The branches in North Wales face a variety of challenge5 in sustaining
its animal welfare services. If condrtions are suitsble, many of these
fartors can be negated by branches pooling their resources and
merging in order to achieve greater reach and scope of 5eNice5,
ncreased consistency of service and c05t efficiency. Should the
Trustee5 of RSPCA Aberconwy Branch decide that it is in the interest
of animal welfare in North Wale5, and should they detemiine that
there are no finarscial or other risks to Aberconwy Branch or the
abilty to Sustain animal welfare services in the Aberconwy Branch
area, the AGM support5 the motion to merger in principle with all or
some of the neighbouring branches in North Wales.

As Chair l am privileged to endorse this Annual Report.
This is an exciting period forAberconwrf RSPCA. Not onty a￿ we maintaining our
service to the animals and publio but we have active plans progressing to improve
and increase that level of service.
As Trustees we take our responsibilty seriouslyto ensure that animal welfare work
can continue into the future. We face many challenges (as do all charitie5) including
increased costs: changing needs (the recent govemment law on XL Bully dogs is the
latest example) and maintaining and improving our animal welfare seNice.
To sustain our animal we￿are activty we need to increase our income. Clinics are
expensive to run. Part of our plans include Our second shop now open in Rhos on
Sea {a5 a 515tershop to our Craig y Don original {nearly 40 years old now!l)-thank
you to all those who helped with contracts. rebuilding; serving; refreshing the Craig
y Don shop- deciding- or9anising etcto get it ready. A big thank you too to all those
people who continueto donate qualty items forsale in ourshops. All the money
raised goestowards our animal welfare work.
Animal We￿are is our key activity and everything we do supports the work in our
clinic as well as our partnership wf(h other branches to run and maintsin the mobile
clinic acr0$5 VariOU5 site5 in North Wales.
This report highlights that actNty and the benefrt5 to animal welfare in Aberconwy.
At the same time we workto ensurethat we meet the governance standards
expected of charities, unseen work that gives confidence we do what we say we will.
I would like to note my personal thank5 to th￿ staff who have steered Aberconwy
through all this work-carl Lloyd- Kelly Dilworth and Dawn Hibbert. Your work is
very much appreciated.
Our greatest assets are our people- It never ceases to amaze me how much time
and energy our Staff and Volunteers give to supporting animal welfare provision.
None of the artivty highlighted within thi5 report would happen withoutthat
dedication and hard work.

separately registered branch of the Royal Society for the Prevention of Crueltyto
Animals (the Society), carying out tts direct animal welfare work throughoLrt its
territory from Llandudno in the North and Cwm Penmachno in the South, and from
Llanfairfechan in the West and Bryn y Maen to the East.

The charity 15 controlled by its goveming document and constitutes an
unincorporated charity. The trustees have a duty to identify and review the risk5 to
which the charity is exposed and to ensure appropriate controls are in place to
provide reasonable assurance against fraud and error.
Objective5 and Activities
The Royal Society forthe Prevention of Crueltyto Animals Aberconwy Branch is run
to help prevent cruelty and to aid sick and injured animals within its local area. As
part of the Wales Board. we also support financial initiatives within Wale5 in
consultstion with the Branch Committee.
The trustees have reviewed the outcome5 and achievements of our objertives and
activities forthe year, to ensure they remain focused on our charitable aim5, and
continueto deliver benefitsto the public. We have complied with the dLty under
the Charities Art 2006 to have due re9ard to public benefrt guidance published
by the Commission.
Achievements and Perfomiance
Welcometo ourAnnual General Meeting.1 Outlined below arethe Branch's main
achievements overthe year.
Llandudno Junrtion Welfare Clinic and Mobile Clinic
The branch operates a welfare clinic at Llandudno Junction which is open two days a
week on Wednesdays and Fridays and the Mobile Clinic {which is jointly funded by
four RSPCA Branches in North Wales) which visits our local venue at the Llandudno
Rugby Club every Friday.
The nJnning of a far-reaching service like the mobile service can be costlyi so a
special thanks must also go out to the various trustees of the Angleseyi West
Gwynedd and Wrexham Branches that jointly fund thi5 service to make it possible.
Thank you! If you'd like to leam more about the mobile clinic. please visit

