Constitution
The Charity wa5 established by the Will of John Fricker dated 19 October 1696 and proved on 16th April 1701.
The Gharity was regisler&d with the Commission for England and Walès on 29 January 1964, ils registered
number is 220019. A new Scheme. dated 28 February 2012, was registered with the Charity Commission, lo
change the name and objèct of the charity and lo transfer lille of the land lo the Official Custodian for Charities.
The chaTity Continues to be administered in a￿OrdanCe w((h ils existing trusts except as amended by the new
Scheme.
There have been no changes in the objectives since the last annual report.

b. Methods of appointment or eloctlon of Trustees
The original trustees were appointed under the Will of John Fricker. The Will provided for the trustees named
therein and their heirs and assigns.
The current trustees a￿ individuals with a thorough knowledge of the Sslisbury area and are from business
backgrounds within the city of Salisbury. The Iruslees are selected using a recrLtitmenl process considering their
knowledge of historical buildings andlDr the local Salisbury areas, ils businesses and churches.
c. Organisational Structure and declslon-maklng policles
The Will of John Fricker does not specifi¢alty identify the number of trustees require lo administer the ¢harily and
therefore the appropriate stalules, suth as the Trustees Act. are adopted. The day to day management of the
charity is conducted by the chairrnan. However, any specific decision making ￿qUIT&s a Iruslees meeting lo be
held. Sub-committees of Iruslees are formed where specrfic issues need lo bè dealt with. As to the number ot
the sub-¢ommrtiee, this is decided by the trustees after due consideration of the task at hand.
Objective5 and activities
a. Pollcies and objectives
UndeT the will, the property, now known as number 8 Queen Street, Salisbury was left to the trustees upon trust
originally to pay lor the sUPPOrt of twelve matrons in Trinity Hospital at 51- each per year, with the remainder of
the income being payable lo the rectors of the Salisbury Parishes of Sl Edmund and Sl Martin. Responsibility for
the distribution of the funds received by the two parishes rested with the respe¢live re¢lors.
Under the new Scheme, after rneeling the proper cosls of administering the charity (including the propetyl. the
trustees are directed to divide the income into three equal parts. one third of which is to be paid to the trustees
of Trinity Hospital Inow part of Salisbury City Almshouse and Welfare Charities) lo be applied for such charitable
purposes for the benefit of the residents of Trinty Almshouse5, Trinity Street, Salisbury as th? Iru51ees of that
charity decide.
The remaining bNO tranches are lo be paid to th8 Vicar, Rector or Priest in ¢harge of the ecclesiastical parish
including the sile of the fotmer church of St Edmund, Salisbury (now part of Sl Thomas and St Edmundl and the
Vi¢ar. Rèctor or Priest in char9e of the ecclesiastical parish including the site of the Church of Sl Martin.
Salisbury (which includes part of Sl Francis and St Mark) lo be applied ftrr ￿lief in need in accordance with the
Scheme.
In setting objectives and planning for activities. the Trustees have 9iven due consideration to genèral guidance
published by the Charity Commission relating lo public benefit. including the guidance 'Public benefit.. running a

