STRUCTURE, GOVERNANCE AND MANAGEMENT
Governlng Document
The Governlng Document was adopted on 13 September 2008. Necessary revlsions and amendments
were made with the agreement of the Area Meetlng on 14 November 2015; 12 November 2016. and 11
March 2017.
Trustees
Sultable persons from among the Members of the Area Meeting are identified by the Area Meetlng
Nominations Committee. A person's name is put forward to the Area Meeting and if dlscerned to be
approprlate the appolntment of the person as a Trustee is recorded In the Area Meeting minutes. Trustees
are encouraged to attend tralning courses organised nationally by Britain Yearly Meetlng.
OBJECTIVES AND ACTIVITIES
Constitutlon and purpose
The Area Meetlng is a charity established for the advancement of Quakerlsm and other related charitsble
purposes such as derlve from or bear wltne5S to the princlples and practlces of the Rellglous Soclety of
Friends (Quakers). The principal activity is the holding of publlc meetings for worship in the constltuent
Local Meetings of Blackburn, Bolton, Chorleyi Clitheroe, Crawshawbooth and Marsden.
The affairs of the Area Meeting are governed by 'Quaker Faith and Practice" the Book of Disclpllne of
Brltaln Yearfy Meetlng and the Area Meetlng governlng document. Pendle Hlll Area Meetlng Is a charlty
reglstered under Charlty Commlssion Reg. No. 224603, The Members of the Area Meetlng are all those
persons whose names are for the time being recorded in its official reglster rnalntalned In accordance
wlth the procedures of the Rellglous Soclety of Friends (Quaker5) In Brltaln (Brltaln Yearly Meetlng).

Meetlng for worshlp is held twlce-weekly In one Meetlng House, weekly In four Meetlng Houses and once
fortnightly In a church schoolroom. All are publlc meetings for worship which are advertlsed outslde the
venues, online on our website, on the natlonal Quaker website, on soclal medla vla two Facebook pages
and one X (formerly known as twitter) account and through a church bulletin. Of those 26 Meetlngs for
worshlp 20 are held 'blended' there is onllne partlclpatlon through a Zoom link for those wlshlng to Joln
the rneeting remotely for whatever reason. The links to public online link are available through clerks to
each of the six local groups, Local Meetings have been part of wlder ecumenlcal and Christians Together
groups to support wider religlous experlence, understanding and tolerance.

We maintain five meeting houses that we have used to hold publlc Meeting for Worshlp and which are
avallable for community and Individual use In Ilne wlth our beliefs and concerns at the discretion of
Friends in the meeting. Within those buildings we promote Quakerism, our public meetings for worshipi
our bel iefs and our work in the world locally nationally and internationally th rough posters, books and
leaflets. Burial grounds are maintained In such a way that they reflect our values, Chapel Hlll Burial
Ground is tidied annually in such a way that it is welcoming to people and wildlife. Blackburn Meeting Is
a welcome green space open when the Meeting House Is In use. Clltheroe's green strlp Is tldy and provldes
a talkln9 polnt next to the publlc carpark. It is now wildlife friendly and has been twlnned with a gardenlng

project in Africa. Crawshawbooth's large well-kept garden has been a welcome community green space
Used when the￿ is a Quaker presence In the buildlng and a valuable community green space when open
in the summer. Marsden's garden provided mature trees and a green aspect to an urban area. Tong

Friends Fellowship of Healing meetlngs are held by Frlends in Pendle Hill Area Meeting, one Meeting
Houses is regularly used for these meetings to relieve suffering and support those in need of heallng
from within the Quaker and wlder community, they are open to all. The other group Is largely onllne.

We have people appointed to take care of eldershipi pastoral care, We hold learnlng events and
dlscussion groups as well as supporting understanding and answerlng enqulres of members, members
of the public and attenders in the meetings. In addition, it is part of our membershlp that we all share
in the responsibility for these tasks, we do them for each other. We also hold community building event5
to strengthen Quaker communlty, these are open to members, attenders and the wider community.

We have continued to practice good stewardship to malntaln our premises to a hlgh standard that
demonstrates a warm welcome to the publlc. We are completing the process of developlng equal access
racilities at our oldest Meeting House. Each Meeting House has Its own programme of works and
maintenance which is budgeted for by the local meeting and overseen by trustees for hlgh expenditure.

mornlngs for refugees, welcoming refugees for Friendshipi promoting environmental actlon, children's
groups, Buddhist group, and the wider community to use the space when there are public events with high
numbers of people attending.

