FOR THE YEAR ENDED 31 DECEMBER 2024
The trust￿S present their annual report and finanoal slalemenls for the year ended 31 December 2024.
The financial sl*ements have been prepared in accordance with the accounting policies set out in note note,note01
to the financial slalemenls and comply with the charity's governing document, the Charities Act 2011, FRS 102 'The
Financial ReF)Orting Standard applicable in the UK and Republi¢ of Ireland" and the Chanlies SORP"Accounling
and Reporting by Charities". Statement of Recommended Practice applicable to charities preparing their accounts in
accordan￿ wth the Financial Reporting Standard applicable in the UK and Republi¢ of Ireland IFRS 1021"
Economic background
The economic background in 2024 has been relatively benign- though far from excrting notsw'thstanding that the
geopolitical difficulb'es of 2023 continueLI. It remains lo be seen whether the new administration in the USA, elected
al the end of tha year, will hasten an end lo the war in Ukraine or the conflict in Gaza. The impact of those conflicts
on economic activity has been largely absorbed, bui there can be no doubting the beneficial impact of a satisfactory
resolution. Any such benefit may, however, be redU￿d by the proleclionist measur¢$ promised by Presidenl-elect
Trump.
Worfdwde, the rate of inflation continued to fall, albeit more slowly, and there have been some small reductions in
interest rates. Rates in the UK may prove lo be slubbomly higher than elsewhere.
As suggested in the Trustees, report for 2023 the big 'issue' for most mature economies has been. and continues lo
be. that of grwth, or the absence of growth. The push for growth has been a particular feature of pronouncements
by the new Labour government in the UK, although that government's tsx-raising budget has cast some doubt on its
ability to generate any significant growth in the short lo medium term.
Over the year the capitsl value of the Charity's investment portfolio increased by 0.01 % and ils income by 0.9%.
Oblectives and actlvltles
The primary objed of the West Derby Waste Lands Charity has always been the relief of poverty and the general
benefit ol the inhabitsnls of what was the original Ancient Township ol Wesl Derby. For these purposes, the
Secretary holds a copy of the plan or map of the original area and the Trustees are only permitted lo make grants to
individuals Dr organisalions who live or are based within that area or whose activities are of demonstrable benefit lo
inttividuals or organisations within th81 area. There is styll substantial need within tha area in relation lo both
individuals and lo charitable organisalions. The'general benefrt, objeci now extends lo aid for the young, the old
and the infirm as well as those in difficult fjnancial arcumstances. and to the support of a wide range of community-
based activrties.
The objects of the Charity are met by making grants lo other charitable organisations, local community groups and
lo private individuals. In the case of ¢hantsble organisations careful enquiry is made as to the extent of the
organisab'on's activities within this Charity's designated area andlor the extent to which th)se a¢tivilies benefit
individuals or organisalions within that area.
Details of the grants made to charitable org8nisalions and community groups during the year are $et out * pages
13 & 14 of the accounts.
As stated above. individuals, to qualify for grant. must live wrthin the desgnaled area. The Trustees prefer that
applications by individuals are supported by an independent organisation, and all applications for assistan￿ must
disclose full detsils of the income and assets of the individual applicant.

In view of the above rt is the trLtstees' opinion that the Charity continues to cleady pass the pU￿1C benefit test.

Grant making
2024 saw a further fall in the quantum of grants awarded, despite a srnall increase In the number of applications
received and the best efforts of the Trustees lo publiase the availabilty of grants within the Charity's area of
operation. It seems likely that the high-waler mark for grants awarded. in 2022, was a consequence of the Covid
pandemic, and as the effects of that disease have faded so the level of grant making has reverted to pre-pandemie
levels.
Nevertheless the Trustees remain delemiined lo promote the Charity lo the very best of their ability and to
encourage grant applications whenever they can.

