Structure, Govemanea and Management
The gov6ming instNment ol th8 Charity is a scheme of the Charity Commissioners dated 14 May 1970 as
amended by a scheme datèd 20 November 2017. The Charity is constituted by a Deed ol Trust, this covers
recTuilmenl of trustees amongst other thing5. On appointment, new Iru51ees are provided with induction training in
relation lo their duties and responsibilities for the Charity.
Alms and Activilies
The Charity's objectives are for the relief ol aged and poor inhabilanls of the Metropolitan Borough of Rothèrham
and any charitable purpos6s for the general benefit of the said inhabitants. The Charity also seeks to sUp￿rt
educational achievement through academi¢ and apprenticeship awards for students and trainee5 in Rolherham
and enoour8ges newty qualified te8¢hérs to take up posts in the Borough's primary schoo15. The Charfty continued
in the management of invèstments to generdle inwmè and capital growth for the funds d8tailed below to allow the
furtherance of the charity's objectwe5.
During the year, the Tnjsteés sought lo actively rais8 funds through a variety of a¢lNities including holding a fund-
raisin9 dinner and a golf competition day And participated in sèveral local events to raise the profile of the Charity
and colle¢t donations from tho public. The year has been successfu1 and some of the a¢tivib"es will be repeated ir5
the future.
General Fund
The Feoffees approved and made small monetary gifts lo persons qualifying by age and need in ac¢ord8nce with
the main aims of the Charity. Trustees also worked wlh a local charity supporting homeless people in the town,
including a donation in support of educational work to help people to back to self-sufficiency.

The Charity continued lo promote the website in 2023 and continues lo seek donations from business and
individuals through a supporters. programme Business donors are recognised through a suprKJrters' page with
promotional links lo their own websites, and individual donors a￿ recognised through the 'How you can help,
web page.
The General ftjnd continues lo beaT the administrative costs ol the Charity.
Foundation Fund - r8strict&d
Distributions from the Foundation Fund are restricted to the slud8nts and activities of Thomas Rotherham
College in accordance with the requirements of the former Thomas Rolherham Colloge Endowment
Foundation Fund, (previously the Rolherham Grammar School Foundation Fund) which was transferred to the
Charity in 2013.Thomas Rotherham Colle9e converted lo an Acadèmy in 2017, but the Foundation Fund
continues lo support Rothetham students including those at Thomas Rotherham Gollege.
Applications are invited from Rothe¥ham students at any Rotherham stxth form for the two scholarships
currently awarded, with awards being made In re¢ognition of academic excellence 8t 'A' level where the
student has gained a university place to study their chosen subjed. Thè Feoffees Scholarship is awarded for
studies in English, Foreign Languages or History. and the Harokl Bridges Scholarship is awarded for studies in
Malh8mali¢s, Physics, Chemistry or Engineering.
The Feoffees are saddened that no applications were made for either award in 2023 despite significant efforts
lo generate intarest from the Sixth Forms in the Borough and will continue lo promote and publicise the awards
for the 2024 University applicants.
Rudston Prèparatory School Fund- r•$trlcted
The Rudston Preparatory School Fund was established through a gift from the Trustees following the closure
of Rudston Preparatory School iri Rotherham in 2015. The fund has been established in support of education
in the town to grant bursary payments over three years to newly qualified primary school teachers working in
Rotherham. The Feoffees, Education Comrnittee continue to work with Sheffield Hallam University to identify
newly graduating teachers taking up positions in Rotherham primary schools. Interest continues lo be strong.
with the award being made to a newly qualified teacher wolking at a school in the north ol the Borough.
The Trustsgs r8quesl a report from the recipienis al the end of the first and se¢ond years of leaching and have
béen delighted with the enthusiasm of the recipients and way th&y have been able to develop their teaching
skills with support from the bursary. Some continue to keep the Charity updated with their careers. which is
highty apprèciated.
Education Fund - deslgnated.
The Education fund is a designated fund held within the General Fund. It contsnues lo be funded by donations
for the Feoffees and related parties, with a share of income and gains from the General Fund. A further award
has been made in the year continuing the collaboration between the Ch8rity and Rotherham College, and
additional awards a￿ being explored with other educational bodies.
Rothetham Grammar School Old Boys, Assoclation Fund - restricted
In 2022 the foundations were laid for a fund lo Great8 a scholarship in the name of Rotherh8m Grammar
School Old Boys Association lo run in parallèl wth the Foundation Fund awards in a group of subjects not
cuirently supported by those awards. The Feoffees continuo lo womote this fijnd, particularly through the Old
Boys, Associalion itself.

