## **STRUCTURE, GOVERNANCE AND MANAGEMENT**
## **Governing document**
The Charitable Trust is constituted by the Trust Deed dated 10[th] January 1969. The governing document is that of RSPCA Branch Rules as published by the RSPCA, Wilberforce Way, Southwater, Horsham, West Sussex, RH13 9RS.
## **Recruitment and appointment of new trustees**
Appointment of trustees is governed by the Trust Deed of the Charity and the Board of Trustees is authorised to appoint new trustees to fill vacancies arising through resignation or death of an existing trustee. Trustees put themselves up for election and are appointed by the branch membership at the AGM. Comprehensive trustee training is given as required by the BSS.
## **Committee**
The committee consists of 7 volunteers who work very hard on behalf of animal welfare in the area. In addition to these trustees there are a large number of volunteers who help us fundraise, foster, home-check, ID Chip and help run welfare days
## **Risk management**
The trustees have conducted a review of the major risks to which the charity is exposed and systems have been established to mitigate those risks. These procedures are regularly reviewed to ensure they still meet the needs of the charity.
The charity operates as an autonomous branch of the National RSPCA covering the DN14 postcode area.
The main point of contact is 07599 087527. Goole and District RSPCA is part of the North Region of the RSPCA. We are represented on the Regional Board for the North Region by trustee Tracy Marston.
## **OBJECTIVES AND ACTIVITIES**
The principal activity of the Charity continues to be that of the promotion of kindness and prevention of cruelty to animals. The object of the charity is to further animal welfare in the area covered by the branch. The main activities undertaken were the rehoming and fostering of animals as well as their veterinary treatment.
## **ACHIEVEMENTS AND PERFORMANCE 2020**
The start of the year saw a big makeover for our website, Ann Ramsden worked with Phil our host to create a fresh and very presentable new site for the branch. Once again the pandemic hampered a lot of our plans, there were no cat or dog welfare days, however we did support Rabbit Welfare RAW by having a month of free health checks and discount neutering, 18 rabbits took up the vouchers and 13 were also microchipped.
As the amount of unwanted kittens and cats continued to be a problem, with lots of calls from the public about strays and abandoned felines we created the Snip and Chip scheme to run along with our £15 cat neutering scheme, this new scheme reached out to those not on benefits who were struggling financially largely due to loss of earnings through the pandemic. Abbi coordinated this and presented this to the trustees whereby

cats could be neutered and chipped at Rase for £35, posters, flyers a large free editorial in the GooleTimes spread the word and it has been well taken up.
The main RSPCA phone continues to be run by Glenn Webb. His wife Anne continues to organise the welfare and neutering vouchers for the branch .Throughout the year she issued vouchers for both neutering schemes, the rabbit vouchers as well as Welfare assistance grants for sick and injured pets of those on benefits where they could obtain a consultation for £15 and we provided £65 worth of treatment.
122 cat neutering vouchers issued (72 last year )we also had 4 dogs be neutered , in total with our own foster cats 246 cats were neutered,( 196 last year) .29 animals received welfare assistance grants .

We continue to work with Rase Veterinary Clinic in Gatesby Road for neutering and welfare vouchers. Rase had agreed to supply a vet and veterinary assistant for a Dog Welfare Day in the autumn but due to the pandemic we had to cancel the event at the last minute
The branch continues to work closely with End Cottage Veterinary Clinic in Howden they do all our foster work and deal with feral cats for us.
June has continued to run the ID Chipping for the branch, she organises the chips and works regularly with the vets and fosterers. Both Rase and End Cottage continue to chip our animals for free with June supplying the chips to them. Between the veterinary clinics and June we organised 271 animals to be ID chipped (213 last year).
Fundraising and Volunteers continued to be organised by Georgina Petty. Although we were unable to hold a Dog Show, collect in Tesco, run stalls etc. Georgina kept in touch with our volunteers regularly sending reports and information. Trudi decided to step down from sending information to our host Phil for the website and communicating with Goole Times. The Trustees thanked Trudi for doing this role for over a decade. We are very grateful that Georgina has added this work to her roles.
Fundraising and public events for a second year was greatly curtailed. Though in the summer some volunteers went to the “Get together for Goole” and promoted our work. Also in November Christmas tombolas were held in Snaith and Goole. Amy and Dawn kindly hosted a volunteer’s get together with afternoon tea in their garden in the summer.
Abbi has produced a talk about the branch and presented a talk to a school that went down very well, the Head was very pleased and funds were raised from this Also in the autumn fosterer Kay set up wish lists and a Just Giving page with detailed information about our fostering and this has proved very successful in bringing in some much needed funds
Georgina continues to run the face book page and is regularly contacted by the public on face book regarding welfare, neutering, adoption, also along with Amy receives the branch e mails with various communications, especially with the perfect match forms for adoptions.
Also throughout the year Georgina attended regular on-line regional RSPCA fundraising discussions as well as on-line meetings hosted by HQ about moving the RSPCA forward .

Throughout 2021 Georgina and Amy worked closely with Cat Coordinator Ann to find homes for the cats. Amy singlehandedly completed all the home visits visually on line. Throughout the lockdown the fostering team cared for our rescue cats continuing with the rehoming scheme set up to run through the pandemic. In 2021 we brought into our branch 174cats plus 8 that went out to feral homes( 175 last year plus37 ferals), for a second year we took in a lot of kittens, one very large farm project with many poorly kittens and thankfully the farmer did give a good donation which was gift aided.

