2. Our refreshed volunteerfng slrategy
We hove refreshed our Vis￿n for Volunteering. drawing on our e￿erIenCe and
learning during the pandemic. We wll renew our commitment lo excellence in
supporting people from local communities. including faith communities, to make a
positive difference to the lives of people affected by imprisonment. We will also
invest in our copocity to enoble moTe people with lived experience of prison lo
volunleer os peer support volunteers in custody ond in the community, ond in 2022-
23 will be recruiting a dedicated management role to lead on this work. We will
focus on Ihe needs of people irn prison, porticulorly young people. ond people from
minorilised communities. who hove no p￿tIVe fomity or sociol contact. ond plon to
develop our own volunteering programme lo respond to this need os part of our
prison-based Family and Significant Other IFaSOSI serV￿e5.

The Future
Towards the end of the financial yeor. the mIn￿try of Justice emborked on a 're-
compete, ol family 5ervice5 controcts. which end on 30" September 2022. The
bidding process involves o significont wo￿l00d the chority. but we hove been
excited lo present our vision for the seNices bosed on our leaming ond on listening
to our service user5. While thi5 report relofes to our octNities vndertaken within the
financiol year, reoders will be pleosed lo leorn Ihcf ot the point ol wriling. we hove
been nolilied by the Ministry of Justice thot we have been successful in our bids lor
services al 62 prison5. This repre5enls Incredib￿ signilicont growth for the charity and
laT exceeds our expectolions. ond we ore now looking fo￿ard to mobilising these
services in readiness of l sr October 2022. We olso look fiyward lo working with a
number ol local and specialist notionol chorities ond voluntory sector partners a5
part of our delivery model.
Achievements and performance: delivering
meanlngful outcomes for service users
We deliver services ol every stoge of Ihe criminal justice iOLKney. wpporting
prisoners. people with convictions. defendants. ond their families from offest. through
custody. to the weeks and months following release. As well as our commissioned

Throughout 2021122 we continued to be impacted by the COVID-19 pandemic. with
staff and volunteers working hord to deliver services in often chollenging
environments ond cwcumslonces. The emergence of the Omicron voriant of COVID
in Aulumn 2021 saw the reinslalement ol the Sloge 3 HMPPS COVID Framework for
the majority ol prisons (most hod moved to Stoge 21. which resulted in limiled stoff
access ané reduced prisoner movement. Visitors, Centres remoined open. but
social visits were reduced at many ￿SOn5 ond overall visitor numbers remained low.
ColeTing facililies were also greatly Testricled, os were opportunities lor community
teams to er)gage with service users. Allhough it wos onnounced on 31 Morch 2022
that mondolory COVID testing for prison vi%tors would end. mony reslrictions ore still
in ploce across the prison estate and in some cases. pri￿nerS remain locked up for
23 hours a day.
In court: supporting defendants and their families to navigate
the complex justice syslem
Pact provides court volunteer5 who offer usefvl pract￿al inf￿￿OI10n and emotional
support for detendonts, fomilies. Volunteers ore highw Iroined ond supervised by
Court Volunteer cO￿dI￿at￿. ond wot* closew with court stolf. Eoch doy they ore
given o list of cases that will be heard in the court. and they are able lo sensitively
approach familie5 to offer support on the doy ol the heoring. triol. (K sentence.
In 2021122 we worked in 10 court5 lone in Norlh Wale5 and nine in London). Our
London court service wa5 unable lo opeiate in the lir51 holf of 2021 due lo ongoing
COVID restrictions but wos remobilised in November ￿)21. Since then. we hove
troined 10 new volunteers to svpport thi5 Service. Our SerV￿e in Ncth Wole5 reached
the end ol its funding in May 2021 bul continued to be supported by Iwo volunteers
on on informol bosis. Over the Ihfee-yeor period of the Fyoject. we supported 3.195
families.