Aehièv8ments and Perfomian¢e
The charity has continued to achieve ils pr¥mary airn of offering sypport to ihe elderfy and poor fNing withTn the
Melropolilan Borough of Rolherham. The ￿SuIts of the Charity in recent years f811 wthin the guidelines by the
Charities Commission to p￿pare Receipts and Payments accounts. The reach continues lo widen wtth the
increasing cooperation be￿en the Charity and other charitable and educational organisalions within the town.
The Feoffees aimed to raise their profile in the town through several public lacing events, seeking to encourage
btslh donations to the Charity and increasing the number ol peopb who havè bèèn identified as potential recipients
of thè Charity's gifts and awards. This has been Suc￿sfUl through att8ndance of many community events during
the year by fftany of the Feoffees in person. The Charity has been nominated as one of three Rotherham Mayoral
Charrties for 202312024 and has been delighted to work with the Town Hall alongside other local charities.
The Feoffees contsnug to operate through small committèès to support the Charity's objectives ix>lh in thè araas of
Tevenuè and expenditure. The role of thè Managing Feoffee has enhanced the administrative function providing a
overview for the Greave and Feoffees. The volatility of the financial markets continues to be of concern, but the
investment income continues to provide sufficient fvnds for the requirements of the Charity on an annLJal basis.
The FifiancÈ Committee continues to work with the Charity's stockbrokers boking for long-term growth
opportunities whilst ensuiing the required income stream is maintained.
Financial Review
The Feoffees consider the financial position at the end of the year to be satisfactory in the current economic
climate. Funds invested through the Charity's slockbrokefs have declined slightly in the year. but the portfolio
continued lo generate sufficient income to cover the Charity's committed expenditure. Budgeted expenditure for
2024 is more than covered by the anticipated income for that year, and the Fèoffèès are actively reviewing
potential avenues for increasing gxpèndiiure within the declared aims ol thè Charity.
The Charity rel￿9 largely upon incomè gènèrated by the invested funds lo meet th& lèvèl of committed expenditure
of each fund. Sufficient cash reserves are held to cover the ¢ommitted expenditure for the scholarship. bursary and
apprentices, awards togeiher with the anti¢ipated running costs and other charitab* donations in the coming year.
Other charitable payments may be made with reference lo accumulated income and reserves, together with the
new income streams being actively pursued. Where all commitments can be satisfied from the c85h reserves, after
approval by the Feoffees in General Meeting, any available surplus is transferred to the investment portfolio lo
generate further income.
Al the and of the finanaal year. the Chanty held cash reserves of £51.860 8nd cash of £28,019 was retained on
the investment portfolio prior to reinvestment. The investment portfolio was valued at £501,844. comprising
general and restricted funds. Each fijnd continues to generate sufficient funds to cover the committed expenditure,
with the General Fund able lo offer 5UPFX)rt should any potential shortfall be i¢Jerrtffjed.
The Charity E fully able to continue as a going concern and no funds are in deficit.

I report on the financial statements of The Common Lands of Rotherham for the year ended 31 Decèmbèr 2023
(Registe￿rt charity number 2230501, which are sel out on pages 3 to 4.

The Charity's trustees are responsible for the preparation Df the accounts. The Charty's trustees consider that an
audit is not requir￿ for this year under section 144121 ol the Charits"es Act 2011 Ith8 2011 Act) and that an
indepèndent examination has been requested by the Chanty.

My examination was carried out in accordance with general Directions given by the Charity Commission. An
8xaTllinalion includes a review of the accounting record5 kapt by thè charity and a comparison of the accounts
presented with those records. It 81$0 includès consideration of any unusual items or disclosures in Ihtr a¢¢ounts
and seeking explanations from the trustees conceming any su¢h matters. Thè procedures undertaken do not
provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the
accounts present a'l￿￿ and f8irf view, and the feport is limifed to those matters set out in the ststèmènt below.

Your attents.on is drawn lo the fact that the charity has prepared the accounts in accordance wth Accounting and
Reporting by Charities preparing their accounts in accordance wlh the Financial Reporting Standard applicable in
th8 UK and Republic of Ireland IFRS 1021 in prèfèrence to the Accounting and Reporting by Charities.. Slalement
of Recommended Pra¢tic8 issued on 1 April 2005 which is referred to in the extant regulations but has since been
withdrawn.

In 2017, the Charity received 8 sum from Rudslon Preparatory School Trust Limitèd, being the residue
of funds prior lo ils closurè. Within their fun￿ is the sum of £2,155.50 in deposits which were repaid to
parents of pupils, but the cheques remain uncashed and are now out of date. The Fooffees have
und9rtaken lo satisfy those repayments il claimed within the slalutory period.
