The Trustees present their report and the audited financial slalemenls of the Trusl for the yearended 31 March
2024. The Trustees have adopted the provisions ol the Slalemenl of Recommended Praclioe ISORPI
Accounling and Reporting by Charities. IFRS1021 in preparing the annual report and financial slalemenls of
the Trust.
The financial slalernenls have been prepared in accordance with the accounting policies sel out in notes lo
the accounts and comply with the Trust's governing document, Ihe Charities Act 2011 and Accounting and
Reporting by Charities.. Slalemenl of Recommended Practice applicable lo charities preparing their accounts
in accordance wilh the Financial Reporting Standard applicable in the UK and Republic of Ireland published
on in October 2019.
Structure, govemance and management
Legal Structure
The Dowager Countess Eleanor Peel Trust was established under a trust deed dated 3 May 1951. This was
in pursuance of the Will of Dowager Counless Eleanor Peel who died on 9 November 1949. The Trust Deed
provides Ihal the income of the Tru51 Fund land in Gertain cases the capital Ihereofj should be paid or applied
for such charitabl6 purposes as the Trustees should think fit. They are enjoined lo have particular regard for
medical charilitss, ¢harities for old people and those who have fallen on hard limes through no fault of Iheir
own 2nd the charitable bodies specified in the Schedule lo the Twsl Deed. They are prohibited from giving
money to charitable bodies subslanlially under the control of central or local government or charitable bodies
primarily devoted lo children.

Appointment of Trustees
Trustees s￿ appointed by the agreement of existing trustees, following advertisemenl of th8 vacancy, and a
slruclured seleclion process against a job description and person specilicalion. Prior lo appointment,
prospective Iruslees selected for appointment are invited lo a meeting lo observe. On appointment, new
trustees are provided wilh a Copy ol the Trust Deed, a brief history of the Trust and the most recent annual
report and accounts. Copies ol previous Trustees, meeting minutes and papers are available lo the new
Iruslee.
Trustees are permilled by the Trust Deed lo receive remuneration of up lo 100A of income. Trustees
remuneration is reviewed annually. Discretionary payments may be awarded from time to lime provided that
the 1 OQkn threshold is not exceeded.

Statement of Trustees, responsik]ilities
The Trustees are responsible for preparing the Trustees. Annual Report and the financial slalemenls in
accordance wilh applicable law and United Kingdom Accounting Standards {United Kingdom Generally
Accepted Accounting Praclicel.
The law applicable to charities in England & Wales requires the Trustees lo prepare financial slalemenls for

The Trustees are responsible for keeping proper accounting records that disclose with reasonable a¢¢uracy
at any time the financial position of the Trust and enable thom lo ensure Ihal the financial slalemenls comply
with the Charities A¢t 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the
Trust Deed. They are also responsible lor safeguarding the assets of the Twst and hence forlaking reasonable
steps for the prevention and detection of fraud and other irregularities.
Objectives and activities
General background
The Trustees mel on live occasions in the year at which they considered inter alia grant making, income and
Capital investment p¢rformance, capital and income account balances, budget and forecast, cash flow.
rese￿es, risk managernenl and other policies. All applications for grants are first velled by the Secretary for
eligibility and those deemed eligible are then assessed by two Trustees. Any applications rejected following
Trustee review are listed in the agenda for the next Trustees, meeting with the reason for rejeclion. Truslees
¢an, and do, challenge the recommendations for rejection, so th81811 decisions about applications are agreed
by the Trustee body. Appli¢alions for consideration al the Trustees, meeting are presented with a report by
the (wo Trustees undertaking the initial assessment and, in the case of general applications, a summary of the
financial slalements lor the last complete year.

