Upton St Leonards Village Hall Annual Report for the period 1[st] February 2021 to 31[st] January 2022
Upton St. Leonards Village Hall is sited at Bondend Road, Upton St. Leonards adjacent to the Birchall Memorial Institute and is a central feature of the village. The hall was founded after WW1 as a gift to the village by the Birchall family, which then resided at Bowden Hall, in memory of the family members who died in the conflict. After a start to 2021 of another Covid Lockdown the fortunes of the hall began to return to some form of normality. Gradually throughout the late Spring and Summer people started booking the hall again for events such as Children’s parties etc. This has been a very difficult year for everybody with the continuation of the Coronavirus Pandemic. Playgroup were of course not particularly affected by closure once again as they were allowed to continue as normal, which for the Trust was a very good thing of course.
We were fortunate to receive a further tranche of Government support by way of non-repayable grants this made up our shortfall. As previously mentioned in the last annual report our Centenary celebration Village Day did not go ahead and once again Bonfire night was cancelled, this mainly due to the fact that we have to order our firework display early and until 16[th] August we did not know what restrictions on meetings of people would still be in place, hopefully we can look forward to a firework display in 2022 although as previously discussed we are no longer able to have a bonfire as we cannot meet insurance requirements due to boundary limitations placed upon us. For a second year there was not an AGM due to Lockdown etc.
Most of our regular user groups are back up and running although some have fallen by the wayside, notably after many years the Get Together Club has ceased meeting and the Upton WI have transferred to afternoon meetings in the Pavilion. Also Cotswold Monochrome have reduced numbers and moved from the main to the annex hall. Rabbit Club have not met for two years and will resume in April. We were lucky to have gained a Zumba class as a result of the Covid situation as they could no longer use their normal venue, they had 3 sessions per week and added much needed income to our facility, however they have now returned from whence they came sadly.
Casual bookings are strong to date. The Main Hall floor will be refurbished in April this year and we have also completely refurbished the old gents toilet now used as a child’s toilet, with the aid of grants from the County Council.
It is the intention to decorate the hall throughout in the summer holidays this year. We must now return to the plans to increase the scout hut storage capacity as previously planned.
Finances are sound with surprisingly the hall showing an excess over expenditure for the year, mainly due to the aforementioned grants. We have now seen fit to allocate £50000 as a reserve for eventual roof replacement.
I hope that 2022 will be the start of complete normality, whatever that is to be for the future. I would like to thank all the Trustees for their continued support together with all other volunteers who from time to time assist in the running of our Hall...

AUDITOR’S REPORT
FOR THE YEAR ENDED 31.01.2022
I have examined the Village Hall’s accounting records and consider them to be adequate for the purpose of accurately recording the financial transactions throughout the year under review.
I have also examined the records and supporting documents, vouchers and invoices provided and can confirm that, in my view, the accounts they have prepared represent a true and fair view of the Village Hall’s financial activities during the year and the state of its financial affairs as at 31[st] January 2022.