Pet owners on means tested benefits or low income are able to access these
subsidi5ed veterinary services to help ensure their pets get the treatment they
need. The clinic5 are only possible thanks to the team of stsff and volunteers who
work tirele551y to keep their doors open. Recognition and thanks forthese
monumental efforts must go to Alison, Elsie, Jan, Jim, Kellyi Lee, Llinos, Nan,
Pauline, Tegan and Nick (and mèny more) fortheir dedication and hard work in
2022.
Thanks to their combined efforts* 21103 (11496 dogS1 564 catsi 27 rabbits and 16
other) an+ma15 were treated at either one of these two f linics in our branch area.
In addition, 281175 dogs, 203 cats and 3 rnbbits) animals were neutered and 20
(4 dogs and 6 cats) animalswere microchipped.

To compliment our in-house seNices at the clinic, the branch also offers supportto
local animal owners who find themselve5 either in urgent need of surgical treatment
fortheir pets or simply need help neutering their animals. To addres5 this need, the
branch offers a Welfare Assistance Voucher Scheme that contributes towards the
C05t oftreatment for eligible pet owners. In 20231 we issued 48 vouchers (a 21%
increase over 2022) totalling nearly £8,000.

Rehoming
With Kelly supporting the mobile clinic for half the weel our capacity to tske in
animals has been severely limited. Nonetheless, the team has been able to focus on
urgent cases such as Douglas laka Bader)who cameto usas an abandoned cat who
had been living rough and then involved in a horrific road traffic accident. Thanks to
a caring member of the public and Kellvs tireless efforts, we were able to give
Douglas an emergency amputation and months of care, love and rehabilitation until
he found his new home.

Regional Collaboration
The branch also continues to support collaborative working both through the first of
its kind inter-branch mobile clinic and its ongoing contribution to the Regional
Cymrv Board. A few of the projects the branch contributes to include the
Inspectorate welfa￿ Voucher Scheme that allow Inspertors to issue direct financial
SUPPOrt to those that need IL the Emergency Boarding Fund for Inspectors to
provide a safe environment for animals they rescue before they can be transferred
to RSPCA facilrties as well as an equine boarding scheme that helps fund the
boarding of horses rescued by the Inspectorate.
The branch a150 artively contribLrtes tothe Cats Protection RSPCA Cat Neutering
Schemethroughthe Cymru Board. As a jointlyfvnded scheme, the Cats Protection
RSPCA collaboration allows eligible low income cat owners to neuter and microchip
their cats for just És and has been unparalleled in its success in neutering cats and
helping to reduce the number of unwanted pregnancies. The scheme is offered

across Wales and has to date neutered over 50,000 cats since its inception in 2016
with 81582 cats neutered in 2023 alone including 197 from the Aberconvry Branch
area.
Paws People Planet- Pawennau, Pobl Planed Scheme
Our Branch has also played an instrumental role with
our fellow branche5 in Wales to establish and develop
the Paws, People Planet- Pawennau Pobl Planed
Schemewhich partners with petfood manufactvrers
and food banksthroughoutwalestoensurethat
struggling pet owners have acce55 to food fortheir
pets during this Cost of living crisis. To date the
scheme ha5 distrib￿ed over i million servings of food
equating to approximately loo tons across Wales
including over 25 food banks in North Wales alone,
wildlife and other rescue organisations, the Inspertorate and Bryn y Maen Animal
Centre.

