## **year ended 31[st] December 2023** 

## **Structure, Governance and Management** 

The Darlington & District Branch is constituted as an unincorporated association, which, 

operates as an autonomous branch of the National RSPCA subject to its rules for branches. 

The Branch operates within a national network of organisations that pursue the same, 

objectives as the Royal Society for the Prevention of Cruelty to Animals (RSPCA). 

The network comprises independent branches operating within a defined geographical area for the purposes of fundraising and the provision of animal care and treatment. A regional structure also exists on a national basis, which provides a team of specialist Inspectors and co-ordinates policies and objectives of the branches. RSPCA National, Regional and Branches meet regularly in pursuit of their common aims. 

Trustees are elected from eligible Members, at the AGM and are briefed on their responsibilities and specific roles which they may be taking on.  Meetings are held at 6 – 8 weekly intervals usually, to agree the day to day running of the Branch.  The Trustees are responsible for the detection and prevention of fraud and other irregular activities.  They are also responsible for keeping proper accounting records which disclose with reasonable accuracy the financial position of the Charity.  They actively review operational, financial and business risks and confirm they have systems to mitigate any potential risks such as: 

- Loss of reputation through fraud or error 

- Loss of income through fraud or error 

- Insufficient funds to cover the costs of animal welfare work 



## **Recruitment of Trustees:** 

A standard procedure is followed in recruiting Trustees.  Nomination papers are sent to every member of the Branch area, with a date for their return.  The candidates must have 2 signed members of the Branch as nominees.  At the AGM there must be 5 members elected by ballot papers for the Branch to be recognised as a committee and at least 5 members should be present at the AGM. 

## **Reserves Policy** 

The policy of the Branch is to maintain 12 – 18 months unrestricted expenditure.  As the Charity relies on donations and legacies, which can fluctuate year to year, it is felt prudent to maintain these reserves at this level so, to continue the animal welfare work carried out by the Branch. 

## **Objectives and Activities** 



The main object of the Branch is to promote the work of the National RSPCA Society in promoting kindness and preventing cruelty to animals by all lawful means, within our Branch area in accordance with the policies of the Society. 

The Trustees have reviewed the outcomes and achievements of the Branch objectives and activities for the year to ensure they remain focussed on the Charity’s aims and continue to deliver benefits to the public.  The Trustees have complied with the duty under the Charities Act 2011 to have due regard to public benefit guidance published by the Charity Commission which can be illustrated as follows: 

- The Branch works closely with the National Society and generates its own funds to help and care for animals which need assistance within our local area. 

- Subsidised veterinary treatment is provided via the Branch voucher scheme to enable animals to attend a veterinary consultation or be neutered, or microchipped, when they are owned by Members of the Public who receive benefits. The Branch also financially supports, abused, abandoned and neglected local animals so they can receive veterinary treatment when rescued by our Inspectorate. - During 2023 Branch Veterinary treatments amounted to £13,878.48, which covered Inspectorate animals and those members of the public assisted via the Branch animal welfare scheme.  The RSPCA Cat Rehoming Hub financial support amounted to £15,000,00 and other RSPCA local animal branch centres received £1,252.14 towards veterinary treatment. The Branch also supported the local RSPCA animal food bank with £500 to help provide people who were struggling with the cost-ofliving crisis, so they could keep their pets at home. The Branch also provided food, litter, toys and bedding to 2 local animal foodbanks before Christmas and gave some items from our stalls to the animal owners. When XL Bullies needed to meet the Government requirements of being neutered, the Branch offered £100 towards neutering to help with the expense. 



- Responsible pet ownership is promoted by the Branch via a subsidised voucher scheme, for the neutering and microchipping of animals, owned by people on lowincome or benefits. This helps to lessen the number of unwanted puppies and kittens and helps lost or stolen animals to be returned to their owners. 

- The Branch has been promoting our activities on Facebook and asking whether Schools, Brownies or any other groups of adults or children, would like us to give talks on animal welfare and we’re hoping for a good response in 2024. 

   - Many wild animals become entangled in litter which has been discarded by humans.  Litter can cause injury, suffering or death to those creatures tangled up in it. During the Great British Clean Up period, in spring 2023, Branch Trustees gathered 15 large sacks of rubbish and several abandoned car parts, from the perimeter of the Barton Truck Stop site, to help protect the wildlife in that area. 



- When possible, the Branch supports our local Inspectors by fostering dogs, cats and kittens.  The animals are cared for by our foster carers then neutered, micro- 



chipped, vaccinated and given flea and worm treatments, in readiness for adoption when potential adopters come along.  The Branch carries out home visit checks for Branch animals to ensure the animal is adopted into an environment where the animal and the adopter are suitably matched and can thrive. 

