records the Significant sums reinvested by the trustees in a programme of development of residences
as they become vacani, with significant expenditure in 2023 and 2024. Development expenditure in 2025 was much
reduced as the Trustee5 took some time both to allow the new residents to settle in and for the Trustee5 to consider
P055ible alternatives lor the nexr phase of capital works. Quotes for the approveil development plan are now in place
with works planned for 2026 as recorded in the 2026 iar8ets.
Please note, the value of the existing properties is, the Trustees believe, considerably in excess of the cost value reported
in the Charity's balance sheet. It remains the trustees. intention io continue Ihi5 development work and to fund the
creation of additional residences as the opportunities io do 50 arise.
The gearing and operational metrics clearly show that Roger5, Almshouses is a small entity with some unique
characteristics within the social housing 5e¢tor. The charity has no borrowings and therefore pays no interest charges.
neither is it required to meet any financial covenants which might otherwise encumber the Trustee's financial freedom.
Further. no Trustee receives any remuneration for the work which they undertake on behalf of the Charitv.
As a result of these financial characteristiC5, the Trustees are able to keep the Charity's operating costs to a minimum
despite thè faci that it5 small size relative to its comparators denies it many opportunitie5 for economies of scale. The
small size ol the Charity doe5. however. enable the Trustees to enjoy a closer connection with the residents and a better
understanding of their concerns and need5. The Trusiees have chosen to prioritise the quality ol the accommodation
offered to the residents which results in a headline social housing cost per unit broadly in line with rhe sector metrics
despite the cost savings of unremunerated Tlustees and lack of commercial borrowing costs. We are targeting to
maintain these costs in 2026 despite the development and maintenance work expected in 2026.
The negative operatin8 margin and return on capital efflployed reported in 2024 are the result of positive decision5 the
Trustees have taken to improve the quality of the accommodation they provide. a5 described above. In 2024 the margin
and ROCE were materially irnpacted by void periods suffered while substantial upgrade work wa5 undertaken in those
units and the actelerated depreciaiion costs taken for asse15 disposed ol as part of the development work.. the financial
impact of this work was anticipated in the targets sei for 2024. The above table show5 that the charity has returned to
3 small positive operaiing mar8in In 2025 as ihe Lleveloped resi(Jence5 are now fully occupled.
The flnancial tar8ets for the 2026 calendar year are drawn from the budget approved by the Trustees for that year.
Reserves
Any Surplus of income over expendilure is added to reserve5.
The results lor the year are sei out in the financial statements on pages 12 to 23.

During the year. the Charity reported net income of £61,79112024.. E97.6641 which includes a £41.033 increase12024..
£14,145) in the value of investments. As a result. total reserves grew to £1.142.167.
The Trustee5 have determined that sufficient reserves should be retained by the charily in order to fund a minimum of
six months expenditure. Budgeted expenditure fof the year to 31 December 2026 15 £95.023. consequently the Trustees
are Satisfied that the retained reserves of £1.142,167 comfortably exceed the minimum balance of £47,512. £419,028
are regarded as free reserves, after allowing for funds invested in tangible fixed assets.
Investments
The Trustees set aside funds in order io finance futvre planned expen¢Jiture and to provide a contingency against future
unforeseen expenditure. These funds sei aside are converted into lower risk investments which are capable of recovery
as liquid funds wirhin a maximum of two weeks and provide the best possible feiurn for the low risk assumed. To the
extent that funds are held by the charity in exce55 of these requirernents, the Trustees seek to invest those funds in
order to further the aims of the charity, followtng the spirit of thè original aims of Mi George Ro8ers. The performance
of those investments 15 reviewed by the Trustees on a quarterly ba515.
Maintenance
A Pfoperty survey wa5 carried out at the end of 2025 and the beginning of 2026. The Trusiees will continue to monitor
the condition of the properties and deal with repairs and replacements as nece553ry.
The Trustees intend to ensure that the Almshouses continue to meet the neetls of residents by maintaining them to a
high standard and. where possible. adapting them to suii the needs of individual residents as their circumstances
change. The Trustees are confident that the Almshouses will continue to provide comfortable homes lor the residents
for the foreseeable future and they are satisfied that the level of reserves 15 adequate to rneet the ongoing rnaintenance
Property repairs are instigated in a timely fashion. Much attention in 2025 has needfully focussed on large scale external
redecorations as well as normal repairs on individual units.
No foirnal or substantive complainis were received during the year.

