The Board of Direttors submit their annual report and the finan￿01 ststements of Loughton Lopping
Endowment Fund for the year. The Directors conflrm that the annual report and finantial statements of the
Charity comply with current statutory requirements, the requirements of the Charity's governing document
and the Charities SORP IFRS 102 Accounting and Reporting by Charitie51.
ObJeC￿ve and act[￿tIeS
Objertives and aims
The charity was set-up by a s¢hem& In 1881, as varied by a scheme in 1993.
The charity is set-up forthe benefit of the householders of Loughton, in substitution fortheir ancient rightof
lopping within Epping Foresr to tarry on and maintain Lopping Hall, whl¢h was erected for the purpose. T.he
charity makes no distinction of sex or political, religious or other opinions by associating together the said
inhabitants and the local authorities, voluntary organlsatlons and inhabitants in a common effort to provide
facilitles In the Interests of soc431 welfare for recreation and leisur￿t1rne occupation with the objert of
improving the conditions of life for the said inhabitants.
In furtherance of this objective, the Trustee has complied with the duty in section 4 of the Charities Act 2006
to have due regard to the Charity Commission's published guidance concerning the operation of the Public
Benefit requirement underthe Art.

Revlew of actlvit5es and achlevements
INCOME
Lettings
Total income from our room lettlngs in 2025 amounted to £83,295 nett of VAT, as aEainst £77,316, dltto, in
2024. This CONStituted a 7.7% Increase, albeit that, as we had increased hire char8es at.the beginrking of
2024, they were not increased again for 2025.
So, bookings were up against 2024. We do lose some users, generally when they find they cannot attract
sufficient buslness, but they are invariably soon replaced. As always. mornin& evenin& and weekend slots
are filled, afteynoon slots are quieter. It is good to note that many of the one off bookings for e.g. birthdav
parties. come about from recommendations.
Commertial rents
We have three tenants occupying ground floor premises: Whitneys Carpet Shop, Waterlows News Agents,
and the Hobo Club. Hobo Club took over the former HSBC bank when the latter closed Its Loughton branch
in 2021, and carried out a major renovation to convert the premises intowhat was originally intended to be
3 45 seat clnema (evening operatlonl, and a mixed use workspèce Iday aperationl. The renov3tlon took far
longer, they did not open until Aprll 2024, and prèsltmably. therefore, costfar more, than planned.

The total rental ir¥come from our commerclal tenants In 2025 was f90,266, as agalnst £75,764 in 2024. Thts
increase was due to both a renegotiated lease with Whitneys, and more rent received from Hobo Club.
Nnanclal Posltlon as at 31st Decembèr 2025
As suggested In the 2024 report, we did renegotiate our utilities, contracts. resulting in a reduction in our
utilttles, bill, If my maths is correct, of ovei £20,000. nett of VAT, as 3￿Inst 2024.
With fewer projects completed than in 2024, see below, we ended the year with a balance in the current
account of £115.201.
The Directors consider that this will allow us to continue to maintain and improve the Hall. and to operate
one of the best activity and entertainment centres in Loughton and the surrounding area.
It might be worth noting that ten years ago, at the end of 2015, the balance in the current account was just
£21,536. So. given allthe improvements that have been carried outsin￿, I guess.we can be reasonably happy
with our progress.
A￿1VITIEs
Marketing
We contlnue to market Loppln8 Hall uslng our webslte. the two High Road facing monitors, together with
social media and other advertising spaces on the internet, such as'Halls for Hlre,.
The monltors and webslte not only advertise LH rooms to rent. but abo theatre events land ticketing
arrangements), and the activities of all our users. This is a free of charge service to our regular users.
The Hall is now a very well-established local venue, hostlng drama groups. a karate club, the local brownies,
an art group, twenty plus classes for all kinds of dan￿, fitness. and yoga, lor adults and children, mental
wellbein& counselling, and back to work clubs. And, not forgetting the Halifax Bank, which, SIn￿ It closed Its
Loughton Branch, uses the bar Thursdays as an advice centre for its local customers.
The Terrorlsm (Protectlon of PremSses} Act 2025
This gained Royal Assent on 3rd April. to be fully implemented wtthin ￿ years. We are aware that Lopping
Hall may well fall into the Qualifying P¥emises category, as theatrical pmdurtlons, wlth a full house, and large
cast and crew, could mean that more than 200 people, the cut off number, would be present.
Out thanks to Les House for taking on the task of establishing what steps we, tsr our users, need to take to
ensure compli3n¢e.
Events
On 14th February, we hosted an event to mark the Golden Anniversary of the Epping Forest Rangers. The
connection between the Hall and Epping Forest made us an obvious choice for the venL¢e. The event wa5
organised by the City of London. and featured readinBS by children frorn local schools. The main guest was
the Duke of Gloucester. The event wa5 deemed a success by all.
We have had enquires re other events, e.E., a burlesque evenin& but, to date, none have materialised.

