## **The Branch Trustees hereby present their Report and Accounts for the year ended 31[st] December 2021** 

## **Structure, Governance and Management** 

The Darlington & District Branch is constituted as an unincorporated association, which operates as an autonomous branch of the National RSPCA subject to its rules for branches. The Branch operates within a national network of organisations that pursue the same objectives as the Royal Society for the Prevention of Cruelty to Animals (RSPCA). The network comprises independent branches operating within a defined geographical area for the purposes of fundraising and the provision of animal care and treatment. A regional structure also exists on a national basis, which provides a team of specialist Inspectors and co-ordinates policies and objectives of the branches. National, regional and branches meet regularly in pursuit of their common aims. 

Trustees are elected from eligible Members, at the AGM and are briefed on their responsibilities and specific roles which they may be taking on.  Meetings are held at 6 weekly intervals usually, to agree the day to day running of the Branch.  The Trustees are responsible for the detection and prevention of fraud and other irregular activities.  They are also responsible for keeping proper accounting records which disclose with reasonable accuracy the financial position of the Charity.  They actively review operational, financial and business risks and confirm they have systems to mitigate any potential risks such as: 

- Loss of reputation through fraud or error 

- Loss of income through fraud or error 

- Insufficient funds to cover the costs of animal welfare activities 

## **Recruitment of Trustees:** 

A standard procedure is followed in recruiting Trustees.  Nomination papers are sent to every member of the Branch area, with a date for their return.  The candidates must have 2 signed members of the Branch as nominees.  At the AGM there must be 5 members elected by ballot papers for the Branch to be recognised as a committee and at least 5 members should be present at the AGM. 

## **Reserves Policy** 

The policy of the Branch is to maintain 12 – 18 months unrestricted expenditure.  As the Charity relies on donations and legacies, which can fluctuate year to year, it is felt prudent to maintain these reserves at this level so, to continue the animal welfare work carried out by the Branch. 




## **Objectives and Activities** 

The main object of the Branch is to promote the work of the National RSPCA Society in promoting kindness and lessening cruelty to animals by all lawful means, within our Branch area and in accordance with the policies of the Society. 

The Trustees have reviewed the outcomes and achievements of the Branch objectives and activities for the year to ensure they remain focussed on the Charity’s aims and continue to deliver benefits to the public.  The Trustees have complied with the duty under the Charities Act 2011 to have due regard to public benefit guidance published by the Charity Commission which can be illustrated as follows: 

- The Branch works closely with the National Society and generates its own funds to help and care for animals which need assistance within our local area. 

- Subsidised veterinary treatment is provided via the Branch voucher scheme to enable animals to attend a veterinary consultation or be neutered, or microchipped, when they are owned by Members of the Public who receive benefits. The Branch also financially supports, abused, abandoned and neglected local animals so they can receive veterinary treatment when rescued by our Inspectorate.  During 2022 Branch Veterinary treatments amounted to £9595.23, which covered Inspectorate animals and those members of the public assisted via the Branch animal welfare scheme. The RSPCA Cat Rehoming Hub financial support amounted to £12,000,00 and Great Ayton Animal Centre and Felledge Animal Centre financial support amounted to £1,423.70p and fostering amounted to £1,389.46p 

- Responsible pet ownership is promoted by the Branch via a subsidised voucher scheme, for the neutering and microchipping of animals, owned by earners on lowincome, which helps to lessen the numbers of unwanted puppies and kittens and helps lost/stolen dogs to be returned to their owners. 

- As promoted and supported by the RSPCA, the Branch ventured into Volunteer Speaking in 2019.  Unfortunately, due to Covid 19 restrictions no talks were given throughout 2020 and 2021 and this trend followed on into 2022.  We’re advertising talks to be given during 2023 and promoting good animal welfare on our Facebook page and we gave out information to the students at Queen Elizabeth College, Darlington and at the fundraising events we held. 






Many wild animals become entangled in litter which has been discarded by humans. Litter can cause injury or death to those tangled up in it.  The Branch worked with Richmond District Council to collect litter from one hedge approximately 300 meters in length.   We gathered 11 bags of rubbish and a child’s broken scooter in 3 hours. 

