STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The Charitable Trust is constituted by the Trust Deed dated ioth January 1969. The governing document is that
of RSPCA Branch Rules as published by the RSPCA, Wilberforce Way, Southwater, Horsham, West Sussex,
RH13 9RS.
Recruitment and appointment of new trustees
Appointment of trustees is governed by the Trust Deed of the Charity and the Board of Trustees is authorised to
appoint new trustees to fill vacancies arising through resignation or death of an existing trustee. Trustees put
themselves up for election and are appointed by the branch membership at the AGM. Comprehensive trustee
training is given as required by the BSS.
Committee
The committee consists of 6 volunteers who work very hard on behalf of animal welfare in the area. In addition
to these trustees there are a large number of volunteers who help us fundraise, foster, home-check, ID Chip
paperwork and help run welfare Days.
Risk management
The trustees have conducted a review of the major risks to which the charity is exposed and systems have been
established to mitigate those risks. These procedures are regularly reviewed to ensure they still meet the needs
of the charity.
The charity operates as an autonomous branch of the National RSPCA covering the DN14 postcode area.
The main point of contact is 07599 087527. Goole and District RSPCA is part of the North Region of the
RSPCA. We are represented on the Regional Board for the North Region by trustee Tracy Marston.
OBJECTIVES AND ACTIVITIES
The principal activity of the Charity continues to be that of the promotion of kindness and prevention of cruelty
to animals. The object of the charity is to further animal welfare in the area covered by the branch. The main
activities undertaken were the re-homing and fostering of animals as well as their veterinary treatment.
ACHIEVEMEwfs AND PERFORMANCE 2024
Half way through the year we were very fortunate in gaining Phillip Price to take on the financials. After some
meetings between Jane, Phil and Tracy he managed to tidy up and move the branch forward financially in a big
way.
We continued to bring sick, injured or abandoned cats into care and we found homes for 152 (last year 151)
The branch continued to work closely with End Cottage Veterinary Clinic in Howden, for the foster work and
supporting our feral cat projects.
Throughout 2024 Amy and Georgina carried out the online home visits. We said goodbye to Jill and Andy
halfway through the year as poor health and family commitments meant they could no longer use the cat pen
and foster for us. Our main kitten fosterers Abbi, Am] and Aly left us but we gained Kirsty who takes kittens
into her home and works with all the family to care for them. We also added Jane Price to the team as an
emergency fosterer. We started weekly virtual meetings to include all the fosterers, discuss cats in care and the
visits. This way, all the cat fosterers work as a rehoming team together now, a huge thank you to our fosterers
and a group of volunteers who regularly support the fostering team spending time socialising the cats and
assisting with transporting foster cats to the vets.

ACHIEVEMENTS AND PERFORMANCE 2024 (continued)
In November the national RSPCA set up a branch care contribution fund to pay branches who would take
rescue cats the inspectorate had placed in catteries. This was in response to rising boarding fees for HQ to
cover. In return, eligible cats came with £7.63 per day to contribute towards care, veterinary fees and boarding
for up to 90 days. Thanks to Jane Price who has taken on completing the claims for this.
June organises the chips and liaises regularly with the vets and fosterers. Both Rase and End Cottage vets
continue to chip our animals for free with June supplying the chips to them. Between the veterinary clinics and
June, we organised 276 animals to be chipped (14 of these were dogs, the rest cats).
103 home visits (108 last year) were carried out and 42 post adoption telephone visits.
The main RSPCA phone continued to be run by Glenn Webb. His wife Anne organised the welfare and
neutering vouchers for the branch. The Welfare Assistance Grant continued for sick and injured pets whose
owners were on benefits at £15 and we provided £65 worth of treatment as part of this. Anne issued 57 welfare
vouchers for rabbits, dogs and cats that needed treatment.
The Cat Neutering Scheme ran again at £15 for cat owners on benefits and £35 for those on low incomes. This
included a free ID chip. 147 cats were neutered on the scheme (203 last year). We continue to work with Rase
Veterinary Clinic in Gatesby Road with these neutering and welfare vouchers.
Fundraising and volunteers were organised by Georgina Petty. The Dog Show was another great success.
Georgina has inducted a number of new volunteers and we now have a total of 32 regular volunteers. Georgina
organised a very successful volunteer cream tea afternoon to celebrate the national society's 200 birthday and
everyone received the new free logo badges from HQ. We did hold a Cat Welfare Day at the Rase vets with 22
cats were flea and worm treated and neutering vouchers were issued. In November Christmas stalls were held
in Snaith and Rawcliffe and volunteers went into Swinefleet School to promote our work and receive festive
presents from the children for cats in care.
Amazon Wishlist and Just Giving page which was all set up in 2022 has proved very successful in bringing in
some much-needed funds thanks to Kay and Georgina promoting this. A funding page for a specific cats needs
was a great success and exceeded the expected target to pay for the vet care such as Henna and Grayson's eye
operations.
Georgina continues to run the facebook page and is regularly contacted by the public on social media regarding
welfare, cruelty concerns, neutering, and adoption enquiries. Also, along with Amy she receives the branch
e mails with various communications, especially with the perfect match forn]s for adoptions. Throughout the
year Georgina attended regular on-line regional RSPCA fundraising discussions. She also represented the
branch during the virtual RSPCA Branches Conference, joined the virtual International Cat Care Conference,
participated in national on-line discussions about the RSPCA Branches Programme and various other virtual
workshops hosted by HQ to have a say in moving the RSPCA forward over the next decade and has attended
the RSPCA Rebranding discussions. Tracy too gives up her Saturdays and joins the regional meetings to
represent our branch and negotiated a further 3yr lease on the Jail to store our equipment and supplies.
Carl for a fifth year has been our shopkeeper, he organises the stock for our fostering rather than several of us
doing this. He is a bai.gain hunter and sourced the best deals for us. Fosterers contact Carl for their needs from
special cat diet food to anti stress spray. We were fortunate enough to have vouchers to spend in Pets at Home;
a huge saving.
Fortunately Tracy was able to claim our VAT for a second year now and with Phil's new recording found it
time saving.

