Annual Report of the Trustees for the year ending 31st December 2024

Constitution.

The Great Baddow Parochial Charities, c/o. 70 Eastwood Park, Great Baddow, Chelmsford, Essex, CM2 8HF are registered with the Charity Commission (Reg. No. 213004) and constituted by Deed of Trust. They are part of the Almshouse Association (Reg. No. 605), and the Independent Housing Ombudsman Scheme (Reg. No. A2198).

Objectives.

The objectives of the Charities, as laid down in the Deeds of Trust, are: For the Relief of Need within the Parishes of Great Baddow and Galleywood. Provision of Almshouse Accommodation for elderly and needy residents. Assistance with funding for the provision of Sunday Schools within the Parishes of Great Baddow and Galleywood.

Public Benefit.

The Trustees have had regard to the Charity Commission’s guidance on public benefit in carrying out the Charities’ activities during the year.

Trustees.

Three Nominative Trustees who are nominated by the Great Baddow Parish Council and serve for a period of four years.
One Co-optative Trustee who serves for a period of five years.
One Ex- officio Trustee, who is for the time being a Team Vicar of the Parish of Great Baddow.

In addition to the above a Clerk is appointed to carry administrative tasks as determined by the Trustees.

During the year 2024:

The Trustees met on four occasions for the routine administration of the Charities’ business, including the upkeep of ten almshouses. Charitable donations, derived from interest on investments, were made to the Vicars of Great Baddow and Galleywood for the Relief of the Needy of the Parishes and to the Sunday Schools. Each resident of the Almshouses was presented with Christmas Gifts.

There were no vacancies at either of the almshouse at Kinghams and St Mary’s Court during the year.

Routine maintenance was conducted at both properties during the year. The stairlift at Kinghams was also replaced. Mr. Matthew Johnson, of Johnson Heritage, undertook and completed all the necessary work related to the findings of the 2022 Quinquennial Inspection at Kinghams. Related work undertaken involved the replacement of a failed flat roof at the front of the property and subsequent, internal repairs and redecoration.

The residents of Kinghams have continued to be supported financially by payments from the government’s OPSS assistance scheme. A review of the investments took place in December. At the same meeting the Trustees agreed a budget for 2025 and an increase in maintenance contributions from almshouse residents. It was agreed that reserves should continue to be at a level of £15,000 per property in case of urgent or emergency repairs.

During the year the Trustees have agreed the first five policies that the Charity Commission expects almshouse charities to have in place and those additional policies recommended by the Almshouse Association. The remaining policies will be positioned in 2025.

Independent Examiner's Report to the Trustees of Great Baddow Parochial Charities

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 December 2024, which are set out on pages 1 to 2.

Responsibilities and basis of report

As the charity's trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).

I report in respect of my examination of the charity's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent Examiner's Statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or
the accounts do not accord with those records

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
