## **Annual Report for 2022** 

2022 was an exciting year for the charity. To understand the full significance of this we need to look at the history of the hospital: 

**1920** The Edward Hain Memorial Hospital was opened as a memorial to Captain Edward Hain, the only son of a prominent local family, who was killed in action in the First World War. 

**1948** The hospital was taken over by the National Health Service 

**2016** The in-patient wards at the hospital closed 

**2021** The NHS declared the hospital surplus to requirements 

The League of Friends was established in the 1960’s to provide amenities for the patients at the hospital. Over the years they raised considerable sums of money to support the hospital. The local community, former patients and their families provided generous support with donations and legacies which enabled the Friends to finance numerous projects. These provided not only equipment but also financed building work at the hospital to provide additional facilities for patients. 

After the in-patient wards at the hospital closed in 2016 there was considerable local campaigning in an effort to persuade the NHS to retain the hospital as a much-needed local facility for the residents of St Ives. These efforts were not successful however in and 2021 the NHS declared the hospital surplus to requirements. 

It was clear from the local campaigning between 2016 and 2021 that there was a real need to retain the hospital as a health care facility for the residents of St Ives. If the NHS was unable to provide this facility an alternative would be for the local community to provide the facility. Through the generous support of the local community over the years the Friends had accumulated significant funds and had over £645,000 available. So, in 2021 the idea was born: why not buy the building from the NHS so that it could be operated as a health and well-being facility for the residents of St Ives? 

2022 was the year in which the League of Friends set about making this idea a reality. The two immediate tasks were: 

- Discuss with the NHS about the purchase of the building. 

- Embark on a large fund-raising campaign. Although we had £645k available, it was clear that considerably more would be needed to purchase and run the building. 



## **Discussions with the NHS** 

It was clear that we would need specialist help in negotiating with NHS Property Services to buy the hospital building. We utilised the services of Simon Ryan to assist us in this process. Simon has had considerable involvement in community projects of this type and his help proved invaluable. As well as getting agreement on the purchase of the building, there were many other aspects of the project that needed to be considered: the legal work involved in the purchase, mortgage finance, grant funding as well the legal structure of the organisation which would run the centre. Work on all these matters continued throughout 2022. 

## **Fund Raising** 

Ever since its formation, the League of Friends has been raising funds to support the hospital. The fund raising which was now required though was of a different magnitude: we had assets of £645k and the purchase price was likely to be in the region of £1million. So, 2022 saw the launch of a major fundraising campaign, Fortunately the whole community understood the need to retain the building as a health and well-being centre for St Ives and the fund-raising campaign received massive support from all sections of the community. During the course of 2022 these efforts raised over £120,000. The came from a whole variety of activities including: 

- Summer Ball at Tregenna Castle 

- Online auctions 

- Fashion Show 

- Sponsored Walk 

- Golf day 

- Whisky auction 

- Quizzes 

- Raffles 

- Cream teas 

- Concerts 

- Donations 

- Bequests 

- Collecting boxes 

- Shanty shouts 

- Coffee mornings 

- Plant sales 

- Cakes sales

The accounts were prepared by Ron Tulley, our treasurer, and the end of year accounts were examined by Tony Harris, the chairman of St Ives Town Council Finance & General Purposes Committee.

## **Examiner’s Report:** 

## **Examination of the Friends of Edward Hain (FoEH) financial accounts- 2022** 

I have examined the Friends of Edward Hain 2022 accounts with reference to the following supporting documentation provided to me by the FoEH Treasurer: 

- a) The summary accounts filed with the Charity Commission in respect of the year 2021 

- b) The draft summary account for filing with the Charity Commission in respect of the year 2022 

- c) The detailed Hain accounts for 2022, including the cheque account, the Reserve account held at Barclay’s Bank for 2022, and the CCLA charity deposit account for 2022. 

In relation to the scope of the examination, I have: 

- a) reconciled the 2022 Hain accounts with reference to the summary accounts for both 2021 and (drafted) 2022 to assess the correct opening and closing balance positions. 

- b) reconciled the Reserve account to transactions made within the CCLA charity deposit account and both aforesaid accounts to the Hain cheque account. 

- c) checked the Hain accounts in respect of the accuracy of incomings and outgoings and the cumulative account totals. 

- d) checked the Hain accounts to ensure that accurate representations were made to the summary accounts. 

- e) sample-checked the bank statements against the Hain account transactions and the account’s cumulative totals. 

- f) checked sample invoices for reconciliation to the Hain accounts and for effective payment controls. 

- g) checked all cheque payment stubs and reconciled each to the Hain cheque account. 

- h) made an assessment of the main risks and mitigating controls involved in the financial processes ie the need for any 2 from 3 signatories for all payments; and the routine reporting of FoEH’s financial position to the trustees. 

**Having examined the above accounts and processes I hereby verify that they are an accurate and complete reflection of the transactions to which they relate. Effective financial controls have been agreed and appear to be adhered to.** 

**Moreover, there were no issues relating to the accounts which in my opinion would necessitate any cause for concern by the FoEH trustees.**

## **Governance:** 

The League of Friends of the Former Edward Hain Memorial Hospital is Charitable Company registered with the Charity Commission (no. 225835). As it is an unincorporated body it does not have to register with Companies House. 

The charity is governed by a constitution. There have been several changes in the constitution since the founding of the charity and the current governing document is the constitution of 7[th] September 2021. 

The charity is governed by a Management Committee consisting of not more than 12 members, 5 of whom are trustees. The Management Committee usually meets once a month, but with the increased activity during 2022 the meetings have been arranged to fit in with the programme of fund-raising events. Meetings have been partly online, through Zoom, and partly in-person. 

The Management Committee membership in 2022 was:

## **Future Plans:** 

As 2022 drew to a close, things were looking very promising. NHS Property Services had agreed in principle to sell the building to enable it to be operated as a locally run Health and Well-being Centre. Despite a very successful year of fund raising, it was clear that additional funds would be needed to finance the purchase and the Ecology Building Society had agreed in principle to grant a mortgage to bridge the gap. 

It was decided that a separate charity would be formed to run the centre and the League of Friends would continue a fund-raising body to raise funds to support the provision of the much-needed health and well-being services in St Ives. 

We look forward to 2023 to see these plans come to fruition!
