## **DARTMOOR** 

The moorland livestock wintered well during the worst months of 2022/23, but with spring came excessive rain and cold temperatures at the same time as lambing began. As a result many lambs failed to survive the first few days of life.   Where possible doubles born on the moor were taken in by farmers and the ewes received supplementary feed. 

The unseasonally cold spring weather also knocked condition off the ponies. With their fat reserves depleted, a number of thin mares needed to be removed and taken to better grazing. It was regrettable that some thin mares were well hidden from view until, over a period of just two weeks, nine were found to have died. 



There was a higher than usual number of stillborns among the foaling mares and we suggest this too could have been as a result of the demanding unseasonal conditions. 

When a mare is found with a stillborn foal it is important for them to be left alone so the mare can walk away when she is ready. Too early an intervention and removal of the dead foal can cause distress and lead to a mare galloping around frantically searching. 

Foaling season is always a lovely time on the moor but this year we encountered very young foals being driven away from their mothers by aggressive mares not in foal themselves. This disastrous situation meant the foals would have died if not quickly reunited with their mothers. We spent many hours locating and reuniting mares and foals.

## **DOG ATTACKS ON SHEEP** 


We have recorded 85 dog attacks on sheep on Dartmoor from January to mid-September.   This is shockingly high and amounts to a great deal of animal suffering and financial loss.   Dealing with the attacks and criming them with the police is very time-consuming for the Livestock Protection Officer and we have added the details for your interest towards the end of this Report. 

Many dog owners fail to realise that if their dogs chase, worry or so called ‘play’ with sheep, it is enough to cause serious stress which can lead to abortion in ewes and even death. 



Sheep run frantically in order to escape the terror of a pursuing dog and can end up in precarious ‘life-or-death’ situations from which they then need rescuing.   They will run into a river in order to escape a dog, but then with a sodden fleece, are unable to get back out when the dog has gone away.   A ewe was chased into the River Walkham with a terrier dog still attached to its face (see photo below);  another into the overflow of Meldon Reservoir;  another onto a ledge on the sheer face of a quarry. And so it goes on.   The above were seen and saved but others have not been so lucky.

## **TICKS  AND  TICKBORN  DISEASES** 

Ticks and the diseases they transmit are a serious problem on Dartmoor, with a big economic impact for farmers. 

DLPS is called over and again to lambs and adult sheep in acute difficulties because of ticks. The amount of suffering is considerable and death is frequently inevitable.   Sheep are reported to us as being paralysed behind or off leg or walking in circles or lying down with head thrown back, and all from the bite of an infected tick. 

- **habitat change** , now giving ticks vast areas of ideal living conditions in bracken cover, over-hanging hedges and dense vegetation, all providing excellent warmth and dampness for survival. 

Livestock are not the only victims of tickborn diseases.   Lyme disease in humans is on the increase.   Between 2,000 and 3,000 cases a year are recorded in England and Wales.   Louping-ill is now being recognised in humans. 

Tick pyaemia, tickborn fever and loupingill are now commonplace.   Red water in cattle is being seen more frequently. 

The two main factors driving the increase in ticks and tickborn diseases are: 

- **climate change** , allowing ticks to be active for a greater number of months in the year, and 

Louping-ill immunity in sheep may be achieved to some degree by careful flock management.   This immunity is lost within six months if sheep are taken away from infected areas, and they are vulnerable again when reintroduced.   Sheep need to be born, reared and continue to live in the same area (heft or lear) without a time break in order to maintain some immunity. 

## **ROAD  TRAFFIC  ACCIDENTS** 


**129** traffic collisions with animals occurred on the unfenced roads from January to midSeptember.   This sad total tells us that, year on year, there is no let-up in the needless waste of life. The RTA individual details are included later in the Report. 

We find ponies at the roadside needing to be euthanised because of badly broken legs, sheep completely flattened and cows with deep flesh wounds. 

In one particularly gruesome ten-day period, nine ponies were hit and either killed outright or needed euthanising. This rightly received much publicity.

**ROAD TRAFFIC ACCIDENTS** 

At times a dead pony is left at the roadside for many hours, highly visible and ready for collection but also acting as a stark reminder to motorists of the possible consequences of driving Dartmoor’s unfenced roads without due care and attention.   Also, the sight of an abandoned, written-off car will pass on a strong message. 