Greater Manchester, Cheshire and Merseyside or from charities who work therein or are we51 known

2. The TrEJslee8 focus on small to medium sized charities where grants will make a difference.
Applications Irorll large well-funded charities Iwilh income in excess of £2.5m per annuml will normally
be rejected, unless the application is for a capital project or research.
3. The Trustees, preference is lo support capital projects, research projects or projecl-driven applications
and not running ¢osts, although the Trustees a￿ flexible to lake account of the needs of smaller
charities.
4. The Trustees do make grants lo emergency appeals, including from nation81 and international
charities, which are considered on a casa by case basis.
Awareness
The Trustees feel il is important lo know the charities lo which grants are or may be awarded. They will

lo all the Trustees.
Applications for Medical Research Grants
Applications lor Medical Research Grants will be calegorised as appropriate for a 'Minor Granl'1£25,000 or
less) or a 'Major Grant. Igrealer than £25,000 per annum for a defined research project for 1-3 years). The
last major medical grant was awarded as the Professor Sir Robert Boyd Fellowship in 2021.
Post-graduate Travelling Fellowships
The Trustees make a small number of grants lo allow members of the medical or other health professions lo
gain further knowledge or research experience al a cenlTe of excellence, usually by working overseas.

Achievements and performance
The Trustees, primary Key Performan¢e Indicator is income generation and they are satisfied with the actual
income recorded of £636,404.
The value of the capital fund incTeased in the year by £1,858,449 10 £22,091,426.The Trustees remain satisfied
with the perfomiance of CCLA Inveslmenl Managers in respect of managing the investment portfolio.
77 grants lo a value of £664,331 less grants returned of £16,040 w&re awarded during the year. Grants
tolalling £258,449 were awarded for medical research and postgraduate training whilst a lolal of £298,842
was awarded in 'general' gran15 to charities in the North Wesl supporting vulnerable people or'lhose who
have fallen on evil times through no fault of their own, as specified in the Trust Deed. Further details can be
found in note 7 of the accounts.

the CCLA COIF Charities Inveslmenl Fund 2nd an increase in the level of interest received on the cash
balances. Grants lo Charities specified in the Schedule lo the Trust Deed amounted lo £nil and those not
spe¢ified in the Schedule amounted lo £648,291. Grant related support costs increased as suppliers passed
on inllalionary cost rises. For the year ended 31 March 2024, lolal nel expendilure after distribution of grants
bul before gains on investments was £100.300 as shown in the Slalemenl of Financial Activities on page 10.
The Trust was in a nel loss position mainly due lo liming differences in grant making with live meetings held
in the ¢urrenl financial year against three in the previous financial year resu5ting in grants which would normal
have beefi awarded in March 2023 being awarded in April 2023. The nel assets of the Trust al 31 March 2024
were £22,476,566.
major medKal grant, the Professor SIT Robert Boyd Fellowship. of £299,226 was awarded from the
designated income funds in the financial year ending 31 March 2022, following a compelilive process involving
universities in the Trustees, preferred locations in North West Engl8nd. This award for 8 3 year period was
made lo Dr ColSingridge Moore al Lancaster University. Following the success of this award the Trustees have
commenced a similar competitive process for a second major grant which is expected to be awarded in
November 2024.This will be funded from the designated income funds.
The Trustees havo previously fflade signifi¢anl annual grants lo the P801 Sludenlship Trust al Lancaster
University, a5 detailed in the appendix lo the financial slalemenls. While the Trustee5 Continue to SLJPPOrt
students al Lancaster University, following a review by Lancaster University the Peel Sludentship Trust is being
dissolved and any future funding will be provided by a reslricled grant directly lo the Lancaster University.
Regular reports are received from the University and from lime-to-lime presentations are given to the TTuslees
by students who re¢eived grants.
ReseNes
Under the terms of the Deed the Trustees are able lo expend both income and capital. For the year ended 31
March 2024 the Trustees have adopted a policy lo only utilise the income generated from the inve81menl
portfolio retaining the capital.
Given the ability lo expend bolh income 8nd capital there is no strict requirement to hold reserves as such.
However, the Trustees have in place an Income Reserve Account (see note 13 of the accounlsl.
Designated income funds include the Income Reserve Account and the Travelling Fellowship Aocounl. The
Income Reserve account will continue lo be used for major commitments such as previous investment in the
Salford Inslilule of Dementia and the Professor Sir Robert Boyd Fellowship,
The Trustees intend to continue lo transfer funds into the Income Reserve account when available with
£90,000 being transferred in the year ended 3151 March 2024.
The CLJrrenl balance on the Income ReseNe Account as al 31¥t March 2024 was £248.074.
The balance held in the Travelling Fellowship account al 31 March 2024 was £Nil. On an annual basis,
transfers are made lo the account from the unreslricled fund sufficient lo meet Iravelling fellowship grants
awarded.
Investment policy
The Trustees have widè powers of Investment in accordance wf(h the provisions of the Trustee Act 2000.
Having ¢ompleled their review of Investment Managers, the Trustees appointed CCLA Investment
Management Ltd in July 2020 to manage the investment portfolio. The entire portfolio is now invested in the
COIF Charities Investment Fund. The fund will provide certainty of incorne going foNard and aims to provide
both capital and income growth in real terms over the mediumAong term.
The Investment Policy was reviewed and approved by the Tiuslees in March 2022. The CCLA COIF Charities
Fund investment obj¢¢live is aligned wlh the Investment Policy.

