)lated and extr8m8tyvulnerabie. In partiujlar, we supp(MtUK)sewho are in danger of losing their homes,
Ihose rrK)ving from the street or institutions into accommodation. those caring forchildren in impoverished
(arcurnstanrRs and those who have suffered some severe personal setback; this indudes victims of
domestic violer￿e or relationship bTeakdowns. those leaving th8 for￿$ or pri50n and those with a h￿t(
ofdrug or alcohol abuse. Some di8nts have been long-terni n)ugh sleepers. many suffering from physi(xl
and nwtal illness.

dDthing and. in exceptional arcjjmstances. for small rent arrears where this would prevent immlrEnt

The support we glve was highlymed in the following regarding a grant we gave for the wrchase of a
table and some chairs. The worker emailed us that. really sadly, her dient passed away a few we6ks
ago. The ilerns she vrds able to purchase for her flat served 8 really important purpose in her final few
weeks of lrfe. She reconnected with family members vtho came to visit her aTKI specifically mentioned
how her fflat felt more homely arKI somewhere she was proud to show people. The table and chalrs in
particular faalitated more seating room for her daughter. professionals and other family members to
spend time wth the dient in her rix)m. All of this played an important role in h8r final few weeks of lrfe
and aNowed for some really specia memories for her.
structure, Governanco and Managemont
The Clerk to the Trustees is employed for iwo days per week (spread over the week) and is responsible
for all the charity's activities. The Clerk is managed by a committee of Trustees, as listed in the previous
section of this report, and the Chair is available to supp(KE the Clerk as and vthen necessary. The whole
trustee body meets three or knjr times per year. If necessary. 8ddition81 meetFngs (xn be called.
The Twstees have the FN)wer to e￿ new I￿Stea$ provided that the total number oftrustees at no time
exceeds eleven. The induction of new trustees and the continuing davelopwnent of trustees is tsilored
to each trustee's needs depending on thelr knowledge and eXPeri8n￿ of charities arKI the spectll¢
sectorwithin which HHCF works.
The Risk Manag8Th￿t Policy. the COM￿￿￿nts Policy. the Confll(A•of-Intsrest Policy. the Investsnent
Policy, the Safeguarding Policy and the Data Protection Policy 8re in place and will be reviewed arKI
agreed annually at th8 AGM. At every trustee meeting. the HHCF declaration of interests is brought up
as 8n agenda item and acted upon rf necessary.

Mary Ellison founded the Fund in 1964 when a Trust Deed vras established to Lty)vem the operation of
the Fund. The Fund is a reoistered charity. No.. 233254.

The objects of th& Fund as set (Krt in the constitution are ded8red to be:
Primarity to assist such InSti￿￿'0nS and Foundations regiSte￿d urKler the Charities Act 1960. and
under th8 Industrial and Provident Societies Act 1983, for providing housing and a5SOCtated
amentti8s for persons of limited means as provided for such persons as are FK)meless and in
particular for such homeless persons as have children below school leaving age orare exp8cting
the birth of children. by financing such institutions w foundations whether by guarante8S.
dongtions or loans with or wtthout se￿rity.
Providing housing and associated amenities for persons of limited means who are homeless and
in parhculaf for such homeless persons as have chlldffjn betow school-leaving age or ar8
expe¢ting the Ixrth of childr8n.
To make any donation eit1￿ in cash or assets whlch the Trust8es may deem expedient having
regard to the general purposes of the Furnl.
The Trust8es confm that they have referred to Ihe guidance contained in the Charity Commissions
general guidance on public benefit when reviewing the Trust's aims and objectives a￿1 in plannirKJ
lulure acti￿tI￿S and settin9 the grant maknng r￿1¢Y for the year.
The charity fulfils these ot4ects generally by processing applications from aciThlited social care
agenrjes supporting dients in need. hardship and distress in three categories:
Those that are in danger of losing their IK)mes or essential seTvices such as gas, electri￿ty.
water, for want ol a little hetp from a supportive friend or agency.
Those carng for children in imFK)verished circumstan¢es who need basic essentials such as
bèdslbedding. ￿Qking equipment. wann clothing and ts like.
Those who have faced some personal setback. such as domestic upheaval. a period in prison.
mental illness. drug-related problems- and who are being encouraged lo start again in a home of
their own and need basi¢ equipment.

and helpful.