111pre home visits were carried out and 86 post.
Ann along with her many other jobs continued the task of consulting those who don’t match the cat and have to be told this is the case.
We also increased our adoption prices to £85 for a kitten and £70 for a cat (over 6 months)
The purchase of vaccines from HQ has been a huge financial and logistical problem with HQ twice supplying vaccines that suddenly became unavailable we finally had to accept purchasing the Veterinary clinic vaccines which meant that vaccinating our cats went from £33.50 per animal to £60.
Carl for a second year has been our Shopkeeper he organises the stock for our fostering rather than several of us doing this, he is a bargain hunter and sources the best deals for us, fosterers contact Carl for their needs from special cat diet food to anti stress spray. Abbi continues to keep the jail in very good order for us. Carl also placed thermostats in the oldest cat unit..
Another financial blow in 2021 was the main RSPCA ceasing to claim VAT refunds for us we were only able to do this for the first quarter of the year.
We are very grateful that Tim our accountant continued to support Jane and Tracy with the financials throughout the year
.
## **FUTURE PLANS**
We are planning to continue both cat neutering schemes.
As we have been unable to hold a Dog Welfare Day for the past two years we desperately want to hold one in 2022, if agrant can be acquired from Pets At Home to finance this we will once again work with Rase Veterinary Clinic
We hope Abbi can continue to put some talks out in the public for us as the first one has been so successful.
We also plan to hold a Dog Show in 2022 as this has been absent for two years. If possible we wish to reduce the high cost of vaccinations so will be looking into this. Look into whether we can register and claim back the VAT for ourselves.
## **Reserves Policy**
In the past the branch has aimed to hold almost one and a half year’s running costs so that the level provided for animal welfare is maintained should there be a reduction in incoming resources Unfortunately we are probably now looking at holding approximately one year in reserve. Reserves are those funds which are freely available for general use.
## **RELATED PARTY TRANSACTIONS**
The charity is an affiliated branch of RSPCA Charity Registration number 219099 and is governed by RSPCA Branch Model Rules. J Petty’s husband, who is also G Petty’s father, lets the Jail house storage unit for the exclusive use of the Goole & District RSPCA at a rate of £50 per week in order to meet the cost of the refurbishment. A waiver for this has been granted by the Yorkshire and North East Regional Board and a statutory agreement has been signed on the behalf of both parties.
## **RESPONSIBILITIES OF TRUSTEES**
The trustees are required under the Charities Act 2011 to prepare financial statements for each financial year which give a true and fair view of the charity’s financial activities during the year and of its financial position at the end of the year. In preparing those statements the trustees should follow best practice and:

- select suitable accounting policies and then apply them consistently
- make judgements and estimates that are reasonable and prudent
- follow applicable accounting standards, subject to any material departures explained in the accounts

The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the accounts comply with applicable law and regulations. They are also responsible for safeguarding the assets of the charity and for taking reasonable steps for the prevention and detection of fraud and other irregularities.

## 1 **Accounting policies**
## _Basis of preparation_
The financial statements are prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102)(effective 1 January 2015) and the Charities Act 2011.
RSPCA (Goole and District Branch) meets the definition of a public benefit entity under FRS102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).
## _Depreciation of tangible fixed assets_
Depreciation is provided at the following annual rates in order to write off each asset over its useful life.

All incoming resources are included in the Statement of Financial Activities when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy.

## **RESPONSIBILITIES OF TRUSTEES**
The trustees are required under the Charities Act 2011 to prepare financial statements for each financial year which give a true and fair view of the charity’s financial activities during the year and of its financial position at the end of the year. In preparing those statements the trustees should follow best practice and:

- select suitable accounting policies and then apply them consistently
- make judgements and estimates that are reasonable and prudent
- follow applicable accounting standards, subject to any material departures explained in the accounts
- prepare the accounts on the going concern basis unless it is inappropriate to presume that the charity will continue in business
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the accounts comply with applicable law and regulations. They are also responsible for safeguarding the assets of the charity and for taking reasonable steps for the prevention and detection of fraud and other irregularities.

## 1 **Accounting policies**
## _Basis of preparation_
The financial statements are prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS102)(effective 1 January 2015) and the Charities Act 2011.
RSPCA (Goole and District Branch) meets the definition of a public benefit entity under FRS102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).
## _Depreciation of tangible fixed assets_
Depreciation is provided at the following annual rates in order to write off each asset over its useful life.

## _Incoming resources_
All incoming resources are included in the Statement of Financial Activities when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy.
## _Resources expended_
Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
## _Taxation_
The charity is exempt from tax on its charitable activities.

## **INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF RSPCA (GOOLE & DISTRICT BRANCH)**
I report on the accounts for the year ended 31 December 2021 set out on pages 6 to 11.
## **Respective responsibilities and basis of report**
The charity’s trustees are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). The charity’s trustees consider that an audit is not required for this year under section 144 (2) of the Act and that an independent examination is required.
I report in respect of my examination of the accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145 (5)(b) of the Act.
## **Independent examiner’s statement**
I have completed my examination and I can confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:
(1) accounting records were not kept in respect of the charity as required by section 130 of the Act; or
(2) the accounts do not accord with those records; or
(3) the accounts do not comply with the applicable requirements concerning the form and content of the accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