b. Strategies for achieving objectives
The trustees manage the property from whi¢h the rental income is derived. In October each year, the trustees
approvè the p3ymenls lo be made for the year from the income received after the deduction of expenses and
any transfer lo the Repairs Reserve.
The property was let throughout the year to the Same lenanl and there was no void period in that time.
The Tnjslees remain conceined about the slate of repair of the building and have Sought specialisl advice 8¥ 10
the Eosl of necessary remedial works which significantly exceed the level of funds in the Designated Repairs
Reserve.The Trustees continue lo have a cautious approach making grant payments lo beneficiaries to ensure
that reserves a￿ built to match the level of outstanding wDrk potentially required on the building.
The Trustees have received notice that the tenant will be ending their tenancy in November 2024 and therefore
the Trustees remain cautious on the level of charstable dislribulions until repairs lo the building are complete and
a new lenanl is found.
A total of £12.000 of charitable grants We￿ awarded lo the Rectors of "St Thomss and St Edmund" and Sl
Martin and to the Salisbury City Alrnshouse and Welfare Charities {2023 £12.0001.
Main aGtivities undertaken to further the Charity's purposes for the public benefit
The trustees Confirm that they have complied with their duty to have due regard to the guidance on public
benefit published by the Charity Commission in 8xar¢ising their power5 or duties. Income paid lo the
parishes for Trlief in need musl be applied for the relief Ifor the benefit of the publicl of people who are in need
by Moans of financial hardship and resident in the area of benefit.
Achievements and performance
a. Key performance Indicators
The financial statements have been slated using the accruals basis.
The Charitys lolal income for the year was £38,668 12023". £35,683) including rent and insurance re¢eivable of
£33,239 {2023.. £31,614), investment income £3,947 12023.. £1,7141 and interest on cash deposits of £1.482
(2023.. £2.3551- The expendituTe for Ihe year was £23,960 12023. £21.6151. The trustees transferred £14,704
(2023.. £14,068} into the designated fund which is invested for future maintenance costs to the upkeep of the
property. Overall, the value of the investments and investment propety increased by £4,723 12023". decreased
by £51,084).
Overall, Iherefora. the Charity's resources increased by £19,431 12023.. decreased by £37,016) during the year.
The Charity had net assets of £523,065 al the end of the year, including investments of £150,622 and
investment property valued at £350,000.
b. Investment policy and performance
The designated funds ar8 invested to produce an income for the Charity, whilst al the same time ensuring there
are funds put lo one side towards any future costs of the upkeep of the pioperty.

. Going concem
After making appropriate enquiries, the Trustees have a reasonable expectation that thg Charty has adequate
resources lo Gontinue in operational existence for the foreseeable f¥Jlure. For this reason, they continue to adopt
the going concern basis in preparing the financial statements. Further details régarding the adoption of Ihe going
concern basis can be found in Ihfr accounting policies.
b. Reserves policy
The trustees endeavour to meet their obligations lo maintain the property by earmarking fvnds in a separate
designated Teserve for this purpose. The amount of the fund as at 30 September 2Q24 is £153,061 12023.,
£133,6341- Any balance on the general fund is so that the Iruslees would be able to meet the compliance and
adminisliation costs of operalirsg the trust during 8 void period, for instance rfthe tenant defaulted or the property
was not let.

The trustees have identified the risks associated with propety and investment ownership and they adupl
policies lo minimise these risks.

applicable law and United Kingdom Accounting Slandarc6s (United Kingdom Generally Accepted Aecounling
Practice).

fraud and other irregularities.

Accounting policie5
2.1 Basls of preparation of financial statements
The financial statements have been prepared ir* accordance with the Charities SORP IFRS 102)
Accounling and Reporting by Charities.. Slalemenl of Re¢ommended Practice applicable to charities
preparing their accounts in a¢cordan¢e wilh the Financial Reporting Standard appliGable in the UK
and Republic of Ireland (FRS 1021 leffeclive 1 January 20191, the Finanei81 Reporting Standard
applicable in the UK and Republic of Iretand IFRS 1021 and the Charities Act 2011.
The financial statements have been prepared lo give a 'true and fail view and have departed from
the Charities (Accounts and Reportsl Regulations 2008 lo the extent required to provide a true
and faiv view. This departure has involved following the Charities SORP IFRS 1021 published in
October 2019 rather than the Accounting and Reportiny by Charrties.. Statement of Reeommended
Pracli¢e effective from 1 April 2005 which has since been withdrawn.
John Frickerfs Charity of 1696 meets the deflnition of a public benefil entity under FRS 102. Assets
and Itabilities are initially recognised al histolical cost or transaction value unless oth8rwis8 staled in
the ralevant accounting policy.
2.2 Going concern
The financial statements of the Charity are p￿Pared on a going wncern basis as there are no
material un￿rtaiNlieS as lo the Charivs ability to continue.
2.3 Income
All income is recognised once the ChBrity has entillemenl lo the income, rf( is probable that the
income will be received and the amgunt of income receivable can be measured reliably.
Investmerit income 15 included in the aGwunls when il becomes due and payable. Rental income
from the endowed let property is unreslricled and reP￿SentS the rentals receivable for the year from
land and inveslrnent properties. Insurance income is the ¢harge for insuring the propety and the
charge lo the Charity is included in support costs.
Income tax recoverable in relation lo investment ineome is reGo9nised at the time the investment
income is ie¢eivable.
Other income is recognised in the peri¢xl in which il is re¢eivable and lo the extent the services have
been provided or ¢ompleted.

