The Trustees present their report and accounts for the year ended 26 October 2024.
The accounts have been prepared in a¢¢ordance wth the accounting policies sel out in note 1 to the financial
staternents and comply with the Ch8rily's Trust deed. the Charities Act 2011 and "Accounting and Reporting by
Chaiities." Statement of Recommend8d Practice applicable lo charities preparing their accounts in accordance wth
the Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 leffeclive 1 January
20191
Structure, governance and management
The Charity Commission for England and Wales ordered that from 26 October 2011 the Chaiilies formerfy known as
David Walsh Charity and PIovinGial Insurnnce Company Trust fDr Bolton be govemed by a Scheme and be known
as Provinciallvvalsh Trust for Bolton. On 18 Febnjary 2022 the Charity Commissioners approved a Scheme to
remove Ihtt maximum number of Trustees allowed and to have a minimum of three Trustees al any one time. The
principal office is Fieldings Porter Solicitors, Silverwell House, Silvetwell Street, Bolton, BL11 PT.

The Trustees shoLtld be at least three in number and each Trustee holds Offi￿ for four year5. The skill
requirements for the Trust body are reviewed, together with the skills set of the Trustees. Polenb"al nèw TrLJStees
with appropriate skills are sought and fillèd by consensus amongst the remaining Trustees. The indu¢lion process
for any newly appDinled Trustee comprises an initial meeting with the Chair who prov¢des a history of the Trust, a
copy of the governing document5, the Schemes and Trustees minutes. The new Trustee is given relevant copies ol
the Charity Commission GuidanGe. Trustee meetings lake place al least twice a year to review the Charity's
financial matteT5, general operating business and to consider applications for grant support.
Rlsk Factors
During the previous year, the Trust focussed on reviewing the risks potentially affecting the Charity. System5 were
updated and implemented and have been Working salisfadorily thi5 year. Digiti￿tIOn of data has continued on a
regular and ongoing basis. The Trustees are satisfied that systems are in place lo miligale exposure lo the major
risks. These continue to be reviewed annually.
Oblectlves and actlvltles
The object Df the Charity is general charitable puiposes lor the public benefit, in particular bul not exdusively by
promoting the education of persons under the age of 25 who are inhabitants of Harwood in Bolton.
Publlc beneflt statement
The Charity rneels ils public benefit obligations by providing financial assistance lo groups, charities and individuals
lor projects that benefit the community or their educational needs that are not providèd for by thè local education
authority Efforts have been made to focus grant giving In area8 most In need, and lo the rnost disadvantaged
¢ommunities and peoplertarget groups in the Borough of Bolton.
The Trustees have paid due regard lo guidance issued by the Charity Commission in relation lo acttvities for the
public benefit in deciding what activities the Charity should undertake.
Grant making policy
The Trustees continue to adopt a grants policy ol inviting eligible applicants to makè written application to the
Charity which can thèn be considered at meetings held twice a yeai (Spring and AulLJmn) Applications are
submitted via a standard fomi on the website lollowng advertisement of forthcoming Trustee neelings through
various means, via Bolton Community and Voluntary Services IBolton CVSI and other organisab'ons, social media
and auvia other appropriate locations and organisalions.
There is a new website lor the Trust which comménced midyear, which provides details on the Charity, guidance on
the priorities and the application pro¢ess. GLJidance notes can be dDwnlDaded. Applicants ¢an obtain the fomi
online, complete electronically and send completed forms by email lo the Trust Secretary. Depending on
cirGurnslan￿s and urgency ol the project, applications can be considered by the Trust between the set meetings.

Related Parties
None of the Trustees lor any persons connected wrth them) received any remuneration or benefits from the Charfty
during the year.
Achievements and performance
The Trustees held three full Trustee meetings 8nd one Subcommittee meeting during the year.
Efforts continue to raise awareness of pwfB in the Harwood area of Bolton to encourage future applic8tions to Ihe
Charity. Further information about the Chaiily, ils work and how lo apply is provided to groups and organisalions in
this area, including schoo15. Records are being kept up lo dale regarding applications received from this area of the
Borough.
Contacts continue to be made with other grant giving organisations eg Bolton CVS, Bolton @ Home, and various
harilies to increase the potential of workinglfunding proieds together.
In addition, the use of the Application Fom) and Guidance notes are being monitored and will be update/￿viSed, if
required. Grants are paid just befo￿ the largel date for each project as staled on the grant application.

Monitoring achievement
The Trustees receive feedback and reports on projects funded as well as letters of thanks and del8ils of
achievements from the various gioups and individuals supported during the year. Occasionally Trustees vi511 some
ol the projects.
Flnanclal revlew
The Charity received incorne ot £41,164 from investments. Two grants were unclaimed in the year tolallin9 £1,500
which have been credited to income on unrestricted funds. The total expenditure for the year amounted lo £54,603.
The net result for the year was a deficit of income over expenditure of £11,939. In addition to this there were
unrealised gains of £84,013 and realised gains of £30,834 on the Charity's investm8nts in the year resulting in an
increase in reserves of £102,908.
There was a decrease in bank and deposit bala￿eS during the year of £3,078.
Th8 Endowment Fund this year increased by £63,139 from £633,821 10 £696,760. The Unrestrictad Fund
increased by £39,769 from £439.971 to £479,740.
Investment policy
The governing document does not conlaln any Investment prowsions setting out how the Tru51ees may invest the
Charity's funds. The Trustees are therefore govemed by thè Trustee Act 2000 which is enshrined in law a statutory
duly of care.

