There is a constitution which covers the ownership of the Hall, Playing Field, Play Park, Car park and Community Shop. 

The shop was originally set up with a separate sub-committee. During the pandemic, as volunteers withdrew, the Hall Officers have effectively been the committee for the shop, pending a meeting to change the Constitution. 

There are full risk assessments undertaken and in place in relation to general risk, pandemic specific risk. There is an annual ROSPA inspection of the play park equipment and facilities.

“The property and land on which stands the Talwrn village hall conveyed to the residents of the parish of Llanddyfnan by a Deed dated 16[th] March 1952 by the Twrcelyn District Council shall  be  held  on  trust  for  those  residents  for  recreational, educational and entertainment purposes without distinction on political,  religious  or  sexual  grounds”  -  Clause  1  of  the  Hall Constitution.

The Hall committee make the hall available for bookings for all sorts of activities. A selection of bookings include: 

Whist group, Archaeological group, Guides group, Yoga classes, keep-fit  classes,  baby  massage  classes,  bookings  by  social services for families to meet under social services supervision, dance classes, majorette classes, birthday parties, anniversaries and wedding celebrations. 

We usually hold a Summer fete, Halloween event, bonfire night party,  breakfast  with Santa  at  Christmas.  None of those ran when covid restrictions were in place 

The hall / shop also ran activities for the children throughout the pandemic  including:  Easter  egg  hunts,  picture  competitions, painting  competitions,  Easter  bunny  hunts,  painted  stones competitions, advent widow displays, etc.

The  officers  regularly  submit  grant  applications  to  try  and improve the facilities and amenities that the hall / shop provide. During the pandemic we gained grant monies for: cycle trailers to allow delivery around the village, cycle sheds near the shop and play area, erected four new noticeboards around the village to display up to date information, built a  covered awning by the shop when we were serving through the window at the height of the pandemic, erected new seats and picnic tables installed in the play park and playing field area, bought new tables and chairs  in  the  hall  to  replace  ailing  and  broken  equipment, introduced EICR and PAT testing of all electrical goods, funded a re-roofing (including asbestos identification and removal) of the flat roof of the hall kitchen and toilet areas, installed new warm air hand dryers and sanitisers in all the toilets, funded new play equipment for internal and external use, e.g. Trim Trail, Tractor Climbing Frame, Giant chess board and pieces. 

At all times the officers act in accordance with the guidance of the Charity Commission on public benefit.

We apply for grant funding when we can if we think it will supply new / upgraded / replacement equipment and facilities that we provide in the hall and shop.

**Summary of the main achievements of the charity during the year** 

Kept the hall and shop open during the whole pandemic and provided a resource for, and support, for the people of the village. 

See Section C 

In addition to the activities listed in section C we also acted as a ‘neighbourly’  village  hall  that  ran  displaced  activities  from neighbouring village halls when they did not have the physical layout which meant they could remain open. Specifically, we had a one way system in operation because we had separate entry and exit doors, and so could maintain the 2 metre social distancing requirement.

We aim to keep enough in reserve to cover any unexpected expense which arise from either the hall or playpark. Periodic replacement of equipment due to fair wear and tear is built into our aim, and therefore we should not need to dip into our reserves for expected and predictable expense.

The principal forms of funding are from hire of the main hall or other rooms within the hall building. We also actively pursue grants and have several fund-raising events throughout the year, all arranged by ourselves with all profits going back into the hall accounts. 

All expenditure has been towards the upkeep (running costs and general maintenance) of the hall building, play park or playing field; or to maintain or enhance what’s available to the general public, either when hiring the hall rooms or when using the play park or playing field.