FUTURE PLANS
Continue both cat neutering schemes and the welfare scheme.
To ty and hold both a Cat and a Dog Action Day.
Share knowledge and expertise from Georgina's International Cat Care ongoing training with HQ.
To hold a Dog Show in 2025 with a new sponsor and use Pets at Home funding for prizes.
Move the redundant cat pen at Jill and Andy to Jane's and replace her pen.
Consider recruiting kitten fosterers.
Purchase a new cat pen for Jane Price to have for fostering.
Start the year with a data base for fosterers to input their inforniation.
Georgina to continue regular meetings with HQ to keep us updated on the big changes ahead with the
national society.
Look at the new RSPCA rebranding and decide how this will work for our branch.
Set up a donations bin at End Cottage and reassess the bin currently at Tesco.
Set up individual RSPCA email accounts for the main officers where appropriate.
Continue to use the National Branch Care Contribution scheme to support the inspectorate and help
with our own funding as much as we possibly can whilst still doing direct rescuing in DNI4.
Hold another volunteer get together event to celebrate their invaluable contribution and highlight
further opportunities e.g. hoine visiting and trapping training.
The Chair will take on the role of completing SAWA and free Jane Petty up.
RELATED PARTY TRANSACTIONS
The charity is an affiliated branch of RSPCA Charity Registration number 219099 and is governed by RSPCA
Branch Model Rules. J Petty's husband, who is also G Petty's father, lets the Jail house storage unit for the
exclusive use of the Goole & District RSPCA at a rate of £50 per week in order to meet the cost of the
refurbishment. A waiver for this has been granted by the Yorkshire and North East Regional Board and a
statutory agreement has been signed on the behalf of both parties.
FINANCIAL REVIEW
After another challenging year, total income received was £67,998, up £1,574 from the previous year. Total
expenditure has risen in the year by £2,135 to £70,049. There is therefore a small deficit for the year of £2,051
(a deficit of £1,490 in the previous year) which, when added to brought forward reserves, means that
accumulated reserves carried forward were £107,426 (2023: £109,477).
RESERVES POLICY
The branch aims to hold almost one and a half year's running costs so that the level provided for animal welfare
is maintained should there be a reduction in incoming resources. Reserves are those funds which are freely
available for general use.

RESPONSIBILITIES OF TRUSTEES
The trustees are required under the Charities Act 2011 to prepare financial statements for each financial year
which give a true and fair view of the charity's financial activities during the year and of its financial position at
the end of the year. In preparing those statements the trustees should follow best practice and:
select suitable accounting policies and then apply them consistently
make judgements and estimates that are reasonable and prudent
follow applicable accounting standards, subject to any material departures explained in the accounts
prepare the accounts on the going concern basis unless it is inappropriate to presume that the charity
will continue in business
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at
any time the financial position of the charity and to enable them to ensure that the accounts comply with
applicable law and regulations. They are also responsible for safeguarding the assets of the charity and for
taking reasonable steps for the prevention and detection of fraud and other irregularities.

Basis ofpreparation
The fmancial statements are prepared in accordance with the Statement of Recommended Practice:
Accounting and Reporting by Charities preparing their accounts in accordance with the Financial
Reporting Standard applicable in the UK and Republic of freland (FRS102)(effective l January 2015)
and the Charities Act 2011.
RSPCA (Goole and District Branch) meets the definition of a public benefit entity under FRSIO2.
Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise
stated in the relevant accounting policy note(s).

Depreciation is provided at the following annual rates in order to write off each asset over its useful
life.

All incoming resources are included in the Statement of Financial Activities when the charity is legally

have been allocated to activities on a basis consistent with the use of resources.
