If has been another busy yeor for Poct. We have conlinued to l(xus on delivering Ihe besl
services we con, working within the system. ond in the gops belween system5. lo enable people
to cope, lo have hope. ond lo Iwe good lives. But thal hosn't stopped us from innovoling and
testing out better ways of working.
We have conlinued to SUPPOrt men and worrEn in prr50n. and theTh children and lamilies, to
mainloin Ih&r fami￿ bonds. We are grateful to HMPPS who commis5￿n us lo deliver these 'Family
& Significant other, Services in twre fhan 60 pyi50ns across Englond and Woles. ￿ well as running
V15ils and delivering casework wilh the men ond women in prison, we have been tx(iadening the
Services that we provide. We ore now lor example lrialling 'Farru￿ Resettlement Workers, in
women's prisons. We hove also rolled oul 'Famli y Forum5'. ensvring that the people who use our
services gel lo shope fheir development and deltvy.
As the current round of Creoting Future opp￿runitieS conlrocts comes to an end. it is worth
reflecting on the signiffcant successes ot Pocl's work in thi5 area. This programme has seen Pact
providing personaffsed svpport in custody to the m05t dI￿dVan10ged men in pr(son to support
*hem towards future employment goals ond successful rehobli ifotion. we have also provided one
to one through the gale mentoring support. All of this w￿k hos been part ol effective mulfi
agency r)orlnerships working alongside other volunlory seclor partners. The MOJ Justice Dato Lob
published analysis ol the prosromme wh￿h showed that when delivered in cuslody ond
comnxjnily I'lhrough the gote'l. the intervenlion redvced re-offending by 8%. We are proud to
hove contributed to enabling so many people lo tum thew live5 around.
Our innovative granl-funded projects have continued to forge new pathways l(Y people in the
criminal justice system. Our flagship Route52Chonge project in HMPS Brixlon and tsis h05
demonstrated the benefits of plocing fomiw ond heollhy relationships at Ihe heort of prison
regime5. We also sought to spreod the benefils of what we hove leatnt on the project. holding
four regional events for over a hundred HMPPS colleogue5 and partner organisotions across
England and Wale5.
An independent evoluotion of our Togelher a Chance project. which employs socnl workers to
support rnothers in two prisons, concluded Ihot there was 'clear ond incontrovertible evidence, of
the need lor the scheme to be rolled out more wdely. Our work to 5UPPOrt children with a parent
in prison hos olso gone from slrengtFFlo-strength - a new loolkil to support teachers w(xking with
children affected by txjrental imprisonment hos been launched and alreody requesled by over
400 schools ond leochers.
Our work lo develop our offering to healthcare services conlinues to develop. Our tisfen to
Families prqecl seeks to give fomilies ond corer5 grealer influence in the healthcare ol their loved
ones in r*i50n and ha5 expanded beyond London lo a number of prtsons in the Soulheosl. In a
simllor vein. this yeor our work lo improve Ihe defivery of prison Safer Cuslody came to a

In 202314, Pacl continued to deliver 'FaMI￿ & Significont other serv￿e5 under conliacls wtth
HMPPS al 62 prisons. This work represents ju51 under half of oll ol our service delivery. We assisted o
tolal of 485.417 visit￿5 throvgh Pact Prison Wisilors Centres during the yeor, of whom 251,305 were
women. 136,345 wwe men. and 97,767 were chiklren. We began new casework support wilh
2.139 prisoners a5 part of these seNices, ond logetherwilh those already on our caseloads, we
recorded l 0,094 positive outcomes, wilh prisoner5 reclxding improvements in their Family
RelulDrhships131531, Attitudes Thinknng and Behoviovr113831 ond Mentol Health (12481. Through
the use of Pact 'Relalionship Radars,, we rec(yded a 17% average chonge in outcomes. 93% of
Prisoners said thal Pacl casework svpport had made things slightly or sunificantly beller for them.
96% of prisoners who took parl in Pact famity days were eilhet S￿h11Y (K complelely 50fi5fied. We
olso conducled qualitative surveys Wlth fomilES who used our setvices Io vi51t loved ones. 88Yo Ot
families were eilher slightly or comp￿te￿ sotisfied with Ihe supporl they received. During Ihe year,
we introduced 'Family Forurrts, lo txing familEs togelher wth one another. with our staff. ond with
ison governors. Th￿ wos parl of our sery￿e User InvolverrEntlknved ExperEnce strategy work
which is going from strength to slrength. Al Ihe end of the yeor, we provided oll Pact slaff with a
new Service User InVo￿ement Toolkil and began a national training progromme to ensure Ihat all
OLJr services ore informed ond shaped by the people we Serve.
Crlrnlnal Juslice Healthcare
We continued to develop our Fxogomme of work to support Fytson healthcore providers and to
give prisoners, families a voice. Thanks to a groundbreoking NHs-Supp￿ed project in London. we
interviewed over 1,000 people who had a loved one in prison and shared their insights with our
commissioning partners al NHS London. and with the three prison heollhcare providers in the
capital. As the year drew to a cbse, agreemenl was being reached on a new 'Carer5'Charter'.
Our ambition is that prison heollhcare wowders will adopl Ihis as a sel of C￿ar expectolions
regarding the way they work wtth prisoners, lomil ies. This work g￿S from slrength Io strength. At
HMP Wondsworth, agreement was reached wlh Oxlea5 NHS Trust lo pilot a Pact Link Worker wilhin
their heallhcare team. Our oim with all ol this work is lo improve the health. wellbeing and safety
of people in prison, through facilitating conslructive engagemenl wlh those people who know
them best. their families and signif￿an1 others.
Groupwork & Interventlons
W(xking in wisons ond in the community. Pact has developed a curriculum ol group-wixk and
one-l(ione slruclured inlerventions. The f<xus of our educolionol programmes is on enabling
Peop￿ to develop their life skli ts. to INe good fwes afler releose. Dlrring the year 896 people took
parl in 183 courses. These ranged from courses to support peop￿ to prepare for life after release,
lo course5 thul ore focused on inter-personal communication $￿IL$, parenling, or setting and
achieving per50nol life goals. We are delighted lo report thal we achieve 0 9810 completion rale
for our courses, and a 95% service user satisloction rale.
Creating Future Opportunities
The Government funded programme that was ryiginolly malched wilh Euiopeon Social Fund
funding, with HMPPS as a 'C￿FinancIng Trganisotion, ICFOI, has now been ie-badged 'Creating

