SECTION 11 OF THE 1870 ACT SETS OUT THE PROCEDURE AND IN TERMS SPECIFICALLY ACKNOWLEDGES AND PERMITS THE RECIPIENTS TO SELL THEIR STINT TICKETS FOR THE BEST PRICES OBTAINABLE.
