Independent examiner’s report to the trustees of The Newport Memorial Hall (Nueadd Goffa, Trefdraeth) for the year ended 31 December 2024
I report to the trustees on my examination of the accounts of the The Newport Memorial Hall Nueadd Goffa, Trefdraeth) (the Trust) for the year ended 31 December 2024.
Responsibilities and basis of report
As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner’s statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report to enable a proper understanding of the accounts to be reached.
Trustees’ Report The Newport Memorial Hall (Neuadd Goffa, Trefdraeth) for the year ended 31 December 2024
2024 witnessed the culmination of a Hall strategic plan, started in 2020, to upgrade and refurbish all hiring accommodation and their facilities. I’m pleased to say all our available rooms to hire are now fully equipped technically and are aesthetically pleasing.
This allows us to offer the Hall to a wider clientele, for example corporate and weddings. I thank everyone involved, including hall volunteers and those from the wider community, who, like the management committee, gave unstintingly of their time, skill and hard work to turn this strategy into reality.
All these improvements and Capitol investments are starting to show results in our accounts. Our accounts package shows overall turnover this year is up 24% and the revenue from the bar and Café up 155%. We hope this trend continues.
We used £ 5887.00 of our own income to match fund 20% of an EP Grant. This was to pay for new central Heating system and batteries to back up our solar panels. In addition, another approximately £900 was spent to upgrade the plumbing in the disabled toilet and kitchen.
We also absorbed the cost of the extra hours for Hall administration of £7803. This all bodes well for 2025 when there will be less need to draw on our own cash reserves.
This year we achieved another chair objective of putting in place a Welsh Cultural Program for the Hall. Thus far these events have been wellsupported, and I thank Jen Sajko for her hard work in getting this project up and running so successfully. We look forward to future Noson Lawen.
Our 1923 title deeds charge those entrusted with the management of the Memorial Hall to use it for ‘public meetings, a social club and the benefit and advantage of Newport town, its community and local environs’.
I am pleased to say that in 2024 we initiated two such projects. One was to offer a weekly Community Connection Café where different advisory agencies were available for consultation, by those visiting the café. The primary focus was to provide information on how to reduce heating costs, but this, over the project term, widened out to cover all sorts of financial, wellbeing and lifestyle advice.
The second was to offer a ‘warm space’ in the winter months of 2024 /25. The community are invited to come for soup and then watch a movie. Although, late in starting, it has proved very successful.
In 2024 we continued to fulfil our Charitable purpose by offering 6 annual hirings free of charge. This enables those, whom for various reasons have no funds, or community organisations, who need to hold public meetings, to offer valuable support or information to our community.
Sustaining the hall for future generations has been uppermost in our minds in 2024. To do this we have to ensure the 101-year-old building is preserved. Therefore, this year a maintenance schedule was devised relating to all our accommodation and its exterior. This work has been a regular agenda item at 2024 committee meetings.
Lastly, we hold an asset which has been undervalued and underutilised for the benefit of the Hall and the wider community. Therefore, in 2024 a project was initiated to highlight the existence, on our premises, of the best-preserved example of a Medieval Kiln in the UK. A subcommittee and working party have been established to bring this back to prominence and, as an added value spin off, generate more income for the Hall.
December 2024 being the end of our financial year I relinquished the role of Newport Memorial Hall’s Chair. I look back on my years in post with great pride in the work achieved. But, also recognising what a privilege it was to lead the team, especially through the Halls Centenary Year.
I wish the next incumbent good fortune in taking the Management of NMH forward into the coming years.

Charity operations and principal activities
Newport Memorial Hall is a public benefit entity. It facilitates projects and training for young people including the disadvantaged of all ages. It is run as a resource and for the benefit of Newport. It puts on workshops, classes and events for all ages and abilities. It is available at a low cost for the community.

Trustees are appointed and re-elected from the Management Committee at the AGM. Committee members are invited to join the Committee during the year and may put themselves forward as Trustees at the AGM.

1 Accounting Principles
These accounts have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant note(s) to these accounts. The accounts have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014 and with the Charities Act 2011.
2[Accounting Policies ]
(i) Fixed assets
Fixed assets are depreciated at rates between 10% and 25% per year on a straight line basis depending on the expected life of the assets
(i) Going Concern
These accounts have been prepared under the going concern basis
(iii) Deferred Income
Deferred income relates to capital grants received and is amortised in line with the fixed assets they relate to.
(iv) Financial instruments
There are no financial instruments other than bank accounts and trade debtors
(v) Stock
Stock is stated at the lower of cost and net realisable value
(vi) Incoming resources
Incoming resources are credited to the revenue/ income account in the period the goods or services were provided.
(vii) Government grants
Government grants associated with capital expenditure are treated as deferred income and are amortised at the same rate as the relevant assets are depreciated.
Government grants associated with revenue expenditure are treated as income when they are received.
(viii) Trade debtors and other debtors
Trade debtors and other debtors are stated at fair value less any impairment for bad and doubtful debts.
(ix) Trade creditors and accruals
Trade creditors and accruals are measured at transaction price
