Royal Society for the Prevention of Cruelty to Animals Ceredigion Branch For the year ended 31 December 2022
We report on the Accounts of the Society for the year ended 31 December 2022, which are set out on pages6 to 7.
RESPECTIVE RESPONSIBILITY OF TRUSTEES AND EXAMINER
As the Charity's Trustees, you are responsible for the preparation of the Accounts. You consider that an Audit is not required under of Section 144(2) of the Charities Act 2011 (the 2011 Act), and that an independent examination is needed.
It is our responsibility to examine the Accounts under Section 145 of the 2011 Act, to follow the procedures laid down in the General Directions given of the Charity Commission under Section 145(5)(b) of the 2011 Act and to state whether particular matters have come to our attention.
BASIS OF INDEPENDENT EXAMINER'S REPORT
Our examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the Charity and comparison of the Accounts presented with those records. It also includes consideration of any unusual items or disclosures in the Accounts, and seeking explanations from you as Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an Audit and consequently no opinion is given as to whether the Account present a “true and fair view” and the report is limited to these matters set out in the statement below.
INDEPENDENT EXAMINER'S STATEMENT
In connection with the examination, no matter has come to our attention:
- Which gives us reasonable cause to believe that in any material respect, the requirements to keep accounting records in accordance with Section 130 of the 2011 Act, and to prepare Accounts which accord with the accounting records and to comply with accounting requirements of the 2011 Act.
Have not been met; or
- Towhich in our opinion, attention should be drawn in order to enable a proper understanding of the Accounts to be reached.

Report of the Trustees for the year ending 31st December 2022
Structure, Governance and Management
The Ceredigion Branch is constituted as an unincorporated association. It operates as an independent Charity, an autonomous branch of the national RSPCA and is subject to its rules for Branches. A committee of Trustees is elected at the AGM to govern the Branch. The Trustees are responsible for reviewing operational and financial procedures according to the Charity Commission guidance
Objectives and Principal Activities
RSPCA Ceredigion supports the work and objectives of the national Society, and aims to promote animal welfare and to prevent cruelty to animals. The Trustees review their achievements and objectives on an annual basis to ensure that they remain focussed on their charitable aims and continue to deliver benefits to the public
Achievements and Performance
It is with great sadness that we have to report the death of two of our Trustees in 2022. Frances Miller was the primary force in the Branch throughout her time, acting as Treasurer. After her death in February, Sally Learoyd stepped in for several months to help the Branch continue, but sadly also passed away in December. The Branch was rocked by these losses and only due to huge efforts by the other trustees at the time, has it managed to keep going
Nevertheless during 2022, the Branch achieved the following:-
Rehomed 76 cats, all neutered, microchipped and vaccinated 4 cats found homes direct from our internet pages Rehomed 18 hens, turkeys, guinea fowl and a rabbit Maintained a help line answering daily calls Provided short-term emergency boarding Raised over £6,500 through street collections and donations Continued the subsidised cat neutering scheme as part of the partnership with the Cats Protection League. A total of 392 cats were neutered, including feral cats

Provided financial support to pet owners on low incomes / benefits by subsidising the cost of veterinary treatment Worked with the national society Inspectorate and Animal Centres Continued to liaise with the Wales Board

We are immensely grateful to all those who help us to achieve this work, especially our registered volunteers:-

Financial Review
The accounts have been agreed by PJE Accountants and Advisors, and are attached. We would like to thank Debora James who continues to act as our book keeper for her work
Total income amounted to just over £413,000, including a legacy of £332,905.97 from Ms Eiry Gwenllian, and the maturation of an investment bond £32,801.55. Total expenditure was £40,401, with fostering costs at £18,903 and vet bills of £18,097
Expenditure for the year was lower than previously and it has now become apparent that a few bills for 2019 through to 2022 went undelivered and therefore unpaid due to the loss of our Trustees. We are working to clear these in 2023. The reserve policy is to maintain 18 months expenditure and the investment policy remains unchanged
Future Plans
We plan to continue our current animal work, to promote animal welfare and to prevent animal cruelty, and to support the RSPCA aims and objectives. 2023 will see the purchase and build of new pens, doubling the number of cats that we can rehome