2.4 Expenditur6
Expenditure is recognised once there is a legal or conslruclive obligation to transfer economic benefit
to a third party, il is probable that ¥ transfer of economi¢ benefits will be required in settlement and
the amount of the obligation can be measured reliabty. Expendiluie is classified by activity. The costs
of each aGtivity are made up of the total of direct costs and shared Costs, ineluding support costs
invofved in undertaking each actiirity. Direct costs attributable lo a single activity are allocated directly
to that activity. Shared costs whi¢h Contribute lo more than one activity and support costs which are
not attributable to a single aclivty are apportioned between Ihose activities on a basis consislenl with
the use of reSoU￿es.
Support costs are those ¢osts incurred directly in 5UPPOrt of expenditure on the objects ol the charily.
Governance ¢osls are those incurred in connecliori with the adminisliation of the charity and
compliance with conslrf(ulional and stalulory reqLtirements.
Expenditure or¢ raising funds includes all expenditure incurred by the Charity to raise funds for its
harilable purposes and includes costs tsf all fundraising activities events and non-¢haritable trading.
Expenditure on charitable activities is incurred on directly undertaking the actsvittes which further the
Charity's objectives, as well as any associated support costs.
Grants payable are charged in the year when the offer is made except in those cases where the offer
is conditional, such grants being re¢ognised as expenditure when the conditions attaching are
fulfilled. Charitable distributions offe¥ed subject to condilions which have not been met al the year
end are noted as a commitment, but not accrued 8$ expenditure.
2.5 Interest reGeivable
Interest on funds held on deposit is induded when receivable and the amount can be measLJred
reliably by the Charity., this is normally upon notification of the inletest paid or payable by the
institution with whom the ftjnds are deposited.
2.6 Investments
Fixed a55el investments a￿ 8 form of financial instrument and are initially recognssed al their
transaction cost and subsequently measured at fair value at the Balance Sheet date, unless the value
cannot be measured reliably in which case it is measured al cost less impairment. Investment gains
and losses, whether realised or unrealised, are combined and presented as 'CaiE)sllLossesl on
investments. in the Slalement of Financial Aclivilies.
Investmenl properties are included in the Balance Sheet at their open rnarkel value in accordance
wtth the Charities SORP IFRS1021 and are not depreciated.
2.7 Operating leases
Rentals paid under operating leases are charged to the Statement of Financial Activities on a straight
line basis over the lease teim.
2.8 Debtors
Debtors are measured at the amounts the charity anticipates il will receive from 8 debt or the amount
il has paid in advance for goods or services.
2.9 Cash at bank and in hand
Cash al bank and in hand includes cash and cash on depgsil.

2.11 Financial instruments
The Charity only h89 financial assets and financial liabilities of a kind that qualify as basic financial
instruments. Basic financial Instruments are inrtially recognised al transaction value and subsequently
measured al their settlement valu&.
2,12 Fund accounting
General lurtds are unreslricled funds which are available for use al the discretion of the Trustees in
furtherance of the general objectives of the Charity and which have not been designated for other
purposes.
Designated funds comprise unrestricted funds that h8ve been set asidè by the Trustees for particular
purposes. The aim and use of each designated fund is sel out the notes to the financial
ststemenls.
Investment income, gains and losses are allocated to the appropriate fund.
Endowment fLtnds are permanent trusts whose incom@ is int6nded for the benerrt of the chaiily and is
unrestricted.
