Upton St Leonards Village Hall Annual Report for the period 1[st] February 2022 to 31[st] January 2023

Upton St. Leonards Village Hall is sited at Bondend Road, Upton St. Leonards adjacent to the Birchall Memorial Institute and is a central feature of the village. The hall was founded after WW1 as a gift to the village by the Birchall family, which then resided at Bowden Hall, in memory of the family members who died in the conflict. It is an unincorporated charity registered with the Charity Commission (No 214415)2At the 1[st] March 2022 the Trustees were:

I am pleased to be able to make this annual report for a normal year for the first time since 2020. Covid has played a large part in our lives over these past few years. The fortunes of the Hall were very well shield being in financial trouble, because of the generosity of the Government with their Grants ably administered by Stroud District Council. Therefore I am able to report that the Hall actually made a small surplus over expenditure, helped by the last grants of around £2600 last February. We also of course have had some enhancement expenditure last year as we completely changed the Children’s toilet, needed in order to satisfy the Ofsted requirements, without which we were in danger of losing the Playgroup. Also in April the main hall floor was refurbished once again after three years

Generally, hiring’s have returned to a good level, with some new groups starting, but of course losing a couple of stalwarts last year .As I write casual booking are at last beginning to pick up. We have been very fortunate with our Contracts for Gas and Electricity both of which run until later this year, when we hope pricing will become a bit lower again. However if that doesn’t happen we may well need to adjust hire fees a little. That is something we have not done for several years, but we can’t afford to fall behind. We must always bear in mind the need in the future for work on the roof. The spring Show was a great success with increased numbers and a very good amount of funds raised, some £700 which the Trustees agreed would be sent to the Ukraine appeal beforehand which it is felt enhanced the takings greatly. The Show in September was also a roaring success. In June we all celebrated our Queens Platinum Jubilee with a Village Picnic which was very successful, the weather being reasonably kind, sadly not too long later we were all saying a sad goodbye to her.

Lastly the Firework Display went ahead for the first year since 2019, as we all know due to a very unfortunate occurrence with a couple of malfunctioning fireworks, the was a great deal of bad feeling generated by this event sad vented on Social Media The Trustees have since, fully investigated the issue with SDC Environmental Health and Trading Standards together with a report to the HSE and no actions were deemed necessary as our procedures were seen to be in order and there were no casualties.. However the Firework Night event will not be held again

AUDITOR’S REPORT FOR THE YEAR ENDED 31.01.2023

I have examined the Village Hall’s accounting records and consider them to be adequate for the purpose of accurately recording the financial transactions throughout the year under review.

I have also examined the records and supporting documents, vouchers and invoices provided and can confirm that, in my view, the accounts they have prepared represent a true and fair view of the Village Hall’s financial activities during the year and the state of its financial affairs as at 31st January 2023.
