The Trustees present thelr report with the financial statements of the charity for the year ended 31st
December 2Q23. The trustees have adopted the provlslons of Accountr"ng and Reporting by Charitles..

OBJECTIVES At4D AcfiviTIES
ObJactlv•s and actlvltles
The purpose of the Registered Soclal Landlord Is to provlde and malntain almshouses fDr the resldentlal
re of persons in need, in accordance with the tems of the scheme. The Scheme restricts the area of
benefit to the Clty of thelmsford. As a matter of practice. the Trustee5 consider for admission to
ccommodate persons between the ages of filty-flve and seventy-nSne. 8ecbuse of stèlrs. for flats the
ge of appointment is fifty-flve and over, whilst for I￿ngalOw5 applicants are considered from the age of
slxty,
The Reglstered Soclal Landlord owns 28 resldenVal bungalows and 14 flats occupled by resldents, except
for a small office and one bungalow whlth is occupied by a member of 5tsff. A regular programrne of
malntenance to the almshouses has been carrled out and the Trustees have contlnued a programme of
Improvements to the estate.
The Communal Room. opened In November 2006, is used by the resldents who have In the past arranged
n actlve programme of soclal events and other actlvlties. Followlng It's dosure durfn9 lockdown, use of
the room has contlnued to Increase wlth several regular monthly events now taklng place along wlth
speclal one-off occasions, such as for the Comnation of King Charles Ill.

The Trustees confimi that they have cornplle(I wlth the duty In Sectlon 4 of the Charltles Act 2006 to
have due reganl to the Chartty Commlsslon's general guldance on publlc benefit.

The flnanaal results for the year are set out on page 6.
The Reglstered Soclal Landlord retalns wffldent reserves to maintain the almshouses. Reserves held at
31st December 2023 were £1.771.889 12022 £1,719.060). of which £754,824
is held as the
endowment fund and £285,S91 Is held as restricted funds. The charity's unrestritted funds as 31st
December 2023 amounted to £731,474.

FLrruRE PLANS
The Trustees remaln consdous of the need to budget for the long4erm maintenance and Improvements.
Maintenance contributions had been raised over previous year5 to achieve a level close to 'target rent, for
the Chelrnsford area. Thls has improved the financial kN)sf(ion of the charty and aided the recent
programme of Improvements to the houslng stock. At thelr meeting In january 2024 the Twstees agreed
to increase the weekty maintenance contributions by 7.7% in line with the Regulator of Social Housin9
guidelines (inclusive of water and sewerage charges) effective from 20th March 2024.
During the coming year the Trustees aim to continue work to replace the Nnlock gutters on the tsts and
replace the gulters on the bungalows in a style more fittsng with the consetvation a￿a. They will also
contlnue to Install wet-rooms and new kitchens as approptlate buth when there are voids and for exlstlng
resldents. The lavender bed5 and front shrub beds will be replenlshed, and the wlldflower a￿a
extended, In consultslion with Residents, they aim to create new seats'ng areas around the grounds to
encourage SDclalislng.
The reserve malntalned for replacement of the communal room now stsnds at £180,000.
STRucfuRE, GOVERNANCE AND MANAGEMENT

The Charity is controlled by its governing document. a deed of trust and constitutes an unincorporated
charlty.

The charity was founded by a trust deed dated 29 November 1932 as amended by a supplemental deed
dated 30th October 1933 and Is now gDvemed by a scheme of the Chadty Commlsslon dated 10th May
1988. Change5 to the admini5tratlve procedures were reglstered wlth the Charlty CommSsslDn In 2022.
The Charfty is reglstered as a chartty under the Charltles Att 2011. It is also è Reglstered Soclal Houslng
Provlder, whlch status takes prlorfty over Its charltable status for reportlng purposes.
Recrultrnent and appolntment of new trustee•
The Trustee5 or the Registered Social Houstng Provider are shown on page 3 of these accounts. The
appolntment of the Mayor of Chelmsford Is an ex-officlo appolntment. One Trustee Is nomlnated by each
of Chelmsford Cathedral, the Parochlal Church Covncll of the Ecdeslastlcal P¥rfsh of St Mary the Virgin,
Great Bèddow and the Parochlal Church Council of the ecclesiastical Parish of St Michael and All An9ds,
Galleywood. The remalnlng Trustees are aPFolnted by the Twstees.
Oryanlsatlonal structure
The governing body is also responslble for the management of the Registered Soaal Housing Provider,
wlth day to day admlnlstratlon In the hands of the Clerk and employed staff.

Sodal houslng grants can be dalmed towards the cost of major works and have been recelved to
flnance the development of social houslng propertles. These grants are recognised at the falr value
of the a55et received or receivable. As the assets are accounted for using the cost model then the
government grant is accounted for using the accTUa￿ model. The falr value of the grant Is
recognised as a Ilablllty and amotysed over the useful econornic life of the asset, Thls amortlsatlon
Is recognlsed wlthln Income.
Government grants recelved as contdbutions to revenue are recognlsed wlthln the Statement of
Comprehenslve Income on a systematlc ba￿$ over the perfod In whlch the landlord recognlse5
the related costs for which the grant Is intended to compensate. The related expenditure Is
Induded under cost of sale5. Grants are recognised in the same perfod a5 the related expendlture

Although the Social hwsing grant Is treated as a grènt for accounting purposes it Is nonetheless

In accordance with the Scheme of the Charfty Commlsslon. provlslons are set aslde each year out
of malntenance ¢ontrlbutlons at the disuetion of the Twstees in accordance with the advice of The
Na￿Onal Association of Ajmshouses. Actual expendlture Incurred Is wrttten off to the relevant
provlsions. Thls is a restrirted fund.
Dlvldends recelved on the accumulatlon shares are Immedlately re-lnvested and they are not
recorded as income until the investment gèln is ￿a￿zed.
MJIntenan￿ fund
Funds are ￿e￿gnated annually In the Trust's budget to cover rouvne and ¢ycllcal malntenance
items likely to be incurred during any perlod of one year. This Is a deslgnated unlnvested fun
which is calcuktet1 in accordance with the ¥d￿ce of The National Asso¢iation of Alrnshouses. Any
surplus arlslng In the year is returned to general funds.
Penslon costs and other post4etirement benefits
The charity operates a defined contribution pension scheme.
Contributions payable to the
charity's pension scheme are charged to the Statement of Flnanclal Actlvltoes In the perfod to
which they relate.