Rlsk management
The Trustees continually review the major risks lo which the Trust is exposed and have established systems
and procedures lo m8nage those risks. The Trustees consider volalility of income generation lo conslilule
the Trust's major risk. This is miligaled by the distribution poli¢y of the COIF Charities Investment Fund. Th&
level of income generated from the porilolio conlinues lo be closely monitored by the Trustees.
Grant maklng policy, aims and objectlves and ptjbllc benefit
The Trustees confirm that they have referred lo the guidance contained in the Charity Commission General
Guidance on Public Benefit when reviewing the Trust's aims and objectives, planning future activities and
agreeing grant making policies. In particular, the Trustees scrulinise all applications very carefully including,
where appropriate, reviwing th$ lalesl available annual Report and Accounts, lo ensure that grants awarded
are for public benefit. Indeed, ill most inslanees, the Trust Makes grants lo other registered or exempted UK
Charities (including educational and other relevant inslitulions) as the Trustees consider such organisalions,
established as they are for publi¢ benefit, are best placed lo be parties in support of ils ¢h8rilable objectives.
The Trustee8 have agreed lo adopl the Charity Commission Governance lor smaller charities.
Plans for future periods
1. The Trustees have established The Professor Sir Robert Boyd Fellowship with the first award made
in November 2021. The Trustees have determined that the award has been a great success and as
such have approved a second Sir Robert Boyd Fellowship which is expected lo be awarded in
November 2024.
2. To expèdite deGision making on grant applications from small charities, the Trustees continue lo meet
four times per year. 'Gelleral' appli¢ations from charilies are considered four limes per year, whilst
Minor Medical Grants are considered twice per year. Usual￿ in Mar¢h and October.
3. The Trustees are commilled lo social diversity, equality and inclusion. The TrLFslees conlinue lo
develop systems lo idenlify whether, nolwilhslanding the directions in the Trust deed in respe¢t
of making grants lo charities conGerned with old people, any person or organisalion with a
protected characlerislic is being appaTenlly unfairly di58dvantaged in accessing funding, and
will monitor the outcome of their decisions al each meeting.
4. The Trustees recognise that there is an impending retirement and succession planning arrangements
are in place.