The Fund is organtsed in suth a way as to avoid heavy administrative costs- the charity has just one
p8rt t1￿￿ &mployee and has no premises to maintsin. The charity aims to have all administralivo costs
including salary. met by investment income. the obj8ctrwe is to enable all grants and donalions made to
us to go directly to those in need.
Investments held by the chartty have been acquired in acixjrdance with the powers availalAe to the
Trustees.

Equality and Diversity
The prlmary function of the charity is the distribLrtion of small indlvidual grants, mainty for essentlal
household items. to impoverished families and indNiduals via trusted agencies. AlIC￿tIOn of the grants

heaSth, age. gender. ethnicty. race or colour. religion. sexual orientation or status.
Publlc Benefit
The Trustees have. ￿oUghoUt Ihe year. paid due regard to the Charity Commission's guidance on
Public Benefit. The ¢hariVs activities benefft the public by helping meet the nee¢Js of the homeless
and those in dwger of losing their homes. Ml grants mad8 during the year have been made in
furtherance of our prinapal aim of supporting such people.
Achievements and Perfornjance
We contlnue to issue small grants to social care agencies who apply to us for household essentials on
behalf of impoverished individuals who they are supporting. We aim to respond quickly at 8 time when
a litlle oxtra financial help is vital. We hear that occasionally homeless people with few belongings are
asked to lake up occupancy of ac(x)mmodatÉon at very short notro and they do not even have basic
items such as a bed. cot. bedding. pots and pans, etc. Our sm811 grants, usually befvrnen £100 and
£300. ran mak8 a worfd of difference and. irmleed, can transfom) an empty flat or bedsit inlo a home at
a ctittcal time. The signrficant impact our small grdnls can have. is Illustrated by the comment made by
one of our major donors who. after receiving a detaded report on how thoir grant was distsibuled.

In the continuing very diffiwlt financial climate. where ac¢ess to public funds is more d1ffleu￿ than it
used to be. the smal grants given by Housing the Pbmeless Central Fund are perhaps even more
ImpcKtant than in the past. In parlicular, the current cost of living crisis ContinL￿s to affe(l our clients. as
they are particulaTty vulnerable to increases in energy. food and accommodattiM wices. As a
consequeno of this and th8 continued wuease in homdessness, we expect there ￿11 be an In￿8888
In applications.
We conllnu8 lo app￿ to larger org8nisations forfunds to support us. Some charities lo whom we apply.
have had an increase In demand. thus creating more compettt(on and makirrfJ it more dtfficult for us.
The Trustees have noted that. alknugh our njnning costs are very low. the charity was not quite abl6
lo fulfil its slated of investment income rA)vering all operational costs although the shorttall
was only slightly higher than the prevÉou8 year (see FIn￿CIal Review).
Fundraising
Avariety of fundraising events took place duriro the year. all organised by the Clerk. In particular, there