The Trustees are responsiblè for prepèring the Trusiees. Annual Report and the financial siatement5 in accordance with
applicable law and United Kin8dom AccounEin8 Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales requires Ehe Trustees to prepare financial statements for each
financial year which give a true and fair view of the state of affairs of the Charity and of the incoming resources and
application of resources of the Charity for that period.

The Trustees are responsible for keeping proper accounting records that are sufficient to show and explain the Charity's
transactions and disclose with reasonable accuracy at any time the financial position of the Charity and enable thern to
ensure that the financial statements cornply with the Charities Act 2011. the Housing and Regeneration Act 2008 and
the Accounting Direction for Private ReBistered Providers ol Social Housing 2020. They are also responsible for
safeguarding the a55ets of ihe Charity and hence lor takin8 reasonable step5 for the prevention and detection of fraud
and other irregularities.
The Trustees are responsible for the maintenance and integrity of the financial information included on the Chariry's
website. Legislation in the United Kingdom governing the preparation and dissemination of financial statements may
diffef from le8islation in other jurisdictions.
Dlsclosure of 5nfofmatlon to Auditors
The Trustees who held office at the date of approval of this Report confirm that, so far as they are each aware. there is
no relevant audit information of which the Charity's audilor5 are unaware- and each Trustee has taken all the steps that
they ought to have taken a5 a Trustee to make themselves aware of any relevant audit information and to establish that
the Charity's auditor5 are aware of that information.
Statement on the Charltys system of Internal control
The Trustees acknowledge their overall responsikn'lity. for establishin8 and maintaining the whole system of internal
conirol and for reviewing annually it5 effeuivenes5.
The Trusteès recognise that no system of iniefnal control can provide ab501uie assurance or eliminate 311 risk. The
system ol internal control is designed lo managè risk. and to provide Teasonable assurance that the key business
objectives and expected outcomes will be achieved. It also exists to give reasonable assurance about the preparation
and reliability ol financial and operational information and the safeguarding of the Charity's assets and interests.
In meeting its responsibilities. the Trustees havè adopted a risk-based approach to internal controls, which are
embedded within the normal management and ggvernance proces5. This approach includes the regular evaluation of
the nature and extent of risks lo which the Charity is exposed and bs ¢onsisient with principles incorpoiated in guidance.
The process adopted by the Trustees in reviewing the effertsvenes5 of the system of internal control. tO8ether with

Responsibility has been clearly defined for the identification. evaluation and control of significant risks. There is an
ongoing process of review by the Trustees in each area of the Charl￿$ activities. The fesults continue to be reviewed

The Trustees are responsible for ensuring the process of control through self-assessrnent is effective and ihot reporting

The Trustees retain responsibility for a defined ran8e of issues covering strategic, operational. financial, and compliance

fraud prevention and detection.

A governance sub-group has compiled and monitors a risk reBister.
Management
Day to day responsibility for management of the Almshouses and implementation of policy set by the Trustees is
undertaken with the assistance of Lithgow Perkins LLP, Chartered Accountapt5. who provide accounting support and
ensure payments are made in a timely fashion to supplierg. A part timè Scheme Manè8er a150 provides support to the
Trustees.

which comprise the Stalement of Financial Activities. the Balance Sheet. the Cash Flow Statement and the related notes.
The financial reporting frarnework that has been applied in their preparation is applicable law and United Kingdom
Accounting Standards. Including FRS 102"The Financial Reporting StanLlard applicable in Ihe UK and Republi¢ of Ireland-

We have been appointed a5 auditor under section 154 of the Charities Act 2011 and report in accordance with the Act
and relevant regulations made or having effect thereunder.

