Governing Document and Rules

The Governing Document is a Trust Deed. The primary duty of the Trustees is to execute the Trust in accordance with it's terms, which are set out in the original Trust Deed. This created the Trust by which the land and buildings belonging to the Chapel were given to the Trustees for use as a Meeting House or place for the execution of religious worship of Protestant dissenters. The present rules were adopted in June 2005.

Object of the charity

The object of the Charity is the advancement of Unitarianism in Hinckley.

Summary of the main activities undertaken in relation to the objects of the charity

The Trustees are an independent body working in conjunction with the Chapel Committee and the Minister. Their

responsibilities include the upkeep and the improvement of the Chapel premises, the support of the ministry and the regulating and maintenance of funds and investments.

Summary of the main achievements of the charity during the year and future aims

Once again, the National Restrictions, because of the Covid 19 Pandemic, meant that the Trustees were not able to hold their quarterly meetings, but kept in touch by email and telephone. After May, meetings were resumed.

Having solved the “leaking roof problem” in the previous financial year, this year it was the lift that gave problems, just when activities at the Chapel were getting back to normal. What at first appeared to be an “adjustment requirement” turned out to be a major problem, requiring a new Control Board to be sourced and fitted. All this meant that the lift was out of action for six months and cost nearly £3,800 to get it running again. Other than this, there were no major projects during the 2021/22 year. During the 2022/23 financial year, improvements in heat retention within the Chapel itself, will be investigated.

The Trustees, in agreement with the Chapel Committee, had suspended grants to the Chapel Account, which were made to assist with ministerial expenses. These grants resumed in January/February, when the Rev. Robin Hanford joined us

Financial Review

The Trustees rely on income from their investments and rents to provide the funds to meet their responsibilities in the maintenance of the buildings and lifts, plus having good insurance cover and supporting the Chapel Committee in financing a full time Ministry. Whilst the value of the shares and dividends for the first 9 months of the year were good, the last 3 months, due to world upheavals, dropped considerably. We ended the year with a small increase in the total Trustee funds, 6.3% as opposed to 25% the previous year. Overall, the total assets for the Trustees and Chapel as a whole, still did increase, but only by 6%.

Again, the Chapel Account was the worst hit, with its reserves down by 19%, mainly due to reduced activity within the Chapel over the year, especially room hire, and having a full time Ministry in the last 3 months. The trustees will continue to review the situation and take steps, wherever possible, to alleviate the situation, such that the Chapel Committee can continue to service its responsibilities, without exhausting its funds. This is especially important with the projected rising costs in the forthcoming year, in particular the cost of fuels.

The Trustees are confident that they have sufficient funds available for future projects and unexpected repairs plus further investment to offset inflation, whilst maintaining sufficient reserves.

Policy on Reserves

The Trustees, whilst not having a formal reserves policy, are aware of the need to have available sufficient income and funds to finance the Charity adequately for the foreseeable future.

Public Benefit

The Trustees have noted the advice provided by the Charities Commission with regard to the need for religious charities to exhibit a recognition of the public good, to which they ought to contribute. They consider that the support of the Great Meeting Chapel as a moral force near the centre of Hinckley, open to all for religious services, supporting the institute of marriage and as a meeting place for many community based activities, accords with their responsibilities in that regard.

REPORT BY THE CHAPEL CHAIRPERSON FOR THE YEAR ENDED 31 MARCH 2022

During the first half of 2021 we continued to open the chapel for monthly services, usually on the third Sunday, and lead by a member of the congregation. All the various government guidelines were followed, which meant that we were not allowed to sing hymns, masks still had to be worn inside the building and refreshments could not be served. Also other chapel activities could not resume at that point. In the late spring the General Assembly informed us that one of the final year ministerial students at Harris Manchester College in Oxford, Robin Hanford, had expressed an interest in exploring a possible ministry in Hinckley. The Search Committee swung into action and made contact with Robin. Some of us had already seen him online when he conducted the Easter Service for the Oxford congregation by Zoom. Robin came to take our in-person service in Hinckley on 18 July 2021, when the restrictions allowed us to serve refreshments outside in the chapel grounds (it was good weather on that day, fortunately). He subsequently came to lead services in both August and September. A congregational meeting in October voted to offer Robin the pulpit at Hinckley Great Meeting, which offer he accepted. In due course it was agreed that he would start his ministry with us on 1 January 2022. The chapel had been without a minister since 2017.