We conts'nue to aim to have our0F￿r￿liOnal ￿$ts covered by inveslment income so that all money ralsed
from other souros, can go to those in need. However. this will continue to challengwu.
The aim for 2026127 will be to raise suff¢ci&rt funds, mainly from Trusts & Foundations, to help people
who desperately need our SUPFQrt.
The Clerkwill conllnue lo have direct conlactwith the agenci&g applying to us. This has a tr￿fold benefJ¢
it &nables us to get to know the ageThies and enables the agencies to better ￿derStand our operations.
It also encourages further applications to the chartly. Wherever possible. the clerk will also continue to
have direct contact wih the organtsations that make donalions to us. Again. there ts 8 ￿trf01d benefit: tt
makes us better known to them and reinforces our continuing need forfvThYs for 2026127.
In 2026. the Trustees Tesolved that. the Charlty W￿ld ￿ase seeking furtherfunding from TNsts and
FoundatM)ns from March 2027 and would ￿mmenCe an orderly sp8nd41own of IFS fvnd8. The
Trustees expect this prU￿Ss to be c4)mpieted wtthln IAVO years. 8lthough the exacl will be kept
under review.
Financial Review
The charity ended the yearwilh a deffiL¥t on operation5, before net realisedlunrealised ￿nSI(10Ss8$) on
irivestments, of £(5.661) (2024125: £15.103). The Chartvs prirnary source of fund$ is from Donations
and total income from this source was weaker compared to 2024125, although it should be noted that
2024r25 induded a 3-year grant totalling £30,000 which. as there were no subslantive restrrcticffts that
might prevent future payments. rtyuired us to accrue the full amount in 2024125.
These r￿ureS indude restrided donats'ons of £5.500 {2024125: £6.650) and incurred restricted
expenditure of £8.371 (2024125: £9.334). The restricted tund ended the year with a balance of £770
(2024125: £3,641).
Total income was £79.639 (2024125.. £103.098). representing a de(xease of almost 23% on 2024125.
This ts les8 than the average total income over the last 5 years which vrds £88.558.
Donations from Trusts. Foundations and ￿d[VIdUal$ cle(xe￿ by £22.619 to £59.417 (2024125:
£82.036). Average In￿Me from Trusts. Foundatlons and individuals over the past 5 years has been
£66,377 (2024125: £61.186>. Dwwjend income from listed investmonts and inter8sL irueased by £TI
to £17,318 {2024125." £17.241) which hglped to ￿)Ver more of the charitys administrative costs.
Proceeds from fundraising events held during the year were 24% bHgr than the amount raised the
previous year. The tolal raised was £2.904 (2024125: £3.821). Donations made under the Grft Aid
schem8 of £255 (2024125: £785) and the tax daimed back from HMRC are induded as Donalions.
The total value ofgrants awarded amounted to £64.436 {2rf24125: £67.365), a decrease of £2,929.
In￿m8 from investments did cover the charl￿S operational costs. whth is the Irustees. stated
objective. Operational costs (exdu¢Jing grants awarded) were £20.864 {2024125: £20.5551. whilst
income from investrn8nts and bank interest was £17.318 (2024125: £17,241): a slightly higher shortfall
than the previous yearof£3,546 (2024125- £3.314). Fundraising income of£2.904 (1(w not quite cover
this shortfall by £642.
By the year-end. as a rosull of net realised and unrealised gains on investmen1$ of £5.984 {2024125'.

was also established which would b8 adj￿thd annualty to moet the requiiemenls of the trustees

Th8 tharty's investment portfolio retumed just over 5% in the year to the of March and provided
c.£17,000 in income. The portfolio has an inrL)me yeld of 4.74°A and our investment man8ggr remains
(x)nfid8nt in the sustainabilty of that income stream. The greatest challenge during our financlal year
came in the final month of the period. Mar¢h 2026, due to the outbreak of war bptsveen th6 US and
IsTael with Iran. pushing up oil prices and heightening fears over infiation. Consequentty, the value of
the portfolio at the erKI of the period remained only slighlly above what rt was a year before at
c.£376.000. Given the current ge(v)Ittiral risks. the generally defensive poslure of the portrolio remalns
suitaUe.
The majority of the charity's 8S5ets. 91Yo as measured by market value as at 31 March 2026 {94% as
at 31 March 2025). are reptesented by list8d investments and subjed to stock market Iluctuations.
ReseNes Policy
We confinn that the reserves pdicy of Housing the Homeless Central Fund 15 to irwest all legacies and
specific gifts of shares as a designated capital fund. the income from which Is to b6 used for
management and administrati(￿ purposes.
The In￿tee,5 Reserves Policy is to ke8p a minimum of 4 n￿nthS essential administration expendiluro
In general funds. F￿r months anticipated expenditure for 2026127 in general funds equates to £7.025.
This can be seen in the recently created Reserves fvnd.
If necessary, free reserves in the designated Genetal fund and Investment fund can te (xlled upon to
meet vft81 expendI￿re.

