The trustees are pleased to present their report and financial statements of the charity for year ended 31 December 2022

Organisation

The Charity is operated under the rules of its scheme dated 28 April 1999.

Overall management of the charity is the responsibility of the trustees who are elected and co-opted under the terms of the scheme. Day to day project activity is managed abd carried out by volunteers.

Objects of the charity

The principal objects of the charity are:

The provision and maintenance of a village hall for use by the inhabitants of the area of benefit without distinction of political, religious or other opinions.

Trustees responsibilities for the financial statements

Charity law requires the trustees to prepare financial statements for each financial period which show the state of affairs of the charity and of net income or expenditure of the charity for that period. In preparing those financial statements, the Trustees are required to:

The Trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and enable the Trustees to prepare financial statements. The Trustees are responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention of fraud and other irregularities.

I report on the accounts of Thomas Chambers Newton Memorial Hall for the year ended 31 December 2022 which are set out on pages 5 to 7.

Respective responsibilities of the Trustees and the examiner

The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year (under section 144(2) of the Charities Act 2011 (the 2011 Act)) and that an independent examination is needed.

It is my responsibility to:

Basis of independent examiner's report

My examination was carried out in accordance with the general directions given by the Charities Commissioners. An examination includes a review of the accounting records

kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters.

The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

1 Receipts and payments accounts

Because the level of income and expenditure is below £250,000, the group has opted for accounts to be prepared on a receipts and payments basis rather than an accruals basis. This is in line with Charity Commissioners guidelines for small groups and is seen as more appropriate for this group.

2 Trustee expenses and remuneration

No trustee received any remuneration for services carried out during the accounting period

Trustees are reimbursed for day to day expenses such as postage and materials which they purchase directly for the charity.
