The Zachary Merton Trust w89 formed In 1956 from the proceeds of the sale of the Sheffield Zachary
Merton Convalescent Home at FU￿00￿, Sheffield. From 1974 onwards it administered the Sheffield Works
combinèd Convalescent Charities. In 1986 it combined with George Woofindin Mablelhorpe Conv8le8cent
Home Charity and th8 Belsy Foster Charity to form the charitable trust as il is known today, 'The Zachary

The Trust works Ihiough it8 Trustee body of up to 14 Trustees. Meetings are held in person 8t least on¢e
each cal&ndar year.
Trustees are appolnted on Ihe re¢ommend8tion and authority of existing TTU8tees after careful research
and 88ges8menl.
The day to day work of the Trust in grant makn'ng is carried out by the Clerk and through her office. The
Clerk and her stsff are also responsible for the book-keaping. administrative and regulatory ll8ed8 of the
Trust. The C18rk is the Trust's legal advisor also.

Ive8 and A¢tivities
The most r8cent Charily Commission Scheme {19931 and the grant making policie8 of the Trust set out
both the aims of Ihe Charity and ils objectives. Details are sel out below.
By a SGhem8 of 5 January 1993 the Trust wa8 granted by Ihe Charty Commission its present objects
namely..
The Trustees shall apply the income of the Charlty for the purp088 of relieving in Cases of need.
person8 who are sick, convale8cent, disabled, handicapped or infirm by providing or paying for
items, services or facilities whkh are calculated lo alleviate the suffering or assist the recovery of
such persons in such cases but are not readily available to them from other sources. Preference
shall be glven to persons in need who are convalescent.
The Trustees may make arrangements for such seNices or facilities to be provided ft>r Ihat purpoge
by other Ingtitulions or organis8tions in return for donations or subscriptions out of the income of the
Charfty.
In apptying the Income of the Charity the Trustees shall not commll themselves to repeat or renew
the relief granted on any occasion in any case.
The trustees are aware that some of the terminology used in the objects is no longer considered
in¢lusive, but the Trust is still able to operate effectively within the wording.

grants specifically directed towards convalescent homes or other institutions and other
organisations for the care and relief of conva18$cent wrsons so long as St Is clearfy eslablished that
these are available for p8rsons in need.
Delalls of the grants made during the year appear at note 1 on pag& 14 of th8 fin8nclal statements. These
show a continuing pattern of support to local charities on th8 one hand and the local opefation of national
charities on th8 other. Each charity which makes regular 8pplications lo the Trust 18 assigned a Iruslee who
keeps in touch with the work and needs of the charity and reports lo the Trust at e8ch of its bi-annual
meetings. When a trustee is unable to attend. a written report is provided. By this method, all liustees are
kept in tOUGh with the work of the Charities to which grant support is given regularly. Each applicant
completes a standard application form with supporting documentation.

In addition, when funds permlt, the Trust welcomes one-off applications for proj8Cts and activities within its

Achlevements and Performan
The Trust has continued to pursue its objectNes through ils grant making programme, princlp811y to regular
reupionts of grant support.
The Trust'$ grant programme reflects th8 delfvery of the charity's main objectlves for the year, whlch are
sel out In the grant making priorities. These don't ¢hang8 from year lo year significantly. A number of
charlties, Some local branches of national Gharilable organisations, rely upon support from the Trust for
their vital local work. The TTusI's strategy lo achieve Ils oble¢lives is implemented through the 1Snk8
between Trustee¥ and particular charities mentioned above. The relallonship built in this way 8nabl85 th8
Trust to have good feedback and impact 8ssessmenl $0 a8 to be Sure that 11$ grant support is being well
and fruitfulty used, both In the pursuit of the work of the charrlles recoiving the money and in th8
perfomance of this Trust's objectives.
With regard to Il¥ investments the Trust alms to maxlmise Income for grant maklng whi18t preserrflng the
capital volue of its assets.

The accounts have been prepared under the accruals concept.

The princlpal funding 80urce of Income for the Trust is its investments. These 8ffj managed on 8 mix of
discretionary and delegaled authority to generate income to 8UPPOrt the cost of running the Charity and for
expenditur8 in113 grant making programme.
The Trustee Investment Pollcy Statement for investments refleclg consld6ralion of how social,
envlronmenlal and ethical considerations can be taken into account. The agreed objective is to maximis8
ncome whilst preserving the valu8 of the capital bage of the portrolio al least in line wilh the rate of inflation
th a risk proflle which is moderate overall. It is agreed th8t no investment should be made in companigs
that predominantly manufacture tobacco produds. The Policy is adjusted periodically to refl8Ct chang95 in
the proportions of asset allocations.