During the year, the Charity made 32 grants to organisalions lolalling £50.00712023". £59,3651 a decrease ol almost
16%. Grants lo individuals increased marginally, to a tota of £1,45012023.' £1,250).
Flnanclal review
Total income during the year amoL¢nted lo £81,06412023 £74,5831, and expenditure amounted to £82,461 12023
£88.8511 There were net gains on investments amounting lo £16,43712023 £58,4781, leaving £15.060 to ￿ added
to the funds kxought forward of £2,217,811. Funds carried forward amount to £2.232,871.
The Charity's pemianent Endowment Fund stsnd$ at £2,104,84612023 £2.102,3411 an increase of 0.1%_
Reserves policy
The Iruslees, Policy on reserves is lo hold in undislribuled reserves approximately one yearfs income. This will
enable the trustees lo meet an urgent need for assistance in case of an emergency in the Charity's area of
operation and act as a buffer to possible fijture loss of income. For some lime past, and al present. a significantly
greater sum has been held In reserve, which has been caused by a reduction in applicabons for grants and
difficulties experienced in identifying potential tÈneficiaries. It musl also be recognised that the geographic
limitations on the Charity's granl-making powers a￿ an obstacle. However, the continued holding of greater
reserves than would otherwise ￿ normal puls the Charity in a strong position to maintain its granl-making activities
al previous levels for some lime lo come, and indeed lo increase them should there be a growth in the applications
received.
Going concern
The Iruslees do not regard the Charity lo be al any financial risk from a drop in investment income, given the
amount of current reserves.
If such a reduclK)n were lo occur grants after a time would be cOr￿spOndIng1Y
reduced, lo the extent that demand for grants could not be mel out of reserves.
Future plan$
The fundamental activities of the Charity Continue lo remain substsnlially unaltered. 11 wll b& pr(Factive in raising
public awareness of the Charity, enhanced by a new and improved website and the FaCe￿￿0k page, within the West
Derby Waste Lands area and to identify potential beneficiaries in advance of applications for gont support being
received.

Structure, governance and management
Governing document
The Charity Is governed by a Scheme of the Charity Commissioners dated 5 January 1972. The Charty registration
number is 223623.
By a Scheme of the Charity Commissioners dated 4 September 1990 the Charity was granted a Certificate in the
name of Wesl Derby Waste Lands Trustees
By a Scheme of the Charity Commissioners dated 27 August 1991 the investments and land belonging lo tho
Charity were vested in West Derby Waste Lands Trustees
Charlty constitution
The Wesl Derby Waste Lands Charity is a very ancient and hiStOr￿al charity. Ils origins go back lo 1753 when
certain land5 in the West Derby area were leased lo the Trustee5. Al that time, West Derby was sparsely populated
and was an agricultural distric# with clusters of houges in the village. The original area of land comprised 231 acres.
In 1924 the Ancient Township of West Derby was absortjed Into the City of Liverpool The waste lands" (including
common landsl were first ments'oned towards the end of the thirteenth century. There were various disputes over
the years between the copyholders and the Lord of the Manor. Ullimalely, on 13 August 1753, Trustees were
appointed The Trustees were responsible for the proper care and attention of the property and lands under their
aulhorily. for the granting of leases and thè collection of rents and aso the distribution of grants bul Sin￿ the sale of
thal property in 1999 their proceeds have ￿en invested, details of the investments are sel out in the balance sheet
and related notes.
The Charity Commissioners have arranged a scheme under rules and ￿gUlationS for the carying out of the w¢Jrk of
the Charity. The initial scheme was drawn up In 1874, but there have been a number of variations over the years
and the most re￿1 schemes are as referred to above.

Recruitment and appointment of new trustees
11 is expected that new trustees are familiar wth the area known as the Ancient Township of West Derby. The effect
of this is that most trustees are drawn from a relatively small cornmunity. and frequently by Introductions from
serving or retired trustees.

Organl$ational structure
The Charity's governing body is a board of trustees comprising not more than ￿1ve members. Twelve Iruslees, in
total. served during the year ended 31 December 2023. That number is now reduced to eleven. There is no
immediate need lo fill the single vacancy on the board although the Trustees are always open to appointing persons
of the right calibre who would strengthen the board. The Iruslees nomially meet quarterly to deal with the business
of the Charity.
The trustees receive no reward for the time and effort that they devote to the Charity. No expenses are paid. save
in exceptional circumstances. The Charity has no ernployees.
Day lo day Corresponden￿ for the Charty is dea￿ Tmth by the secretary. The secretary, a retired s01icilor, provides
relevant advice on governance and other issues affecting the Charity. He or his representative attends all the
meetings of the board of trustees and of the committees Isee below). The secretary's services to the Charity are
paid for.
The principal functions of the Charity, i e. investment of Its funds and the awarding of grants, are carried out in the
first instance by two committees. an Investment Committee and a Grants Committee. The trustees who served on
those commrttees during the year are set out below.