In auditing the financial statements. we have concluded that the Trustees, use of the Boing toncern basis of accounting

We enquired of thè trustees, and reviewed correspondence and board meeting minutes for evidence of non-
compliance with relevant laws and regulation5. We also reviewed ¢ontiols the trustees have in place. where
necessary. to ensure complian￿.
We gained an understanding of the controls th31 the trustees have in place to pievent and detect fraud. We
enquired of the trustees about any inciden￿$ of fraud that had taken place during the accounting period.
The rlsk of fraud and non-compliance with laws and regulations was discussed within the audit team and tes15
were planned and performed to address these risks.
We reviewed financial statemènts disclosures and suptK)rting documentation to assess compliance with
relevant laws and regulations di5¢ussed above.
We enquired of the trustees about actual and poiential litigation and claims.
We performed analwical procedures to identify any unusual or unexpected relationships ihat might Indicate
risks of material mi551atement due to fraud.
In addressing the risk of fraud due to rnana8ement override of internal ¢ontro15 we tested the appropriateness
ol journal entries and assessed whether the jydgements made in making accounting estimates were indicative
of a potential bias.
There are inherent limitations in our audbt procedures described above. The more removed that law5 and re8ulations
are from financial transactions. the less likely it is thal we would become aware of non<ompliance. Auditin8

Reporting Standard applicable in ihe UK and Republic of Ireland IFRS 1021 (effective l January 20191
(Charitie5 SORP IFRS 1021 (second edition- Ortober 201911, thè Financial Reporting Standard applicable in the
UK and Republic of Ireland IFRS 1021, the Chariiies Art 2011 and the Accounting Direction for Private
Registered Providers of Social Housine 2019.
The accounts are prepared on the historical cost basis of accounting except as rnodified by the revaluation ol
invesiments and are presenied in pound5 Sterlin8.
The financial statements have been prepared in compliance with FRS 102. In complying with FRS 102 the
Charity meets the definition of a public benefit entity.
Goln8 concern
The financial statements have been prepared on a goin8 concern basis which assumes an ability to continue
tsperarin8 for the foreseeable future. The Trustees have concluded ihat they are confident that the Charity
will continue as a goin8 concern based on the cash flow forecasts and significant value of free reserves held
by the Charity. The Trustees are of the opinion that the Charity will have sufficient resources to meet it5
liabilities as they fall due.
Judgements and key sources of estlmation uncertalnty
The preparation of the finaneial siatement5 requiies rnanagement to make judgements. estimates and
assumptions that affect the amounts reported for assets and liabilitie5 as at the balance sheet date and the
amounts reported for revenues and expenses during the year. However. the nature of estimation means that
actual outcomes could differ from those esiimate5. The following judgements lapart from those involving
estimate51 have had the most significant eltect on amounts reco8nised in the fhnancial statements.
Cate8orisation of housing properties
The Charity has undertaken a detailed review of the intended use of all housing properties. In
determining the intended use. the Charity has considered if the asset is held for Social benefit or to
earn comrnerci31 rentals.

Impairment of non-financial assets
Reviews for impairment of housing properties are carried oui when a trig8er has occurred and any
impairment loss in a cash generating unli is recognbsed by a charge to the Statement of Financial
Activities. Impairment is recognised whère the carrying value ol a cash generating unit exceeds ihe
higher of its net realisablè value or its value in use. A cash generating unit is normally a group of
properties at scheme level whose Cash income can be Separately identified.