The Snvestmenl managers report in WTiting at least twice a year and attend at least once a year lo gwe an
Ofal report and to answer questions by Trusteeg on Ihe perft)mance of the endowment funds. Thus the
Trustees are able to asge$s at least on two occasions in each year how the charity is progresging in its
grant making, in relation lo its investments and in relation lo the performance of rts objects. The Clerk is in
attendance at each meeting. Her performance is assessed by the Trustees as 8 body and in particular by
the Chairman.
The income of the Charity ig modest and the Tru$lee8, in acGordance with good modern charity pr8Cti¢e
and pregent charity law, have established a policy lo gwe priority to the most pressing needs in thè field. In
performance of rf(s objectives for the ye8r, grants weie repeated or in¢reasgd to support a core of charities
working in the range of activities to which the Trust has givèn support for some time. The charily plans lo
proceed wrth a 5imikr pallern of grant making.
Public Beneflt
The Trustees have considered the public benefit guiéance issuad by the Charity Commi551on. It was noted
that a charitable organisation musl be 8ble to demonstrate that its aims are for the publ￿ benefit and that
there mugt be complianc8 wlth two principles..
The first prindple is that there must be an Identifiable benefit or b8nefits- As a grant making ¢harSty
the Trusl h8$ clear purposes, sel out in its 1993 Scheme which il fuifils through its grant making
programmes, both to regular recipients and lo one-off applicants. The benefits are id8nlifiable in th&
aclivitl8s undertaken by the grant beneficlsries in d8liveTing their own charitable objectives wrth
fundg provided by the Trust. Each regular applicant reports back lo the Trust and eaGh such charity
has a link TNst8e who regularfy monitors the actwities of the charity and the expendtlure of the
Trust's grant monies. The Trustees are therefore able lo identify clearly what the benefits are of the
grant making, how those benefrts relate lo the aims of this Trust and to be as confident as they Can
be that there is no imbalance between delivering the public benefit and 8ny potential detrlmenl or
harm. Two Trustee8 at least are medical practilioner5, whose skills are available to the trustee body
as a whole in assessing unusual applications that may contain the potential for actual risk of d8nger
or damage to mental or physical health, being the most likely detrimental risks for this particular
granl making Trust.
The second princlple requir85 that the benefit must be lo Ihe publSc or a section of the publ1¢. The
appropriateness of the beneficiaries to the aims of this Tfusl are assessed by the application form
and its supporting doGum8nls and the enquiries via the allocated Trustee. In relation to one￿ff
applications the piovision of papetwork and the ¢omplelion of an application form enables th8 Trust
lo comply wrth this part of the principle. The Trustees are conscious of the need to ensure, so far as
they can. that 8 section of the public benefiting is not unreasonably restricted. The Trugt has its own
geographlcal restrictions which il applies and that is a reasonab18 Step. The examination of
accounts and the beneficiarles, approach lo finance, enable the Trustees lo assess adequately for
their purposes any questions that may arise over restrictions ￿QWing from the charging of fogs by
beneficiary charities. The same analysis enables the Trustees to assess Ih? issue of potents'al
exclusion of those in poverty. Pr(vate benefit is unllkely to be an issue in the grant making aclivilies
of this Trust, but the Trustees are aware of the need to keep an eye open for this risk.

record of its achievements in relation to ils objects by reference to grant making. A total of £39,500 of
grants wer8 made during the year to the usual range of medical and Caring charities.
The Trugtees are awar& that the Charities Act 2011 contains an obligatlon that requires trusle8S to report
on the Gharity's public benefit. The above section 15 Intended to meot that requirement. Th& Trustees are
aware that when planning th8 charity's aclivitles they must have regard to the Commisslon's guidance on
publlc benefit. They ¢onfirm that they have had such regard.

The Trustee8 confimi that tho agset8 are 8V8ilable to fulfll the obligations of the charity and that it is
appropriate to keep cash balances 81818vel approximately equivalent to ils av&rage annual income. The
level of cash al bank at 31 December 2024 was £57,662.18. It is expected that this balance will be
reduced durlng 2025, as a result of the pattern of grant making anticlpated.
Inv•8tmont Poworn
The charity's powers of Investmenl are govèrned by the Trustee Act 2000. The Trustees take professional
advSce from their investment managersladvlgors on all Investment mallers. The Trust's policy Is to
maximise incom8 for grant making whilst p￿Se￿Ing the capital valu8 of its assets. Bearing in mind the
turbulence In investment m8rkels the Trustees belleve this objectlve has been broadly fulfilled. The Trust,
Investments are dealt with partty on a delegated basis and olh8rwlse by way of a holding of collective
investment funds and gilt8 on an advisory arr8ngement. Performance is measured regularly against
recognised benchmarks.

As 8 matter of best practice, the Trustees are congcious of the need to consider risk. The Trustees address
and seek to mitigate the principal areas of risk by engaging and relying upon professional Investment
