The Iruslees present their annual report and financial statements for the year ended 31 De¢ember 2025.
The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the
finandal statements and comply with the charty's governing do¢umenl, the Charities Act 2011, FRS 102 'Tl7e
Financial Reporting Standard applicable in the UK and Republic of Ireland" and the Charities SORP "knounting
and Reporting by Charities.. Statement of Recommended Practice appIl￿ble lo charities preparing their accounts in
a￿ordanCe wth thfj Financial Repgrbng Standard applicable in the UK and Republi¢ of Ireland IFRS 1021"
Objectives and activities
Lancaster Charity is for the public benefit of the people of the City of Lancaster and provide5 aknshouse
accommodation and pensions. Residents and pensioners musl be person5 In need either not less than 55 years of
age or who are disabled by age, acadent or infimity from maintaining themselves and WIM) le￿p1 in speaal
cases} have reside(l in the area for not less than three years.
Public benarrt
The trustees confimi that they have complied with the requirements of section 4 of the Charities kt 2011 to have
due regard lo the public benefit guidance published by the Charty Commission for England and Wales.
Achlevemgnts and pfjrfonnancg

Occupancy levels during the year have remained broadly consistent with th8 previous period, with vacanaes also
following a similar pattem Efforts continue to rebuikl and maintain a strong waiting list lo ensu￿ vacancies are filled
promptly.
The three Trustee Sub Committees-Finance. Property, and Policy & Personnewcontinue to work diligently and
effedively. Their ong¢ing efforts have resulted in clearer governance, improved budgets'ng pr￿lIce1 and more
a￿Urate property management processes that benefit the Charty overall.
Inv951ment market performance has shown encouraging Improvement during the year. 11 is hoped that steadier
relums may contribute p0s￿Ve1Y to the Charity's finanryal po&tion, over the next accounting period.
The Finance Sub Committee's detailed review of the Weekly Maintenance Charge IWNC) has ¢onlinued. More
a￿Urate t*Jdgeting and clearer cost allocation have enabled the ChaTily to progress towards finalisng an updat¢¢J
WMC structure. 11 is expected that the revised ￿c wll come into effect in 2026, onGe the review is complete and
supporting work is fully concluded.
Repairs and maintenanc* remain a significant area of activity. The Charity continues to balan￿ major works wlh
routine maintenance. alongside efforts to expand the number of items placed on regular service eonlracts. The
quinquennial inspections took place summer 2025. These w¢ll infomi property pfiorittes and are expected lo guide
the implementation of key works during 2D26. Work on aligning all expenditure lo the correct budget headings has
shown marked improvement, helping lo ensure transparency and better long term planning. Pnorilisation and
urcing of funding for identified projects also continue.
The Assistant lo the Almoner eontinues lo make meaningful wogress in resolving issues relating lo the energy
accounts. Wlh the assistan￿ and support of our Energy Management company, work 15 ongoing in the pursuit of
accurate billing. 11 is hoped that this will finally conclude in the next accounting year. The ChaJity's smart meter
project ha5 progressed well. with approximately 95% of inslallalions completed. Due trj more complex technical
Issues, a sm811 number of oulslanding meter exchanges remain, wh￿h the Charrty is actively worknng lo resolve.
In general terms, the Charity remains fim)ty committed to its aims and objectives. This irKludes maintaining
compliance wth legal requirements and strengthening policies and rxocedures. It Is a150 CL¥nmitted to training and
development, and ensuring that Trustees, stsff, and residents are well supported.
The Charity continues lo focus on delivering safe, secure, ancl sustainable housing and servieÉs fLV all residents,
guided by prudent finanaal management and long terni stewardship of its assets.

Investments are held in accordance with the powers of the trustees.
Investments held can be split into three categories.. endowmenL current and extraordinary repair fvnd. The
endowment and current investments ale held to provide income lo enable the Charity to maintain housing
property and pay pensions. The extraordinary repair fund Ss invested for capital growth only and is a reseThe lo
enabk the charity lo cope with any large or unexpected repair Gosts.

The charity rnainlains sufficlent free reserves to enable them lo cover one yearfs fixed and admlnistralive expenses
and also any maintenance rA)sts. Free ￿serveS at the year end are £412,93912024 - £485,11n.
Structure, govemancè and management
Lancaster Charity is regulated by a scheme of the Charity Commissioners dated 6 January 1987. It is an
amalgamati￿ of almshouse and pension ¢harrties in Lancaster. The latest scheme combined six tharrtiets, but
prevIc￿5 combinations precede this.

