The Trustees present theSr report wlth the flnanclal stalèments of the charlty for the year ended 31
December 2025. The trustees hjve adopted the provislons of Accountlng and Keportlng by Charltles,,
Statement of Recommended Practlce appllcable to charltles preparlng their accounts in accordance wlth
the Flnancial Reportlng Standard applScable In the UK and Republic of Ireland (FR5 102) (effectlve I
January 20191.
OBJecnvES AND ACTZVITZES
Objectives and Jims
The rnaln objectlve of the Trust Is to malntaln the Blngham Hall for use by Indlvlduals and clubs for
lectures, concerts, drama, dance and other entertalnments, flower 5how5 and any other purposes whlch
the Trustees may think flt and upon such terms and cDndltlons as they thlnk approprlate. In additlon, to
malntaln the Danlel Blngham Sulte for use as a rifle range by the Cotswold Rlfle Club as thls Is one of the
oldest In the country. The Trustees belleve thai the wlde ranglng use of the Hall facllltles for such varled
events pay due regard to and meet the publlc benefit lest applied by the Charltles Commlsslon.
ACHIEVEMENTS AND PERFORMANCE
Churitjble activitles
There has been a sharper focus on the ut1115allon of the Hall In 2025. Events Included the annual
Pantomlme, several named entertalners and muslcal acts and the hostlng of several events of the local
Historical Society Festlval several events, ?11 very well attended.
In addition to thls, the Hall also hosted a human15t funeral for the fSrst tlrne. A polgnant yet celebratory
occaslon provlding a small example of the Hall's ongolng communlty suppttrt. WeddSngs, DSwall,
Blrthdays, Xmas Falrs, Postcard Falrs and Loc41 Chgir events also empha51se the ver5atlllty and deslre to
hold such gatherlngs In the comrnunlty - a vlslon Danlel Blngham would have Indeed been very proud of,
However, It Is also noted that the cost of IlvSng Is not a slngular event
everyone Is affected and the
Trust wltnessed some hlrlng Can￿lIatIonS and a small number of regular hlrers no longer contlnulng In
the year whSch whllst not 5urprislng Is tlnged wlth sadness.
And It goe5 Without saylng that all thls could not be pos$lble wlthout a great team
the Trust's staff

belng recelved. And, of course, the Board of Trustees who oversee the strategy, fln8nces and
Implementatlon of progressive plans complete the team. All recelve my heartfelt thank5 for anoiher year

Income from other tradlng artlvltles In 2025 remalned very conslstent wlth last year wlth an Increase of
2.78%; Income from the stock ol resldentlal let propertles Increased by 13.40/9, de5plte several
propertles beln9 vacant and refurbished in the year. Hall Income de¢￿ased by 17% as the Trust
contlnued to develop the proposltion of the upgraded Hall
Expendlture dropped markedly In the year due In part to the flnal payments for the upgraded èudlo and
Ilghtlng systems wlthln the Hall. Hall repair expenditure dropped by 54% and, due to close management
of the resldenllal refurblshment costs, ￿SIdentIal property ￿paIr cost5 also¥ reduced by 47%. Overall
expenditure on repairs therefore dropped by 49.5%, 0 very pleasing ￿sUIt Sn thls current economlc
ellmate.
Total expendlture for the year reflected a reductlon of 15Wo on 2024, Thls Is due to a number of factors,
not least the ongolng acllve revlews conducted by the Flnan¢e Committee and Trustees.
Overall, when all thlng5 are consldered, a solld year of actlvlty agaln5t a currently challenglng economlc
cllmate. The projects achleved to date have resulted In a more marketable Hall venue for more
high-profile events; propertles belng refurblshed to a hlgh standard have reflected an Increase In the
rental incorne. All these projects have been costed and flnanced wlthln the Trust'5 resources, without the
need to ralse any external fundlng to achleve thls.
There are obvltsusly, a number of current and future challenges out the￿ for the Trust to be mInd￿l of..
the current unpredlctable eeonomlc envlronment leads to Increased cost5 above the board almost all well
beyond the stated rate of inflatlon,. the dlsposable Income of an Indlvldual 15 reduced and thu5 has
reflected In a number of events beln9 cancelled, or les5 well attended. the ever Increaslng demands
belng placed on the Trust In respect of admlnlstratlon, compllance, health and safety to name but three.

Xnvastment pollcy and obJe¢tlve8
Under the Trust Deed, the Trust has the power to make any Investment whlch the trustees see fit. The
Trustees have considered the most approprlate pollcy for Investlng funds and have found that COIF
ICh3ritles Offlclal Investment Fund), Natlonal Savlngs, short term Ilxed rate bank Investments and
bulldln9 50ciety investment accounts generally meet the ￿qUIreMentS of both Income and capltal
growth. Thls strategy allows for ac¢ess to funds an immedlate basls as well as the opportunlty to
ttract a fair return on mr>nles Invested In the short term. The trustees conslder the a¢cesslblllty of funds
and return on Investments to be 5at15factory, glven the contlnued cllmate of low Interest rates.

