cornfortable, caring Christian environment for its, residents.

REVIEW OF RESULTS FOR THE YEAR
Fortheyear under review th¢ Charity had a surplus of £48,351 (2023= dtficit of £30,150)- This was after
undertaking major repairs amounting to £47,364 (2023.. £82,796). This is made up of cyclical repairs
£6.635 (2023.. £6.620) and ¢xttYordinary repairs £40,729 (2023: £76.176).
PUBLIC BENEFIT
The Trustees have consid¢r¢d the Charity Commission guidance on public benefit and considerthatthey
have met their obligation by providing housing to individuals over sixty years of age on low incom¢s.
sTATEL￿ENT OF COMPLIANCE
The Trustees conftrm that the A550ciation has complied with the Homes and Communities Agencgs
Govemance and financial Viability Standard Code of Praetiee.

CHAIR'S REPORT
I'm pleased to be able to say that furtherto last year's chair's report, wllere we were pleased not to have
any vacan¢i¢s, th¢ last12 months has been our most stable in terms of Residentturnover for some years.
At end of year, all tlats are occupied, and we have had only one brief vacancy during ihe year.
Last year we had a vacancy for the wal'dens positffion, and recruiting the riglit person for the role proved
challenging, but l am pleased to report that the suggestion froin two applicants to perfonn the role as a
job share, not living on site, has b¢¢n a great succ¢ss from both the Residents point of view, and the
frustees. They now work 12 hoiirs per week eacli (24 in total), instead of the previous 20 hour a week
contract. The new wardens have t&ken a bigger part in matL4ging the workmen. with extra tracking
having been put in place, and this is often resulting in a quicker turnrouDd of maintenan¢¢ jobs. The
Trustees WOL)Id like to thank ihem for all they do, as we know it makes a big differenee to tlie Residents.
We have seen changes in our Trust¢¢s. with Colin Walker and John Hudson havin8 Stood down. David
Fawcctt and Anne Boyd joined us, but David F&wcett later stood down as he was unable to give the role
the time he felt it needed. Trevor Ke￿haW joined us as treasurer and has quickly got up to speed on
managing our finance5, and the Trustees would like to record their thanks to him.
Largely due to the increased stability of oiir Residents, our finances have seen a stepped improvement.
lii t]ie previous 12 montlis we often had cash flow problems, but our reserves have b¢en restored dui'ing
thi5 financial year. The Shawbrook account had been closed in June 2023, biit we have now opened a
'reserve account, with Barclays and placed £40,000 in this. This will Vdm a small amount of interes(
which it didn't in the current ac¢oun( and restores the reserves to pre-covid levels, wh¢n we used them
to r¢t"urbish the chapel.
The last twelve months seen a r¢new¢d interest in 'lraining' in all its many foiins, and our first away
day has seen a stronger relationship b¢ino
built with other Almshouses in the Calderdale area, and the
Ca]derdale Almshouse Foruin will start to tneet later this year as a result.
The clerk's work ha5 increased Significantly in reeenl years due to increased government l¢gislation.
The Trustee5 plan to look at deregistering as a Social HoLising provider, preferring to use th¢ Almbhouse
AssociatiotL and the Charity Commission for our guidance and governaT]ce. Our thanks to Gill for her
eontinuing excellent and diligent work as our Clerk.
Finally I would like to thatlk all of Olir Trustees for their continued dedication. I know our Residents
appreciate all they do.

CLERK'S REPORT
The Aitnshouses have been niore or less fully occupied througbout the year and enqiiiries regarding
residenc¢ have continued, altlioiigli not all interested parties meet the residency criteria. There is
¢urrently one person on the waiting list.
The Founder's Day service in June was led by the Reyd Catkon Hilary Barber of Halifax Minstsr and
attended by the Mayor of Halifax. Ashley Evan5 and Steve Duncan, deputy Lord Lieutenant of
Yorkshire. Residents and friends enjoyed a hearty tea after the service. Anne Boyd and David Fawc¢tt
were welcomed as new tiustees iii October 2023. Ilnfortunatcly David ELaS fclt unable to continue due
lo family commitmellts. Resignations were also received during the year from Colin Walker. Janet
Walker and John Hudson. In addition we welcomed Trevor Ke￿haW as tt'easurer in October 2023.
Following the resignation of our resident warden. it proved difficult to attract a suitsble Candidate who
was willing and able to live in tl)¢ warden's flat. In October. the Trustees appointed Kim Wade and
Angela Ross for a 6-month trial period on a job share basis. This appointment has proved successful
with both Trustees and residents.
Thiirsday services hav¢ continued ivith the usual mix of visiting pre&chers leading worship. The list of
worship leaders has grown over the last few years giving resident5 a wide vart¢ty of different worship
styles Thanks are due once again to our preachcrs and accompanists for their loyal service.
In May tlie Trustees attended an Away Day. The Almshouse Association also ran tlieir Almshouse Way
course which many of tlie Trustses attended.

Th¢ Board confirms that it ha5 reviewed the effe¢tiveness of the systein of internal financial control and
the system as a whole was found at the time of approving the finaT]cial ststements to be generally
8ppropriale to the scale of the C&arity's a¢tivities.
The Trustees continued to exercise diligent management and control of the Charity's finances.
RESERVE POLICY
The R¢venue Res¢rve is maintained at a level whi¢li, in the opinion of the Trustees, is appropriate lo
provide for the commitments of the Charity for th¢ lor¢see&ble future.
The Trustees set aside a sutll each year for Cycli¢al and Extruordinary Maintenance. These swns are
based on the recommended amount per unit as advised by the AITnsliuuse Association. The Trustees
have evaluated these figures and. from previous ¢xperi¢nc¢. believe they arc adcquate for the typ¢ of
property held by the Charity.
VALUE FOR MONEY ASSESSMENT
Whi18tthere has been a sm811 increase in the weekly contribution received from residents, contributions
remain significantly below market rental rate5. The Association lias continued to maintain and invest in
Ibe properties for the benetit of th¢ r¢sid¢nts. The Trnstees therefore believ¢ thatthey have detnonstrated
their commitment to achieving value for money.

