Status
The Hartlepool War Memorial & The Crosby Homes was founded in 1923 and is an unlncorporated charity
administered by a Charity Comrni551on Scheme Sealed on the 21" January 2004. It Is an Almshouse
Charity (No. 219384) and a Reglstered Housing Assoclatlon (No, A1055).
Trustees
The persons who are mernbers of the Trustees are set out on page 2. The pollcy when recruiting new
Trustees Is to appoint those wlth relevant skills to carry out the buslness of the charlty.

-To provlde housing accommodatlon for persons who at any time prlor to their selertlon shall have been
resident In the area of benefit for at least ten years of the adult perlod of their lives and who are elther
aged, Inflrm or incapacitated by reason of war or accldent."

Review of Activlty
The 24 two bedroom slngle 5torey terraced homes, We￿ fully occupied through the year ex￿pt for 2
which were void for a total of 7 weeks at an average weekly maintenance contrtbution of £72.32.
The homes all meet the Government"Decent Homes Standard" and an asset management strategy 15 in
place to maintaln the homes to the hlghest standards.
A waltlng Ilst 15 malntained and 40 applicants are on the list.

Value for Money Statement
The Reglstered Charity is commltted to being an effectlve and efficient soclal buslness achlevlng Value
for Money fvfm") In all of its actlvltles.
A5 the chaNty only has 24 units to achieve Vfm it benefits from the policies and procedures of DAMHA
(the managlng agent). Examples of this are where a new central heatbng boiler is required the costs are
those negotlated by DAMHA who have in excess of 1700 unSts. Thls principle also applies for
replacement windows. kitchens and bathrotsrns as required.
Qulnquennial inspectlons are carrled out to schedule planned maintenance, that said many of the
Improvements are carried out during void periods due to the age and vulnerability of the residents.
Through the management agreement The Hartlepool's War Memorlal Homes and the Crosby Homes
have a cost-effective process of managing day to day repairs and the collectlon of the weekly
maintenarice charge. Resldents can also contatt housing officers on a free phone number.
Addltlonal Vfm Is achleved by using where appropriate local contractors, e.g. landscape maintenance.

year ended 31st March 2024 on pages 8 to 18. The flnancial reportlng framework that has been applled in

Thls report is made solely to the associatlon's members, as a body. in accordance wlth the Housing and
Regeneration Act 2008, sectlon 144 of the Charities Act 2011 and regulations made under sectlon 154 of
that Act. Our audit work has been undertaken so that we might state to the asSOClatlon's members those
matters we are reqUI￿d to state to them In an auditorfs report and for no other purp05e. To the fullest
extent permltted by law, we do not accept or assume responsibility to anyone other than the assoclation
and the assoclatlon's members, as a body, for our audlt work, for this report, or for the opinions we have

Trustees In the preparatlon of the accounts, and of whether the accounting policles are approprlate to the

We planned and performed our audlt so as to obtain all the Information and explanation, whlch we
considered necessary in order to provide us with sufflclent evidence to glve reaSO￿able assurance that the

forming our oplnlon we also evaluated the overall adequacy of the presentatlon of information in the

