OBJECTIVES AND ACTIVITIES
Oblectlves and aims
The Wollaston and Pauncefort Almshouses were Sel up to provide unfurnished accommodation for people
over the age of 60, with limited financial resources and who were living alone. Residents are expected lo be
able lo live independently.
The objectives for the year were to maintain warm, dry comfortable and safe houses for the benefKiaries and
to attend to any problems reported and review the financial positlon of the Charity.
The Charity's aim is lo ensure all the almshouses are in good decorative order. have safe, up-to-dale
eqvlpment and that damp and other typical building problems are eradicated. Personal requests of
beneficiaries for extra items of fixtures and fittings are accommodated wherever possible.
Slgnificant actlvltles
The Charity runs six unfurnished one-bedroomed cottages in th8 parish of Sl Michael's Highg8t8 for elder
people. Routine maintenance has been carried out throughout the year. The resident of no.33 has been in
hospital and then a nursing Home since 1112120 following a stroke, and is unable lo walk. The Charity has
not rellcensed the collage to a new resident in light of the residenvs strong wish to return home if possible.
The Charity has regularly reviewed this position in light of the medical advice, and her legal ststus with the
Court of Prol8clion.
There hav6 been ongoing problems wllh dampness in nos. 29 and 15. Further to professional arjvice,
additional roof Insulation and kitchen venlilalion has been installed in 3 of the properties and the results will
be monitored.
The income and expenditure of the charity is kept under r@view at each meeting.

The purposes of the Wollaston and PaunGefort Almshouses Charity are of public benefit in that it provides
and maintains accommodation for tho88, with a strong association with the localrty, in need by reason of age
and financial hardship, In doing so the trustees have paid due regard to section 4 of the Charities Act and
the public benefi't guilar￿ published by the Charity Commission.
ACHIEVEMENT AND PERFORMANCE
Charltable actlvltles
The Almshouses operate a continuous policy of repair and refurblshment as necessary lo ensure compliance
with the Decent Homes Standards. Maintenance work was carried out in 2024 following Pellings,
Quinquennial Report of 6 January 2023, and advice from Janus Conservation in 2024.
The Trustees reviewed the flnancial position at each of their meellngs during the year.

Flnanclol posltlon
The Charity relumed a surplus for the year amounting to £5.479 compared lo a surplus of £10,133 in the
preGeding year. The main conlribulory factor to the surplus was the gain on the value of investrnents as the
Charity was once again impacted by having one unoccupled Almshouse during the year and a rent strike by
another reshjent.
The surplus on operating activities was enhan￿d by the gain on the market value of investments amountlng
to £2.281 compared to a gain of £6,111 in the preceding year.
The Balance Sheet has therefore shown an Increase in reserves of £5,479, belng the net incorne for the
year. This is represented by a surplus on unreslricled funds of £9,672, and a deficit on reslriGted funds
(represenling the depreclalion charge released against the so¢ial housing grant) of £4.193.
Invgstment pollcy and obleGtIvos
It is the Charity's poliGy to invest any surplus funds in sgcure inveslmenls. The investsrents are managed by
the Trustees who have opted lo invest in a mixed portfolio of Accumulation and Income Shares with CCLA,
M&G, and Blackrock Charily Funds.
Reserves pollcy
Wollaston and Pauncefort Amshouse Charity keeps reserves for the maintenance of their anclenl buildings
which are used as almshouses and used for the welfare of residents. The Charity will aim to maintain
mlnimum balance of £15,CK)O in their current account fer the upkeep of the buildings. In addition,
maintenance contributions receivable from residents will be reviewed annualty. The Trustees will also
review transfer of funds for investments annually.
Golng concern
There are no matters of going concern lo report. Whilst no income has been ￿ceiVed for the last 4 years
from the li￿nsee of no.33. the Trustees are working hard lo ￿￿Ver fvnds of £13,155 from the Deputyship
Solicitor. At the date of this report no funds have bgen received the trealment of the property has
therefo￿ been as a void and improvements made to the kitchen. The resident of no.29 also conts'nues lo
withhold his WMC due to complaints about the dampness in his property. No provision has been made for
the £21,430 owed as the Trustees are of the opinion that these funds will be recovered in 2025. The
Trustees are of the opinion that the Gharily has sufficlenl reserves to adopl the Going Concem basis.
FUTURE PLANS
The Trustees intend to continue wllh their existing investments. The Truslees ¢ontlnue to look for
opportunities to raise any necessary funding from grants.
It is proposed to continue lo manage the properties ourselves for a period. so retaining the fijll WMC from
residents for this purpose.

Organlsatlonal structure
The Board of Trustees met th￿0 times during 2024, to deal with matters relating lo Ihe almshouses and thelr
beneficiaries, strategy and policy and lo ensure that any vacancies that arose were filled. The Clerk lo Ihe
Charity continues to oversee the compliance responsibilities in consultauon with the Trustees. The Clerk
may attend the Seminars for Trustees and Clerks or9anised by the Almshouse Asso¢lalion as appropriate.
The Trustees also confirm that they have had regard for the Charity Commission guidance in re5pe¢t of
public benefit when reviewing the charity's airns and objectives and planning future aclivilies.
Inductlon and Iralnlng of new tntst•é8
There are Gurrenlty six Trustees to the Charity. Mr Richard Sage was elerled Chair. by the Trustees at thelr
meeting In January 2024. The Trustees are persons who either currently reside or who have formerly
resided in the locality and recruited in accordance with the aim of the Board of Trustees lo provide a mix of
professional skills, experience and availability to deal with day-lo.day issues relating lo the almshouses and
their beneficiaries. New Trustees are briefed by the Board of Trus18es and may allend courses run by the
Almshouse Association and others if they choose. If available. a Trustee allends the Almshouse
Association Annual General Meeting.

