OBJECTIVES AND ACTIVITIES
Objectives and aims
To provide a property for the PUr￿e ol a Village Hall for the use and bcnefil af the inhabltsnts of Billingshurst. The
facilities wlthln the property provide for a range of sport, social, bU￿ne￿ and other activities that benefit, dlrectly or
indlrecLly, local people.
Public benefit
The Tmstee confirms that It hag referred to the guidance In the Charity C(xnmisslon's general guidante on public benefit
when rewewing the charity's aims and objectives and in planning future actliritles. The Trustee has made the BilliThJshurst
Centre 8vailabÈ foT hlre by inhabitarbts of the parlsh for comrnunlty groups, dubs, soaetI￿ and Individual hrre.

The nature scope and type of actfvities of the charlty have not changed year Dn year and income and expenditure remain5

The charity has a wlicy to hold six months worth of 5ncome as a general reserve and, in the event it becomes necessary, to
earmark further reserves for future capital s￿ndIr￿J.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The charity is controlled by its governlng docu¥nent, a deed of trust and constitutes an unincorporated charfty.
Bllllngshurst Community & Conference Centre was establlshed in 1906 and Is registered with the Charib&s Commigslon for
England & Wales under number 227480. The ￿ntre changed, wlth approval from the Charltles Commission, Its title from
Billingshurst Village H811 to the Billingshurst Centrè.
The charity is govemed by the conveyance dated 1959.
Decision making
The management of the ￿ntre Is undertaken by Billin9shurst Parish Councll as sole managlng Trustee. The day to day
management ol the ￿ntr& is delegated to the clerk to the counul under the direction of the Trusiee's committee wm) meet
monthly and report to the council as Trustee.
Rlsk management
The Trustee has a duty to identify and revww the risks to which the charity is exposed and to ensure approprlate contro15
are in place to provlde reasonable 45surènce agalnst fraud and error.

I report to the charty Trustee on my examination of the accounts of Blllingshurst Centre (the Trust) for the year ended
31 March 2024.
Responsibilities and basis of report
As the charity Trustee ol the Trust you are reswnsible for the preparation of the accounts in accordan￿ with the
requiretnents of the Charities Art 20111.the Act'l.
I report respect ol my examination of the Trust's accounts carried out under Section 145 of the Act and In carrying out my
exarnination I have followed all applicable Direction5 given by the Charity Comrnission under Section 145(51{bl of the Act.

am qualified to undertake the examination because I am a member of the Association of Chartered Certifiec5 Accountants,

I have completed my examination. I conflrm that no material maiters have come to my attention in connection vllth the
examination giving me cause to belleve that in any material respect..
accounting records were not kept in respect of the Trust as required by SectSon 130 of the Act; or
the accounts do not accord with those records,. or
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in
the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and
fair view which 15 not a matter considered as part of an independent examination.

Basis of preparing the financial statements
Tlie financial siatoments of the charity, which Is a public benelit entity under FRS 102, have been prepared In
aciordance with the Charities SORP IFRS 1021 'Accounting and Reporting by Chèritles.. Ststement of Recornmended
Practice applicable to charities preparing their accounts in acc[)rdan￿ with the Fillanctal Reporting Standard
applicable in the UK and Republic of Ir¢land IFRS IQ21 (effective l January 20L91', Financial Reporting Standard 102
'The Flnancial Reporting St&ridard appI￿a￿Le In the UK and Republic of IrelarEd' thc Charities Act 2011. The
financial statemeTrt5 have been prepared under the histori￿1 cost conventi￿.
The financlal statements are prepared on a golng concern basis under the historical cost convention, modified to
Include items at fair value. The financial statetnenis are presented in sterfiw which 15 the functional currency of the
charlty rounded to the nearesl whok pound.

Income
All income is recognlsed in the StatemenL of Financlal Activlties once the charity has en13tkment to the funds, it is
probable that the income will be recefjved and the amount can be measured reliably.
Income from hall lettings is rec(NJnised when it is receivable, where income is r￿1Ved in rel*ion to future periods it
is included In the accounts as deferred incotne.
Grants are accounted for under the performance model. Grant Income is recognised as fo51ows'.
A giant that does not impose specified future performantr-rekted Conditio￿ on the recipient is recognised in
Income when the grant proceeds are rece(ved or receivable.
A grant that imposes specified futEsre performan￿-related condttlons on the ￿E1￿Ment ts recognlsed in income only
