consideraiion 10 the Chariiy Comm15510n's general guidance on public benefit.
Thè Charity has pursued the principal objeci lor which it wa5 esiab115hed. namely the provisitsn ol accomrnodation lor
the qualifying people o18radford and Ha¥ro8ate and the Trustees are saiisfied ihai the Charify delivers charitable
aciiviiies lor public benefii.
The charity is administered in a¢cordan¢e with a sctrème date 18 October 2019.
Managèment and admlnlstratlon ol the Charlty
The Charity Is managed by a board ol Trustees providin8 le8al, Iinan¢ial. byildin8, properly management and pastoial
A part time adminisiraror Is en8a8ed to support the Trus¢ees. be a first point of coniaci with residents and 10 deal with
general administration.
Property maintertan¢e and repairs are managed by Ihe Adminisiraior on behalf ol the Trustees.
Accounting suppori has been provided by Liih8ow Perkins, Chartered Ac¢ountants. This has included the production ol
an annual budget and quarterly accountin8 reporis.
Trusiees continue io meet at leasi three limes a year lor lorrnal meetings and meet as "Working Groups" beiween
meetin8S to take forward the 5trate81¢ plans of the Tiustees.

Rogers. Almshouses is bolh a charity and an organtsation listed on the National Regisier ol Social Hou5in8. It provide5
Iilieen uniis ol accommodation, thirteen two storey houses an¢J Iwo bungalows, for people over sixty year5 01 a8e who
live within the Metropolitan 015lri¢i ol Bradlord or Harrogate Disiflct as delined prior io l April 2023.
When makin8 decisions about rhe appointments to a Vacancy, the Trustees maintain a balance between residents who
came originally from Bradford and residents from Harro8ate To this end. separate 115ts ol applicants are drawn up.
Trusiees have iried lo ensure that vacancie5 are allo¢ated to the appllcani mosi Jn need ol ihe accommc*dation at the
time that they occur.

The Trustees are aware ol the governmeni whire paper. A Charter for Social Housing Residents. and have Started to
pursue the relevani provisions in so lar as they relate io almshouse5.
Property
The gardens have been rnaintained throughout the year and continue to give much pleasure to residents as well as
providing a haven for butterflies and seeds lor birds well into the winter months.
A vacant property was refurbished in 2023 and occupiefl in Decèmber 2023.
Trustees
The Trustees in ollice during the year are listed on page l.
The maximurn number ol Trustees permitted under the scheme of arrangement is 12. Of these three are Ex-officio and
seven are Co-opted. The current number ol Trustees is eleven, an Increase of one since 2022.
Having agreed changes to the rules of Ihe Charily wilh the Charity Commissioners. the Trustees ère now focusing on
developing the Charity. A strategic planning day was held durin8 the autumn of 2023 to prtsvide è Clear focus lor
development. The outcomes of thar day ère bein8 implemented.
The charity Is a rnember ol the Almshouses Consortium limited. Three trustees are director5 of that cornpany which
assists with the administration of development grant5 provided by Homes England.
Charges
The Trustees set a weekly maintenance charge at a level which 15 expecte¢J to meet the day io day running Costs of the
Almshouses and 8rounds. Including the cost of cyclical maintenance and major repairs expendifure As a Housing
Association ihe Charity is also required to operate within the 8uidance on reni settin8 provided by ihe Ministry of
Housing, Communities and Local Government. which limils the maximum amount 10 be charged and the annual
increases In rent.
The weekly maintenance charge was increased in linè with allowable charges.

The size ol the Chariiy, at only IS units. makes compari50n a8ain5t others difficult. especially a5 the Regulator doe5 not
capiure or publish any Information on a550ciation5 Wlth less than 1.000 properties. Very few associations Ihe sile of Ihe
Charily subscribe io benchmarking clubs as the cosis outweigh the beneltrs and are not therefore considered value for
tnonev.
The Charity prides itself on meeting the needs ol its residents wherever p055ible. This includes installing disabled
adaptati()ns even where no external funding Is available. This Increases the repairs cost5 bui reflect5 the purpose ol the
Charity which Is to provi¢Je actornmodation to older persons ol limited means. 8y adopting this approach residents are
able ro coniinue to live Independently and low levels ol vosds occur.
All the properties owned by the Charity are In one location within close walking distance of the town centre and other
amenities fhey are well mainiained Isupported by a stock condition Survey undertaken during 2017 and regular review
by those trustees with relevani experience and qualificaiionsl and are easy ro lel The Trustees have not Identified any
individual properry which is noi adding to the surplu5 being generated. The nature of the almshouses is such ihai the
disposal ol an Individual property would not be worthwhile an¢J would potentially impact significantly on the
environment created by the Scheme.
We are required to calculate and report certain financial metrics for Rogers. Almshouses which are widely re8afded a5
measures of value lor money. In addition. we are required to show how those metrics compare with our own targets
and with an appfopriate comparator. Set out below Is a table which records those metrics calculated using Rogers
Almshouses. results lor each of the last three financial years. The table also shows targets for those metric5 calculated
using rhe Rogers Alrnshou5es' budget5 for the 2024 and 2023 calendar year.
Published data to use a5 a comparator ts difficult to find.. the only pvblished data available Is Iof registered providers
with between 1,000 and 2,500 residential units as reported In the annex to the Regulator ol Social Housing's G5obal
Accounts. We have only IS residential units and therefore comparison wilh that published data 15 Indicative only and
rhe result5 are considered by the Trustees as Informative bul not direciional.