Charity Shop
The branch's various services are all dependent on the branch's ability to raise funds
to support them which we in large part achieve through the tireless effort5 of the
charity shopteam in Craig y Don. In 2023, the branch agreedto inve5t50me much
needed funding into the shop to refit and give us a platform to generate even
greater 5ale5. Even though the Shop was c105ed for over i month during the
refvrbishment, the team raised an incredible £4718151 an increase of nearly io%
from 2022. Led by our unflappable Shop Manager Dawn, the amazing team of
volunteer5 give up their time each weekto keep the doors open amidst what 5eem5
like a never-ending stream of donation51 A big thank you to Beryl Jones, Cath
Gadsby, Linda Kopacz, Lynne Coulson, Nora Jones, Pauline Maylott, Sue
Broadhurst, Sue Burland, Mandy Minton, Caroline Owen, Kay Duncalf, Julie
Simpson, Barbara Laird, Heather McGill, Lucy Hibble, Hannah Hibble, Brenda
F05ter, Chris Simpson, Lynn Lever, Denise Bishop and Ann Goodman who makethe
Shop the huge succe55 that it is.
To help us raise more fund5 to sustain our welfare work, in late 2023, we also took a
majorstep fO￿ard to open a newsecond shop on Penrhyn Avenue in Rhoson Sea.
In November2023, we signed the lease and hopeto openthe new shop in the early
part of 2024.
Future Plans
As the Branch adapts to the ever-changing environment we work in, the Trustees
have been keen to set aside time to review what the Branch does and where its
services are needed most. This work has continued in 2023 as the Trustees continue
to look at its current operations to ensure they are fit for purpose. This piece of
work ha5 been extensive but essential to the Branch's future prosperity especially in

light of the changing animal welfare landscape in North Wale5. In the fvture, the
branch experts to be working even closer wrth neighbouring RSPCA Branches, the
National Society and extemal partners to increase the scope and impart of its
services.
Reserves policy
The Branch holds reserves in orderthat the service level provided for animal welfare
is maintained should there be a reduction in incoming resources. Reserves are those
funds that are freely available for general purposes and are uncommitted.

Yearin summary
Avian in)guenza still had a grip on 2023 affecting support from volunteers, vets and wildlife
hospitals. Even the small transportable wildlife project was hampered as It reduced the
number of collettions we could empowerthe publicto do themselves.
That being said, the summer. whi15t still our busiest period, was better managed by the
introdurtion of the priority matrix pilot. Inspectorate groups are allocated work taking
account of the number of jobs not yet attended. If the total workload for the group
statistically shows more than 2W of jobs Watting to be visited for the first time, then only
Pi And P2 priority calls are taken and scheduled to the officer5 in that group. Once the
percentage of jobs not yet attended drops below 2596 lower priorty work P314 & 5 IS then
accepted and passedtothe field. This has meantthat we have been ableto respond faster
to animals most in need, namelythose thatare virtims of theworst crueltyand neglert.
This has helped to manage public expectations and berterforthe wellbeing of officers and
NCC staff.
2023 saw more change in the staff numbers of the team. Inspertors Dave Mccartney and
Mike Pugh retired, both time seNed officers (approx 65 years serrfice between theml).
Theirwealth of knowledge and experience wassecond to none andtheywill be missed.
Inspertor Jenny Anderton went on matemty leave and has since given birth to a perfert
little girl, Isla. It is hoped that she will be back sometime toward the latter part of 2024.
In5pettor Rachael Davies left u5 to go on a secondment to the workload management
team for 12 months. Thi5 has now been extended for another year into 2025 and Phil Lewis
secured his 12 month secondment tothe welfare oversight team.
Ouramiy of volunteers grew in 2023tO S# cementingthem fimlywithintheteam. The help
they have provided has been invaluable and enables officers to concentrate their efforts
better on their investigative work.
We completed our office move in 2023 to Bryn Y Maen. It ha5 been a really positive step for
the team. They are able to meet with their animal centre colleagues and build on their
relationships there. It has helped to reduce the feelings of isolation that often come with
being a lone worker in a big geographical area. It has a150 assisted us in achieving the
organisational priorty of nurturing the Cultu￿ of bein9'One Team".
2023 also brought the dissolvtion of the rope rescue team sadly. This was a tough decision
that North Wales officers felt deeply. They had but￿ such a fantsstic reputation with
international recognition. l am 50 very proud of theirachievements and grateful on behalf
ofthe Society and every animal they rescued.
Last year we also saw the introdurtion of the Care Contribution Fund ICCF), which will
provide a financial contribution towards the first 90 days of care of Inspettorate generated
animals signed over to RSPCA branches. Branch sustainability remains our utm05t priority