malntaln relatlonshlps
Family engagement work
The individuali5ed support offered by our Famli y Engagement W0￿er5 IFEWsl and
Family Engagement Monogers IFEMS) is proven to improve prisoners, emotionol
wellbeing, motivate their compliance with the prison regime and to reduce their r￿k
of self-harm, violence. and disruptive behaviour. Although many restrictions
remoined in ploce ocross the prison estote during 2021122. we were oble to steodi
increose our presence in prison establishments over time. We also continued lo
invest in re50urce5 to keep fomilies informed aboul chonges Io visiting. including
COVID-19 requirement5.
At the end ol the financial yeor Imorch 20221 we hod 17 Family Engagement
Worker5 IFEWs1, 30 Family Engogemenl Managers IFEMs1 and 24 Family Support
Workers. 6 Ploy Workers ond I Ploy cO￿dinal0r ocross Englond ond Woles. Qur
Family Engagement Work supported 2,165 servsce users across the men's and
women's estotes ond Visitors, Centre stoff deolt with 17232 enqviries.
Although visits did begin lo open again during this reporting period. these have not
yel achieved pre-COVID levels. During the year, we conlinued lo manoge
dedicated emoil oddresses for eoch prison where Poct operotes. monilored doli y by
our highly Iroined staff. Through this remote service, Staff responded to 25,486
enquires. We also continued to SVPP¢NI families ond children wlh secure video calls
so that they could understond the lechnology ond maintain contocl wilh their loved
ones in prison. porticuloty where COVID oulbfeaks aflected face-to-foce visiting.
Family Days are usually a cwier5tone of Pact's work with prison5 and offer families a
visiting experience where they con enjoy quality time wth each other. Due to
ongoing restrictions, we were onty able lo offer 22 lamfy days and 56 play se5sion5
for prisoner5, children. With foce-to-foce visits now increosing in number. we hope to
be oble lo offer mony more in Ihe coming yeor.

Routes 2 Change
Our inlegiated rehabililolion ond resettlement progromme in HMP 8rixton. Routes 2
Chonge. continued to go from strength to slrenglh ond wos olso successfully
launched in HMPIYOI Isis. The programme demonstrates Ihat fomily work bridging
custody and community is effective in encouraging posilive change for those in
contact wth Ihe criminal justice system. The scheme 5UPP(yt5 Prisoners, and their

induction. throughout the¥ sentence and for up lo six months following their release.
Of 1.376 men who entered HMP Br￿ton dur6ng 2Q21122 we managed to triage 1.361.
Out ol those triaged, 273wenl on to be supported by our Routes 2 Change
ogramme. In addition. we 5torted to work with more prisoners coming to the end
of their sentence. In 2021122 we wot*ed with go people on release and in the
community (compared to 52 last yearl.
We were delighted to launch Routes 2 Change in HMPIYOI Isis. and have worked in
consultation with prisoners. families, prison stoff ond proctitioner5. 05 well os
commi55iorsing an independent scoping exercise. to leorn from the HMP BrrKton pilot
and odopt the model lo best meel the needs of prisoners and their lomilies ot
HMPIYOI Isis. During 2021122 01613 men who entered the prison. we triaged 599. Of
those we trioged. 151 joined the volunlory progromme. We look foword to growing
this service ond to offering post4eleose support in the yeor oheod.
As part of the Routes 2 Change prO￿arnme. we have introduced Pact's first ever
Shadow Advisory Boord ISABI. This group wll encourage swice user engagement in
the Routes 2 Change progromme and explore how Ihe service can be improved.11

hove SABS al both HMP Brixlon and HMPIYOI Isis and hope that Ihis will play a key
role in developing the projecl. We hove 0150 appointed Roules 2 Change
"Champions" in both prisons. This peer role wll see prisoners octively support others
on their wing to engage with the Routes 2 Change programme.

Parentlng and relationship educalion
We hove continued to successfulW deliver porenting and relolionship education
both in prisons ond the community. Under our Whol￿ owned subsidiory. Poct Fvtures
CIC (Community Interest Company). we secured onother contract to deliver our
specialist education courses across Ihe London prison estate under the Prison
Education Framework Dynamic Purchosing System IDPSI. We continued to support
prisoners in one-lo-one sessions in HMPS Brixlon. High Down. Pentonville. Wondsworth.
and Wormwood Scrubs ond HMPIYOI I￿5 lo complete 639 workbooks. AlthoLsgh Ihe
workbooks were completed remotely. the work wos well-received by porticiponts,
957• of whom expressed the view Ihot they would recommend the courses lo others.
HMP Manchester also commisstoned o svite ol distonce leoming porenthng courses,
with Ihe aim of helping men lo improve their porenting skills. maintain good
relationships wilh their children. ond strengthen fomify ties. The Pocl teom was oble