WORKS
Works Completed In 2025
RearTamiac
The tarmac area at the rear of the Hall was in very poor condition and was replaced.
LED lighting in Hall
In March we replaced our six very old Incandescent stage floodlights with six LED
floodlights. This upgrade reduced our electricity costs, and the heat build-up in the main hall
Air <onditioning In the bar
Air conditioning was installed in the bar, meaning that all our lettable spaces, except the studio, are
now so eqyipped.
Lobby redecoration
The grc*und floor lobby was redecorated by Alan Martin.
Future Works
The works above were all completed in the first half of 2025. So, with the entire building now generally in
very good condition, other than routine maintenance and repairs, we do not have very many majoi'projects
left in the pipeline. except:
H311 Roof
In September, we were advised by our neighbours in Station Road that a 51ate had come off the Hall
roof, and landed in their garden. As the roof had only been COEnpletely re-slated in 2012, we were
sceptical at first. How@ver, inspection, using binoculars, from the M&S car park, proved that Wa5
indeed the case, and that there appeared to be otherslates which were broken or had slipped.
We have therefore obtained 3 quotttitsn from TJB Roofing, who had previously worked at the Hall,
for £2,800 plus VAT, to carry out the required repairs. Thi5 work will be done early in 2026,
depending on the weather. We are aware that thls may flag up the ne￿sSKY for fvrther works.
Clo£kTower
The clock tower needs repair5 to gutterin& lead flashings and woodwork, together wf(h paintTng. A
drone survey was carried out that indicate5 that it is in a reasonable state, but needs attention. We
will be requesting Quotations for scaffolding and works. This Is likelyto go ahead in 2026.

Board and Hall Management
As recorded at the 2025 AGM, Alan Martin, stood down from the Chairrnan5hlp of the Board. He had been
in post since 2019. and had organised, or carried out, the improveTnent5 that have been implemented since
then. On July 18 , we marked hls'retiremenv with an evening in the bar. Once again, we would record our
thanks for all his work while Chalrman.
Originally, it was planned that Gabriel Ostend would tske over. However, health Issues prevented this. So,
in the absence anyone else willing to assume the role, It fell to the Secretary, me, to become Acting
Chairman. Since then, the Dirertors have been at pains to point out what a good job l am doln& so it looks
like that situation may continue for some time!
At the 2025 AGM, John Orgar was re-elected for a further three year term, and we welcomed Jamie
Marlani, a semi-retired financial analyst, to the board. He became oursixth elected Oirettor, meaning we
now have our full complement.
Also. for health reasons, Les House, and Diane Peters Stepped down from their Deputy, and As51Stant, Hall
Manager roles. We thank them for their work and wish them well,. Les rernains a Director. john Mahoney
took over as Premi525 Supervi50r, and Cathy Naylorwas erllployed as a new Deputy Manager, taking over
responsibilityfor child protection, and health and safety. Since the Hall has now become almost a 2417
operation, we definitely do still n&ed a second Deputy Manager, to provide the necessary work sharing
flexibility. This will be looked at in 2026.

(the Trustl for the year ended 31 December 2025, which are set out on pages 9 tol5.
Responsibilities and basis of report
As the tharttytrustee of the Trust you Bre responsible for the preparation of the accounts in accordantewith
the requirements of the Charities Act 20111'the Act'l.
I report in respect of my examination of the Trust's accounts carried out under sectlon 145 of the 2011 Act
and in carrying out my examination I have followed 811 the applicable Directions given by the Charity
Commissioner under section 14515llbl of the 2011 Act.

I have completed my examination. I confirm that no material matters have come to my attention in
connection with the examination giving me cause to believe that Én any material respect..