- When possible, the Branch supports the local Inspectors by fostering dogs and cats/kittens.  The animals are cared for by our foster carers then, neutered, microchipped, vaccinated and given flea and worm treatments, in readiness for adoption when potential adopters come along.  The Branch carries out home visit checks to ensure the animal is adopted into an environment where the animal and the adopter are suitably matched. 

- RSPCA Darlington & District Branch and RSPCA Cat Rehoming Hub provide volunteering opportunities for those who wish to support our work.   Volunteers can become trustees, fundraisers, helpers at events, cat or dog foster carers, volunteer speakers or social media administrators.  The activities mentioned benefit local people by providing voluntary work, which is compassionate and rewarding, in helping the Branch, Cat Rehoming Hub and local needy animals. 

- Tesco at Catterick Garrison very kindly placed an animal food collection bin in-store for us, between May and December 2022, collecting 719 kg of animal food donations from their customers. This was shared between our Inspectorate and Cat Rehoming Hub. The Inspectors take food out, on their vans, to needy animals which they attend to. Food and litter given to the Cat Rehoming Hub foster carers helps them to look after their foster cats and kittens. 




Via the Pets at Home VIP voucher scheme, the Branch was given over £2,000 of food for cats and dogs and litter for cats.  This was shared between Inspectorate animals and the Cat Rehoming Hub with a small amount being used for Branch foster kittens.

## **RSPCA Cat Rehoming Hub** 

The Inspectorate work incredibly hard in rescuing as many cats as possible and place them in the RSPCA Cat Rehoming Hub, which opened in 2018. Since opening, the number of cats including ferals, rehomed or rehoused from the Cat Rehoming Hub is 1,251. At one point there were 85 cats in foster care! 

Cats and kittens are cared for by foster carers prior to rehoming. There are currently 28 active volunteers, most but not all of whom are fosterers. Many take on additional volunteer roles including drivers, event organisers, social media, website, home checkers and administration roles. 

The Cat Rehoming Hub raises funds to help cover costs including specific fundraising campaigns for individual cats on social media and attending local fundraising events. The events team have also attended, a number of local fundraising events and raised the following:

The Cat Rehoming Hub is currently in the process of seeking permission to build a 10 pod Cattery to support and supplement the fostering team. Middlesbrough, Stockton, Northallerton and Darlington Branches give financial and practical support to the Cat Rehoming Hub project annually. 






## **Our local Inspectorate** 

The RSPCA local Inspectorate Team covers a very large area of Durham, Bishop Auckland, Newton Aycliffe, Stockton, Middlesbrough, Barnard Castle, Sunderland, Hartlepool, Darlington and Richmond and all the villages in between. They are kept busy every day in rescuing, abused, abandoned and neglected animals, placing them within foster care and RSPCA centres, from which they are then, rehabilitated and then rehomed when the time is right for that animal. 

Our Inspectors have worked through difficulties over the past few years, in dealing with Covid 19, Avian Flu and the cost-of-living crisis but they tirelessly continue to rescue many abandoned, neglected, abused and injured animals.  They also help the animals belonging to members of the general public, who are facing difficulties at certain points in their own lives. 

## **Time given by our Trustees was accrued across the year by** ; 

- Attending Trustee meetings, RSPCA Cat Rehoming Hub meetings, RSPCA Regional meetings and conferences online. 

- Selling books online, which we would normally have sold at fundraising events, but book sales have reduced at events over the past few years. 

- Fostering kittens and 1 dog which we took into our care during 2022. Fostering kittens just a few weeks old without their mother takes up many, many hours and fostering dogs who have injuries or health conditions also takes up lots of time. 

- Social media and website work, advertising volunteer posts, promoting our Branch and activities as well as giving out leaflets to members of the public, to promote good animal husbandry. The RSPCA Cat Rehoming Hub cats and kittens are promoted on our Facebook page when they are ready to be adopted into new homes. They are health checked, neutered, microchipped, vaccinated and given flea and worm treatments before adoption. 




