1.2. 08JEcnvES OF THE CHARITY
The provision of hou5in8 accommodation for persons who are in financial need and are
elther resident In the area of beneflt: Weston Rhyn and the adjoining parishes and the
parishes of Oswe5try Town and Oswestry Rural] or appolnted by the trustees under the
Scheme.
The promotion of the education of persons underthe age of 25 resident In the area of
benefit.
Such charitsble purposes wlthin the area of benefit as the trustees decide.
1.3. PUBLIC BENEFIT
In fulfilling the objects of the Charitythe trustees have had due regard In all their decision maklng
and artivitie5 to the guidance on Trublic Bene￿ provided by the Charity Commission.
1.4 ORGANISATIONAL STRucfuRE
The administration and managernent of the Charlty 5s carried out by the trustees. At the first of the 3
meetln8s of the trustees in each year, the trustees elett one of thelr number to be chairman for the
year. The trustee5 benefft from professional advisors, the Clerk. Accountant and Managing Agent
normally attend meeting5,
1.5 TRUSTEES
Trustees ofthe Charity Bre appointed for a period of 4 years at a tfUStee5' meeting. Trustees, who
must be committed to the objects of the charity. are recruited from the area of benefit. No trustee
may receive any beneflt or have any financlal interest In the Charity. Any confllrt of ir)terest is
declared and recorded at each meeting.
1.6 TRAINING OF TRusfEES
Each new trustee is inducted by the Clerk receNing a copy of the S¢heme,' the most recent accounts
and minutes and the Charity Commission Guidan￿ Document CC3 The E￿ential Trustee.. The
Alrnshouse L%soclatlon news is circulated. Their guidance manual 15 also available. Trustee5 are
encoura8ed to access the Charity Commission News and invited to attend relevant local training.
1.7 R15K MANAGEMENT
Trustees are responsible for the management of the risks faced by the charlty. The controls Used

1.8 FINANCIAL AND INVEsfMEp¥r poucy
Accounts are professionally rnanaged ané presented annually. The Charity maintsin5 its permanent
investment endowment in a balanced, medium risk fund managed by the ChariVs brokers. Trustees
maintaln and keep under revbew the following reserve funds.
An Extraordinary Repair Fund. for improvement and extraordinary repalr.
A Cy¢lic31 maintena1￿ Fund. for malntenance and ordinary repair.

2. ACHIEVEMENf AND PERFORMANCE
11 OCCUPATION OF ALMSHOUSES
All 6 almshouses were occupled through(krt the year.
The Weekly Malntenance Contribution v¥as raised by 4% in April 2023 with an intention to be
consistent in future by reviewlng Contrlbutlons annually in April in line with comparable
inflation In soclal houslng rents.
2.2 IMPROVEMEMf AND REPAIR OF ALMSHOUSES
Work torÈnew￿p£r?de shower facilities in tsvo L7nvts Wds completed.
Work on the iefurbishment of one kitchen was Initiated.
Improvements to the ambien￿ of the area around the back entrance I main driveway were
completed.
A grant was made to Ysgol y Waun for the purchase of a camp kitchen
2.4 GOVERNANCE AND ACHIEVEMEf4TS
Five new Trl￿e5 were appointed.
There were three routine meetings during the year and two addltional meetin8s- one to
welcome new Trustees, one to discuss strategic policies and an emergency session to discuss
diseased trees.
In addltlon to the successful recruitment and indurtion of five new Trustees. a number of
Strategic adminlstrative goals were athleved-
The drafting of a new Reserves Policy with speclfic reference to the use and
management of the two DeyBnatÈd Rèserve Funds.
o A thorough review of our Endowment Fund invesfment with Broker in ottendance
by Zoom
The re*valuatlon and re-launch of the Charivs 8rant-makin8 role
o The launch of the Charftvs first website: vhvw.ellenbarnescharitabletru5t.or
The further consolidation of all pollcy and procedural documents in a Charity Manual
for the Trustees and the officers of the Charity.
o Work was started on researthing and writing up the history of the Charity.
15. INVESTMENT PERFORMANCE
The performance ft)r the year to 31" December 2023 was in line with market condltlons.
16. FUTURE PLAHS
It is proposed to:
Consolldate work begun in 2023 to manage De5ign8ted Funds In Ilne wlth the new
Reseryes Policy.
Revlew the management of our un￿$tritted Funds.
Cvnsolidate the restoration of our Grant-making role.
Remove the ¢onifers adjacent to the drlve and develop a strategic plan for the grounds.