Reserves pollcy
The Blnghatn Hall Trust derlves Income frorn two maln sources,. the lettlng of the 23 propertles owned by
the Trust and the hlrlng out of the Hall and a550ciated rooms. Whllsl the rental Sncome from propertles 55
guaranteed L*P to a polnt, the Income from Hall hlrlng Is le55 50. It 15 therefore lrnportant to ensure there
are sufficient funds £vallable to tlde the Trust In the event of a temporary gap In Income, If exlstlng
stsurtss af Income are lost
The oblettlve of the Hall, a5 Qulllned in the orlglnal indenture, Is to provlde accesslble space lor the local
communlty and surroundlng parlshe5 for the furtherance of lelsure actlvltSes, Includbng the malntenance
of a rlfle range. Income for these a¢tlvltle5 15 to be raised through the hiring of the Hall and letting of the
sld&ntial propertles.
The incorne derived from the residentlal propertles are on tenancy agreèments and provlde èn amount of
certalnty.
The Trustees are mlndfvl that cash should be kept In reserve for specific rea50n5 and that cash balances
should not be only Invested. However, the de55re to fund major projects wlthout external fundlng Is key
to the Trustees thlnklng
thls Is achleved through sensSble plannlng by the FlnanTr and Bulldlngs
Commlttees for known event5 as well as unexpected requlrements.

The challenge facing the Tru5tee5 Is a akln to a set of balance scales on the one slde there Is a need to
ensure the fabrlc of all the Trust's premlses a￿ malnt<in¢d tp an acceptable standard wlth the ablllty to
upgradelmodernlse as opportunltles arlse. On the countÈr 5Sde, the Trustees are requlred to ensure there
Is sufflclent inEome 9enerated to ensure that these obJ"ectlves can be met as well as ensurlng there Is
robust reserves pollcy to mltlgate any unforeseen events.
Income is generated from all resldentlal propertles and the Hall and It's assoclated space. The Income
Fmm resldentlal lettlng5 can be seen as regular Income, wlth the occupancy rate remalnlng conslstently
very high. Income from Hall and assoclated space hSrlng 15 le55 guaranteed.
Pollcv
The Finance Cornmittee have considered all of the sallent facts and conslder It approprlate to ensure that
flgure equlvalent to an average of 6 months expendlture be retained In reserve to ensure that the main
operations of the Trust can contlnue.
However, should thls level of reserve be temporarlly brought under pressure by a slgnlflcant ￿palr
project, the Flnance Commlttee wlll ensure an approprlate plan is 1nstlgaled to replenlsh the balance to
the agreed level no later than slx months of thls balance belng reduced.
This policy is reviewed annually by the Flnance Commlttee to conslder Its sultablllty taklng Into account
any changes to the Trust's buslness or Infrastructure or prevalling market condltion5.

The Trustees have consldered the forthcoming period and are happy that due to the level of reserves I
the charlty and the tenancy èoreements they have In place In regards to the ￿sIdentIal propertles the
golng concern princlple remalns approprlate.

FUTURE PLANS
A5 part of the ongolng Governance struttu￿ of the Trust, the Bv)rd of Trustees continually review and
asses9 the core objectlves of the Blngham Hall Trust, to ensure they both remaln allgned wlth the vlslons
of our benefacttsr, D8nlel Bingham and contlnue to be able to adapt to the ever-changing wortd. The
hallenges and expenses of compllance, malntenance, prornotion, a rapldly unpredictable and changing
cllmate and general cost of Ilvlng are today far more compllcated and dlfferent to those of the 1910.5
when the Hall and resldentlal propertSes We￿ ctsnstructed and flrst put to Use.
2025, Ilke prevlous year5, provlded the Trust with challenges
several major refurblshments
resldential propertles We￿ very successfully completed., however, wlth each refurbishment the costs
associated continued to Increase, monlh on month but the end result wlll hopefully ensure no Major
works wlll be requlred on these propertles for the fO￿seeable future.
The prgmotlon of the Hall and new technical infrastructure of Ilghtlng and acoustScs reaped dlvldend In
th& year wlth some natlonal named perf0rrne￿ graclng the stage. In addltlon, support contbnued for
locally based events such as the annual paniomlme as well as hostlng several events for the local
Hi5torlcal Soclety. The new technology, Without doubt, elevated the events markedly and Lhe plan for
the upcomlng year Ss to contlnue to Invest and develop the Hall venue for more such events.
Effectlvelyi 2026 vvlll be another year of gradual, solld progress of these two maln )rea$ - but of ¢¢urse,
one 15 always ready for the regular unplanned" challenges that crop up. But wlth the support and sound
governance of the Board of Trustees I am confident that another year of challenges will be met full on
ènd 5ucce55 In many areas wlll be achleved.