Friends make financial contributions and treasurers locally and as a grou pl Area Meetlng monitor the use
of funds, produce financial reports to trustees and annual audlted accounts.
Friends have served Britaln Yearly Meetlng through belng part of committees of the natlonal bodyi on
Quaker Llfe Representatlve Councll, Meetlng for Sufferlngs (natlonal executlve body) and the Book of
Discipline Revislon Committee and attendance at the Yearly Meetlng of our natlonal body Britain Yearly

Neetlng. These bodies all maintaln and develop Quaker thought and bellets as well as advertlslng our
presence to the world.
Friends have used the servlces of an accountancy firm for some financlal record keeping and accountlng
but other than that Friends serve the Area Meeting and in some cases the wlder Yearly Meeting voluntarily
to malntain our organisation.
ACHIEVEMENTS AND PERFORMANCE
The charlty'5 maln actlvlties and who It tries to help are descrlbed below. All Its charltable activltles are
undertaken to further Pendle Hlll Area Quaker Meetlng charitable purposes for the publlc benefit.
Strengthenlng the life and witness of Quaker rneetlngs both in the area of Pendle Hlll Area Meetlng and
beyond. the online element of our worship has allowed us to welcome worshlppers from abroad as well
as across this area and the UK. We hold one Meetlng for Church Affairs l Business Meetbng) for ten months
of the year which are open to mernbers and to any attenders who seek permlssion to attend. Two socials
are held each year to help build and maintain our worshipplng community and these are open to all
assoclated with our Meetlngs. We maxSmlse welcome and attendance through advertlslng and supporting
people financlally where that Is helpful. Quakers from this Area Meeting attend other Quaker Meetlngs
both vlrtually and In person for fellowshlp and educatlon to strengthen our meetlng and others. Once
month we hold a Children's Meeting for those people who are too young to beneffit from largely silent
worship, this has encouraged families inlo worshlp.
We have held both Meetings for Worshlp for Marriage and for Remembrance, these are both spiritually
enrlching for our own community and have been a wonderful way to have a meeting in which there are
many non-Quaker attenders who experience our way of worshlp and see our values In action.

Thls last year we have been developing a website and withln that informatlon on Quakerlsm, link5 to
wider messages and information on Quakerism and links to our national resources to make known our
openness to all. We have also attended Quaker gatherlngs; Britaln Yearly Meetlng, Quaker Llfe
Representative Council, Northern Frlends Peace Board, public Reglonal Gatherings of Quakers for
education on peace, freedom, imprisonment and equality. These are also for community buildlng and to
further understanding of our belief5 and our work In the world,
Discussion groups, open to all, have been held regularly in one location and online and periodlcally Sn
three locations to help interpret and develop Quaker thought and beliets. These have been Snformatlve,
and well attended. New attenders have joined Meetings as a result in some part of the network of
Meetlngs In Ihls country and abroad.
Clitheroe Meeting House was open for publlc acce55 during the Clitheroe Food Festlval to provlde a restful
space and facllltles for Indivlduals and familles. Crawshawbooth held an open day combined with our Area
Meeting social in August which as very well attended.
We have welcomed several school groups who have been told aboul Quakerisrn as part of a specifically
Quaker education or as part of a school religious education event. Youth groups have also been
welcomed an introcluced to Quakerlsm. Local Meetings have been part of wlder ecumenical and
Christians Together groups to support wider religious experience, understanding and tolerance.
Marsden Friends participated in Interfaith Week- one Member joined other falth groups In a local
Secondary School, and presented sessions about The Society of Frlends to different year groups.

Marsden Friends have beell instrumental in joining with Building Bridges Pendle IBBPI to hold a 'talking
lounge, on the topic of prayer & spirituality for the local community, 'Soul Food, Joining wlth Clitheroe
Friends, another collaborative event with BBP was held, that allowed resldents a chance to find out about
the strong local connection between Pendle Hill, George Fox, and the earliest days of the Society. Marden
Friends have collaborated with Building Bridges Burnley to offer session5 in a local primary school, teaching
aboLSt Christianity, as part of the national currlculum, presentlng sessions to four different year groups.

