European-wide collation of happenings across a range of15syes relatlng to migratlon, refugees and state and
popular racism. A fully searchable database of IRR News. calendar coverage since 2014 is avallable in the
Register ol Racism and Resistance. In addition, IRR produces the Internatlonal quarterly journal Roce & Closs
also In prlnt lorrn3t, occaslonal reports and brleflns papers and has a back file of print materials avallable lor
Use in educètlon and training. Educatlonal rnaterials are downloadable from the website, anLI the DVDS

journals and pamphlet5. known as the Slvanandan Collection, has moved to the University ol Warwlck,. its
B13ck History Collectlon of leaflets, pamphlets and journals on the UK from the 1950s to the1980s is available
to consult èt The London Metropolitan Archives. The organisation also holds occasional rneetin8s, semln3r5,

REPORT FROM THE CHAIR
Thi5 hzs been, in more ways than one, 3 tr8n5form8tive year for the IRR. Durlng 2023 it became clear to
Trustees that for Ilnancial and strategi¢ reasons there was a need to rethlnk how best to carry the actiwitles ol
the charity forward and in wh3t form. Fund5 were not the foreseeable future av311able to both meet stall
salarles pay for the upkeep of the IRR'S freehold buildlng at Leeke Street, purchased In the early 1980s,
and in need ol refurb15hrnent. This necessitated some deep thinking 3nd discusslon, includlng a brainstormlng
awayday in O¢tobeT 2023. Following thls ènd discusslon as to whether to sell part ol the PToperty or fact
immediately buy a srnaller one, it was declded against such options and. In5te3d. to try to sell the building,
move to much smaller serviced offlces lon a rerital baslsl, keeping core and the most important and most used
setvice$ 80ing. The building was sold in August 2024 and In May the IRR staff had moved to 28 Charles Squ3re,
London Nl 6HT.

Thls reshaping of IRR also gave the organisatSon the opportunity to think through it5 functions, collectlons and
most Important and unSque contributions to the creation ol a more just and equal soclety in terms ol both
changing soaal and political forces and the new and posltive campaigns and organisations now emerging. It
wa5 decided that slnce IRR dicf not have capacity to make IRR'S catalogued Black History Collection of Journals.
pamphlets and ephemera Increasingly accessible, It should be rnoved to the auspices ol the London
Metropolitan Archlves ILMAI where it could be more publicly consulted and also used on educatlonal outreaEh
projects developed with IRR. The LMA has also undertaken to house the hitherto uncatalogued hugelv
important archive ol the IRR itself, the flrst 'race relations, body In the UK. with documents stretching back to
its inception in 1956 and it5 later chequered relationship wlth government, big business and the New Rlght.
We were also pleased that the remainder ol the IRR'S books collectlon and also Its own publications found
their way to the Black Cultural Archlves and to communlty-based bookshops such as Housman5 and New
Beacon Books.
What th15 rethink of the IRR enabled staff 3nd Trustees to do, wès to pinpoint the most Important aspects ol
the work.. research and publishing- plus IRR'S abllity to, in the words of A. Sivanandan, 'catch history on the
win&. In that sense this past year has seen IRR under liz Fekete's directorship come Into Its own to meet two
new domestic challenges I the growth ol a distinctly new anti-Palestinian racism post October 2023 and the
unprecedented number of riots on UK streets tsl rac15t far-right vlolent protestors dutlng Summer 2024. The
AprS12024 IRR report 'Mainstreamlng hate.. how the Right exploits the crisls to dlvlde us, was, unfortunately,
only too prescient.
This year has been a demandlng one for la somewhat depletedl IRR staff 3nd, conscious al the importance of
their well-being, Trustee Rebekah Oelsol was asked to institute a consultation with stzlf on well-beln8 and is
developlng a programme to support all staff members meet current personal and political challenges.
-Additionally, during the year, and given the decision to sell the freehold property, IRR'S investment policy was
also revised.
Since 1958, when 'race relatlons, wzs fitst envisaged as a dome5tlC Issue by Phi1Sp Mason, then at Chatham
House, till today in 2024, the IRR has passed through a number of itÈr3tlons. And we are confident that the
move to Charle5 Square ushers in a new and exciting era for the charlty at a hlghly challen8inE time.

The trustees have carrled out a revlew of the major risks whlch the charlty faces on a regular bas15, and

are mSndful of obllgations under th8 IRR'S charltable status and have taken palns to ensure that all published
marerlals, 5ncluding on 50clal media and Images neither contravene copyright nor our charitable objects. An
annual review of the controls over the flnanclal systems and the operational and business risks whieh they rnay
face Is carrled out.
Financial Review
The Company has over the year contlnued to receive grants from the Paul Hamlyn Foundation. the Joseph
Rowntree Charltable Trust and other5. as well as an income from Its journal Roce & Cluss. IRR took steps over
the year to try to secure new fundlng streams because income w3s only just meeting expendlture with no
possibillty of developln8 IRR'S stafflng c£paclty, but decided in February 2024 that It would be necessary to Sell
Sts freehold property at 2 Leeke StreeL WCI. move staff and core functions to serviced offices ènd, from
Investing the proceeds, help to support ongolng costs ès well as creating 3 Building Fund to enable the charity