DLPS purchased five aluminium warning signs in an attempt to slow speeding motorists where there is a high animal fatality rate in the Wotter, Lee Moor and Cadover areas. 

When an accident involving an animal occurs, it is so important that the driver reports it immediately to the Livestock Protection Officer  07873 567561 or to the Police 999 so that prompt help can be organised.

## **COWS** 

The moors are visited by an everincreasing number of people and this brings with it a rise in the risk of conflict between livestock and walkers. 

Cattle have grazed the commons for hundreds if not thousands of years with evidence going back to the Bronze Age.   Livestock grazing is essential for biodiversity, maintaining the condition of the common land and keeping the herbage under control to provide good grazing areas and a moor that is accessible to walkers. 

However, where the gorse and scrub have become excessive the cattle and walkers (possibly with dogs) find themselves forced into confined spaces, creating stress for the livestock that consider the area to be their home where they can rest undisturbed. When sensing a possible invasion of their space, cattle will stand their ground with determination to protect their young calves. 


It is unusual for cattle to attack people but, if sufficiently alarmed, when they are pushed into confined spaces, have calves at foot and see people and dogs approaching, they may be unpredictable and very protective of their calves. 

If people see cattle it is wise to give them a very wide berth. 

Similarly, the sheep on the moor should not be disturbed but, unlike the cattle, the reason is because of their timid nature. They will run in blind panic with stress levels so high that abortion or death can result.

## **MISCELLANEOUS** 

Often we are called to animals in life-ordeath situations requiring urgent human intervention to ensure survival. 

ALL THE FOLLOWING ANIMALS SURVIVED BECAUSE HELP CAME SWIFTLY TO THESE AND MANY OTHERS AFTER KARLA WAS CONTACTED

## **GARDEN WASTE** 



People living in rural areas with properties backing onto moorland may feel inclined to give cut grass and garden prunings to the animals, in the mistaken belief they are helping them at times when moorland grazing is sparse.   Livestock will show interest in anything that looks remotely edible, but many garden plants are highly poisonous and can prove fatal if consumed.   Yew, laurel, rhododendron, privet, delphinium and countless other plants are dangerously poisonous.   Grass cuttings, when left in 

piles, will heat and ferment and become indigestible, causing fatal colic in ponies. 

As well as the people who think they are helping the animals, others are simply using the moor as an on-hand dumping ground; quicker than going to the Council tip.   An easy but potentially deadly option. 

We have no alternative but to spend valuable time clearing up the garden rubbish that others have dumped. 

## **RURAL POLICING** 

DLPS has a close working relationship with the rural policing team. 

We met up earlier in the year at Cadover and then Roborough Down to erect signage and speak with dog owners, educating them on the importance of close control of dogs around livestock. 

Not only are we dealing with dog attacks but livestock theft is becoming a greater problem too with whole flocks disappearing.   Some farmers are now trialling the use of electronic boluses that are inserted orally into a sheep’s stomach to enable traceability.   This is an expensive experiment in the early stages of development on Dartmoor. 

The police team is very aware of the uphill struggle farmers face with the massive amount of visitors bringing dogs to the moor.   A new on-line police form has been generated, specifically for the Livestock Protection Officer to crime dog attacks and ensure central police are made fully aware of the increase in the problem.

## **PUBLICITY** 

Throughout the year the Livestock Protection Officer’s work attracts a lot of attention from the media.   This leads to requests for her to appear on the television, to speak on the radio and to comment on stories carried in local and national papers. 

## **WILDLIFE** 

The Livestock Protection Officer’s contact details are widely circulated because DLPS is well known for helping injured animals on the moor.   This means that Karla is frequently called by people at a loss to know where to turn for help for wildlife in trouble. 

A good example of this was an early-morning call about an otter cub found sheltering in a shop doorway in the middle of Tavistock. Karla managed to catch the cub into a cage and it was then delivered into the safe hands of the Otter Trust. 


Karla is regularly contacted about deer in trouble, sometimes with a broken leg or caught in fencing.   Whenever possible she attends, or otherwise refers the problem to a local deer-management group. 

A call from the Tavistock Town Council Maintenance Team alerted Karla to an owlet that had fallen out of a tree in Tavistock 


Cemetery.   Following advice from the Owl Sanctuary, the owlet was lifted back into the tree, provided with shelter and bedding and closely monitored.   We were relieved that the parent bird continued to feed it. 