The Investment Commrttee normally meets * least four limes per year with the Charity's investment advisers to
review investment of the fjjnd. Its objedive is lo achieve a balance be￿een capital growth and Income which are of
broadly equal importanee. The power lo change investments is delegated lo the members of the Investment
Committee. and a ￿port on financial performance is p￿sented by the treasurer to each meeting of the board of
trustee$.
Aptjications for grants are inits'ally considered by the Grants Committee which make5 such investigations as it
deem$ appropriate. Its recommendations as to the grants lo be awarded are submitted to the board lor final
approval. In urgent cases li.e. those where a decision cannot await the ne* regular meeting of the Committee)
power to award grants of up to £1,000 without such approval has been delegalgd lo the Chairman of the Grants
Committee and the Treasurer or their substitute.

New trustees are directed to the Charity Commission's website and the range of guidance offered there for trustees.
Trustees a￿ urged to refresh their understanding of the rde of a Iruslee periujically, again through the Charity
Commission's guidance offered online. The Charity Is a grant-making charity with inve51menl income only and no
property and no employees, so the role of the trustees is more limited than in most charities, and it is not thought
necessary to provide any more extensive training.

The Iruslees have a duty lo identify and review the risks lo which the charity is exposed and to ensure appropriate
controls are in place to provide reasonable assuran￿ against fraud and error.

Your attention is drawn to the fact that the charity has prepared the financial statements in accordance with the
relevant version of the Statement of Recommended Practice applicable lo charities preparing their financial
slalements in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS
1021 in preference to the Accounting and Reporting by Charities. Slalemenl of Recommended Pradice issued on 1
April 2005 which is referred to in the extant regulations but has now been wrthdrawn. l understand that this has
been done in order for the financial statements lo provide a true and fair view in ac¢ordance with UK Generally

Vvesl Derby Waste Lands Chanty is a Chantable Trust..
1.1 Accountlng convention
The financial statements have been prepared in accordants with the charity's governing document. the
Charities Act 2011, FRS 102 "The Finanaal Reporting Standard applicable in the UK and Republic of Ireland"
and the Charities SORP "Accounting and Reporting by Charities.. Statement of Recomrnended Practice
applicable to charities preparing their accounts in accordance with the Financial Reporting Stsndard
applicable in the UK and Repijblic of Ireland IFRS 1021" The charity is a Public Benefit Entity as defined by
FRS 102.
The charity has tsken advantage of the provisions in the SORP for chanlies not to p￿pare a statement of
cash flows.
The financial slalements are prepared in sterling, which is the functional currency of the charity. Monetary
amounts in these financial statements are rounded to the nearest £.
The financial slalements have been prepared under the hislorieal cost convention, with the exception of
investmgnls which are included at market value.
1.2 Going concern
At the time of approving the financial stslemenls, the trustees have a reasonable expectation that the charity
has adequate resources lo continLJe in operatsonal existence for the foreseeable future. Thus the Iruslees
continue lo adopt the going con￿rn basis of accounting in preparing the financial statements.
1.3 Charltable funds
Unre5tricled funds a￿ available for use at the discretion of the trustees in fijrtherance of their charitsble
objectives.
Restricted funds are subject to specific conditions by donors or grantors as to how they may be uset¥. The
purposes and uses of the restrict￿ funds are sel out in the notes lo the Iinancial stslemenls.
Endowment funds are subject lo specific conditions by donors that the capital musl be maintained by the
charity.
1.4 Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement lo the funds,
it 15 probable that the income will be received and the amount can be measured reliably.
Interest on funds hekl on deposit is included when receivable and the amount can be measured reliably by the
charity, this is normally on notification of the interest paid or payable by the bank.
Dividends are re¢ognised once the dividend has been declared and notification has been received of the
dividend due. This is norrnally Upon nolificalion by our investment advisor of the dividend yield of the
nvestmenl portfolio.
Cash donations are recognised on receipt. Other donations are recognised once the charity has been nDlified
of the donation, unless performance conditions require deferral of the amount. Income lax recoverable in
relation lo donations received under Gift Aid or deeds of covenant Is recognised al the time of the donth'on.
Legaoes a￿ recognised on receipt or otherwise if the charity has been notified of an impending dislribulion,
the amount is known, and receipt 1$ expected. If the amount is not known, the legacy is treated as
contingent assel.