- Taking reports and questions from the public about animals not being cared for properly.  Some of these are referred to our National Control Centre and passed to our Inspectors who are called out to assist the animals. 

- Taking phone calls/emails from members of the public requesting financial help towards Veterinary consultations or having their animal neutered or microchipped, when their owners are on certain benefits or on low income. 

- Collecting and delivering animal foods to our Inspectorate, so they can help the animals they are called to. Food deliveries are also shared with the RSPCA Cat Rehoming Hub, to help the foster carers feed their foster cats and kittens. 

- Administration which covers many duties, such as phone calls, writing letters and emails to Trustees, Volunteers, businesses, members of the general public, veterinary establishments, RSPCA offices and our National Control Centre. Keeping accounts up to date, checking volunteer applications forms and obtaining references, updating social media accounts, keeping necessary official paperwork up to date to comply with RSPCA and Branch policies and Charity Commission guidelines. 

Many thanks go to Karen, Sheila, Stacy, Ruth, Richard, John, Joan, Lisa and Linda who have helped with admin, finances, social media, fostering, driving, fundraising events and selling books online. 

## ● **Fostering** 

During 2022 we cared for 19 kittens, who were picked up when they were tiny and without their mothers. 



The Branch fostered 1 injured dog for our Inspectorate. He’s been doing well and has a new and loving home to go to. 




Having cats neutered is important, especially when they are allowed to roam, outdoors.  Neutering is beneficial for the mother’s welfare but also for all the kittens, who can be born outdoors, in obscure places with little chance of survival especially, when their mother isn’t with them anymore.  Neutering would help to stop some of this terrible suffering and our Branch may be able help, make a contribution, to owners, on low income/benefits, to have their cats neutered or microchipped. 

## **RSPCA Summary of Animal Welfare 2022 – RSPCA Cat Rehoming Hub & Darlington Branch** 

Darlington Branch area had the following uptake for welfare assistance from the general public, as well as the number of cats/kittens which were rescued by our Inspectors and taken to our Cat Hub where they are lovingly cared for until they are ready for adoption.

## **Future Plans** 

- Education – be able to give talks again to promote good animal welfare practices 

- Promotions – to raise the profile of the Branch, the Cat Rehoming Hub and the RSPCA National Society 

- Fostering – to give more animals an alternative caring place to stay whilst in our care 

- Events/Fundraising  –  to raise as much money as possible to support animal welfare activities 

- Food collections - to help feed the animals within our care 

- Continue to support the wonderful work of the Cat Rehoming Hub and our Inspectorate.

Included in the income is the RSPCA “Door to Door” collection figure for 2022 of £23,218.00p, which is given by RSPCA National Society, to Branches all over the country, to help enable them to carry out the animal welfare work which they do. 

## **Statement of Trustees’ Responsibilities** 

The law in England and Wales requires the Trustees to prepare financial statements for each financial year, which gives a true and fair record of the affairs of the Charity, the incoming resources and application of resources for that period.  In preparing these financial statements the Trustees are required to: 

- select suitable accounting policies and consistently apply them 

- observe the methods and principles in the Charities SORP 

- make judgments and estimates that are reasonable and prudent 

- state whether application accounting standards have been followed 

- disclose and explain the financial statements 

- prepare the financial statement on a going concern basis unless it is inappropriate to presume that the charity will continue in operation 

- copies of the Branch accounts are available upon request from the Branch Secretary

We’d also like to thank all Veterinary Surgeries who work alongside us, particularly when they too have had difficult times to work through. 

Many thanks go to the supermarkets who allow us to install food donation bins on their premises and to their customers who donate animal foods to us. 

Pets at Home have been most generous in donating VIP vouchers to the Branch. The vouchers have been spent on animal foods and litter and dog leads. Last but not least, thanks go to all of our Trustees and Volunteers who have put in many hours of their unpaid time for the Branch, equating to 4 full time paid workers across the year.  The Cat Hub volunteers have also given many, many hours, of their unpaid time too.  Without the help of dedicated volunteers and the generous donations given by the great British public, Branches could not carry out the animal welfare work which they do, so a very BIG THANK YOU to everyone who has been involved.