Meanwhile the committee resumed monthly in-person meetings at the end of July, having not met for sixteen months (essential business had been conducted by phone and email in the interim). The Craft Class resumed its weekly meetings in August and coffee mornings started again in late September. The committee decided that we would offer two services a month from October (which of course became weekly when Robin joined us). For the year under review our quarterly charities have been Send a Child to Hucklow, the Hinckley and District Museum, Rainbows Hospice and Alzheimer's Research UK. In addition we have made donations (often through funds raised at coffee mornings) to Belper Unitarian Chapel, Macmillan Cancer Support, World Wide Fund for Nature, the Air Ambulance, Lawrence House, Diabetes UK, LOROS and Canine Partners. As part of our role in the community we believe it is important to support local and national charities where we are able. We are very grateful to Christine Everton for her continuing work as chapel treasurer. Our secretary, Eric Oliver, continued to produce the monthly calendar (a very important means of communication for members) even when we were closed. We are very grateful to him for all his work, and to Roger Oxley for keeping the grounds tidy, to Margaret Horton for sending round The Inquirer and to all the other volunteers who put in so much time and effort to keep the chapel running.

A number of funeral services took place during the year for people associated with the chapel: for Avis Neave on 21 June 2021, Eric Ottey on 28 July, Carol Brookes on 4 September and Geoffrey Pratt on 24 January 2022. A memorial service for Joan Davey was held on 26 March 2022 (she had died on 27 February 2020 but it was not possible to hold a service then) We were also very sorry to hear about the death on 15 October of Simon Mapp, who had taken a number of services for us over the years. A Handfasting Ceremony of commitment took place on 26 July, with weddings on 4 and 10 September and a child naming service on 5 December, all conducted by Dr Jane Russell, to whom we extend our thanks for her work. During the year we welcomed David and Sue Titcombe as members, and Ellie-May Everton as a junior member. The Ordination and Service of Welcome for the Rev Robin Hanford took place on 2 April 2022. In November 2022 we will mark three hundred years since the opening of our wonderful, historic chapel (the oldest nonconformist building in Hinckley), and the committee is preparing a number of events and special services during the year to commemorate this occasion. A new booklet about the history of the chapel will be published.

ACCOUNTING POLICIES FOR THE YEAR ENDED 31 MARCH 2022

Basis of accounting

As recommended by the Statement of Recommended Practice: Accounting and Reporting: Accounting and Reporting by Charities, the financial statements of the charity comprise a receipts and payments account and a statement of assets.

The financial statements have been prepared in accordance with applicable accounting standards and statements of recommended practice, in so far as they are applicable to financial statements prepared on a receipts and payments basis.

Funds

Unrestricted funds are available for use at the discretion of the Trustees in furtherance of the general objectives of the charity and which have been designated for other purposes.

Restricted funds are subject to restrictions on their expenditure imposed by the donor or the terms of an appeal.

The purposes of restricted funds are as follows: Henshaw Chapel Repair Fund to repair and renovate the chapel Manse Maintenance Fund to repair and maintain the manse Arthur Hydon Organ & Music Fund to repair and renovate the organ and develop music within the chapel

The purpose of designated unrestricted funds are as follows:

Sunday School Account to support the Sunday School Holding Account to provide for unexpected chapel expenses Publicity Account to provide for leaflets and noticeboard Craft Class to support the craft class Fabric Fund to provide additional support for building renovations Stipend Fund to support the ministerial costs

Incoming resources are recognised on a receipts basis.

Resources expended

Resources expended are recognised on a payments basis.

INDEPENDENT EXAMIMER'S REPORT TO THE TRUSTEES OF THE GREAT MEETING UNITARIAN CHAPEL HINCKLEY FOR THE YEAR ENDED 31 MARCH 2022

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 March 2022 which are set out on pages 4 to 16.

Responsibilities and basis of report

As the charity's trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('The Act').

I report in respect of my examination of the charity's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. accounting records were not kept in respect of the charity as required by section 130 of the Act: or

  2. the accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