Income recognition

The Trustees present their annual report and the audited financial statements for the year ended 31 December 2025.
Oblectlves and publit benefit
The Charity is an unincorporated Charily registered in England and Wales (Number 2364241, a member of the National
Almshouse Associaiion INumber 02031 and is re￿stered with the Regulator of Social Housing (Registration Nurnber

In settin8 the objectives and planning the activities ol the Charity for the year. the Trustees have given careful
consideration to the Charity Commi55ion's genefal guidance on public benefit.
The Charity has pursued the principal object lor which it was esiablished. namely the provision of accomrnodation for
the qualifying people of Bradford and Harrogate and the TTU5tees are sat15fied that the Charity delivers charitable
activities for public benefit.
The charity is adminisiered in accordance with a scheme date 180ctober 2019.
Management and administratSon of the Charity
The Charity is managed by a board of Trusiees providing legal. financial, building. property management and pastoral
A part time Scheme Manager is engaged to support the Trustees. be a first point of contact with residents and to deal
with general administration.
Property maintenance and repairs are managed by the Scheme Manager on behalf of the Trustees.
Accounting support ha5 been provided by lith8ow Perkin5. Chartered Accounl3nts. This has included the production of
an annual budget and quarterly accounting report5.
Trustees continue to meet ai least four times 3 year for lorrnal meetin8s ènd meet as 'Working Group5" covering
pastoral. governance and financial issues between meetin85 to take forward the strategic plans ol the Trustee5.
Resldents
Rogers, Almshouses is both a charity and an organisation listed on the National Register of Social Housing. It provides
fifteen units ol accommodation, thirteen two 5torey houses and two bungalows, for people over 51Mty years of age who
live within the Metropolitan Di5tritt of Bradford or Harrogate District as defined prior to l April 2023.
When making decisions about the appointrnents to a vacancy. the Trustees seek io maintain a balance between
resident5 who came originally from Bradford and resident5 from Harro8ale. To thjs end, separate lists of applicants are
drawn up. Trustees have tfied lo ensure thai vacancies are allocated to the applicant most in need ol the
accommodation at the time that they occur.

The gardens have been maintained throughout the year and continue to 8ive much pleasure to residen15 as well as
providin8 a haven for buttethies and seeds for birds well into the winter months.
We are glad lo have received recognition for the high quality of our gardens from the Harrogate in Bloom 2025 awards.
We aim to sustain this quality whi15t holding costs to the 2025 leve15 in 2026.
No formal or substantive complaints were received durin8 the accounting period.

The maximum number of Trustees permitted under the scheme of arrangement is 12. Of these three are Ex-officio and
seven are Co-opted. One ex-officio member declines to take up any role. and a second ex-officio role is in abeyance as
the Dean of Bradford post 15 being filled. The current number of Trustees is 9. a decrease 013 Since 2024.
Having a8reed changes to ihe rule5 of the Charily Wlth the Charity Commissioners. the Trustees are now focusing on
developing the Charity. A strategic planning day held in 2025 Pfovided a focus for ongoing development. Following that
day. the Trustee5 have focussed upon some compliance, some building and some pastoral issues.
Compllance.. Residents. Satisfaction Surveys were first tonducted in 2025. revealin8 hiBh levels of sat15faction.
The 2026 surveys were conducted in January and February 2026. The Residents. Handbook was re-written and
published at an open meeting in 2025. Trusiees were grateful for the help of a resident5. group durin8 the
drafting of the Handbo(Ik. A number of policy revision5 were conducted during 2025. and more policy
development is planned in 2026. Building Surveys of every residence were begun in December 2025 and
completed in January 2026 by the Chair and relevant pastoral Trustee. Lists of priorities for each residence, as
well as an overall priorities list for the Trust were crealed a5 a result.
Buildlngs.. The focus has been on the conlinued development of ihe -hor5eshoe- and a bid was submitted to
Homes England for 40% funding to support the creation of 3 new dwelling between 8 and 9. alon8 Wlth the
refurbishment of 8. The bid included the intention to add solar panels above rhe dwellings as a start towards
our net zero tar8et. On 23 February 2026 3 grant of £110.￿] was approved which should cover at least the
40% of total cosis that we have benefitted from in previous development projects.
Consideration has also been 8iven to long term planning for further development in the garden. and for an
office space for the Scheme Manager.
Pastoral.. The pastofal cornmittee has continued io be pro-active with regular individual ViSiES, a regular
newsletter and a number of shared social events. The developments in our complian¢e work have often
emanated from good pastoral contacts_
The charity is a member of the Almshouses Consortium Limited. a not for profit organi5ation. Two trustees are directQTS
of that company which assists wilh the administration of development Brants provided by Homes Eng5and.
The Scheme Manager and two Trustees attended The Almshouses Association AGM in London.
Charges
The Trustees set a weekly maintenance charge at a level which is expeaed to meet the day to day running costs of thè
Almshouses and grounds, including the c05t of cyclical rnainienance and major repairs expenditure. As a regulated
provider of social housin8 the Charity is also required to oper31e within the guidance on rent setting provided by the
Ministry of Housing. Communitie$ and Local Government, which limits the maximum amount to be charged and the
annual increases in rent.