## **CAT HUB ANNUAL REPORT 2022 to be included with branch annual reports** 

The RSPCA Cat Rehoming Hub (Cat Hub) is a project run by RSPCA branches in the Tees Valley, County Durham and North Yorkshire to care for and rehome cats rescued by RSPCA officers. 

Branches which support the Cat Hub are North Teesside Branch, Northallerton, Thirsk and the Dales Branch, Middlesbrough South Tees & District Branch, and Darlington and District Branch which also administers the Cat Hub. 

Each branch contributes financially to the Cat Hub, and Cat Hub volunteers also fundraise under the Darlington Branch charity number. 

The Cat Hub project is led by Mark Gent, Chief Inspector for Durham/Cleveland Inspectorate Group and is overseen by a Steering Group made up of one member of each of the participating branches. It employs a full-time Rehoming Coordinator – Sophie Moran-Barker – who oversees intake, rehabilitation and rehoming of cats and kittens collected by RSPCA Animal Rescuers.  She also recruits and manages volunteers to help foster cats, fundraise, undertake social media and website promotion and carry out home checks etc. 

All cats rehomed are health checked, vaccinated, treated for fleas and worms, microchipped and neutered, and all prospective owners are carefully matched to cats and home checked before they can adopt. 

The Cat Hub project was established in April 2018 to increase local branches’ intake of cats collected by Inspectors. The initial aim of the Cat Hub project was to take in a minimum of 120 cats a year, using a local cattery and fosterers to care for them. 

In April 2022 the Cat Hub rehomed its 1,000[th] cat, when Julian Norton, the Yorkshire Vet, visited the cattery and together with Mark Gent handed over rescue cat Hugo to new owners the Pegg family. Rehoming an average of 250 cats a year makes the Cat Hub one of the most successful cat rehoming centres in the country.

2022 saw the Cat Hub face a major challenge when the privately run cattery, which provided 20 pods for the Cat Hub, proposed to increase its fees significantly and then terminated its contract in July. 

While searching for an alternative cattery the Cat Hub launched a campaign to recruit many more foster carers and by July had enough to transfer all the cats from the cattery to foster care. 

This change in method of operation could have resulted in a significant fall in the number of cats rehomed, but by the end of 2022, 219 cats had been found new homes, and 21 foster carers, supported by some members of the local Inspector team, were looking after cats in their own homes. 

In fact the Cat Hub cared for more cats than ever before in 2022, with an average of 70 cats in care at any one time.  Very many thanks must go to all our fabulous foster carers, old and new, who have 




helped so much this year – Jean, Julie, Emma, Josie, Chantel, Madelaine, Helen, Joanne and Paul, Fiona, Kelly, Karen, Laura, Rachel, Clare, Amy, Sarah, Hollie, Terri-leigh, Alex and Liz, Debbie, Zoe, Ruth, Anna and Jonathan.  The foster group has been especially generous in sharing knowledge and supporting each other as they care for cats and kittens. 

The move to foster care also increased the need for volunteer drivers, as Cat Hub foster cats are now much more widespread across the area covered by the four RSPCA branches. They help Sophie transport cats to and from vets and deliver suppliers of food and litter. 

We recruited many more volunteer drivers in 2022. Many thanks to Alex and Liz, Andrew and Rhian, Chantel, Dani, Hollie, Jean and Andrew, Anna and Jonathan, Josie, Madelaine, Sarah and Zoe. Despite all their efforts, it was clear that Sophie was spending too much time transporting cats, so the decision was made to recruit a dedicated part-time driver who started work in January 2023. 

Funds have been secured from within the RSPCA to build a new 10 pod cattery which will be managed for the Cat Hub at a private cattery. We hope that this will be operating from mid-2023 onwards. 

2022 saw the Cat Hub deal with a large number of kittens, either coming in very young, with, or without mothers, or born into our care as we took in more pregnant cats. 


