The Trustees have pleasure in presenting their rewt and acwunts for the y8ar ended 31
December 2025
Actlvities
Drayton Parochial Charitses Y￿S established on 5 Decernber 1977 under the Charities Act
1960.
The deed joined the charrty of Robert Comemlle and four charities administered together as
the Drayton Almshouse Charity. The deed stated that the income of the charity of Robert
Corneville is to be applied by the trustees for any charitable purposes for the general benefit of
the inhabitants of the Parish of Drayton for which provision is not made out of council tax,
taxes or other public funds. The inGome of the Drayton Amshouse Chartty is to be applied by
the tnjstees for the benefit of the charity.

With the exception of a few weeks at the beginning of the year vthen one property was
unoccupied, all of the Amshouses were occupied throughout the year.
We continued to subscribe to The Aimshouse Association and Independent Housing
Ombudsman Limited.
We renewed the concessionary TV li￿n￿ for those benefi¢iaries covered.
Extraordina
ir Fund
The Extarordinary Repair Fund (ERF) is invested with BlackroGk. Chartties UK Bond Fund and
Charities Equity Fund (fomierly Charinco and Charinshare investments). The income is
accumulated, and 2025 Accounts include the accumulated income for that year. The income
has been added to the original cost of the investments as per note 7.

accuracy at any time the financial position of the Registered sw.al Landlord and enable it to ensure
that the financial statements comply wth Schedule 1 to the Housing Act 1996, the Accounting
Requirements for Registered Social Landlords General Determination 20(￿ and the Statement of
Rec4)mmended Practi￿ 'Accounting by Registered Social Landlords,. It has general responsibility for
taking reasonable steps to safeguard the assets of the Registered Sccial Landlord and to prevent and
delect fraud and other irregularities.

The charitys truSt￿S are responsible for the preparatM)n of the accounts in accordance
with the Charities Act 2011 (Ihe Acr).
The charity's Iruslees consider that an audrt Is not required for this year under section 144
of the Act and that an independent examination is needed.
It is my responsibilty to=
examine the accounts under section 145 of the Charities Act,
to follow the applicable Directions given by the Charity Commission
(under section 145(5)Ib) of the Act. and
lo state whether particular matters have come to my attention

My examination was carried out in accordance wrth general Direction$ given by the Charity
Commission. An examination includes a review ofthe accounting records kept by the charrty
and a comparison of the accounts presented with those records. It also includes consideration of
any unusual items or disclosures in the accovnts. and seeking explanations from the trustees
Con￿rnIng any such matters. The procedures undertaken do not provmje all the evidence that
would be required in an audit, and consequentty no opinion is given as to whether the accounts
present a Irue and fair view and the report is limrted to those matters set out in the statement
beFow.
Independent examineffs statement
In connection with my examination, no material matters have come to my attention wh￿h gives
me cause lo believe that in. any material respect-
the accounting records were not kept in accordan￿ with section 130 of the Charities Act.. or
the accounts did not accord %vrlh the accounting records", or
the accounts did not ¢ompty with the applicable requirements con￿mIng the fonn and
content of accounts set out in the Charrties (Accounts and Reports) Regulations 2008 other than
any requirement that the accounts give a Itue and fairf vtew which is not a matter consFdered
as part of an independent examination.

which attention should be drawn in this report in order to enable a proper understanding of the

la) Introduction and Accounting Basis
The principal accounting policies of the Assctiabon are set out in paragraphs {b) to U") below. These
accounts are prepared under the histOnLxI cost convention, are based on the Housing Corporation's
Statement of Recommended Practsce for Registered Social Landlords and comply with the Accounting
Requirements for Registered Social Landlords General Detenninalion 2006. The exemption from
preparing a Cash Flow Ststement to comply with FRS1 has been used on the grounds that th8 charity is a
small charity.
(b) Flnan¢e
The accounts have been prepared on the basis that the caprtal expenditure referred to in note 6 wll be
grant aided, funded by loan cf met out of resetves. There was no addttional Ca￿tal Expendilure this year.
(c} Mortoage8
Mortgage loans are advanced by the Housing Corporation under the tenns of a mortgage deed in respect
of a housing scheme.
Advances are available only in respect of a development which has been given approval for housing
assooialion grant.
Id) Hou¥ing ASSOCFation Grant IHAGI
The above grant made by the Department of the Environment is utilised to reduce the amount of rnortgage
loan in respect of an approved scheme to the amount which it is esb"mated can be serviced by the costs of
the scheme in accordan￿ wth instructions isssjed from time tr) ts.me by the Departsnent of the
Environment. The grants are paid direclly to the Housing Corporation being the lending authority and are
reflected in the accounts of the AssocAation only when payment has been made and the relevant mortgage
loan redu￿d.
(el Housing Association Grant- Acqulsttion and Development Allowances Receivable
The above allowances are detemined by the Departrnent of Environment and are advanced as mortgage
loans. They are lo finance ￿rtain internal administrative costs relating to the acquisition and development
of housing land and buildings for approved schemes. Amounts equal to these allowan￿5 are added to
housing land and buildings and are released to income and expenditure acwunt when they are receivable.

Housing properties are stated at cost. The development cost of housing properttes includes the

Freehold property is not depreciated on the basis that it is maintained in a satisfactory state of
repair and the relevant cost of repair is charged to the income and expenditure account.
The freehold propety has been assessed to have a high residual value and as such any
depreciats.on charge would not be material.
{hl Provision for F￿Ure Cyclical R8pairs and Malntenanco
The provision ￿flects the Associab"on's liability to maintain its propetties in accordan￿ with a
planned programme of works. Decorating is planned to take p*e every five year5 or when a
property is vacated if earlier.
li) Special Reserve (Non-Housing Actlvltlesl
The special reserve arises from the ineorne of the Comeville Charity and the funds in the
reserve are only available for charitable purposes for the general benefit of the inhabitants of
the Parish of Drayton for which provision is not made out of council ￿ taxes or other public
funds.
(11 Apportionment of Management Expenses
Adminislralion and operating costs are allocated 90% to income and expenditure account
(housing acb'vitiesl in respect of the costs relatrng lo the managemelll and maintenance of
housing accommodation for letting, and 1 OOA to the Corneville Charity.