Accounting policies
A summary of the principal accounting policies. all of which have been applied consislenlly throughout
the year and the preceding year, is sel out below.
Basis of preparation
The charity conslilules a public benefit enlily as defi'lled by FRS 102. The accounts {financial
statements) have been prepared in accordan￿ with Accounting and Reporting by Charities.. Slalement
of Recommended Practice applicable lo ¢harilies preparing their accounts in accordance with the
Financial Reporting Slandard applicable in the UK and Republic of Ireland IFRS 1021 issued in October
2019, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland IFRS
1021, the Charities Act 2011, and UK Generally Accepted Practice.
The acGounls Ilinancial slalemenlsl have been prepared lo give a 'true and fair. view and have
departed from the Charities (Accounts and Reports) Regulations 2008 only lo the extent required lo
provide a 'lrue and f8ir view,. This departure has involved lollowing Accounting and Reporting by
Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in
the UK and Republic of Ireland IFRS 1021 issued in October 2019 rather than the Accounting and
Reporting by Charilies.. Slalemenl of Rec¢Jmmended Practice effeclThie from 1 April 2005 which has
since been withdrawn.
Going concern
The financial statements have been prepared on a going concern basis as the Iruslees believe that no
material uncertainties exist. The Iruslees have considered the level of funds held and the expected
level ol inGome and expenditure for 12 months from aulhorising these financial slatemenls. The
budgeted income and expendilure is sufficient wlh the level of resetves for the charity lo be able lo
continue as a going concern.
Funds structure
The funds held by the Trust are unreslricled funds, which can be usad in accordancewth the Charitable
objects al the discretion of the Trustees.
Income recognition
Interest on funds held in deposit is included when receivable and the amount can be measured reliably
by the Trust., this is norrllally upon r)olili¢alion of the interest paid or payable by the bank. Income on
investments is included when ieceivable and the amount can be m¢asured reliably by the Trust. This
is normally on the dale the fund declares a distribution lex-dividend dale}
CCLA provide a rebate to Trust of some of investment fees charged al the fund level. This rebate is
recognised wrthin income when received.
Expendlture recognition
Liabilities are re¢ognised as expenditure as soon as there is a legal or conslruclive obligation
commilling the Trust lo that expenditure, il is probable Ihal selllemenl will be required and the amount
of the obligation can be measured reliably.
All expenditure is accounted for on an accruals basis. All expenses, including support costs and
governan￿ costs. are allocated or apportioned lo the applicable expenditure headings in the
statement of financial a¢livilies. For more infomialion on this allocalion refer lo note 5.
Grants paid or payable in the year are Irealed as charges lo the Slalement of Financial Aclivili&s.
Granls aulhorised bul not yet due are charged lo the Slalemenl of Financial Activities in the year in
which Ihe commitment arises.
Allocation of support and governance Costs
Support costs have been differenlialed between governance costs and other support costs.
Governance costs comprise all costs involving the public accounlabilily of the Trust and ils compliance
with regulation and g¢Jod pracli¢e.

Charitable activities
The exp&ndilure on charitable activities includes grants made, governanco ¢osls and support oosls.
Fixed asset Irivestments
Investments are initially re¢l￿nIsed al their transaction value and subsequently measured al the
published bid Pri￿ as al the balÈnce sheet dale using the Closing quoted market price. The slalemenl
of financial activities includes the nal gains and losses arising on revaluation and disposals throughout
the year.
The Trust does not acquire or use pul options, derivatives or other complex lin8n¢ial inslrumenls.
Reallsed gains and losses
All gains and losses are taken lo the statement of financial activities as they arise. Realised and
unrealised investment gains and losses are combined in the slalemenl of financial aclivilies.
Judgements and key sources of estlmation uncertalnty
There have been no judgements (apart from those involving eslimalesl made in the process of
applying the above accounting poli¢i¢s.
There have been no key assumptions concerning the future and other key sources of eslimalion
uncertainly al the reporting dale that have a signifi¢anl risk of causing a material adjustmenl lo th8
carrying amounts of assels and liabilities within the next financial year.
Legal status of the Trust
The Dowager Countess Eleanor Peel Trust was established undèr a trust deed dated 3 May 1951.
This was in pijrsuance of the Will of Eleanor Dowager Countess Peel who died on 9 November 1949.
The Trust Deed provides that the incorlle of the Trust Fund land in certain cases the capital Ihereofj
should be paid or applied for such charitable purposes as the Trustees should think fil. They are
enjoined lo have particular regard for medical charities, charities for old people and those who have
fallen on hard limes through no fault ol their own and the charitable bodies specified in the Schedule
lo the Trust Deed. They are prohibited from giving money lo charitable bodies subslanlially under the
control of central or local government or charitable bodies primarily devoted lo Children.

The Income reserve is held lo cover major future grants and £90.000 was transferred from the
Unrestricted Reserve during the financial year.
Travelling Fellowship account
The Travelling Fellowship account is held for the purpose of awaidlng Travelling Fellowship grants.
On an annual basis. transfers are made to the account from the unreslricled fund sufficient lo meet
the value of grants awarded.
Capital account
The capital account is held for the Purpose of income generation. Trustees have the power lo distribute
funds fmm the account, bul this is not part of the current policy of the Trust.