The Trustee5 have added a training budget to the annual budget to support good practice and tiaininB for both the
scheme Manager and ihe Trustee5.

During the year. the Charity made no political or chantable donations.
Format of accounts
Rogers. Almshovses is a registered providèr of social housing as well as a règisiered almshouse charity. Having reached
a decision on the future strategic direction as an independent charity. the Trustees have determined ihat it IS
appfopriate for the accounis to be prepared under the Charities Staternent of Recornmended P¥actice IFRS 1021.
Value for money
The Charity's definition of value for money is simple. it aims to deliver its objectives in the most cost-effective way
possible by ensuring that it provides quality homes and services that help its resbdents remain independent.
The size of the Charity. at only IS units. makes comparison against others difficult. especially as the Regulator does noi
captvre or publish any information on association5 Wlth less than 1.000 properties. Very lew associations the size of the
Charity subscribe io benchmarking clubs as the costs ouiweigh the benefits and are not therefore considered value for
monev.
The Charity prides itself on meetin8 the needs of it5 residents wherevei possible. This includes in5tallin8 disabled
adaptations even where no external funding is available. This incieases the repairs cost5 but reflects the purpose ol the
Charity which is to provide accornrnod31ion to older persons of limited means. By adopting thi$ approach residents are
able to continue to live independently and low levels of voids occur.
All the properties owned by the Charity are in one location within close walking distance of Harrogate town centre and
other amenitie5. They are well maintained and are easy to let. The Trustees have not identified any individual property
which is not adding to the surplus being generated. The nature of the almshouses is such that the disposal of an
individual property would not be worthwhile and would potentially impact $18nificantly on the environment created by
the scheme.
We are required ro calculate and report certain financial metrics for Ro8er5' Almshouses which are widely regarded as
mea5ure5 01 value for money. In addition. we are required to show how those metrics compare with our own targets
and wilh an appropriate comparbtor. Set out below is a table which records those metrics calculated ￿sing Roger5
Almshouse5' results for each of the last three financi31 years_ The table also shows target5 for ihose metrics calculated
using rhe Rogers AlmshotJse5' budgets lor the 2026 and 2025 calendar years.