and is paramountto us together being able to deliver on ourAnimal Joumey programme,
part of the TogetherforAnimal Welfare Strategy. which will ensurethe best POS5ible
outcome foranimals in our care.
Interesting Cases and Complaints
Inspector Phil Lewis collected a rabbitthat was found in a cardboard box with 4 newbom
kits nearto Ysgol Rhos Helyg Primary School, Rhose5mor. No-one knew whythe poor
rabbit was abandoned or if she had even had the kits befo￿ being left. Local enquiries
were made to locate the owner, while the rabbtt and her krts were transferred to a private
boarding facilty to wait for space to become available in one of our RSPCA animal centres.
Unfortunately one of the kits, a pure white one, didn't survive the night. The mother rabbtt
had moved itawayfromthe restofthe litterand itwasthoughtthat she musthave known
something was wron9. The other3 kitsthankfiJlly survived. Despite extensrve enquirie5,
no owneror person responsible was ever found. They were rehomed when space became
available and they were old enough to leave mum. All of the team encountered increasing
cases of abandonments last year. We can only assume that it was a knock on effett from
the cost of living crisi5 and overbreeding thatwas seen during the COVID pandemic.
Inspector 8roadbent was called to a complaint in Rhyl where a Pig called'lggy was being
kept down the side of the alley of a house. The conditions were appalling. It was literally
squalid mud bath with no shelter and no dry bedding area. The owner realised it was not a
Suttable environmentfor Iggy and signed him overfor rehoming. Inspertor Phil Lewis then
transported Iggy to a safe location especially set up to house pigs. Iggythrived and wa5
sent to an animal centre for rehoming.
A Wrexhom man wa5 5entto prison for 26 weeks forthe neglert and suffering of a number
of animals while in b￿a£h of a disqualification order. He had previously been found guilty.
following a trial, of five offences underthe Animal Welfare Art. As a result of a new
investigation, officers discovered that he had caused unnece55ary suffering to a yellow
Labrador- who wa5 found in an emaciated stste. Another offence ￿lated to two puppies
who were found dead. The third was in relation to a cat. who he had failed to provide
veterinarytreatment for a large polypoid afferting his ear. Another offence was that he
failedtocareforudogsand puppiesand afinal offencewasthathewas keepingthe
animals- which included li dogs, three cats and a goose- in breach of a lrfetime
disqualification order. He was sentenced to 26 weeks imprisonment each forthree
unnecessary suffering offences, ll weeks imprisonment forfailing to care forthe dogs and
16 week5 for breach of ban. They were all to run concurrently. He was also ordered to pay a
virtim surcharge of £154 to be paid within 28 day5 of release. He was given an indefinite
disqualification of keeping any animals.
Inspector Rachael Davies led the operation with North Wales Police and a team of RSPCA
officers. A warrant was executed on the location where the animals were kept.
All the Surviving animals were eventually put up for rehoming.