Value for money Icontinuedl
The VFM metric5 for 2021 record the developrnent of an additional residence at the existing Almshouse site. As a result,
we Increased rhe number ol our uniis from 14 to 15 la 7 1% Increa5el In that year at a cost ol approximaiely £235,000
which is 48.6¥o ol the reported value of the Charity's existing fixed assets. Please note. the value of the existing
properties Is, the Tru5tee5 believe. considerably in excess of Ihe cost value reported In the Charity'5 balance sheet. In
2022 there was no equivalent developmeni programme and the reinvestment cons1Sted largely of repairs and renewals
costs. In 2023 we embarked on the redevelopment of one of our residences at a cost in excess of £75,000 and we plan
to invest a broadly similar Sum in 2024 In updating exisiing units but we are actively considering the developmeni of
dditional units which we hope will form part of our plans for 2025.
The gearing and operational metrics clearly show thai Rogers, Almshouses 15 a small entity with some unique
characteristics within the social housing sector. We have no borrowings and therefore pay no interest charges, nor do
we have any financial covenants which might otherwise encumber our financial Ireedgm. Further, no Trustee receives
any remuneration lor the work which they undertake on behalf of Ihe Charity.
As a result of these financial characteristics. the Trustees are able to keep the Charity s operating C0515 to è minimum
despite Ihe lact that it5 small S1Le relative to its comparators denies it many opportunities lor ecollornie5 of scale. The
small size ol ttte Charity (Joes. however. enable the Trustees to enjoy a c105er connection with the residents and 3 beiier
understanding ol their concerns and need5. The Trustees have chosen to prioritise Ihe oualiiv of ihe accornmodation
offered to the residenis which might be expected to push the headline cost per unit to a value above ihe secior average5.
Despite this, the cost per unit remained si8nilicantly below the sector median In 20231£4,579 against £5.7201 but has
risen from the cost Incurred in 2022 as this meiric includes the substantial development costs Incurred. The iargei for
2024 reflects ihe budgeting of further development costs, Ihough the Trustees are confident that the underlying costs
of operating the existing almshouses remains significantly below the sector averages.
The small negative operating margin and return on capital employed reported in 2021 are the result of positive decisions
(he Trustees have iaken io Improve the quality ol the 3CCOfnmtsdation they provide. In 2021 the margin 3nd ROCE were
materially impacted by void periods suffered while substantial upgrade work was undertaken in those unit5 ènd the
cceleraied depreciation cost5 taken lor è55et5 disposed of as pari of ihe development woik. The Trustees were pleased
to report thai, in 2022. the rnargin had Improved and exceeded the sector benchmarks when development work paused.
Since 2022. the Trusiees have approved further development work which has Impacied the results in 2023 and Is
expectèd to impaci both Ihe operaiing rnargin and relurn on capilal ernployed In 2024 The Trustees believe this Work
Is required in the short term to Improve the quality of the accommodation and also to secure the longer-ierm income
5trearn ol the charilv.
The financial target5 for the 2024 calendar year are drawn from the budget approved by the Trustees for ihat year.

During the year the Chaiity reported net Income of £64.505 12022.. £26.5411 which Includes £7,512 Increase12022'.

The Trustees have determined that Sufficient reserves should be reiained by the charity In order io fund a minimum of
six month5 expenditure. Budgeted expendilure for Ihe year to 31 December 2024 Is EIOI.880, consequenily the
Trustees are 5alislied that Ihe relained reserves 01 £982,712 comfortably exceed the rninirnum balance of £50,940.
£105.940 are regarded as free reserves, alter allowing for funds invested In tangible fixed assets.

Investments
The Trustees sei aside funds in order to finance future planned expendilure and io provide a contin8enry a8ainst future
unlore5een expenditufe. These funds set aside are converted into lower risk invesimenrs which are capable of recovery
a5 Iiouid funds within a maximum of two weeks and provide the besi possible return lor the low risk assumed. To the
exient Ihai funds are held by the charity In exce55 01 these requi¥ement5, the Tru5tee5 seek 10 invest those fund5 in
order to further the aim5 01 the charity, following the spirit of the original aims of Mr George Rogers. The performance
of those investments Is ¥eviewed by the Trustees on a Quarterly basis.
Maintenance
A property survey wa5 carr¢ed out at the end 012017. The survey did not i¢Jentify any major work that was required ro
be undertaken.
The Trustees will continue 10 monitor the condition ol the properties and deal with fepairs and replacements as
necessary.
The Trustees intend to ènsure that the Almshouses continue io meer the needs of residents by mainraining rhem to a
hi6h standard and, where possible. adapiing them 10 suit Ihe needs of Individual residents a5 their circumstances
change. The Trustees ale confident rhar the Almshouses will continue to provide comfortable homes for the residents
lor the foreseeable future and they are satisfied rhat the level ol reserves Is adequate to meet the ongoing rnèintenance

Day to day responsibility for management of the Almshouses and implementarion ol policy set by the Trustees IS
undertaken with Ihe assistance ol Liih8ow Perkins LIP. Chartered Accountant5, who provide èccountlng support and
ensure payments are made in a tirnely fashion to suppliefs. A part time administrator also provides support to the
Trusiees.
As Chairman ol the Trustees, I would like to record my appreciation of the support and hard work of my fellow Trustee5,
our administraror and accountant in ensuring that the Charity moves forward In a way ol which I believe our founder
would be proud.

The financial statements have been prepared on a going concern basis which assumes an ability to continue