to offer telephone support for porticipant5 to recommend next steps and ensure
understanding of the molerial. All porticiponls expressed the view thot they would
recommend the workbooks to others ond 707• felt thot the course hod helped them
to think oboul how to have positive relationships.
During the yeor we were opprooched by PorentGym. the philonthropic programme
funded by MindGym, to troin Pocl staff to deliver the PorenlGym programme in
cvstody. The programme is evidenced-bosed. designed by leoding psychologisls.

remobilise our Visiting Mum project ol HMP Eoslwood Pork ond expond the service

Visiting Mum will be one of the services operating as part of the One Women's
Centre at HMP Eostwood Pork. Led by The Nelson TTUSt. the Centre will offer
comprehensive support to women in custody ond Ihrovgh the gole. ond will odopt
o 'one team, approach. joining up slatulory and voluntary sector services.
The seNice supporting Welsh women ond they children is in addition to the Comic
Relief funded se￿iCe at HMP Downview. which had initially been placed on hold
during the parndern￿. However, despite ongoing restrictions, our team has worked
wilh prison sloll to embed the project into the regime induclion process so thot

oimed to develop gateway communication systems to enable this to happen
effectively. During 2021122, we continued to work wth the three pik)t Sites.. HMP

ospects ol the work at HMP Worn￿00d Scrubs. HMP Bullingdon ond HMP

Having previously reviewed and redeveloped the existing Prisoners Families Helpline
webslte, this yeaT we conlinued to develop the 'SoferCustody Portal.. This hos
included the production of o new film which sils on the home poge of the website
offering on overview of Ihe sile and how function5 such as Google Tran51ote WOTk. In
Seplember 2021. Iwo oddilional pli ol siles were identified lo ensure thal the P￿01

There ha5 been a steady incTe05e in the number of visits to the Prisoner5. Families
Helpline website since it wos relaunched. with 21.957 visitors in Morch 2022
compared to 12,291 in March 2021. We have also worked wilh each of the pilot sites
to trial electronic logging of calls. Wlth the oim of encouraging a consistenl
opyooch. improving undefslonding obout nature and frequency of concerns
shared by lomilies, supporting a more robu51 recording process. and identifying

In 2021122 we Saw a huge demond for our befriending seNice. Through this. trained
volunteers provide emotional support over the phone on a regular bosis to fomily
members struggling lo cope with the impocl of their loved one's sentence. At the
end of March 2022. we hod recruited and trained on additional 28 Volunte￿ ond
had 18 'actively' volvnleering Imolched wth o service user). During the yeor. our
volunteers provided 1.778 hours of svpport ond the seNice hos now been mode
ovoiloble to call￿$ who ore aged 14-18 years.

During the yeor. our JustPeople workshops- developed in partnership with Together
for the Common Good- have been delivered fusmall groups both online and in
per50n. We started this work in October 2021 and by the end of March we had run
two online JuslPeople workshops and two in-person workshops with a tolol 0128
participants. Of these 28, 13 participants applied to become Pacl volunteers: four in
Family Services, one in Befriending. and nine os Parish Repre5entalives. A further five
workshop porticiponls ore now involved wlh prison choploincy. Evoluolion suogests
thol parliciponls hod little prior thowledge of Poct bul held o wdespreod intention
to remain engaged afterwards. Participanls apprecialed the oppcrtunity the
workshops provided lo come together in prayerful discussion. One porticipant said..

