TREASURER'S ANNUAL REPORT FOR THE YEAR ENDED 30 SEPTEMBER 2024
The Accounts for the financial year ended 30 September 2024 are atiached to this Report.
Income & Expenditure Account
The Accounts show an operating surplus for the year ended 30 September 2024 of £8,541 12023
surplus of £12,765).
The Village Hall Ithe Hall) is, as in previous years. used primarily by Rusper Primary School. which is
adjacent to the Hall. as well as the Play Group. Together they provide the Hall with its main sources
of income. The School has the use of the main Hall during school operating hours which provide5
flexibility to use the main Hall a5 required. The School is in the process of reviewing its requirements
given it5 association with the recently established Bohunt School. The Play Group is based in the
smaller Hall and kitchen area during school term times. Income from the School of £14,217 has been
received up to the Summer 2024 Term. this compares to £15.¢X>6 for the school year to July 2023.
Income from the Play Group of £4,650 has been received up to the Summer 2024 Term compared to
£4,580 up to the 2023 Summer Term.
Both Halls are available for bookings during evenings and weekend5 and are used by various interest
groups shown on the Income and Expenditure Account as well one-off events such as parties and
meetings etc.
The former Snooker Room was vacated last year and progress is being made to refurbish the room to
provide a focal point for elderly residents ir) Rusper Village and its vicinity. The roorn has now been
renamed "The Hope Keith Room" in remembrance of Hope Keith who lived in the Village and who set
up a Charity named "Hope Keith Villagers Trust" ￿￿K￿l in her name to benefit elderly folk in the
locality. Significant funding totalling £138,902 has been provided by HKVt in this financial year as well
as the last financial year. The funding has enabled the Hall lo be re roofed completely as well as other
essential works required to upgrade the Hall including a new heating system which will be more
efficient and will enable different room5 to be heated as required. The upgrading of the Hall will
continue into the next financial year. The Hope Keith Room will be available for use from time to time
by HKW for their meetings and will be available for hire by third parties when not in use.
As shown in the Accounts, various grants have been received including Rusper Parish Council and
Horsham District Council as a contribution towards the cost of the roof, in addition a number of smaller
fund raising events have taken place over the years. We have also received a Grant from the
Community Climate Fund from Horsham District Council which will enable us to change our lighting to
LEO lights; the work to change the lighting will be undertaken after the year end of these Accounts.
Our Booking Clerk ha5 been busy dealing with new enquire5 and bookings for general lettings. Ovr
net income after the return of dep051ts was £3.708 compared to £3,611 for 2023. We are hopeful that
bookings will increase once the Main and Smaller Ha115 have been painted and refurbished.
Net income for 2024 wa5 £29.623 compared to £29.801 for the 2023 financial year. General
Expenditure for 2024 was £21,062 compared to £17.076. The increase in costs can be attributed in
the main to legal fees of £4.830 incurred in connection wilh the legal agreement with HKwf in respect
of the funding to be provided by them. Rusper Village Hall, Charity Number 236204 ceased to operate
with effeci from 30 September 2024 and a new Charity "Rusper Village Hall CIO" has been

incorporated and has commenced trading with effect from l October 2024 undef the Charity
Commission Number 1206908. A CIO lor Charitable Incorporated Organisationl is a fairly recent type
of incorporated business Structure beneficial io our charitable status_ The Trustees of Rusper Village
Hall afe the same as those of Rusper Village Hall CIO. Ir) addition. legal fees of £4,759 has been
incurred in setting up the new charity and documentation relatlll8 to drawing up a new constitution
etc.
The Management Committee had deferred increasing hire charges in September 2023 in view of the
high costs of living. Hire charges were reviewed with effect from l March 2024 and some charges
were slightly reduced to make the Hall more accessible for users. The charges will be reviewed again
in the New Year.
Balance Sheet
Cash at Bank at 30 September 2024 amounted to E5.911 held in the Current Account. £60.100 was
transferred to the new CIO Bank Account shortly prior to the yearend in anticipation of the restructure
to a CIO. Both Accounts are held with CAF Bank which provides banking facilities to Charitable
organisations. In addition, funds of £ 35.545 are due from HKVT in respect of refurbishment costs paid
out but not received as at 30 September 2024. Total cash resources are therefore £101,556 and
includes the funds transferred from the Roof Account and the investment previously held with Scottish
Widows.
As in previous years, a historic valuation has been applied to the Premise5 and Equipment for Balance
Sheet Purposes and the same values will be used for transfer of the assets to the CIO. The Assets will
likely be re valued by the CIO once all works have been completed.
In Conclusion
The Trustees are pleased that funding has been provided by variou5 parties over the last few year5
and in particular the substantial fundinE provided by the HKwf Charity to date 35 well as further works
currently being undertaken for all residents of the Village and its vicinity including providing a
designated facility for the elderly residents.
We will like to thank all at the HKVT Charity for their support during the various works as well as the
generous funding provided.