- RSPCA Darlington & District Branch and RSPCA Cat Rehoming Hub provide volunteering opportunities for those who wish to support our work.   Volunteers can become trustees, fundraisers, helpers at events, cat or dog foster carers, volunteer speakers, social media administrators or drivers. We aim to provide people with voluntary work, which is compassionate and rewarding, in helping the Branch and Cat Rehoming Hub and local animals who are in need. 

- Tesco at Catterick Garrison very kindly placed an animal food collection bin in-store for us, between February and December 2023. The food donated by their generous customers amounted to 1039kg of cat and dog food as well as some animal blankets and toys. This was shared between our Inspectorate and Cat Rehoming Hub for the animals within their care across the year. Cat food is given to the Cat Hub foster carers to help them to feed their foster cats and kittens. The Inspectors took some of this food out to animals in need in our local community. The cost- of -living crisis placed some animal owners in the difficult position being unable to afford food for themselves or their pets. 




- The RSPCA National Society asked if local Branches could join together to help provide a food bank resource within their own areas, so Inspectors and Inspectorate volunteers could deliver food to animals in need when required and the scheme has worked very well. 

The Branch has helped Junction 7 Foodbank at Newton Aycliffe with dog and cat food, bedding, toys and items for the animal owners just before Christmas. 

We plan to help Kings Centre in Darlington next year. 

- Via the Pets at Home VIP voucher scheme the RSPCA Darlington & District Branch was given £4,278 worth of vouchers in 2023, of which £3,600 was given to the Cat Hub to help feed their cats and kittens and £575 was retained by the Branch to help feed animals which the Inspectorate were working with and to help feed the Branch foster cats and dogs. 





We are grateful to Your Pet (Pet Co) who allow our Officers, Cat Hub and Branch, to pop in and pick up what they need after which an invoice is sent to the Branch for payment. This flexible approach is very convenient for us, particularly when individual owners which the Inspectorate attend to, need some animal food to temporarily help them out from time to time. 




Honeypot Gardens in Brompton-on-Swale, very kindly gave the Branch lots of lovely plants in 2023, to sell on our stalls to help raise funds so we could help more animals. 



- The Branch donations came in from RSPCA National Society, stalls and collection boxes.   All donations totalled £39,892 and we would like to thank the undermentioned businesses and members of the public for their financial support as well as the RSPCA National Society.

## **RSPCA Cat Rehoming Hub** 

The Inspectorate work incredibly hard in rescuing the many cats from RSPCA Darlington Branch area. The cats/kittens are then placed in the RSPCA Cat Rehoming Hub, which opened in 2018. Since opening, the number of cats including ferals, rehomed or rehoused from the Cat Rehoming Hub is over 1,500.  At one point there were 80 plus cats in foster care during kitten season. 

Cats and kittens are cared for by foster carers prior to rehoming. There are currently 28 active volunteers, most but not all of whom are fosterers. Many take on additional volunteer roles including driving, event organising, social media, website, home checkers and administrative roles. 

The Cat Rehoming Hub raises funds via social media to help fund the project and they also have fundraising campaigns for individual cats who have health conditions or injuries which need special treatments or operations. They received £10,171.44p online in 2023 and were awarded a £10,000.00p grant from Pets Foundation to be put towards Vet fees.  The volunteers attended 23 local fundraising events in 2023 raising £2,700, some of which are listed below. Thanks go to all the volunteers and the undermentioned event organisers:

Middlesbrough, Stockton, Northallerton and Darlington Branches gave financial support of £66,000 during 2023 and as lead branch, Darlington Branch has also given administrative support since 2021 and many miles of travelling, dropping off and collecting foods and other items and attending events for the Cat Rehoming Hub project fundraising. 

## **Our local Inspectorate** 

The RSPCA local Inspectorate Team covers a very large area of Durham, Bishop Auckland, Newton Aycliffe, Stockton, Middlesbrough, Barnard Castle, Sunderland, Hartlepool, Darlington and Richmond and all the villages in between. They are kept busy every day in rescuing, abused, abandoned and neglected animals, placing them within foster care and RSPCA centres, from which they are then, rehabilitated and rehomed when the time is right 



for that animal.  Our Inspectors worked tirelessly across the year through the cost-of-living crisis when many animal owners needed to make the decision to give up their pets at this difficult time in their lives and animal centres all over the country were up to capacity. 