Accountlng Policies
Basis of accounting
The financial statements of the Assoclatlon are prepared under the hlstorlcal cost convention,
except for Investments which are held at market value. This is in accordance with applicable
accountlng standards, namelyN UK Generally Accepted Accounting Practice (UK GAAP) includlng
Flnanclal Reporting Standard 102 (FRS 102) and the Housing SORP 2014.. Statement of
Recommended Practlce for Registered Soclal Housing Providers and comply with the Accounting
Direction for Prlvate Reglstered Provider5 of Soclal Housing 2019.
While the Assoclation Is an Unincorporated Charity and a member of the National Assoclatlon of
Almshouses, the Assoclatlon is also a Registered Social Housing Provlder. Therefore, the flnanclal
statements have been p￿pared In compliance with the Housing SORP 2014 to enable consistencyi
ease and transparency in our reportlng to the houslng regu5ator.
Cash Flows
As a small Reglstered Social Houslng Provider, The Hartlepool's War Memorial homes and the
Crosby Homes have elected to use thelr exemptlon to prepare a statement of cash flows.
Flxed Asset Investments
Investments classlfled under fixed assets are stated at market value at the balance sheet date,
where thls is readily identifiable. All other Investments are stated at cost.
Golng Concern
The Assoclation's fOre￿$ts and proJectlONS show that the Association should be able to continue
to operate wlthln the level of its current facllltles and no matters have been drawn to Its attention
to suggest that future fundlng may not be forthcomlng on acceptable terms.
After making enqulrles, the Trustees have a reasonable expectatlon that the Assoclation has
adequate resources to contlnue In operational existence for the foreseeable future. Accordinglyi
they continue to adopt the golng cOn￿rn basls In preparing these financial statements.
Houslng Properties
Houslng propertles are stated at cost, less accumulated depreclatlon.
Major components of houslng properties, such 05 windows and heating components, have been
accounted for and depreciated separately from the maln fabrlc, over their expetted economic lives.
Depreclatlon Is charged at the rates applled below to wr¢te off the cost of the asset over thelr

The Soclal Housing grant has been applled agalnst the land In the first instance and then to the
Maln Fabrlc of the buildlng. The grant is amortised over 100 years and released back Into the
Statement of Comprehenslve Income.

Soclal Housing Grant
Soclal Housing Grant (SHG) received as a capital contrlbutlon, in line with SORP2014 and the
'accruals method., Is held separately as a credltor due after more than one year, unless part of the
SHG relates to a disposal of property and becomes recycled or repayable, In whlch case It is
apportloned to ￿dItOrS due less than one year accordlngly. The 'accruals method. Is applled as
the RSHP holds all social housing properties at thelr historic cost.
The SHG Is then amortised in Ilne wlth depreciatSon of the 'structure' component of the housing
propertles and released over 100 years ( IO/o). The amortisation fftleased In respect of the SHG is
recognlsed in the Statement of Comprehen$5ve Income as 'lncome'.
Turnover
Turnover represents all rental, service charge Incorlle receivable and amortised Soclal Houslng
Grant.
Value added tax
The Homes are not registered for VAT and ¥Vhe￿ appllcable expenditure InclLJdes VAT.
Impalrment
Annually housing propertles are assessed for Impalrrnent indlcators. This is generally perfomied
at scheme or cash-generatlng unit level. Where Indicators are Identlfled an assessment for
Impalrment is undertaken comparing the scheme's carrying amount to Its ￿cOVerable amount.
Where the carrying amount of a scheme is deemed to exceed its recoverable amount, the scheme
Is written down to its ￿cOVerable amount. The resultlng Impairrnent loss Is recognised as operating
expendlture. Where a scheme Is currently deemed not to be providing servlce potentlal to the
Assoclatlon, Its recoverable amount Is Its fair value les5 Costs to sell.

Debtors are measured at transartlon prSce, less any impairment.
Credltors
Creditors are measured at transactlon pri￿.
Deslgnated ReseThes
A designated reSe￿e has been created in order to meet future expendlture upon pSanned
Molntenan￿ and mlnor Improvements. A stock condition survey In respect of all the properties
carrled out in 2001 has been used to draw up a formal Planned Malntenance & Minor Improvements
programme, The reserve has been created from the Trusts prevlous cyclical malntenance and
extraordinary repairs deslgnated reserves and established to the extent that it is considered that
this expendlture can be met from the charity's own reserves.

Charitable Fund Property Reserve
This reserve represents that proportion of the cost of the propertles, whlch was flnanced by
charfitable donatlons as well as the charities own resources.
Admlnistratlon
The management of the Assoclatlon continues to be deolt wlth by Durham Aged Mineworkers,
Homes As50ciatlon (DAMHA) a separately reglstered housing association (5125). Rental income
and administrative costs are recelved and paid by the agent association who make a management
charge for acting as agent.