The above table records the Significant sums reinvested by the trustees in a programme of development of residences
as they become vacani, with significant expenditure in 2023 and 2024. Development expenditure in 2025 was much
reduced as the Trustee5 took some time both to allow the new residents to settle in and for the Trustee5 to consider
P055ible alternatives lor the nexr phase of capital works. Quotes for the approveil development plan are now in place
with works planned for 2026 as recorded in the 2026 iar8ets.
Please note, the value of the existing properties is, the Trustees believe, considerably in excess of the cost value reported
in the Charity's balance sheet. It remains the trustees. intention io continue Ihi5 development work and to fund the
creation of additional residences as the opportunities io do 50 arise.
The gearing and operational metrics clearly show that Roger5, Almshouses is a small entity with some unique
characteristics within the social housing 5e¢tor. The charity has no borrowings and therefore pays no interest charges.
neither is it required to meet any financial covenants which might otherwise encumber the Trustee's financial freedom.
Further. no Trustee receives any remuneration for the work which they undertake on behalf of the Charitv.
As a result of these financial characteristiC5, the Trustees are able to keep the Charity's operating costs to a minimum
despite thè faci that it5 small size relative to its comparators denies it many opportunitie5 for economies of scale. The
small size ol the Charity doe5. however. enable the Trustees to enjoy a closer connection with the residents and a better
understanding of their concerns and need5. The Trusiees have chosen to prioritise the quality ol the accommodation
offered to the residents which results in a headline social housing cost per unit broadly in line with rhe sector metrics
despite the cost savings of unremunerated Tlustees and lack of commercial borrowing costs. We are targeting to
maintain these costs in 2026 despite the development and maintenance work expected in 2026.
The negative operatin8 margin and return on capital efflployed reported in 2024 are the result of positive decision5 the
Trustees have taken to improve the quality of the accommodation they provide. a5 described above. In 2024 the margin
and ROCE were materially irnpacted by void periods suffered while substantial upgrade work wa5 undertaken in those
units and the actelerated depreciaiion costs taken for asse15 disposed ol as part of the development work.. the financial
impact of this work was anticipated in the targets sei for 2024. The above table show5 that the charity has returned to
3 small positive operaiing mar8in In 2025 as ihe Lleveloped resi(Jence5 are now fully occupled.
The flnancial tar8ets for the 2026 calendar year are drawn from the budget approved by the Trustees for that year.
Reserves
Any Surplus of income over expendilure is added to reserve5.

During the year. the Charity reported net income of £61,79112024.. E97.6641 which includes a £41.033 increase12024..
£14,145) in the value of investments. As a result. total reserves grew to £1.142.167.
The Trustee5 have determined that sufficient reserves should be retained by the charily in order to fund a minimum of
six months expenditure. Budgeted expenditure fof the year to 31 December 2026 15 £95.023. consequently the Trustees
are Satisfied that the retained reserves of £1.142,167 comfortably exceed the minimum balance of £47,512. £419,028
are regarded as free reserves, after allowing for funds invested in tangible fixed assets.
Investments
The Trustees set aside funds in order io finance futvre planned expen¢Jiture and to provide a contingency against future
unforeseen expenditure. These funds sei aside are converted into lower risk investments which are capable of recovery
as liquid funds wirhin a maximum of two weeks and provide the best possible feiurn for the low risk assumed. To the
extent that funds are held by the charity in exce55 of these requirernents, the Trustees seek to invest those funds in
order to further the aims of the charity, followtng the spirit of thè original aims of Mi George Ro8ers. The performance
of those investments 15 reviewed by the Trustees on a quarterly ba515.
Maintenance
A Pfoperty survey wa5 carried out at the end of 2025 and the beginning of 2026. The Trusiees will continue to monitor
the condition of the properties and deal with repairs and replacements as nece553ry.
The Trustees intend to ensure that the Almshouses continue to meet the neetls of residents by maintaining them to a
high standard and. where possible. adapting them to suii the needs of individual residents as their circumstances
change. The Trustees are confident that the Almshouses will continue to provide comfortable homes lor the residents
for the foreseeable future and they are satisfied that the level of reserves 15 adequate to rneet the ongoing rnaintenance
Property repairs are instigated in a timely fashion. Much attention in 2025 has needfully focussed on large scale external
redecorations as well as normal repairs on individual units.
No foirnal or substantive complainis were received during the year.

The Charity is an unirtcorporated Charity registered in England and Wales. a member of the National
Almshouse Association and is registered with the Regulator of Social Housing as a Private Registered Provider
of Social Housin8.

