INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF SITE FOR A NEW CHURCH HALL on the Accounts for the year ended 31 December 2021

Respective responsibilities of managing trustees and independent examiner

As the charity’s trustees, you are responsible for the preparation of the accounts. You consider that the audit requirement of section 144 of the Charities Act 2011 does not apply. It is my responsibility to state, on the basis of procedures specified in the General Directions given by the Charity Commissioners under section 145 (5) (b) of the Act, whether particular matters have come to my attention.

Basis of independent examiner’s report

My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

Independent examiner’s statement

In connection with my examination, no matter has come to my attention which gives me reasonable cause to believe that in any material respect the requirements to keep accounting records in accordance with section 130 of the Act and to prepare accounts which accord with the accounting records and to comply with the accounting requirements of the Act have not been met. In my opinion no other matter needs attention to be drawn in order to enable a proper understanding of the accounts to be reached.

TRUSTEES’ ANNUAL REPORT FOR 2021

Reference and Administrative Details: The full name of the charity is SITE FOR A NEW CHURCH HALL. The charity is number 217647 in the Register of Charities. The registered address of the charity is THE MINCHINHAMPTON COMMUNITY HUB, TOBACCONIST ROAD, MINCHINHAMPTON, GL6 9JJ. The following people acted as Trustees during 2021: Rev’d Howard Gilbert, Mrs Angela Ayling, and Mrs Caroline Thackray. The charity's bankers are NatWest Bank.

Structure, Governance and Management: The charity is governed by a Constitution agreed in 1948. The charity’s policy is that Trustees are the Rector of Holy Trinity Minchinhampton and the two Church Wardens. The Trustees meet at least quarterly to discuss issues and the management of the Hall. The Trustees have identified and reviewed the major risks to which the charity is exposed and have established systems to mitigate those risks.

Objectives and Activities: The charity’s objectives as stated in its Constitution are these: The principal purpose of the Charity is the creation of a site for the erection of a Church Hall for any religious and charitable purpose for the benefit of the parishioners of Minchinhampton.

Achievements and Performance: The Site for a New Church Hall seeks to help as many people in the Community as possible and following the impacts of the Pandemic this is needed more than ever. We have recently started running and operating a youth club in Minchinhampton to improve social connection, and the mental and physical wellbeing of all the children and youth in Minchinhampton. We currently run three groups for school years 2-13 with over 80 young people attending on a weekly basis and 150 on our register attending monthly. In addition, we have started a Community Gym which is attended by at least 80 people every week.

Financial Review: In 2021 the charity had a gross income of £49,677 of which £35,880 was a donation from the Minchinhampton Youth Club as it closed.

Plans for Future Periods: The charity's trustees wish to fully develop the Minchinhampton Community Hub for the use of the Community including creating a new playground, EV car chargers, a community café and educational courses.

Funds Held as Custodian Trustee on Behalf of Others: There are no such funds.

Employees: There are no permanent employees, and there are over 20 volunteers involved.

Statement of Compliance: The Trustees have complied with their duty to have due regard to the guidance on public benefit published by the Charity Commission in exercising their powers or duties.
