Annual Report of the Trustees for the year ending 31st December 2022
Constitution.
The Great Baddow Parochial Charities, c/o. 70 Eastwood Park, Great Baddow, Chelmsford, Essex, CM2 8HF are registered with the Charity Commission (Reg. No. 213004) and constituted by Deed of Trust. They are part of the Almshouse Association (Reg. No. 605), and the Independent Housing Ombudsman Scheme (Reg. No. A2198).
Objectives.
The objectives of the Charities, as laid down in the Deeds of Trust, are: For the Relief of Need within the Parishes of Great Baddow and Galleywood. Provision of Almshouse Accommodation for elderly and needy residents. Assistance with funding for the provision of Sunday Schools within the Parishes of Great Baddow and Galleywood.
Public Benefit.
The Trustees have had regard to the Charity Commission’s guidance on public benefit in carrying out the Charities’ activities during the year.
Trustees.

The Charities are administered by a committee of Trustees comprising: Three Nominative Trustees who are nominated by the Great Baddow Parish Council and serve for a period of four years.

One Co-optative Trustee who serves for a period of five years.

One Ex- officio Trustee, who is for the time being a Team Vicar of the Parish of Great Baddow.
In addition to the above a Clerk is appointed to carry administrative tasks as determined by the Trustees.

During the year 2022:
The Trustees met on three occasions for the routine administration of the Charities’ business, including the upkeep of ten almshouses. One additional, scheduled meeting was cancelled due to the failure of the meeting to be quorate. Charitable donations, derived from interest on investments, were made to the Vicars of Great Baddow and Galleywood for the Relief of the Needy of the Parishes and to the Sunday Schools. Each resident of the Almshouses was presented with Christmas Gifts.
There were two vacancies at the almshouse of Kinghams, and none at St Mary’s Court, during the year. The first vacancy was carried over from 2021 and filled in February 2022. The second vacancy was advertised and an almsperson was appointed in September 2022.
Only routine maintenance occurred during the year with activities primarily focussing on redecoration of a number of the almshouses. During both the vacancies the two flats in Kinghams were completely redecorated. One cottage at St. Mary’s Court was redecorated throughout and a the bedroom of a second cottage was treated for mould and redecorated on completion of the treatment to address.
In June, the Clerk attended a national Almshouse Association seminar for updates in legislation and good practice.
The quinquennial report, originally planned for 2020, was completed during 2022. There were no major issues identified but a number of repairs and compliance improvements identified. An action plan is to be developed for all actins to be completed during the forthcoming quinquennial period.
A review of the investments took place in November. At the same meeting the Trustees agreed a budget for 2023 and an increase in maintenance contributions from almshouse residents. In light of the ongoing cost of living crisis it was agreed to limit the increase in maintenance contributions to below inflation. It was also agreed that reserves should continue to be at a level of £15,000 per property in case of urgent or emergency repairs.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF GREAT BADDOW PAROCHIAL CHARITIES
FOR THE YEAR ENDED 31 DECEMBER 2022
I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 December 2022 which are set out on pages 1 and 2.
Responsibilities and basis of report
As the charity’s trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’).
I report in respect of my examination of the charity’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the charity as required by section 130 of the Act; or
-
the accounts do not accord with those records.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