We hove continued offering support to our staff ond volunteers via the Care Firsl
employee assistance programme. The service offers free. independent counselling
support. which is availoble 24 hours o doy- 365 doys o yeor. In oddition, our people
can also access informotion ond advice services covering o range ol tssves from
family ond relolionships to finances and consvmer rights. We have also continued
delivering regular lace-to-face cfinical supeNsion se55ions to casew￿ers opeTating
across services.
Dvring 2021122, we conlinued to respond to the COVID-19 pondernic. undertaking
more than 200 individual COVID staff risk assessments. wth a particular focus on
protecting those in the most vvlnerable calegories.
Involving staff in Pacl's future
In Jonuory 2022 we conducted an organisation-wide stofl survey comprising
queslions on health and safety, wellbeing, and diversity and inclusion. The lotter wos

aclion IIDEAI audit. More thon three-quarters of survey respondenls176%1 strongly
agreed Ihat they felt comfortable lolking lo their monager oboul their mental

As part of our IDEA audit. low firm Reed-smith wotked wilh us to review relevant Poct
policies to ensure inclu%on. We have also planned to introduce equolities monitoring
to our HR system ICa5cadel to better understond the diversity of our worklorce and
the degree lo which it reHecls the people we serve. We hope thal this wll be live in
the coming months.
Improvlng Internal communicalion
Our inlernal ￿￿￿etter. Pact News. ts sent by emoil lond in hard copy by request) to
all Pact staff and volvnteers. This yecr. the newsletter hos continued to evolve and
includes lotest news ond insighls from our teams and services, as well 05 updotes
from ocross the criminal justice and volunlory sectors. In November 2021. we opted
to create version5 01 Ihe newsletter lo better meet the needs of stoff ond
volunteers. Feedback from Ihe leom has been positive and open rates continue to
improve month on month. The March 2022 newsletter received 197 stoff views ond
55 volunteer views and recent editions have seen even higher levels of
engagement.
Trainlng and development
In June 2020. we implemented o new online ￿QMIng management plotfomi called
Pact Academy. which hosts Pocl Iroining COUTSes 0$ well os offering stoff ond
volunteers access to courses in leodership ond monagement.. health. solety. and
wellbeing- catering ond IT skills. We hove continued lo develop the platform
throughout the year. supporting 51alf and volunleers to undertoke mondol(ry ond
refresher troining and to embrace oppc*lunilies for skills development. This includes
tronslating our Iwo-doy Poct Fovndalion Training- a course for all new Pact 51arler5
from an in-person event to an online Iroining resource. We ore delighted thol

Fdlowing a review of the changes lo the commissioning environment, the leodership
team presented on options poper lo the Board of Trustees of Pocl. and the Boord of
Directo￿ of Pact Futures, with the recommendation to merge. The recommendation
was lo effect a transfer ol ossets and liobilities from Poct Fulures to Poct, and in due
course. lo dissolve Pact Fvtures.

idea to an operation Ihot delivered over £1 million worth of high-quolily seNices. with
minimal risk to Pact's assets.

Justice contracts was replaced by fees for services. Trustees and Directors also noted
thot the Government caps the value of conlracts thal can be secured based on a

Our staff works inside prisons. in prison Visitors. Centres IvsualW located just outside
prisonsl. in courts, in the communty. ond in office settings.
For much ol the year these sellings have been closed. and so we hove had to
adapt to new ways of working ond supporting our stoll in working from home. This
hos meant o éilferent set of chollenges around ensuring slafl members ore
supported when everyone is W0￿1ng from home. As foce-to-face services re-open,
we have been COTeful in their monogement to ensure the risks lo service users. stofl

We completed our annual safety atwork oudit in FebTUOry 2022, with a total of 202
responses. up from 131 in 2020 (we did not conduct the ovdit in its usual formol105t
yeorl - 129 staff and 72 volunleers shared their experiences with us. 9870 of
respondenls told us thal Ihey fdl safe ol work ond the number of incident5 Ithreals.

ongoing tragedies of self-horm ond suicide in prisons, and the rise of violence
between prisoners and prison staff that we see emerging once more following Ihe
COVID lockdown. We have the opporlunity to bring the vores and experience. and
Social capitol of fomilies to this work. Fomilies of prisoners have vital insights and
informolion to shore with prison healthcare provider5 ond officers. bvt oll too often
ore ignored. and 'locked out., We hove Ihe opportunity to support colleogues in
HMPPS, healthcare providers. ond other speciolisl portners. to join up and integrate
their 5y5tems ond opprooches so that they become per50n-shoped and family-
shoped. to achieve better health ond wellbeing ovtcomes for oll.
