– Hainford Village Hall : AGM 12[th] March 2021. Treasurer’s Report
My Report for the 2020 financial year will necessarily be heavily weighted due to the ‘small’ problem of Covid-19!
Our general Lettings income – compared to 2019 – plummeted from some £15k to just £7k, most all of this income coming from the Pre-school who are our main users. However, our overall total income was actually down by virtually nothing, from a little under £21k the previous year to just under £20k, due in large part to the governmental Business Support Grant of £10,000 early on in the crisis.
Overall Expenses of some £6,500 were down from 2019’s total of £14,200, principally due to major tree and fencing works in the grounds in 2019 that had cost nearly £7k. And with Business Rates being suspended for the year and Water Charges being less than half due to lower usage, around another £700 was saved.
The year ended with a lovely surprise for us in the form of a bequest in the sum of £6,000 from the Fergusons, who used to live in the village. You will have learned of this from the questionnaire that was put round last month, and we are at the moment debating on what best to use it for, following consultations with you all. Whilst this figures in the overall Accounts for last year, it has not been taken as actual ‘operating income’.
I would like to thank – as usual – the Parish Council for their usual generous financial support with a Grant in the sum of £2,000, and finish by welcoming our new Auditor – Pete Hardy – and thank him for his excellent efforts in auditing and certifying our annual Accounts. At least he has had a relatively easy introduction to this task, with a somewhat quieter-than-usual year!
All in all, therefore, your Treasurer has ended the year with a big smile on his face! On that note I shall end my report, unless anyone has any specific questions, which I shall of course do my best to answer.

Hainford Village Hall - March 12[th] , 7 p.m. 2021 Chairman’s Report for Zoom AGM
This is the beginning of my second year as Chair of the Hainford Village Hall Committee and I’ll be honest it’s been a very strange one at that. We have continued to have our meeting regularly, firstly, when we were still able, we bought our own chairs and sat in a large circle outside in the car park and more lately by holdings meetings via zoom. Other than November when the monthly meeting was cancelled, it has been business as “usual.” Unfortunately for us Sue Fuller, a long time Village Hall committee member has decided to stand down. How can we say thank you enough Sue, you’ve kept us on our toes, always known when things have needed to be done, always been shopping for the cleaning materials etc etc., we thank you enormously and are going to miss you so much.
Other than Playschool which has continued throughout and a few pilate’s sessions earlier last year, lettings have stopped but we have been very fortunate in receiving a couple of grants from Broadland District Council and this is keeping us afloat. Our Thanks to the Pre-school staff for offering safe provision for children of key workers throughout the pandemic. Enhanced Risk Assessments have been produced by the Pre-school and Village Hall to incorporate government regulations in the battle against Covid 19. Last year we subscribed to ACRE a village Hall Association which offers advice. The Charity Commission and Land Registration has been an ongoing subject since last March and we are waiting for our solicitors to finalise all the details.
I would like take this opportunity of thanking Trevor Stannard who has always been on hand to do our regular Health and Safety checks, he has opened the building up for the Fire safety officers and Electrical Pat testing people. And thanks for doing several odd jobs that have needed doing or repaired over the past year. Two new electric fans were replaced in the Ladies loos and two new lockable filing cabinets were bought and are in place in the Norman Potter Room. We have some work ready to be carried out once the weather improves – new guttering at the back of the building and some concrete repairs to outside parts of the lower walls on the front and side of the building. These will hopefully be done by the end of March or into the beginning of April. We also look forward to installing a fire door exit accessible ramp and to tidying up the whole front of the parking area at the front of the building. We have asked for a quote for tar and chip covering to the ground and a cement base for the recycling bins to be installed on. Thanks also to Steve Bevan who very kindly and voluntarily services the boiler and always does a number of jobs for us throughout the year.
I have always wanted to see the field used and for some time had been hoping to have installed an adult outdoor gym. By turning the field into a more useable space I thought it could also include a five a side football pitch. We had contact with Fresh Air Fitness Gym who gave us a very reasonable quote but because of the lockdown, the funding dried up. Then last year, we received a most generous donation from one of our former residents and at that point it was decided to ask the villagers how that money should be spent. No final decision yet has been taken on spending the bequest. I would like to thank Matthew Nobbs for organising and delivering the questionnaires to each household in the village and for collating their replies. The response was excellent with over 28% return. I have now had a chance to look through the replies and almost unanimously, the adult gym with gym equipment for youngsters included, is what most folk seem to want. We have gone a step further and Matt has kindly drawn up a plan for the field which would include not just the gym equipment but also two five a side football pitches, an outdoor table tennis ‘cement’ table, picnic areas, and of course leaving the space for the Archery group to meet. This will of course have to be discussed more fully and raising the funds will be the main problem -but I will try.
I would like to take this opportunity of thanking Basil Cooper who, after so many years as auditor for our village hall accounts, has decided to stand down. But we are extremely fortunate that Pete Hardy, (recently moved into the village) has agreed to take over the role.
The Parish Council, have also been meeting regularly via Zoom and we would like to thank them for continued financial support. We cannot overlook the huge impact Covid has had to our community and village Hall both socially and financially. Usually a hub of buzzing activity with monthly quizzes, weekly clubs and various activities such as The archery, bingo, folk dancing, body conditioning, pilate’s, short mat bowls, table tennis to name just a few. There’s also one off events such as the Pre school fete, the 5k run, Dances etc., all of which have had to be cancelled. I would like to add how sorry we all were to hear of the very sad loss of Terry Porter, who organised the monthly quizzes and over the years raised £0000’s for the village hall funds. For the future, we are hoping to introduce a version of our own Farmers Market/ Car boot and Walking Treasure hunt.
And Lastly, Could I take this opportunity of thanking everyone on the committee, all of whom, do a tremendous job each year for the community. Without you all, the village hall wouldn’t be the lovely space it is and therefore available for everyone to get together. Once we can, we have decided throw open the doors and have a village party.
