The past twelve months have been extremely busy for Karla. As Livestock Protection Officer she sees at first hand many of the difficulties that put the animals’ lives at risk.
A massive wildfire in early May which extended over 1,230 acres of moorland was not a problem for the livestock, but inevitably invertebrates, ground-nesting birds and small mammals could not escape the flames.
But the moorland farm animals do continually face numerous hazards and lifethreatening dangers.
The vast swathes of bracken, spreading year on year across the commons, provide perfect conditions for ticks to thrive. These ticks frequently carry lyme disease, louping-ill, and the bacteria causing tick pyaemia. All are dangerous to
sheep and cattle, and humans too are at risk from lyme disease. Veterinary surgeons and farmers are reporting a rising number of redwater cases in cattle, another tick-borne disease.

In the summer months midges amass where there is water and an abundance of vegetation. Their bite can transfer both Bluetongue and Schmallenberg viruses to livestock.
There is no doubt that dense vegetation harbours life-threatening trouble for moorland stock. The undergrazed and overgrown areas are bad news for animals and for any walkers trying to find their way through elbow-high bracken.
This is not the end of it. There are further hidden dangers lurking on the moorland grasses from the faeces of unwormed dogs. Neosporosis is one cause of spontaneous abortion in infected livestock. Sarcocystosis causes abortion in sheep and reduced growth rates, and sees infected carcasses condemned in the abattoir. Tapeworms cause reduced growth rates in sheep and condemnation at slaughter.
It is so important for dogs to be regularly wormed, particularly those exercised on Dartmoor where dogs run and animals graze over the same land putting sheep and cattle at high risk.
Later in the Report we shall highlight the increasing number of dog attacks on sheep as well as the road traffic accidents causing death and injury.
First though, an insight through photos into Karla’s work to save livestock in a variety of difficulties. Each picture tells a story of the need for a rapid response with maximum effort to save a life.
All the animals featured were saved.

DARTMOOR
ROAD TRAFFIC ACCIDENTS (RTAs)
In last year’s Annual Report, we touched on the apparent drop in RTAs. Again, this year, there appears to be a significant drop. Numbers to mid-September are 90.
We are wondering, is it purely coincidental that, since the temporary closure of HM Prison Dartmoor in 2024, there has been a noticeable reduction in livestock fatalities on the approach roads? Dartmoor Prison, when fully functioning, was the largest employer in the locality generating a considerable amount of commuter traffic.
Sheep deaths are always the highest, with lambs in the spring most at risk and with a poor chance of surviving a collision.
In February a pony was hit, killed and left in the middle of the road. The driver sped away. The trail of oil left on the road led us to the damaged and hidden truck approximately a mile away and therefore to its owner. The police issued the driver with the penalty of a Driver Awareness Course, and the owner of the pony took him to the Small Claims’ Court and was awarded full payment for the pony. A sobering experience.
A sad incident occurred at Haytor when a dog chasing sheep ran them across a busy road and caused a ewe to be hit by a slowmoving car driven by an elderly lady. The ewe collapsed, died and aborted her twin lambs, resulting in three deaths and an extremely traumatised and distressed driver.
We are grateful that the police have spent time on speed checks and for their ‘meet the public’ days on the moor.

REFLECTIVE COLLARS
Although reflective collars are helpful in some circumstances, over the last twelve months it has become apparent that they are not as effective as we had originally hoped. Not only are the collars difficult to fit onto necks of unhandled ponies, but after a little time in use they become dirty, folded and baggy and their reflective quality is compromised. Also, a full pony mane can virtually hide a collar. Four ponies have been killed wearing collars.
Dartmoor has a rough terrain with many granite boulders and other rubbing places used by livestock and the collars become loose and fall off from both cattle and ponies. Farmers will not fit them unless they are proving useful.
We continue to supply collars to those farmers who feel the collars have a useful role to play in safeguarding livestock at night.
SHEEP WORRYING
Dog attacks on livestock should never happen. They are completely avoidable if common sense and consideration are employed.
With 76 dog related incidents recorded by Karla this year to mid-September, it is no surprise she feels so frustrated and disappointed at the irresponsible attitude of those owners with a couldn’t-care-less mind-set.
It is essential that dogs on Dartmoor are trained to recall or otherwise kept on a lead. There are plenty of dog trainers available to help.
All users of the moor have a duty to be ‘Dartmoor Wise’ and to realise that wherever livestock are quietly grazing they should be left in peace.
Sheep have no defence against so-called ‘playful’ dogs and their only option is to run. Usually they go down hill and end up in rivers, wet areas or reservoirs. Sometimes, with nowhere else to run, they are stranded on rock faces.

SHEEP WORRYING
Karla has good working relations with local fire crews, Dartmoor Search and Rescue, Dartmoor Abseiling and others happy to assist.
A surprising number of people have no conception of the damage their dog can do to a sheep once it takes hold. Large areas of wool and flesh can easily be torn away, even by small dogs, and bites quickly become infected and fly-blown.
A gentleman phoned Karla saying his dog had caught hold of a sheep but, not to worry, the sheep was alright. Karla requested a photo of the sheep for paintmark identification. However, it was immediately evident that the back end of the sheep had been ripped open exposing its insides. The dog owner simply had not noticed. Karla immediately ensured the sheep was humanely destroyed, the police were involved and compensation was paid. The dog owner was a holidaymaker with no clue about Dartmoor or its animals.
To take one dog onto the moor is quite a responsibility, let alone taking three, and it requires particular attention to be paid both to the dogs and to the livestock. It is not a time to practice early morning meditation and leave the dogs free to chase and savage a ewe, as happened recently near the Avon Dam.