Charity information
Lancaster Charity 1$ a Charity rtsgislered in England and Wales. The registered charity number is 213461. The
principal address is William Penny's, Regent Street, Lancaster, LA1 1SG.
1.1 Basis of preparatlon
The financial $latemenl$ have been prepared in accordance wth the charity's govemirKJ document, the
Charities Act 2011, FRS 102 "The Financial Reporting Standard applicab￿ in the UK and Reputjic ol Ireland"
and the Charities SORP "Accounting and Reporting by Charities.. Statement of Recommended Practice
applicable to charities preparing their accounts in accordance with the Financial Reportin9 Standard
applicable in the UK and Republic of Ireland IFRS 102)" The charity is a Public Benefit Enlty a5 defined by
FRS 102.
The Chanty has taken advantage of the provision$ irb the SORP for charities r¥)t to prepare a Stat￿ent of
cash fflows.
The financial statements have departed from the Charities {Accounts and Reports) Regulations 21)08 only lo
the extent required to provide a true and fair view. This departure has involved folloTMng the Slalemenl of
Rewmmended Practice for charities applying FRS 102 rather than the verslon of the Statement of
Recommended Practice which is referred lo in the Regulations but which has since been withdrawn.
The financial sla18monls are prepared in slerting, which is the functional currency of the charity. Monetary
amounts in these financial slalements are rounded lo the nearest £.
The financial $t8lements have been prepared under the histortcal cost convention, modified to Include the
revaluation of freehold properties and to include financial instruments al fair value. The prinapal accounting
policles adopted are sel out below.
1.2 Golng GonGgrn
At the lime of approving the financial stslements, the trustee5 have a reasonable expectation that the charity
has adequate resources to continue in operational existence for the fNeseeable fLbture. Thus the trnstees
continue lo adopt the golng eoncem basis of accounting in preparing the financial ststements.
1.3 Charftable funds
Unrestricted fvnds are available for use at the discretion of the Iwstees In furtherance of their charitable
objedves.
Restricted funds are subjeGt to specifiG Gondth-ons by donors or gTanlors as lo how they may be used. The
purposes and uses of the restricted funds are s81 out in the notes to the finanaal statements.
Endowment fvnds are subject to specific conditions by donors that the Capital musl be maintsined by the
charity.
1.4 Income
Income is recogniseQ when the charity is legally enlilled to il after any performance conditions have been met,
the amounts can be measured ￿lIablY, and il is probable that income will be received.
Cash donations are recognised on receipt. Other donations are recognised once the charity has been notEfied
of the donats"on. unles5 performanrE condition5 require deferral of the amount. Income tsx ￿¢0¥er0bJe in
relation to donations received under GiftAid or deeds ol covenant 1$ recognised at the lime of the donation.
Legaeies are reeognised on receipt or otherwise rf th8 charity has been notlfied of an impending distributs'on.

1.5 Expendlture
Expenditure is recognised once there is a legal or constructive obligation to transfer economic benefit to a
third paty. it is probable that a transfer of economic beneffts will be required in settlement. and the amount of
the obligation ¢an be measured reliably.
Expenditure is ckssified by actwty. The costs of each aetNty are made up of the totsl of diwt ¢osl$ and
shared costs. induding support costs involved in undertaking each activity. Direct costs attributable to a single
activity afe allocated directly to that activity. Shared costs which contribute to more than one activity and
support costs which arè not attributsble to 8 slngle actNily are apportioned be￿een thos¢ ad1vit￿$ on a basis
nsistellt with the use of resources. Central stsff ¢o$l$ are allocated on thfr basis of time spent, and
depreaation charges are allocal8d on the portion of the asset's use.
1.6 Tangible fixed assets
Tangible fixed assets are inits'ally rneasured at cost and subsequenuy measured at cost or valuation, net of
depreaalion and any impairment losses.

1.7 Flxed asset Investments
Fixed asset investments are initially measured al transacliM price excluding transaction costs, and are

1.8 Flnanclal Instruments
The charity has elected to ap￿Y the provisions of Section 11 'Basic Financial Instruments, and Section 12
'Other Financial Instruments Issues, of FRS 102 to all of its finanejal instnjments.
Financial instruments are recognised in the charity's balance sheet when the charity becomes paty lo the
contractual provisions of the instrument.

1.9 Employee benefits

to terminate the employment of an employee or lo provide lerniination benefits.
rltlcal accountlng estlmates and ludgernents
In the application of the charity's accounting policies. the trustees are Tequired to make judgements, estimates
and assumptions about the carrying amount of a$sets and liabilities that are not readily apparent from other
sources. The estsmales and associated assumptions are based on historical experience and other factors that
are considered to be relevant. Actual result5 may differ from these estimates.
The estimates and underlying assumptions are reviewed on an ongryng basis. Revisions lo accounts.ng
ests'mates are recognised in the period in which the estimate is revised where the revision affects C￿lY that
period, ￿ in the period of the revision and future periods where the revision affects both current and future