We also found homes for a number of older cats which are traditionally harder to place, such as 15 year old Dave and his eight year old companion Elsa, and 17 years female cat Windixy and her companion, 10 year old Tommy Lee.

We also rehomed a number of feral cats and cared for a number of cats which required significant and long term medical treatment.  These included two cats, Eliza and Autumn, who both recovered from life threatening conditions, thanks largely to the care and persistence of the foster carers who looked after them.

Eliza was rescued as a stray by the RSPCA with a severe collar injury under her front leg and Autumn was signed over with a severe skin condition. Both successfully found new homes after more than 12 months in our care. 




Thank you very much to all the vets practices, especially Darlington Vet Clinic, Jacqui Patersons Vets and Stanhope Park Vets, who worked with us to provide vaccinations, microchipping and neutering, as well as much more complex care and treatments. 

In 2022 we took in a total 243 cats from the following branch areas: 

Darlington 88 North Teesside 48 Middlesbrough 80 Northallerton 27 

During 2022, we rehomed 219 cats. Each required a home check. The majority were carried by Linda, helped by Sophie and Jonathan. We are training new home checkers for 2023 to relieve some of the burden from Linda, to whom we are very grateful for all her hard work. 

Rehoming so many cats each year relies on good awareness of the Cat Hub, so many thanks to Jonathan for posting cats onto the website and running the Cat Hub’s social media accounts. At present the Cat Hub has more than 6,000 followers on Facebook, more than 1,000 on Instagram and more than 300 on Twitter. Thank you, too, to John for supplying our IT services. 

Jean and Linda, supported by Linda Moore from the Darlington Branch, attended seven shows throughout the year, boosting awareness of the Cat Hub, and raising more than £1200.

Volunteers were also active in placing Cat Hub cards and posters on community noticeboards and in shops and in asking vets practices, shops and local businesses if they would become a donation collection point for us. 




By the end of the year we had collection points in Stanhope Park Vets, Burts Carpets in Darlington, Darlington Vet Clinic, Morrisons’ Morton Park store, Tesco in Eaglescliffe and in Cummins offices in Darlington. Donations of food and litter play a key role in helping us reduce outgoings.

We have been especially successful in recruiting new volunteers this year and, we hope, building them into a community thanks to regular meetings, our Messenger groups and a Christmas Party! We look forward to recruiting more in 2023 to help us continue our vital work. 

Once again in 2022 the Cat Hub’s volunteers raised more than £10,000. Thank you to everyone who donated to our fundraising campaigns on our JustGiving pages, raising more than £6,500. Clare, a member of the local RSPCA Inspector team contributed a magnificent £846 by taking on the challenge of hiking 100 miles on the West Highland Way. 

The Cat Hub weekly lottery also played a key role in raising funds, contributing more than £3,500 to our cause. Thank you very much to the all the players who can win prizes of up to £25,000 for a £1 ticket each week, and thanks to Jonathan for administering the lottery, helped by Linda Moore and Stacey. 




In 2022 it cost £76,439 to operate the Cat Hub. This was significantly lower than £91,110 which it cost in 2021, as we left our cattery and moved to a full time foster operation.  Annual expenditure will increase in 2023 to more than £100,000, as we take on a part-time driver and return to a cattery. 

Due to the cost of living crisis, donations were down in 2022 and income fell by some £4,000.  The Cat Hub’s full income and expenditure figures form part of the Darlington and District Branch Accounts. 

In 2023 with the cost of living crisis continuing, coupled with high inflation, the Cat Hub will require even more donations and will start to make approaches to Charitable Trusts for help with funding.

Thank you very much to Sophie, our marvellous Rehoming Coordinator, who runs the Cat Hub and works tirelessly caring for the cats and finding them new homes. She is the lynchpin of the Cat Hub and so dedicated she dreams about cats! Her hard work is very much appreciated. 

Thank you to RSPCA Chief Inspector Mark Gent and his incredible team of Animal Rescuers who continue to support the Cat Hub on a daily basis, transporting cats and helping out when the need arises.