Reserves are regularly revSewed In terms of upcomlng need5 and Trustees maSntaln thelr reserves to enable
the malntenance ol actlvltles now and in the future. During the 2023124 year a deelslon w85 made to put the
Leeke Street bulldln8 on the rnarket, glven that the org3nisation was no longer making lull use ol it and that
there w85 a need to make slgnlficant repalrs and updating ol Its fabric. The Sale of the buildlng was cornpleted
In August 2024 and will be reported in due course Sn the 2024125-year accounts. As a result of the building sale
nd a developing pollcy re staff well-belng, the trustees will be undertaking a review of the contingency
reserves of the organ15atlon.
Investment Pollcy
The Trustees, havlng regard to the IRR'S Ilquldlty ￿qUIreMents, operate a prudent, low-r1sk pollcy. They keep
funds both In easily accessible Intere5t-bearing deposit accounts and also longer-term investments to protect
the c3pltal value arislng from the sale of 2-6 Leeke Street, WCIX 9HS with a view to purchasing another
property when able. In light ol the oblectlves to protect capital and generate income on which the ongoing
runnlng of the organSsation mèy depend, the attitude to risk has to be cautlOU5. and, wherever possible,
investments will be in ethical funds that align with the charlty's ml55ion.

Structure Governance and Management
The Institute of Race Relatlons is a charitable trust No 223989. It Is also a company No 00501929 limited by
guarantee not having a share capltal that was incorporated In 1958 under the Companles Act 1948. Its
governlng document ts the Memorandum and Articles of Association.
The IRR'S Council ol Managernent, elected from its ordlnary members, meets at least once a quarter. Trustees
are elected to the Councll vla a ballot of members and serve a term of three years alter which they can stand
for re-electloft, IRR has been ￿VIewing the role DI fru5tees and the contribution of members to ensure that
the Council Is being renewed over tlme, has a gender balance 3nd comprehenslvely reflects the constStuencies
the org3ni53tlon seeks to serve. To that end the following were appolnted as Trustees during 2024,. lennv
Bourne, Barbora Cernuiakova, Sophle Chauhan and Neha Shah.
IRR 15 chaired by Dr John Narayan with Joseph Maggs a5 Vlce-chalr. In Decernber 2023, lon8-serving Trustee
Tony Bunyan resigned from the Council and was asked to be the honorary President of 1RR. The day-to-day
management of the Institute of Race Relatlons is carrled out by Liz FÈk@te IDlrectorl and Anya Edmond-Pettltt
act5 as Company Secretary.

In the application of the charlws accountlng pollcles, the trustees are requlred io make judgements, e5tlmates
and assumptions about the carrylng amount of assets and liabllitles that are not readily apparent from other
sources. The e5tlmates and as50clated assumptlons are based on historical experlence and other laclors that
are considered to be relevant. Actual results may dlffer from these estirnates.

Income and ehdowments
All Income 15 recognised once the chaTlty has entitlement to the income, it is probable that the Income wlll be
recelved and the amount of the income receivable can be measured reliably.

Donations are recognised when the charlty has been notified in writlng of both the 3mount and settlement
datÈ. In the event that a donation is subject to conditions that requlre 3 level ol performance by the charlty
before the charity 15 entitled to the funds, the income is deferred and not recogni5ed unt11 elther those
conditions are lully met, or the lullilment of those condltions is wholly withln the tontrol ol the charlty and It Is
probable that these conditions will be fulfilled in the reportSn8 period.
Grunts re¢elvoble
Grants are recognlsed when the ch3rlty ha5 an entitlement to the funds znd any conditSons linked to the grants
have been met. Where performance condltions are attached to the grant and are yet to be met, the Income is
recognlsed as a liabillty Ènd lficluded on rhe balance sheet as deferred Income to be released.
Investment Income
Dlvldends are recogni5ed once the dlvldend has been decl8red and notification has been received of the
dividend due.
Expenditure
All expendlture is recognised once there Is a le831 or constructive obllgatlon to that expenditure, It Is probable
settlement Is requlred and the amount can be measured reliably. All costs are allocèted to the applltable
expendlture heading that aggregate slmilar costs to that category. Where costs cannot be directly attributed to

The charity is consldered to pass the tests set out In Paragraph I Schedule 6 of the Finance Act 2010 and
therefore it meet5 the definition of a charitable company lor UK corporatlon tax purposes. Accordlngly, the
charity is potentially exempt from taxatltsn respect of Income or capital galns received within cate8orles
covered by Chapter 3 Part 11 of the Corporation Tèx Act 2010 or SectSon 256 of the Taxation of Chargeable

future comrnitments, not covered by Gr£nt Aid for the maintenance and development of the Instltute. its stall

Restrlcted Funds
The European Research Programme monitors and analyses racism in Europe. Thi5 Is a three year grant covering
the period from l May 2021 to 30 Aprll 2024, that was recelved in full in 2021.
The Buildlng Fund represents funds ralsed to PUTchase the premlses at Leeke Street, less the amount of
depreciation charged on the bullding to date.
The Community Fund Capital Fund represents the undepreciated portlon of expenditure on c3Pltal equipment.
The IRR New5 fund assists with the running and productlon of IRR New5 artlcles and social Media