**Time given by our Trustees was accrued across the year by:** 

- Attending Trustee meetings, RSPCA Cat Rehoming Hub meetings, RSPCA Regional meetings and conferences online. 

- Collecting and delivering foods for cats and dogs. 

- Fostering kittens and dogs which we took into our care during 2023. Fostering kittens just a few weeks old without their mother takes up many, many hours of care and fostering dogs who have injuries or health conditions takes patience and time for them to heal. 

- Social media and website work, advertising volunteer posts, promoting our Branch and activities as well as giving out leaflets to members of the public, to promote good animal welfare. 

- The RSPCA Cat Rehoming Hub cats and kittens are promoted on both the Branch and Cat Hub Facebook pages, once they are ready to be adopted into new homes. They are health checked, neutered, microchipped, vaccinated and given flea and worm treatments before adoption and then matched to suitable adopters. Home checks are carried out before the adoption takes place. 

- Taking reports of cruelty from members of the public about animals not being cared for properly.  These are referred to our National Control Centre who prioritises the calls and passes them to our Inspectors who are then called to assist the animals. 



- Taking phone calls/emails from members of the public requesting financial help for Veterinary consultations or having their animal neutered or microchipped, when their owners are on certain benefits or on low income. 

- Collecting and delivering animal foods to our Inspectorate, so they can help the animals they are called to. Food deliveries are also shared with the RSPCA Cat Rehoming Hub, to help the foster carers feed their foster cats and kittens. 

- Administration covers many duties, such as phone calls, writing letters and emails to Trustees, Volunteers, businesses, members of the general public, veterinary establishments, RSPCA offices and our National Control Centre. Keeping accounts up to date, checking volunteer applications forms and obtaining references, updating social media accounts, keeping accounts and other necessary official paperwork up to date to comply with RSPCA and Branch policies and Charity Commission guidelines. 

- Litter Picking to clear areas where some wildlife may get caught up in the litter as this can cause injury, suffering and death for the animal. 

Many thanks go to Karen, Sheila, Stacy, Ruth, Richard, Lisa, Jean, Patrick, Julian, Ceri, Linda, Janet and Linda, who have helped with animal welfare, admin, finances, social media, fostering, driving, fundraising events and much more. 

- **Fostering** 



This little cat is fostered by Jean, one of the foster carers. He is blind, has a pellet 

in his thigh and had broken his pelvis at some point earlier on in his life. He will be 

lovingly cared for by his foster carer until the end of his days. 


During 2023 we cared for 12 kittens, who were picked up when they were tiny and without their mothers.  Our Branch foster carer lovingly looked after those little kittens until they were old enough and well enough to be adopted. 




The Branch fostered 1 dog from our Inspectorate and he is doing well, living a 

more normalised life after being given time and patience.   We also fostered 1 dog 



when her elderly owner was admitted to hospital long term. After just a few 

weeks the dog was adopted and has settled well into her new home. 

We have dedicated foster carers, who look after sick, inured and elderly animals, for as long as they need care. 

Having cats neutered is important, especially when they are allowed to roam, 

outdoors.  Neutering is beneficial for the mother’s welfare but also for all the kittens, who can be born outdoors, in obscure places with little chance of survival especially, 

when their mother isn’t with them anymore.  Neutering would help to stop some of 

this terrible suffering and microchipping can help owners have their pets 

returned to them should they become lost or stolen. Our Branch may 

help, make a financial contribution, to owners, on low income/benefits, should they decide to have their cats neutered or microchipped.

## **Future Plans** 

## **During 2024 we aim to engage in the following activities** 

- Education – be able to give talks again to children and adults, to promote good animal welfare practices. 

- Promotions – to raise the profile of the Branch, the Cat Rehoming Hub and the RSPCA National Society. 

- Fostering – to give more animals an alternative caring place to stay whilst in our care 

- Events/Fundraising  –  to raise as much money as possible to support animal welfare activities within our Branch area. 

- Food collections - to help feed the animals within our care and help animal foodbanks. 

- Continue to support the wonderful work of the Cat Rehoming Hub and our hard - working Inspectorate. 

-

Included in the income is the RSPCA “Door to Door” collection figure for 2023 of £23,094p which is given by RSPCA National Society, to Branches all over the country, to help enable them to carry out the animal welfare work which they do. 