Inspector Dave Mccartney was called to a location near Berriewi just outside Welshpool. to
reports of two Fallow Deerthat had become entangled together bytheir antlers with
elettric fencing wire. The caller had seen them thrashing around in the brook and was
concemed thatthey maydrown. Dave and the callerfound thedeer. They had managedto
get into the field alongside the brook. Dave knew straight away thatthis was not a job for
one person so he called for assistance. He was 500n joined by Inspectors Mike Pugh,
Andrew Broadbentand Nayman Dunderdale. The deerwere 5tillvery mobile andtheteam
had to followthem for almost a kilometre through marsh land, overfence5 and fields until
theyended up back in the brook. A ropewas èttachedtothe antlersof one deerusing a
reach and rescue pole and both deer were safely secured. Mike Pugh was then able to cut
the wire from one dee￿S antler and it ran off. A short while laterthe wire was cut away
from the second deers antlers and it also ran off, uninjured. By fortunate coincidence, Dave
and Mike had attended the Large Animal Rescuetraining onlythe week before sowere
able to put their refreshed skills into practice. Dave said, 'Thi5 wa5 a really special
successful rescue and was very satisfying for all involved. It wa5 a great all-round team
effort and it Was very pleasing to see both deer run off to be revnited with each other. It is
jobs likethiswhich makethe job of an RSPCAofficerso unique and veryworthwhile. The
AR2 training completed the week before this rescue definitely helped as we were able to
rescue the deer in a safe manner."
Inspertors JennyAnderton and Andy Broadbent had fun and gamesrescuing a gull
trapped down a mediaevalwell in Conwy Castle. Ittook afew hoursforthem towork out
how to getthe gull out. The water level was about 10-15 metres down and there was a
fence around the top of the well. In addition, naturally, the gull didntfancy getting caught.
It took the ingenious officers 3 different attempts, lowering various strange improvised
contraptions cobbled togetherfrom their equipment, before they were 5uccessFul. They
had constructed a'big spoon. made out of ropes and a net. Afterdemonstrating excellent
teamwork, they managed to SCOOP the gull up, operating the whole thing like puppeteers
from thetop.
ARO Melanie Froude attended the RSPB Cors Ddyga resetve on Anglesey aftercalls were
received regarding a swan wlth a broken wing. The swan was located on a small body of
water, the wing appearing in very bad Shape. After a55es5ing the situation, it was clearthe
swan was nevergoing to be caughtsingle-handed, so Inspectormark Roberts, who is
trained for water rescues, was called in to help. Mark donned his dry suit and with reach
and rescue poles and swan hooks atthe ready, they set outto catch the swan. Mel
scrambled through some brambles on one side of the waterand attempted to lure the
swan towards Mark, who wa5 readyto enterthe waterifneeded. The swan evaded them at
first. Bywading and swimmingthroughthe cold water, Markthen attempted to lurethe
swan backtowards Mel, who wason the bankwaiting with the reach and rescue pole and
swan hook. The swan was hooked thistime, butattemptstogetthe bird outthe waterand
up the steep back were thwarted and the swan escaped again. It was third time lucky
though when Markeventually managedto catch the swan and get it safely into a swan
bèg. The wound was properly assessed but vnfortunately the wing was so badly damaged

thatthe swan did have to be putto sleep.
Other items of note
Atthe end of March, officers from North Wale5 and committee members from the West
Gvrynedd Branch took part in the Keep Britain fidy'The Great British Spring Clean,
campaign. This great projert is in its 8th year and the team were keen to join in to tidy up
their local beaches to help prevent and reduce any animal related litter problems that
might occur.
With support from the local council, the beach at Dina5 Dinlle was selerted. This 5POt IS
popular with locals and tourists alike due to the stunning scenery• beachfront cafes and
lots of parking availabilty- The council kindly provided bin bags and litter pickers and
arranged forthe disposal of all of the litter collected.
It was a really succes￿1 day and many bags of rubbish were removed containing plastics,
cans, bottle-tOPS• glass bottles. blue nylon cord. shotgun cartridges* poo bags and an
a55Ortment of hard plastics of various origins. A huge thanks and well done to everyone
involved. Go #teamnorthwales!