DNA
Karla has continued to take DNA samples after dog attacks, often working under difficult circumstances on badly savaged sheep. This is a continuation of the research programme at Liverpool John Moores University led by Dr. Nick Dawnay. The first batch of DNA will be tested in the autumn. This is pioneering work. It is anticipated that in the future forensic science will play an increasingly prominent role in the rural crime scene and livestock attacks.
ON 24-HOUR CALL
Karla’s phone rings all hours of day and night. The most frustrating calls come from people ringing at, say, 11.00 pm to report a collapsed sheep or something similar they have seen 48 hours earlier. “I’ve just remembered now” they say. Not much can be done in the middle of the night, but by early morning Karla is on the case.
And then there are those who ring about an animal on a common that Karla has not heard of before. Wracking her brain while extracting snippets of information from the caller, she finally ascertains that the location is a common on Bodmin moor, or somewhere else far away from Dartmoor.
A rather bizarre call came from a woman travelling on the M62 motorway near Huddersfield. In a strong Yorkshire accent she told Karla that she was driving past Stott Hall Farm and through the window of her car she could see a ewe in a field beginning to lamb. She thought the ewe might need some help. Karla does cover a wide area - but Yorkshire?!
Nearer to home and Karla received a 6.00 am call from a wild camper who had unzipped her tent to see a black bull only a few feet away staring back at her. In a panic the camper rang to ask what she should do. “First of all, it won’t be a bull” said Karla. “Secondly, bang your saucepan lids together and make a loud noise and it will go away”. Karla heard no more from the camper. Hopefully her advice was followed and worked. Or perhaps there is a black cow somewhere on Dartmoor with a saucepan lid on one of its horns. Are we joking? It is an increasingly likely scenario considering the amount of litter left by flytippers and by campers.

LITTER
Many wild campers do follow the advice to ‘leave no trace’ but a significant and increasing proportion are abusing the moor by littering, cutting wood, scorching the ground with fires, removing stones from walls to use as seats and leaving behind highly visible piles of excrement and paper. This thoughtless behaviour puts all the livestock at risk from ingested plastic and other noxious waste abandoned where animals innocently graze. Karla has seen a spike in the number of colic cases among mares and in several foals too, with unexplained scouring that has weakened foals to the point of death.
DAMAGE TO THE MOOR
We are well aware that Dartmoor is a public place for the enjoyment of everyone, but there is a fine line between recreational use and abuse.
Scramblers are a known nuisance on the moor, not only because the loud noise disturbs the animals but also the wheels damage and erode the ground.
Mountain and electric bikers are often seen and reported as they cycle anywhere and everywhere, disregarding the fact that they are required to keep to specific tracks.
And there are organised walks, sponsored events and noisy gatherings sometimes involving hundreds of participants. Dartmoor National Park Authority (DNPA) was informed of 25 such events in the 29 weeks April to mid October with an estimated total of 7,500 participants.

This did not include the Ten Tors with over 2,000 walkers. Factor in the many additional events not notified to DNPA, holiday-makers, day-trippers and regular visitors and this amounts to relentless livestock disturbance. Sheep are scattered and cattle are on full alert.

highway. There have been several instances when police have picked up and held sheep in their vehicles until Karla has tracked down an owner.
WINTER, SPRING, SUMMER, AUTUMN
Dartmoor’s weather is notoriously challenging and moorland livestock are born resilient.
Last winter brought snow from the east and rain and gales from the south-west. In early spring torrential rain with flooding was followed by a prolonged dry spell. Exceptional heatwaves heralded the arrival of summer and then autumn began in mid August.

WILDLIFE
These pictures are just a few of the wildlife incidents that Karla has dealt with over the past year. Due to being on call 24 hours a day and known for answering her phone at all times, Karla gets called about a wide variety of wildlife ranging from birds, bats, hares and hedgehogs, deer, foxes, otters and, believe it or not, dolphins. Karla does her very best to help and sometimes the outcome is positive, but sadly sometimes not.
Karla is out and about a great deal in the course of her livestock welfare work and she sees and greatly appreciates Dartmoor’s abundant wildlife.

OBITUARY – WENDY CLARK 1958-2025
We were saddened in September to learn of the death of Wendy Clark.
Wendy was a lovely, kind, understanding person and a loyal member of DLPS over many years. We always had a good catchup every year at our AGM at Postbridge and Wendy regularly rode through Hillbridge Farm at Peter Tavy when she was riding at Cholwell Stables.
Wendy always showed interest in the Society’s moorland welfare work and readily offered sensible suggestions with our campaigns. She will be much missed.
FINANCIAL MATTERS
The Society depends on its invested capital to generate income to continue its animal welfare work. We are grateful to ‘Team Bennett’ of Bennett Wealth Planning, Yelverton, for their expert advice and financial management.
The generous donations we receive direct from members and those via our website through Just Giving are much appreciated, as are the legacies which give a welcome boost to our funds. We draw on capital only when absolutely necessary to keep the work going.