Each Meeting House has Its own programme of works and maintenance which Is budgeted for by the

community groups including those dolng yoga, having coffee mornings for refugees, welcomlng refugees
for Friend5hlp, promoting envlronrnental action, chlldren's groups, Buddhlst groupi alternative health
and mindfulness.
PUBLIC BENEFIT STATEMENT
Trustees confirm that they have referred to the guidance contained in the Charlty Commlsslon's general
guidance on Public Benefit when reviewing the charity's alms and objectSves, and In plannlng its future
activities, which is an annual process. Many examples of such public benefit have been descrlbed earller

SAFEGUARDING
With support for Britain Yearly Meeting and 31'.8, Pendle Hill Area Meeting has a new Safeguardlng pollcy
and procedure to ensure appropriate care or of children and vulnerable adults. The pollcy Includes
provision for the safeguarding training of a number of role holders to varlous levels depending on the
exart role in the Area Meeting. We now have a safeguarding Trustee and a Deputy Safeguardin8 Trustee.
FINANCIAL REVIEW
The principal funding sources for the Area Meeting remain donations from Member5 and attenders and
income from letting rooms or 'wardens' cottages, at the various Meeting Houses. For the year ending
31st December 2023, taklng Area Meetlng's own general funds and the consolidated accounts for the
deslgnated funds held by our six constituent Local Meetings, our total income was £100,014 compared
to the prevlous year of £189,458 due to a bu51dlng project appeal at Crawshawbooth to Improve publlc
access, especially disabled access.
Against thls, our total expenditure decreased to £ 178, 889 compared to £201,438 in the prevlous year
also due to the ongoing buildlng project.
Investment income continues to be low, reflectlng the i nterest rates currently available.
Reserves Pollcy

Local Meetings will hold only the equivalent of one year's expendlture as a local reserve. In addltSon, a
Local Meeting may hold any funds glven to it speclflcally for use by that Meetlng. However, such funds
should be used before the Local Meeting requests any funding from the Area Meetlng Reserves. The Area
Meeting Reserves Fund is managed by the Area Meetlng to mlnlmise eroslon by inflatlon whilst
maintalning avallability for urgent requirements. The Trustees will adminlster the allocation of money
from the Reserve Fund in a prompt and fair way.

RISK MANAGEMENT
The Area Meetlng employs Peninsula 8usiness Services Limited as consultants for health and safetyi and
human resources. Peninsula has provided risk management systems for each of the Local Meetings,
gives advice as requi￿d, and visits each Local Meetino annually to ensure that guidelines are belng
followed. Where appropriate, Local Meetlngs have implemented policles for safeguarding chlldren and
vulnerable adults. The Trustees have also overseen the way each Meetlng House is belng managed by
regular visits and by strongly encouraglng each of the Local Meetings to provide at least one Trustee.
PLANS FOR THE FUTURE
Regular monitoring by the Clerking Team, Treasurers and the Trustees has helped to ensure that the
Area Meeting continues to function effectively and Meet its charitable objectives. Unfortunatelyi It is still
provlng to be dlfficult to find people to take on e5sentlal roles wlthln the Area Meetlng and Local Meetlngs.
The long-term viabllity of some of our Meetings in terms of the number of people attending remains a
concern to the Trustees. However, the reglonal Quaker Local Development Worker has helped several
Local Meetings tackle problems that have been hlnderlng thelr development. Trustees wlll continue to
review and update Area Meeting policies In the light of new leglslation and guldelines. We are concerned
about the financial implications of maintaining five Meeting Houses and plan to revlew this in 2024.

As the charity trustees, you are responslble for the preparation of the accounts in accordance wlth the
Charitles Act 2011 ("the Act").
I report in respect of my examination of the Trust'5 accounts carried out under sertion 145 of the 2011
Act and in carrying out my examinatlon, I have followed all the appllcable Dlrectlons glven by the
Charity Commission under section 145{5)(b) of the Act.
Independent examlner's statement
I have completed my examinatlon. I confirm that no matters have come to my attentlon In connectlon
with the examination gSvlng me cause to belleve that In any material respect:
accountlng records were not kept in respect or the company as required by section 130 of the
Charitles Act 20 1 I; or
the accounts do not accord with those records. or

The properties owned by Pendle Hill Area Meeting comprise of Meetlng Houses and warden's
accommodation whlch are held for the furtherance of the Area Meeting's charltable objects. Wlth the

at their current Insured values as the orlglnal costs of the bulldlngs are not known.
