Annual Report for 2023
2023 was an exciting year for the charity and was the year in which our efforts to see the hospital building purchased for the benefit of the local community finally came to fruition.
The background story:
1920 The Edward Hain Memorial Hospital was opened as a memorial to Captain Edward Hain, the only son of a prominent local family, who was killed in action in the First World War.
1948 The hospital was taken over by the National Health Service
2016 The in-patient wards at the hospital closed
2021 The NHS declared the hospital surplus to requirements
2023 The hospital building is purchased from the NHS to enable it to be run as a Health and Well-being Centre for the benefit of the residents of St Ives.
The purchase process:
A separate charity, The Edward Hain Centre (registered charity number 1200396), was established to run the new centre. A number of our existing trustees moved over to become trustees of this new charity. Our charity had accumulated significant funds over the years through gifts and legacies and this was supplemented in 2022 and 2023 by the money raised by a tremendous fundraising effort. We transferred £723,000 to the new charity to help fund the purchase and with the balance of the purchase price being financed by a mortgage the purchase was completed in July 2023.
The ongoing role of the Friends:
Although the Centre is being operated by a separate charity, the role of the Friends will remain as important as ever – to raise funds to support the work of the Centre. With a number of our existing trustees moving over to become trustees of the Centre there were significant changes in our committee. We were fortunate that a number of very keen volunteers came forward and under the leadership of Angela Walker, the newly-elected chairman, they quickly got into action.
As well as the ambitious ongoing fundraising activities the Friends rolled up their sleeves in the summer to help prepare the Centre for the official opening. After being moth-balled for seven years quite a bit of cleaning and tidying up was required to get the Centre in good shape. The Opening Weekend was a very successful event when a large number of the local community came to see the Centre and also provided some generous financial support while they were there.

We have been very fortunate that the local community has been so helpful in supporting all our fundraising efforts. Businesses, local organisations and individuals have provided generous support and enabled us a raise over £34,000 during the course of 2023. These fundraising events have included:

Examiner’s Report:
Examination of the Friends of Edward Hain (FoEH) financial accounts- 2023
I have examined the Friends of Edward Hain 2023 accounts with reference to the following supporting documentation as provided to me by the FoEH Treasurer:

a) The summary accounts filed with the Charity Commission in respect of the year 2022

b) The draft summary account for filing with the Charity Commission in respect of the year 2023
c) The detailed Hain accounts for 2023, including the Barclay’s cheque account and the Barclay’s Reserve account held at Barclay’s Bank for 2023.
In relation to the scope of the examination, I have:
a) reconciled the 2023 Hain accounts with reference to the summary accounts for both 2022 and (drafted) 2023 to verify the correct opening and closing balance positions.

b) reconciled the Reserve account to transactions made with the Cheque account.

c) checked the Hain accounts in respect of the accuracy of incomings and outgoings and the cumulative account totals.
d) checked the Hain accounts to ensure that accurate representations were made to the summary accounts.
e) sample-checked the bank statements against the Hain account transactions and the account’s cumulative totals.
f) checked sample invoices for reconciliation to the Hain accounts and for effective payment controls.
g) made an assessment of the main risks and mitigating controls involved in the financial processes i.e. the need for any 2 from 3 signatories for all payments; and the routine reporting of FoEH’s financial position to the trustees.
Having examined the above accounts and processes I hereby verify that they are an accurate and complete reflection of the transactions to which they relate. Effective financial controls have been agreed and appear to be adhered to.
Moreover, there were no issues relating to the accounts which in my opinion would necessitate any cause for concern by the FoEH trustees.

2023 Accounts Examiner.
Governance:
The League of Friends of the Former Edward Hain Memorial Hospital is Charitable Company registered with the Charity Commission (no. 225835). As it is an unincorporated body it does not have to register with Companies House.
The charity is governed by a constitution. There have been several changes in the constitution since the founding of the charity and the current governing document is the constitution of 7[th] September 2021.
The charity is governed by a Management Committee consisting of not more than 12 members, 5 of whom are trustees. The Management Committee usually meets once a month.
The Management Committee membership at the end of 2023 was:

During the course of the year Lindsay Day and Louise Cook also served on the committee.
In addition to the committee, Shirley Beck is an honorary member of the League of Friends in recognition of her many years of service.
Future Plans:
As the former Edward Hain Memorial Hospital has now become the Edward Hain Centre we have applied to the Charity Commission to change the name of our charity from “The League of Friends of the Former Edward Hain Memorial Hospital” to “Friends of the Edward Hain Centre”.
We look forward to assisting the Edward Hain Centre in its first full year of operation as it puts its plans to provide much-needed health and well-being services for the local community into effect.
