The trustees have adopted the provisions of Accounting and Reporting by Charities.. Statement of Recommended Practice applicable to charFties preparing 1r accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effectNe 1 January 2019). OBJECTNES AND ACTIVITIES The objects for which the Company 18 established are... 1) To promote for the benefft of the inhabitants of Rhondda Ward and surrounding areas the provision of facillties for recreation or other leisur8 tim8 or occupation of individuals who have need of such f8cilitie8 by reason of their youth, aga, infimty or disablement, financial hardship or social and economic Circumstan or for the public at large in the interests of social welfare and with the object of impfoving wellbeing and Ihe conditions of lrfe of the sa¥J inhabitants. 2) To advance education in the subjects of expressive arts and related activitias to support the health and wellbeing of Iho public at large with thè obioct of improving qualty of li and social cohesion. 3) The provision and maintenance of Hopkin8town Communrty Hall for thè u80 of the communty of Rhondda ward and surrounding areas Without distinction of political, religious, or other opinions. including use for.. 8) meetings, lectures, and classes, and b) other forms of recreatlon and leisur&time occupation. with the object of improving the conditions of life for the communty Rhondda Ward Old Age Welfare Association is a communty charity ba8ed in Hopkinstown, Pontypridd. The charity was foundad in 1953 wtren it purchased a Wesleyan chapel for £1000 to be a meeting pla for the welfare of the older members of the communty. In 2020 we broadened the charity objects to inciude the wider communty. The organisation ha8 no 8taff, activitie8 are run by volunteers and we have six Trustees. The main activities.- OAP dubs, Bingo & social events Running & maintaining the Community Hall During the financial year 2021 the global pandemic was still causing many disruptions and delays, but saw the organisation beginning to resume norrnal activiti&8 that We halted in March 2020. There was still some uncertainty and the first ha of the year had significant restrictions in place wrth no knowledge of how long thes8 restrictions would stay. The charity's key objectives for the year were to.. Secure our organisations base at Hopkinstown Hall Maintain the CO team in place to enable the charty to restart activity as soon as possible.
Re*stablish our relalionship with stakeholjers and beneflar3 and the public trust for rfrstarting in-person activity. Secure grant fvnding and deliver repaiis to Hopkinst(hvn Hall to ensure the tong-tenn use of th8 hall as a ¢(nmunty venue. Maintained the hall's position as a communty meeting space. Delivered 80¢ial events at the Hall Slgnfficant act1v1t1 updats After Several years whwe the h811 lacked investment, ts exisling Trustees could go on now more without support. This resulted in a partnership with a local Charity called Citrus Arts with a view that the Hall's responsibilities and asset would transfer to Citrus Arts lo ensure the hall's future. A Pre-Planned maintenance report had been conducted in 2019 as well as a structural report in 2020 that outlined the costs for repaSr8 and modemising. During the pandemic, we relied heavily on Citrus Arts, financial support to ensure the hall could pay it's bills. In 2021 we WOTking together on fundraising bids that rai8ed over £50,000 from the Landfill Tax disp08al scheme and Coa1fi81ds Regeneration Trnst for the most urgent repairs to be done. The work was executed in 2021 and completed early 2022. This had become urgent as a part of the ceiling h8d fallen in May 2021 and the programme of activities for the Summer had to be halted. The work on the hall induded roof repairs, point work, double glazed window8, ceiling and wall repairs to main hall. fire safety and replacement staircase. ACHIEVEMENT AND PERFORMANCE Charftable actlvltles During 2021 we managed to keep the charty functioning and providing a space for our cornmunty to socialise and take part in activities as and when restrictions allowed. This is 8n important part of the wellbeing of our communty to be able to provide this Space for them. We were fortunate to be able to cover the costs of keeping the buikling open. If the building had been dormant for too long Yle would have seen an acceleration of the damage to the building that may have made it hard to come back from. We also managed lo fundraise and compFete the most urgent repairs that has meant we can open for community events and hires in 2022. FINANCIAL REVIEW Financlal review The financial results for the year ended 31 Dec 2021 are shown in the attached financial statements. Total income for the year was £56.501, with [t incomelexpenditure bell £3404. The restricted inc<xne was £52.102. the net expenditure on restsicted funds vrds £2960. The
Unrestric income was £4399. the [* expendiiure on unrestricted funds was £444. The position at the erKI of the year showed a cash at bank rUre of £13,469 with current liabilities of £1250 leaviNJ a total fund of £12.219. Reserves policy The trustee's policy is for the organisalion to operate on known i[(xe alone. FUTURE PLANS At Ihe end of December 2021 we were confijent that the w)rst of the pandemic was behind us and we can wnfident5y begin to plan for the future. Now thal most urgent repair5 have been completed and the hall is able to be rwned, there are plans to review the ownership of Hopkinslown Hall and for th8 Rhondda Ward Old Age Welfare Association to transfer the asset to Citrus Arts. This will allow for further capitol fundraising to take plac8 to re-furbi8h the ground fioor and develop wheelchair access throughout. STRUCTURE, GOVERNANCE AND MANAGEMENT Govarning document Rhondda Ward Old Age l+VelfareAssociatlon Is an unincorporated charity registered in 1953. Its governing documents are a constitution. adopted 6th February 1953 and amended by special resolution on 6th Juty 2012 and on 10th June 2021. During 2021-22 Ihere were no changes to the Tru8teas. Recrultment and appolntm•nt of tru•teg• Trustses are appointed or removed or retire by resolutlon of the trustees at Board meetings or Annual General Meeting. Organlsatlonal 8tructur• RWOAWA has a Board of Trustees with a Chair. Treasurer and Secretary.