## **Statement of Trustees’ Responsibilities** 

The law in England and Wales requires the Trustees to prepare financial statements for each financial year, which gives a true and fair record of the affairs of the Charity, the incoming resources and application of resources for that period.  In preparing these financial statements the Trustees are required to: 

- select suitable accounting policies and consistently apply them 

- observe the methods and principles in the Charities SORP 

- make judgments and estimates that are reasonable and prudent 

- state whether application accounting standards have been followed 

- disclose and explain the financial statements 

- prepare the financial statement on a going concern basis unless it is 

inappropriate to presume that the charity will continue in operation 

- copies of the Branch accounts are available upon request from the Branch Secretary

## **Special Thank Yous and Acknowledgements** 



Sheila McLaren was a Trustee for the Branch for over 10 years and sadly passed away in October 2023 after a short illness.  Sheila was our Animal Welfare Coordinator and spent many hours over the past 6 years taking phone calls and reporting cruelty and neglect to our National Control Centre.  She also helped animals belonging to members of the public when they were facing financial difficulties, by offering a Branch contribution, so they could take their pet to the Vet.  Sheila was dedicated and cared for all the kittens and cats which she looked after. Feeding tiny kittens every 3 hours throughout day and night until they could feed themselves is one example.  She fostered for the RSPCA for many, many years and fostered for another charity before that. Sheila loved her volunteering role and will be remembered fondly for the work she carried out. 

Thanks as always, go to Mark Gent our Chief Inspector and his busy team, for the incredible animal welfare work that they carry out daily, rescuing some animals from terrible conditions so giving them a second chance in life. 

Thanks also go to our BPM Sarah Mason who has worked incredibly hard throughout the year to help the Branch, Cat Rehoming Hub and all of her other Branches, overcome hurdles, offer advice and help them move forward.  Sarah oversees several Branches in the Co. Durham, Teesside and Yorkshire areas. 

Thank you to Sophie Moran-Barker, who is incredibly committed to the work she 

does for the Cat Rehoming Hub. Chantel Davies now assists Sophie and she does a great job in that role. 

We would also like to thank all Veterinary Surgeries who work alongside us for the benefit of animal welfare and we couldn’t do without them. 

Many thanks go to the supermarkets who allow us to install food donation bins on their premises and also their generous customers who donate the animal food to us. 



Last, but not least, thanks go to all our Trustees and Volunteers who have put in many hours of their unpaid time for the Branch, equating to 4 full time paid workers across the year. The Cat Hub volunteers have also given many, many hours, of their unpaid time too. Without the help of dedicated volunteers and the generous donations given by members of the great British public, Branches could not carry out the animal welfare work which they do, so a very BIG THANK YOU to everyone who has been involved.

## **RSPCA CAT REHOMING HUB ANNUAL REPORT 2023** 


## **Introduction to the RSPCA Cat Rehoming Hub** 

The RSPCA Cat Rehoming Hub (Cat hub) formed in April 2018 and is now in its 5th year of operation. The Cat hub only takes cats and kittens rescued by RSPCA Officers from the areas that fund the project. It does not take cats and kittens directly from members of the public. 

## **Why we do it** 

The Cat hub is a project developed to meet a need in the Tees Valley, Darlington and South Durham and North Yorkshire areas. Numerous cats were being rescued by our national RSPCA Inspectors and placed into private boarding establishments when the animal centres were full and there they stayed unable to be rehomed. To try and improve the situation of these cats, local RSPCA branches came together to fund the development of a cat hub. 

The Cat hub is funded by the four local branches of North Tees, Middlesbrough, Northallerton and Darlington and District branch who also take on the administration role of the Cat hub on behalf of all the four contributing branches. 

Since it began in September 2018, the Cat hub has rehomed 1521 cats and kittens and in 2023  252 cats and kittens have been rehomed. All being well, if we continue to rehome at a similar rate each year, the Cat Hub will reach a fantastic 2000 cats and kittens rehomed by the end of 2025!. 

In 2023, the Cat Hub admitted into foster care 119 cats from Darlington, 66 from Middlesbrough, 63 from North Tees and 23 from Northallerton totalling  271 cats. 



## **What we do** 

The Cat hub takes cats and kittens in that are collected by RSPCA Officers. The range of cats include those who have been abandoned including owners who have moved away and left their cats behind and those who have died, injured stray cats, welfare cases and those that have been signed over by their owners who have been unable to meet their health and welfare needs. 

Cats and kittens received into the care of the cat hub have health checks completed by local vets and appropriate treatment is carried out along with regular flea and wormer treatments and vaccinations to ensure that the cats are in the best health they can be. Occasionally some cats require life long treatments for some illnesses and in those cases agreement is sought from the funding branches to continue to pay for that treatment when the cat is rehomed. 

The Cat hub also helps branches with Trap Neuter and Release (TNR) programmes for feral cats. In 2023 the Cat hub helped 48 feral cats and either moved them to new and safer environments or returned them back to the area they came from to be fed and monitored by people in the local community. 