Basls of accountlng
The financial statements have been PTep3ied in accordance with applicable United Kingdom Generallv
Accepted Accounting Practice (UK GAAPI and Accountin8 and Reportirsg by Charities.. Statement of
Recommended Practice applicable to Charities preparing their accounts in accordance with the Financial
Reporting Standard applicable in ihe UK and Republic of Ireland IFRS 1021 (effective l January 20191
(Charitie5 SORP IFRS 1021 (second edition- Ortober 201911, thè Financial Reporting Standard applicable in the
UK and Republic of Ireland IFRS 1021, the Chariiies Art 2011 and the Accounting Direction for Private
Registered Providers of Social Housine 2019.
The accounts are prepared on the historical cost basis of accounting except as rnodified by the revaluation ol
invesiments and are presenied in pound5 Sterlin8.
The financial statements have been prepared in compliance with FRS 102. In complying with FRS 102 the
Charity meets the definition of a public benefit entity.
Goln8 concern
The financial statements have been prepared on a goin8 concern basis which assumes an ability to continue
tsperarin8 for the foreseeable future. The Trustees have concluded ihat they are confident that the Charity
will continue as a goin8 concern based on the cash flow forecasts and significant value of free reserves held
by the Charity. The Trustees are of the opinion that the Charity will have sufficient resources to meet it5
liabilities as they fall due.
Judgements and key sources of estlmation uncertalnty
The preparation of the finaneial siatement5 requiies rnanagement to make judgements. estimates and
assumptions that affect the amounts reported for assets and liabilitie5 as at the balance sheet date and the
amounts reported for revenues and expenses during the year. However. the nature of estimation means that
actual outcomes could differ from those esiimate5. The following judgements lapart from those involving
estimate51 have had the most significant eltect on amounts reco8nised in the fhnancial statements.
Cate8orisation of housing properties
The Charity has undertaken a detailed review of the intended use of all housing properties. In
determining the intended use. the Charity has considered if the asset is held for Social benefit or to
earn comrnerci31 rentals.

scheme level.

Tangible fixed a55ets
Tangible fixed assets 3redepreci3ted overtheir useful lives iaking into account residual values, where
appiopriate. The actual lives of the assets and residual values are assessed annually and may varv
depending on a number of factors. In re-asse55ing asset lives, factors such as technological
innovation, produci life cycles and maintenance programrnes are taken into account. Resldual value
assessments consider issues such as fuiure rn3rket conditions. the iemaining life of the a55et and
projected disposal values.
Impairment of non-financial assets
Reviews for impairment of housing properties are carried oui when a trig8er has occurred and any
impairment loss in a cash generating unli is recognbsed by a charge to the Statement of Financial
Activities. Impairment is recognised whère the carrying value ol a cash generating unit exceeds ihe
higher of its net realisablè value or its value in use. A cash generating unit is normally a group of
properties at scheme level whose Cash income can be Separately identified.
The Charity has assessed ihat no trigger for an impairmeni review has occurred.
Income recognition
Income from social hou5inE 3cliviiies repre5enis weekly maintenance charge receivable. including water rates
nd other income and 15 recognised in relaiion to the period when the goods or seTVltes have been supplied.
Weekly maintenance charge income is reco8nised when the property is available for occupation. nel of voids.
Distributions and interest on investments are indvded on the accruals basis by reference to the due date of
payment.

Taxation
The Charity is a registered Charity and is. therefore. exempt from any liability to taxation on its income and

Tan8ible fixed assets are stated at cost. less accumulaied depreciation.

Investments are initially recognised at their transattion value and subsequently measured at theii market
value as at the balance sheet dale using ihe closing market value.
Gains and losses on disposal and revaluation of investment5 are charged or credited to the Statement of
Financiol A¢iivitie5.

The Charity only has financial assets and financial liabilities of a kind that qualify as basic financial inslruments.