Future Opportunities, ICFOI. The programme hos been evaluoled by Ihe Ministry of Justice Data
Lob as achieving an 8% reduction in r&offending. when delivered both in custody and
'through the gote. into community. We are very proud of our leam's contribution lo this succe5S.
During the year. we enrolled 963 men on to the progromme. who completed 2995 'core oclivilies,
and 843 '5upporlive measures.
Probation
Probotion services continue to lun well. and strong relalionship5 are in place within Ihe supply
chains in wh￿h we operate.
Whilst referral levds continue to be lower than anticipated we ore oble to provide a high-quality
service that is tailcyed lo meet service user needs wtFh the leoms involved in the Operational
Assistance and Assurance Group IOSAGI oudits.
NationolW. morkel engagement events are starting to commence lor the new rounds of
conlrocling from 2024.
Reslricfed Funding
Pact runs a ronge of innovotive progromrrEs via Govemmenl. Corporales ond Trust &
Foundations grants. Parlicular exomples include:
Routes 2 Change.. developing a model of good Kxoctice for differenf aspects of family and
relolionship focused programrrES lo suppcyl system chonge in the woy that families ore
viewed. We supported 431 men ond th-w families durrng the year.
Prisoners Families Helpfine and Communications Galewoy. Ju51 under 33,000 fami
members were ossisted Nia the helplirbe during the Y￿[. and another 5404 contacted us for
support via email. Once again. we svpported mny famiw rrEmbers who were
desperately worried about the salety of Iheir loved ones inside. we escalated 1.314 urgenl
soleguording concerns. mony invofving immediate risk to lrfe. As wlh oll our staff ond
volunteers, we are enormously graleful f(￿ our helpfine leam. VolLJnteets gave 3,821 hours
of service fo the helpline.
Together a Chance: we were youd lo receive the final evolvali)n of our Women's Prison
Social Worker pilot Ilhe 'Together A Chance, project). The evoluotion gave an
unequivocal recomryEndalion of the impact ol the service. We conlinue lo encourage the
Ministry of Justice to roll out the service across Ihe women's prisons. This yeor. Pact Social
Workers provided intensive support to 140 women. 42 children and 54 carer5. We olso
trained 241 social workers. teachers and probolion staff.

support people suffering po<y mental heaNh. The overage grant was for £200. No cosh
grant5 were made, as we etther provided vouchers or purchosed items directly. The most

As a Catholic charify, Pact benefils en￿mOus￿ from the support ol parishes and religious

lo our sustainability. This year we benefitted from a reccxd response to our Prisoners Sundoy
appeol. Ovei 50 new volunteers joined Pocl as 'Parish Reps.. acting as our link into local parishes.
The Catholic Wamen's League odopled Pacl as their charity ol choice, and provided hundreds
of back packs filled with essentiol ilem5 lor men ond women who would otherwise leave prison
with nothing. Some parishe5 organrzed pilgrimages to Prisons. The Holy Father. Pope Francis,
blessed a picture of Mary lor the pti50net5 of Englond ond Wales. In so many ways, through
pruyer. Ihrough aclion, and through generosily. the cathol￿ comrr.unity and wider Christion

The Trustees have reviewed the level of reserves required lo cover these evenfuafities. In line with
good praclice. they have opted lo link Ihe largel level of free reserves directw lo o delailed
anolysis ol the risks, the likely impact of those risks, and the probability of them occurring. This