Ethical considerations form part of the TtU51ees' investment management process. This policy is applled lo all
classes of asset under management including securilles, land and real eslale.
The Trustees Client Agreement with their investment advisors reflects their general policy of following low risk
investment, whilst seeking a balance between growth in the capitsl value of their assets and the generation of
sufficient income lo meet the Trust's annual running costs and programme of grant awards.
Reserve$ pollcy
It is the policy of the Charity to rnainlain the pemianent Endowment Fund. From the total annual income. the
Truslees first account lor sufficient funds lo cover management and adminislralion and support cost5 and respond
to emergency applicats'ons for grants from lime lo time. The remaining income, after allowng foi the funds detailed
above, is available to spend at the Trustees, discretion in furtherance of the Charity's objectives.
The free reserve5 of the Charity al 26 October 2024 were £479.74012023.' £439,971}.
The Trustees consider that reserves al Cur￿ nl levels are more than sufficient lo ensure that they will be able lo
continue the Charity's current activities and they will continue lo seek to expend some accumulated income
annually.
Plan5 for the future
The frustees will continue to provide grants to individuals and groups.
Over the past few years, the Trustees have, in addition to one off grants. awarded three years funding lo some
specific programmes being implemènted by established local voluntary organisalions., funds are agreed each year
following the receipt of a progress report on the preceding year. Examples of these are:_
the 'Pols of Gold" programme run by tha Bolton Lads and Girfs Club, where pwfB funding was matched
with the Club funds lo establish a Grants Pol, run by the young people al the Club for projeds pul forward
by the young people.
a new Schools Project, established by the Bolton Guild of Help to support children and famili&s in nged.

The Trustees are resk¥)nsible for preparing the Trustees, RepDrt and the financial statements in accordancè with
applicable law and United Kingdom Accounting Standards including Financial Reporting Stsndard 1D2'. The
Financial Reporting Slan¢Jard applicable in the UK and Republic of Ireland (United Kingdom Generally Accepted
Accounting Pfftcticel.
The law applicable lo charities In England & Wales requires the Trustees to prepare financial slalemenls for each
financial year which glve a true and fair view of the slate of affairs of the Charity and of the Income and @xpèndilure

1 Accounting policies
1.1 Basls of preparatlon
The accounts have boen prepared in accordance with applicable accounting standards, the accounting policies sel
out in the notes lo the accounts and comply with the Charity's trust deed, the Charities Act 2011 and °Accounling
and Reporting by Charities.. Statement of Recommended Practi￿ applicable lo chaiilies preparing their accounts in
accordance with the Financial Reporting Standard applicable in the UK and Republic ol Ireland IFRS 1 rJ21 (effective
1 January 20191". The Charity is a Public Benefit Entity as defined by FRS 102.
The accounts have departed from the Charities (Accounts and Reports) Regulations 2008 onty lo the exlenl
required to provide a true 2nd fair view. This departure has involved following the Statement ol Recornmended
Practice for charities applying FRS 102 rather than the version of the Slalement of Recommended Practice which is
referred lo in the Re9ulalions bul which has since been wlhdrawn.
The accounts are prepared in sterling, which is the functional Currency of Charity. Monetary amounts in these
financial slalements are rounded lo the nearest £.
The awounls have been prepared under the hislori¢al ¢osl convention except for the valuation of investment
assets, which are shown at quoted market pnce for UK listed investments. The accounts include all transactions,
assets and liabilities for which the Charity is responsible in law.
1.2 Golny ¢on¢em
Al the lime of approving the accounts, the Trustees have a réasonable expectation that the Charity has adequate
resources to continue in operational existence for the fO￿Seeable future. ThLJS, the Trustees continue lo adopt the
going concem basis of accounting in preparing the accounts. There are no material uncertainties about the
Charity's ability to continue.
1.3 Funds
Endc)wment funds are lunds which the capilal must be maintained., only income arising frtsm investment of the
endowment may be used either 8$ reslri¢led or unrestricted funds depending upon the purpose for which the
endowment was established. In¢ome arising from the fund is recognised within unrestricted funds.
Unrestricted funds are funds which ale expendable 81 the discretion of the Trustees in furthèrance of the objects of
the Charity.
1.4 In¢omlng resources
These are included in the Statement of Financial Actlvities ISOFAI when..
1. the Charity becomes legally enlilled lo the benefit of usè of thé resources.,
2. an inflow of econornic benefit is probable.. and
3. the rnonelary value can be measu￿￿ with sufficient reliability.
1.5 Rèsources expended
Liabilities are recognised as soon as an outflow of economic benefit is probable.
Governan¢e ¢osls include costs of the preparation and examination of st81utory accounts, the costs of Trustees
meetings and cost of any legal advice to Trustees on govemance or conslitulional mallers. All the govemance
costs have been included in Charitable Activities as a whole rather than be apportioned.
Grants payable are charged in the year in which it is probable they will become payable except in those cases
where the offer is conditional. Such gr8nts being recognised as expenditure when the conditions attached are
fulfilled. Grants offered subject to conditions which have not been met at the year end are not accrued as
expenditure.
1.6 Cash and Cash equlvalents
Cash and cash equivalents include cash in hand, cleposils held al call wth banks, olher short-temi Ilquld
investments with original malurilies of three months or less, and bank overdrafts.
1.7 Fixed asset investments
Fixed asset investments are initially meaSU￿d at transaction price excluding transaction c0518 and are subsequently
measured al fair value al each reporting date. Change5 in fair value are recognized In nel income/lgxpendilurel for
the year. Transaction costs are expensed as incurred.
