The Charfly of Marjorie Hurst Is a Registered Charity 12155961 and a Registered Social Landlord IA40571.
The Charity is an Almshouse Charity provSding accommodation for the elderly. The Chadty operates
exclusively within the town of Knutsford.
The Charity'8 GovemSng In$lTum8nt 18 a Scheme made by the Charlty Commls8loners on the 25 March
1983.

New Trustees are supplled wth the Goveming Instrument, last Accounts and a copy of Stsndards of
AlmshoLtse Management. They are invited lo have an Induction meeting with the Clerk. Training for both
new and s&tving Tru$tees18 by attending semlnars organised by the Almshouse Asso¢ialion. The Trustees
delegate the day to day management ofthe Trust lo the Clerk, Mrs S Baron.

The Trustee8 of th$ Charity malntsln the view that they have complled wllh the duly descrfbed In secllon 4 of
the Chariliey Aet 2011 to have due regard lo the publlc benefit guidance published by the Commission. The
Trustees have con51dered this and belleve that the Charlty continues to act as a publlc benefit entity by
malnlalnlng the len almshouses as quality houslng for mature people al a cost well below market levels.
Almshouse vacancies are advertlsed locally through local charities, shops and churches, by word of mouth
and on the Charity's website. Qualifying applicants are InleNlewed and assessed in respect of financial and
houslng need and accommodallon offered to those applicants deemed suitable and wlth the greatest need.

The Charity has contlnued lo keep the alm$hou888 In good condS1ion and up-to-date. The bollers In all of the
Properties are servlced annually and water tanks In the collages are Inspected annually for water quality.
Th8 qulnquennial inspe¢llon of the propertltss In 2022 recommended a number of repalr8 and improvements
whl¢h are being Implemented, for example, redeGoralion of the exterior and arranglng energy performance
certlflcales for those propertl88 wllhout one.
One of the almshouse cottages became vacant In autumn 2023 and the Charity took the opportunity lo
extenslvely refurblsh the property. Th18 Included replacing the kllchen unkt5. replaclng the bath with a walk-in
shower. replaclng all the carpels and flooring and redecorallng Ihroughoul. New residents were found for
this property by advertislng through our looal networks of charibes and churches in a¢co¥dan¢e with our
appllcalion process.
For a number of years the Charity has been looklng al opportunltie8 lo acquire more properties for It8
portfolio, In 2021 the Charity loaned Ollerton Educallonal Foundation, a small local charity, £20k lo renovate
dertslScl former school house with a vSew lo merging the two Charilles. The Charlty's Trustees made the
decSsion in 2022 not lo proceed wllh the merger bul the loan remains and Is se¢ured by a charge on the
propety whlle earnlng Interest for the charity.
R•vlew of flnanclal posltlon
The Trust remalns flnanclally sound, $howlng a conlinulng surplus from operallng activities desplle ongoing
InflalSonary presgures. The Trust mainlaln8 adequate and appropriate feseNes. The reserves are held In
dlverse range of Ilsted share$ that are constantly Tevlewed as well as In bank accounts to spread and
dlmlnish any risks. Cash funds are 8vallable In accesslble accounts comprtslng a current account ond
deposll accounts.
The Trustees are not awaro of any other faolors that are Ilkely lo affect the futuro perfomance or the
finanoial position of the Charity.

resldenls In an effecllve, transparent and accountable manner. Their governance has ensured that the
Chartty has adhefed to all relevant law. complled with thè Trust Scheme and all regulatory requlremenls.
They have remained accountable to residents, the regulator and relevant slakeholdw8 while $afeguarding
tsxpayers, interests and the reputation of the sector.
The Charity In addresslng the maller of ri¥k management and assessment ha$ In place an exlenslve system
of Inlemal controls including regular meetings, external a¢¢ounls preparation, budget, management
a¢count8, finanGSal regulallon8 and a variety of policSes including a rlsk policy. All of these controls are
periodically revlewed by the Trustees and are presgntly Judged adequate for Purpose. In Ihls manner the
TTuslees Gonslder that they have protected social hou8lng needs.

Investments, reserves, rfsk management and perfomiance. The day lo day admlnislralion of the propertles
is delegated to the Clerk.
The Board of Tfustees keeps the skill requlremenls for the Trustees under review and In the event Ih8t 8
Trustee permanently rellres, the Board notifies the Town Council. An appointment Is made at a meeting
convened according to the ordinary pra¢llce of the Town Councll. Trustees do not need to be a member of
the Town Coundl.

prin¢lpal activitles are that of an Almshouse Charity provlding accommodation for poor aged persons.
The Charity operates excluslvely withln the town of Knutsford.

The propertles al 50 - 60 Sllkmlll Street, Knutsford, Cheshire were Gon81rucled In the late ninel8onth
century and there Is no record of the original cost and no value is attrlbuled thereto. The HousSng
Properties cost relates to Improvements carrled out between 1995 - 1997, whlch were funded by
grants from the Houslng Corporaliot) {now the Regulator of Soclal Houslngl and from the Charity's
own resources. The propertles were professlonally valued by Drivers Jonas, Chartered Surveyors on
27 November 1997 al £560,000 and the existlng use value £280.000. No adluslment ha8 been made
for ellher of these values and the Trustee's conslder that the value of the properties Is In excess of

A faulty warden system resulted in £13,694 of telephone line charges. Compensallon of £5,000 was
recelved from the warden system operator, the system itself has been scrapped and replaced with a
digltal warden system.