TRUSTEES
Tnistees are appointcd from local churches. They hold office for five years and are then put forward for
re-appointh)ent. Oi) becoming a Trustee they are given a copy of the Residents, Handbook, and also the
Charity Commission Handbook. They are provided with an inductioi). and, dui'ing their lengtli of
5erYi¢e: with a copy of Ilie Almshouse Federation quarterly magazin¢. Newly appoint¢d Trustees
accompany existing Trustees on several visits to residents and prospe¢tiv¢ residents. in order
to gain experience. After these initial inductions, Ihey then visit residents on theirown.
STATEMENT OF RFSPONSIBILITIES OF THE BOARD
Housing Association legislation r¢quires the Board to prepare financial statements for eacli fmaneial
year whicli give a true and fair vieiv of the state of affairs of tlie Charity as at the end of the financial
year and of the incolne and ¢Kp¢nditiire for the yeAr ended on that date. In preparing those firLallcial
stattments the Board is required to..
a) select suitAble accounting policies and then to apply them Consistently
b) make judgements and estimates that are Teasonable and prudent
c) state whether applicable accounting standards have been followed subject lo any material departures
disclosed and explained in the flnancial statements
d) prcparc thc financial statem¢nts on a going concern basis unless tt is inappropriate to presume that
the Association will continue in operational existence.
The Board is responsible for keeping proper ￿￿OUntIng records which disclo￿ with reasonable
accuracy at any time the financi31 position of the Charity and to enable il to ensure the fillancial
statements comply with the Industrial and Provident Societies Act 1965 to 1978, the Eaousing Act 1996
and the Accounting Direction for Private R¢gistered Providers of Social Hoiising in England 2019. The
Board is also responsible for establishing and tnaintaining a satisfactory system of control of the book5
of account, the cash holdings and &ll th¢ reccipts and remittances of the Charity and hence for taking
reasonable stcps for the prevention and detection of fraud and other irregularities.

The Association is a registered social landlord willi the Regulator of Social Iloiising (Registration
No. A1274) and a registered charity. The Charities address is Arden Road, Halifax, HXI 3AA.
STATEMENT OF COMPLIANCE
The5¢ financial statements have been prepared in complian¢e with FRS 102, 'Tlie Financial
R¢port&ng Staudard applicable in the UK and tlie Republic ofTr¢land' and the Housing SORP 2018:
Stslement uf Recommended Practice for Registered Social Housing Providers and comply with
the Accounting Direction for Private Registered Providers of Social Housing 2019.

The Trustees believe that it is appropriats to prepare the financial ststements on a going conc¢rn
basis as thcrc are no material uncertainties relatino to events or Londitions that maj. cast signifi¢alll
doubt on the ability of th¢ Charity to continue trading for the foreseeable future.
The financial statements are prepared in sterling, which is the functional Cli￿en¢Y of the enlity.
Judgements And key sources of estimation uncertainty
Th¢ prcparation of tile finan¢ial statements requires m&nag¢ment to make judgeinents. ¢stimat¢s
and assiimptions that affect the ainounts reported. These estimates and judgements are continually
reviewed and are based on experience and other factors, including expectations of future eiTents
that are believed to b¢ reasonable under tlie circumstances.

Turnover is measured at the fair value of the consideration ￿CeiVed or receivable and repi'esenls

Tangible assets
Tangible assets are initially recorded at cost. iTLcluding capitalised structural devejopment work,
and subs¢qu¢ntly slated at C05t less any accumulated depreciation.
The Charity has adopted the Statement of Recommended Practice (SORP) Accountin8 for
Registered Social Ftousing Pioviders Updated 2018. Thi5 requiiEs the Charity to identify th¢
majorcomponents which mak¢ up its Flousing Properties and depreciate tliese over their individual
economic live5.
The Tntstees are of th¢ opinion that the cost of the freehold housing, land and buildings include
Structure only. Bathrooms, kitchens, ¢t¢ have not been capitalised. They have been debiled to the
various repair funds.

Depreciation is calciilated so a5 to write off the ¢ost or valuation of an asset, less its rgsidual value,
over the useful ecortomic life of that asset as follows..

attaching to tliem and the grants will be rec¢ived.
HAG grants ar¢ recognised using the accrnal model. Under the aCU￿al model. grants xrlating to
assets are re¢ognis¢d in income on a systematic basis ov¢r th¢ ¢xpected useful life of the asset.

The charity onlyhas financial &ssets aiid financial liabilities of a kind that qualify as basic finan¢ial
instruments. Basic finan¢ial instruments are initially recognised at transaction value and
subsequently measured at their settlement value with the exceptirtrn (Jf bank l()ans whieh
subseqiieiitly measured at atnortised cost usino the effective ittterest method.
Defined contributioll plRns
Contributions lo defined CODtribution plans are recognised ss an expense in the period in which the
related service is provid¢d. Prepaid contributiolls are recognised as an asset to the ¢xtenr that the
prepayment will lead to a reduction in fuhire pAyments or a cash refund.