The financlal statements have been prepared on a going con￿rn basls. Followng a Strateg￿ review, the
trustees resolved dwing the year to wnd dob*n the chartvs activities over an anti(xp8ted period of
approximately Iwo yeats commenraNJ March 2027.
Tho trustees are satisfied that the ch&ity has adequate financtal reSI￿rceS to continue tt5 planned
aclivtbes, meet its liabilities and implement orderly wind-th)wn. A(￿OrdIng￿, the trustees (xJn5id8r rf(

The charity c4)nstitules a public benefrt as defined by FRS102.
The nat￿e of charivs operati￿5 and wincipal activities is to a118viate povety by supplying
dients who are disadvantaged, Ésolated and vuln8r8ble, in parti¢wlar; those moving from the
streets or inslitutions into housing". those who are in danger of losing their hom8S: those caring
for children in impoverished circumstances; and th)se who have suffered some severe personal

Basls of Preparatlon
The financial stslements have boen ￿ePar￿1 In accordance wilh A￿￿ting and Repcrtlng by
Charities: Statement of Recommended Practice applicable to charities prepartng their accounts
in accordance with the Financial Reporti[￿ Standard applicable in the UK and Republic of Ireland
(FRS1021 Second Editron. the Financial Reporbng Standard app1t￿ble in the United Kingdom
and Republ'c of IrelarKI (FRS102). the Charibes Ad 2011. Seckn 1A.
The financial statomerrts are prepaTed on a going con(xn basis under the historical cost
convention modified to indude certain tlems at fair value. Th8 financial statements are propared
in sterling which is the fijnctronal Currency. and have been round8d to the nearest pwnd.
Income Rgcognltlon
All ino)ming resour￿$ are induded in the Staiem8nt of Finan￿31 Activiiies {SoFA) when the
charity is legally entitled to the income. the amount be reliabty measured and it is probable
that the inc¥)me will b8 received.
Donations and other forms of ¥0luntary Income are recognised when re￿1vable by the tharity.
IntxMn8 receivable from fundrdising events is rec(wJnlsed when tha event hastaken pla￿. orthere
is no re(x)urse of the amount paid. amounts recelved In advance are included within deferred
income.
Gift aid is recognised in the period the donation It relates to was re(eNed.

All expenditure is accounted for on an acc￿￿lS basis and is indusive of irrecoverable VAT.
Expenditure is recognrsed where there is a lega or constructive obligation to nydke payments to

Expenditure on raising funds includes Investment managerfs fees relating to the management of

Support costs are those functions that assFstthe Mfork ofthe chailty, but do nol ￿reCtlY u￿￿rtake
charitable activities. Support costs indude salaries and administrative expenses. These costs
have been allocated belween cost of raising funds and charitable activities. The bases on which
support costs have been allocated are set out rK)te 8.
Investments
Investments are recognised inilialty at cost which is rK)rmallythetransaclion price less transactlon
costs. Subsequendy they are measured al mid-market value Wbth chang8$ recognised as net
feali5ed OT unrealised gains or h)sse5 on investments in the SOFA.
Debtors
Debtors are recorded at setuement amount due after any trade discounts.
Cash at Bank and in Hand
Cash at bank and in hand indudes cash and short tem highly liquid investments with short
maturity of three months or less from the date of acquisftion or opening of the deposit or similar
a(xount.
Cr8dltors
Creditord are recognised when the charity has a presentobligatton resuliing from pastevents and
can b8 measured or estimated reliably. Creditors are recognised at their settlement amounts.
Financlal Instrumants
The trust only h85 financial assets and financial liab￿rtIeS of a kind Ihat qualrfy as basic financial
Instruments. Basic finar¢cial instruments are intlially recognised at transaction value and
$ubsequenty measured at their settlemerrt value.

Designated reserves Lx)mprise of unrestrlcted reserves whth have been sel aside at the
discretion of the trustees. to be held as investrnents. The incx)me derived is used to cover Ihe
charity's administrativo costs and the balance for charttabla purposes.