1.5 Expendlture
Liabilities are recognised as expenditure as soon as there is a legal or conslruclive obligation committing the
charity lo that expenditure, Il Is probable that a transfer of econornic benefits wll be required in settlement and
Ihe arnounl of the obligation can be measured reliably. Expenditure Is accounted for on an accruals basis.
Grants payable are payments made to third parties in the furtherance of the tharilable oty'ects of the charity. In
the case of unconditional grant offer this Is accrued On￿ the recipient has been notified of the grant award.
Raising funds includes all expendrture incurred by the charity to raise funds for ils charitable purposes and
includes costs of all fundraising aelivilies, events and non-charrtable trading.
Costs of charitable activities include grants payable, governance costs and support C05ts.
Support costs have been allocated be￿een governance and other support ¢osts. Governance costs comprise
all costs involving the public accountabilty of the charity and ils compliance with regulation and good practice.
1.6 Fixed asset Investments
Fixed asset investments are initially measured at transaction price excluding transaction costs, and are
subsequently measured at fair value al each reporting date. Changes in fair value are recognised in nel
incomellexpenditurel for the year Transaction costs are expensed as incurred.
1.7 Cash and cash equlvalents
Cash and cash equivalents include cash in hand. deposits held al call with banks, other short-lerm liquid
investments wlh original malurilies of three rnonlhs or less. and bank overdrafts. Bank overdrafts are shown
within borrowings In eurrenl liabilities.

1.8 Flnancial instruments
The charity has elected lo apply the provisions of Section 11 'Basic Financi81 Instmments. and Section 12
'Olher Financial Instruments Issue5. of FRS 102 to all of ils financial inslrumenls.
Financial instruments are reeognised In the charity's balan¢e sheet when the charity become5 party lo the
conlraclual provisions of the Instrument.
Financial a55els and liabilities are offset. wrth the net amounts presented in the financial statements. when
there Is a legally enforceable right to sel off the recognised amounts and there is an intention to settle on a net
basis or lo realise the asset and setue the liability simuhaneously.
Basic financlalassets
Basic financial assets, which include debtors and cash and bank balances, are initially measured al
transaction price including transaction costs and are subsequently carried at amortised ¢ost using the effective
interest method unless the arrangement constitutes a financing Iransaclion, where the transaction is
rneasured at the present value of the future receip15 discounted al a market rale of interest. Financial assets
classified as re￿1vable within one year are not amortised.
Baslc financial liabilities
Basic financial liabilities, Including creditors and bank loans are inits'ally recognised al transaction price unless
the arrangement Constitutes a financing transaction, where the debt instrument Is measured at the present
value of the future payments discounted al a market rate of interest. Financial liabilities Classified as paYa￿￿e
wthin one year are not amortised.
Debt instruments are subsequently Carried at arno￿"Sed cost, using the effective Inte￿St rate method.
Trade creditors are ot4igalions lo pay for goods or services that have been acquired in the ordinary course of
operations from suppliers. Amounts payable a￿ classified as current liabilities if payment is due within one
year or less. If not, they are presented as non-currenl liabilities. Trade creditors are recognised initially al
trans8clion pnce and subsequently measured at amortised cost using the effective interest method.
Derecognition of flnancial liabilities
Financial liabilities are derecognised when the charity's contractual obligations expire or are discharged or
cancelled.
Taxatlon
The tharity is exempl from tsx on Its charitable aclivilies.
Crltlcal accountlng estlmates and judgements
In the application of the charity's accounting policies. the trustees are required to make judgements, estimates
and assumptions about the carying amount of assets and liabilities that are not readily apparent from Other
sources. The estimates and associated assumptions are based on hisloiical experience and other factors that
are conS￿ered lo be relevant. Adual results may differ Irom these estimates.
The estimates and undertying assumptions are reviewed on an ongoin9 basis. Revisions to accounting
eslimales are ￿cogniSed in the period in which the estimate is revised where the revision affects only that
period. or in the period of the revision and future periods Whe￿ the revision affects both current and future
periods.