2023 was anotheryear full of variety wtth both centre and national changes taking place
and the demand foranimal Space at an oll time high. Ourteam remained committedto
best 5UPPOrting the animals entering ourcare through timely rehabilitation and rehoming
processes. We supported the hand rearing of a variety of kittens through the year, during
July a totsl of u kittens required around the clock feeding..
Ourteam of volunteers completed an amazing 3024 hour5 With May being our highest
month for hours. Vicky. our cattery volunteer. committed the highest number of hours for
the second year runnin9 totaling 384 hours and Sue, our kennel volunteer completed the
second highest at 235. We continve to remain incredibly grateful to all of our volunteers for
their commitment to support the Cent￿ and anima15 in our care. Russ Smith completed hi5
fixed terni role atthe centre. Abbie Griffiths leftthe team to join Dogs Trust Merseyside and
Rachel Gibb5 remained with the organi5ation but transferred to the volunteering team. We
look forward to continuing to work with Rachel in the ftrture, following her retum from
matemty leave afterthe aFTival of baby Ivy.
Amy Chambers transferred into an Animal Care Supervisor Role and Rachel Ali transferred
to a part time Behaviour and Welfare Advisor role within the centre. We welcomed Jessica
Nova. Jodie Parfrtt and Alicia Jones to the team in Animal Care A55i5tant roles and Sarah
Davies returned from her matemity leave.
An incredible po animals entered our care with this being the hi9hest numbers seen for
many years, our Small Animal Block sUPPOrted the intake of a variety of species from multi
animal homes including tropical and cold waterfish and over 200 mice. Our team displayed
their adaptabilty to accommodate such a variety of species requiring specialist care.
Dog 8& Cats 133, Rabbits 44 Guinea Pigs 10, Ferrets 5, Mice 27% Fish 167
A totsl of 336 animals found new homes: 37 Dogs, &/ Cats, y Rabbits, ID other species
which included Fish, Guinea Pigs and Mice. We received national branch 5UPPOrt forthe
relocation of a number of mice, a5 the females started to give birth!
We experienced a poswtive retum and sunshine included for our Friends of Bryn-y-maen Dog
Show, Wrch 85 Dogs entering ourfun and rescue classes. We lookforward to the show
continuing to grow in the years ahead.
Thank you to Friends of Bryn-y-maen and the North Wales branches teams for your
continued support and engagement during 2023. Yourcommitment and SLlPPOrtto raise
the profile and supportthe work of the centre and continue to improve the lives of animals
is much appreciated.

We report on the accounts of the Branch for the year ended 31st December 2023, which are set out on pages 3 to 11. 

## **Respective responsibilities of the Committee and Examiners** 

As Committee Members you are responsible for the preparation of the accounts; you consider that the audit requirement of section 144 of the Charities Act 2011 (the Act) does not apply, and that an independent examination is needed.  It is our responsibility to examine the accounts under section 145 of the Act as amended and to state, on the basis of procedures specified in the General Directions given by the Charity Commissioners under section 145(5)(b) of the Act, whether particular matters have come to our attention. 

## **Basis of Independent Examiners’ report** 

Our examination was carried out in accordance with the General Directions given by the Charity Commissioners.  An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as committee members concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently we do not express an audit opinion on the view given by the accounts. 

## Independent Examiners’ Statement 

In connection with our examination, no matter has come to our attention: 

1. which gives us reasonable cause to believe that in any material respect the requirements 

   - a. to keep accounting records in accordance with section 130 of the Act: and

## **1. Accounting policies** 

## **1.1 Basis of preparation of accounts** 

   - The financial statements are prepared under the historical cost convention with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014.  The Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102). 

- **1.2 Tangible fixed assets for use by the branch and depreciation** Tangible fixed assets for use by the branch are stated at cost less depreciation. 

Depreciation is provided at rates calculated to write off the cost or valuation of fixed assets, less their estimated residual value, over their expected useful lives on the following bases: 

Shop & clinic fixtures and fittings 20% reducing balance method Mobile clinic No Depreciation 

Depreciation is not provided on the freehold property or the property improvements as in the opinion of the branch committee the present value of the buildings is not less than shown in the accounts. 

## **1.3 Investments** 

Investments are stated at market value at the Balance Sheet date.  The statement of financial activities includes the net gains and losses arising on revaluation and disposal throughout the year. 

## **1.4 Income** 

Voluntary income and donations are accounted for as received by the branch. 

## **1.5 VAT** 

Value Added Tax is recoverable by the branch on its clinic and shop operations and is reflected in the relevant income and costs in the statement of financial activities. 

## **1.6 Fund raising costs** 

Fund raising expenditure comprises costs incurred in inviting people and organisations to contribute financially to the branches work.  This includes the cost of advertising for donations and the staging of special fundraising events.