Basis of preparlng tho financlal statements
The financial slalemenls of the charity, whlch Is a publlc benefit entity under FRS 102, have been
prepared in accordance with the Charities SORP IFRS 1021 'Accounting and Reporting by Charities..
Statement of Recommended Practice applicablo to charities preparfng their accounts in accordance
with the Finarncial Reporting Standard applicable in the UK and Republic of Ireland IFRS 102)
leffeGlive 1 January 20191,, Financial Reporting Standard 102 'The Financial Reporting Standard
applicable in the UK 2nd Republic of Ireland. and the Charities Act 2011. The accounts comply with
the Charities Ael 2011, the Housing and Regeneration Act 2008 and the Accounting Direction for
Private Reglstered Providers of Social Housing in England 2022.
The financial stslements have been prepared under the historical cost convention, with the exception
of investments whlch are included al market value, as mdified by the revaluation of certain assets.
The ffinancial statements are presented in sterling, which is the functional currency of the Charity and
are rounded to the nearest pound.
The accounts have been prepared to give a 'lrue and fair view and have departed from the Charities
{Accounls and Reports) Regulations 2008 only to the extent required lo provide a 'lrue and fair view,.
This departure involved following Accounting and Reporting by Cbarilies preparing their accounts in
accordance with the Flnancial Reporting Standard appllcable in Ihg UK and Republic of Ireland
{FRS102) issued on 16th July 2014 rather than the Accounting and Reporting by Chaiities Statement
of Recommended Practice effective from 1st April 2005 which has since been withdrawn.
Golng ¢on¢ern
The financial stslemenls have been prepared on a going concern basis as the Trustees belleve that
no material uncertainties exist. The Trustees have considered the level of funds held
and the expected level of income and expendllure for 12 months from authorising
these fi'nanclal slatemgnls. The budgeted income and expenditure is sufficient with the level of
reserves for the Charity to be able to continue as a going Concern.

The following are the critical judgements and key sources of estimallon un¢ertainty that th8 Board has
made in the process of applylng the charity's accounting pollcies and that hav8 the m051 signifi'cant
effect on the amounts recognised in the financial Statements..
Idenlificalion of housing property components
The charity accounts for ils expenditure on housing properties using component accounting. Under
¢omponent accounting, the housing property is dlvided into those major components which are
Considered to have substantially different useful economic lives. Judgement is used in allocating
property Costs bekn¥een components (land, structure, kilGhens, bathrooms elcl and in determinir)g the
useful economic lives of each component.
Houslng propety depreclation is calculated on a component by cornponenl basis. The Idenlifioalion
of such components is a matter of judgement and may have a material impact on the depre¢ialK*n
charge. The components selected are those which reflect how the major repairs lo the property are
managed.
Income
All income is recognised once the Charty has entitlement ts th8 income. il is probable that the income
will be received and the amount of Income receivable can be measured reliably.
Income from houslng represents houslng contributions from weekly maintenance charges from
residents.

Income
Inveslrnenl Income Is earned through holding assets for investment purposes such as shares. It
InGluded dividends and interest. ￿ere it is not practical to identify investment management costs

costs. It is Included wh8n the amount can be measured reliably. Interest income Is recognlsed
using the effective interest metho(l and dividend incon* is recognised as the Charty's right to receive

Soclal Housing Capital grants are recognised only when recelvable, or in the period in whlch a
s¢heme is completed and where the amount of the grant has been determined. Grants are reflected in
the restricted Housing Property Fund with depreciatlon on grant funded assets reducing this fvnd.
Expendlturo
Liabilities are recognised as expenditure as soon as there is a legal or conslrudive obligation
commilling the charity to that expenditure, it Is probable that a transfer of economi¢ benefrts will be
required in settlement and the amount of the obligation can be measured reliably. Expendllure is
accounted for on an accruals basis and has been classified under headings Ihal aggregate all cost
related to the category. Where Gosls Gannot be direclty attributed to particular headings Ihey have
been allocated to aotivilies on a basis consistent with the use of resources.

Wollaston and Pauncefort Almshouse Charity properties were constructed in the mld 18th Century.
The construction and improvement costs of the Housing Properties were funded by a Housing
Corporation {now Homes and Communities Agency) granl, a Mortgage loan from The Royal Bank of
Scotland secured by a charge on housing. land and buildings and from Wollaston and Pauncefort
Almhouse Charity's own resources.
Housing properties are slated al depreciated cost. The cost of completed housing properties is
depreciated over the life of the properties. Properties are accounted for on a component ¢o$l basis
with each component being depreciated over ils estimated economic life. The principal components

Property Fund
This designated reserve represents that proportion of the ￿$t of propert￿ which was financed ty
charitable donations and the Charity's own resources.
Houslng Property Fund
This represents the social housing grant received from the Housing Corporation for property
improvements to the Almshouses. Depreciation on housing propertie5 is charged lo this fund over the
life of the components of the building.
17. RELATED PARTY DISCLOSURES
During the year ended 31st December 2024, no Truste8 had any interesl in any oonlract or
arrangement with the Charity.
The Clerk to the Charity received £1,000 in the year to 31 st December 2024 {2023: £1,000). This w88
donated back to the Charity by the Clerk.
R Sage. Trustee, was owed £1.384 by the Charity al 31st De￿rnber 2023. This amount was donated
lo the charity during the year. As a result, there is no oulstanding balance al 31 Decemb&r 2024.