## **How we do it** 

Initially, the Cat hub rented pods in a cattery just outside of Darlington and had 5 foster carers for those cats that did not do well in a cattery environment. For a number of reasons including financial constraints and the impact of covid, the Cat hub moved from being cattery focussed care to foster focussed care. This is better for the cats and kittens as they become socialised in a normal family setting, in line with best practice. 

By the end of 2023, the Cat hub had a team of 42 volunteers, including 28 who took on the roles of fosterers with others taking on roles of  drivers, home checkers, social media and events and fundraising. Some volunteers took on more than one role. Of the 42 volunteers some are occasionally inactive due to other personal commitments. 

The volunteers are supported by two employees. One is a full time Cat Rehoming Coordinator and the other a part time driver. The driver delivers food and litter to the foster carers and transports cats between their foster homes and vet clinics, for appointments.  They also collect donations from the public from the collection bins placed in local supermarkets and veterinary clinics. 




## **Home checking** 

During 2023, the Cat Hub continued to conduct virtual home checks using online facilities, to rehome the cats and kittens in their care. There is still an option for home visits to be conducted,  for those that request it due to IT problems etc. In total 195 home checks were completed in 2023 by our volunteer home checker. 

The home checking role is integral to the successful rehoming of cats. The information gathered during the process is fed back to the Rehoming Coordinator and is reviewed to ensure that the home meets the five basic welfare needs of the cats and kittens and to ensure that people are fully aware of the responsibility of adopting a cat. 

Our lead home checker who is also a volunteer, has put a training pack together to train up other volunteers who are keen to take on the role in the future. 

## **Volunteer Recruitment** 

During 2023 we have continued to recruit volunteers to carry out a variety of roles within the Cat Hub including fosterers, (we particularly need fosterers for our older cats), drivers, event helpers, home checkers and volunteers to help with our social media platforms. We had approximately 37 active volunteers at anyone time, during the year. 




## **Social media activities** 

We continue to regularly post about cats available for adoption on both Facebook and Instagram using as much content as the fantastic foster carers provide us with. 

All mixed in with adoption updates, “thank you’s” and pleas for donations, event promotion, calls for more fosterers and fundraising posts. We also actively engage with the followers on our page and by doing so hope to increase the outreach of our page and cats.”

## **Fundraising activities** 

To supplement the funding provided by the four branches, volunteers from the Cat hub also engage in other forms of fundraising for example: 

In 2023 the events team attended 23 community events raising a total of £2,700 from tombolas, raffles and preloved items. The community events took place  across all of the four geographical areas of the funding branches including Northallerton, Guisborough, Thornaby, Great Ayton and Darlington. 





Since August 2023, £500 was also made from selling donated items via media platforms  such as e.bay and market place. 

Our online fundraising activities have also raised £10,171.44 during 2023. This has been achieved through Crowdfunder and Just giving appeals, easy fundraising, One lottery and DONR. 

The Cat hub was also successful in being awarded a grant of £10,000 form Pets Foundation to be used on vet fees for the cats and kittens in our care. This grant is to be used during 2024. 




## **Donations** 



As well as financial donations, we also received donations of food, litter, treats and non food related items. These donations were made at one of our many donations points including: 

- Stanhope Park Duke Street Cats and Exotics 

- Darlington Vet Clinic 

- Hartburn and Nunthorpe branches of Jacqui Paterson Vets 

- Burts Carpets 

- Our collection bins at the Morton Park branch of Morrisons and at Tesco in Eaglescliffe. 


In  2023 we received donations to the value of £10,101. 

As well as donations of food from members of the public, some of our fosterers donate by providing food and litter to the cats and kittens in their care at no cost to the cat hub. We started to collect data on this in October 2023. By December 2023 the fosterers had donated to the value of £833.93 in food and litter. 

Pets at Home VIP vouchers received via RSPCA Darlington and District Branch also contributed £3700 worth of food and litter for the cats and kittens in our care. 

The Cat Hub would like to say a big Thank You to everyone who donated and contributed to its’ success. 



## **Plans for the future** 

In 2022, the Cat hub planned on building a cattery to use for cats and kittens first coming into the Cat hub so they had a safe place to be health checked before moving into foster care. 

Unfortunately due to a short fall in funding and other complications associated with building on land not owned by the RSPCA, the plans were shelved. The Cat hub has not lost sight of this goal and are considering ways in which this could be achieved in the future. 

Planning has started for 2024 events programme which we hope will be more successful than 2023!