Karla is happy to help whenever possible. Examples are a call about a magpie in a kitchen, bats flying around a house, underweight hedgehogs, injured foxes, a buzzard unable to fly, frogs getting squashed on a road, and so it goes on.

## **GRETA  BAILEY – DIED 5[TH] MAY 2023** 

Greta Bailey cared deeply about the welfare of the animals on the moor and in particular about the livestock she encountered every day as she stepped out of her front door at Woodside, Crapstone, straight onto Roborough Down. 

Greta was particularly admiring of the tireless work of Dee Ivey, one of the Society’s founder members.   She was always ready and willing to help Dee on the moor or, together with her son, on Dee’s own farm. 

Whether riding her bike or walking her springer spaniel, Greta knew Roborough like the back of her hand.   With an ever watchful eye, she recognised trouble from afar.   Without delay she was on the phone to DLPS seeking help. 

Greta gave much time and energy to the Society.   We noticed her phone calls becoming less frequent when she no longer walked so far or as regularly on Roborough Down.   Her past contribution to the Society and concern for the wellbeing of the livestock was greatly valued. 

## **FUNDRAISING** 

With thoughts of “lock downs” thankfully receding, the DLPS fundraising team has stepped up its efforts by participating in Country Markets, Table Top Sales and holding Quiz Nights. 

Mrs Anne Clark was a member for well over 30 years. Her generous donations and hands-on support were immeasurable and we are grateful to Anne for her kindness in remembering the Society in her Will. 

We have been very fortunate to receive varied and interesting items from our supporters to fill our stalls and we would like to say how grateful we are for their continuing generosity. 

Sadly, in recent months, we have lost several very good friends and members of the Society who have contributed greatly both financially and in giving their time to us, over many years. 

Mrs Marie Aubin regularly filled our sales tables with books, puzzles and a cornucopia of home-made preserves. 

Mrs Jane Bramley rarely missed an AGM. She understood the way of life of those who live on Dartmoor, both animal and humankind. 

They will all be greatly missed. 

The Society has been fortunate to receive a £3,000 grant from the Animal Defence Trust. We appreciate this financial help towards funding the Livestock Protection Officer, Karla McKechnie (below).

We report to the trustees on our examlnation OF the financial statements of The Dartmoor Livestock
Protection Soclety for the year ended 31 December 2023 whlch comprlse the Statement of Financlal
Actlvltles, the Balan￿ Sheet and related note5.
Responsiblllties and basis of report
As the charity's trustees ytsu are regponslble for the preparatlon of the financlal statements In accordance
wlth the requlremenls of the Charities Act 2011 {"the Act'l. The trustees consider that an audlt Is not
requlred for thls year under the Charities Act 2011, s.144{21 (the 2011 Act) and that an Independent
examlnatlon is needed.
We report in respect of our examlnatlon Df the charity's financlal statements Ca￿led out under sectlon
145 of the 2011 Act and In carrying out our examinatlon we have followed all the applicable dlrections
glven by the Chafity Commi55i0n under sectlon 145(51(b) of the Aet.

accrual for grants that have been approved by the trustees at the end of
the year but not year paid.

examination fees, costs Ilnked to the strategic management of the
Charlty, together wlth a share of other admlnlstration costs.

Cash and cash equlvalents comprlse cash at bank and on hand, demand deposlts wlth banks and other
short-term highly liquld Investtnents with origlnal maturltles of three months or less and bank overdrafts.
In the statement of flnandal position, bank overdrafts are shown wlthln borrowlnos or current Ilabilltles.
In the Statement of Cash Flow5, can and cash equivalents are shown net of bank overdrafts that are
repayable on demand and form an Integral part of the Charlty's cash management.
Trade and other creditors
Short term credltors are measured at the transaction prlce. Other ¢￿dItorS and provlslons are
recognised where the charlty has a present obligation resultlng from a past event that wlll probably
result in the transfer of funds to a thlrd party and the amount due to settle the obllgation can be
measured or estimated reliably. Creditors and provlsltsns are normally recognlsed at thelr settlement
amount after allowing for any trade dlscounts etc.
Foreign currencle5
Monetary assets and Ilabilltles denominated in currencies other than the functional currency of the
Charity are translated at the rates of exchange prevalling at the end of the reportlng period.
Transactlons In currencles other than the functlonal currency of the Charlty are rectrrded at the rate of
exchange on the date that the transactlon occurred. All exchange dlfference are taken Into Bccount In
