WING HALL TRUSTRUSTEES REPORT - YEAR ENDED 30 SEPT 2022 Following the previous year of covid, thankfully the past year has been one of returning to normality- The level of usage of the hall has come back to its pre covid levels. although some users have not resumed they have been replaced by others. The income from hall users has been restored and income from our commercial tenants continues at a steady level. The trust appointed Messers Tofields of Bletchley to be the overseeing company to regularly inspect both the Hall and Charlotte Cottage for repair and maintenance. This relieves the small full time staff to concentrate on the day to day maintenance and to spread the work load. Again all the staff and volunteers have worked tirelessly to keep the Hall as a very attractive and popular venue for village activities. The Trusvs policy on reserves is unchanged.

I report to the Trustees on my examination of the accounts of Wing Hall Trust for the year ended 30 September 2022 which are set out on pages 2 to 6.

Respective responsibilities and examiner

The Charity’s Trustees are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011.

The Charity’s Trustees consider that an audit it not required for this year (under Section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

It is my responsibility to:

Basis of independent examiner’s report

My examination was carried out in accordance with the General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the Charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

In connection with my examination, no matter has come to my attention;

(1) which gives me reasonable cause to believe that in any material respect the requirements;

(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

NOTES TO THE ACCOUNTS

1. ACCOUNTING POLICIES

The principal accounting policies adopted in the preparation of the Financial Statements are as follows;

(a) The financial statements have been prepared under the Historical Cost Convention with item recognised at cost or transaction value unless otherwise stated in the relevant notes to these accounts. The financial statements have been prepared in accordance with the Statement of Recommended Practice; Accounting and Reporting by Charities preparing their account in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014 and the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 2011.

(b) Incoming Resources

All incoming resources are accounted for when the Charity becomes entitled to the funds. Where income is received in advance it is deferred until the Charity is entitled to the income.

(c) Outgoing Resources

Expenditure is recognised when a liability is incurred.

(d) Fixed Assets used for Charitable Purposes

Equipment and fixtures are written off in the year of purchase.

Wing Hall is used for furthering the objects of the Wing Hall Trust. The property is inalienable and the value is not shown in the accounts. The insured value of the hall is £2,681,621.

An extension was added to the Hall in 2003 and the cost of £373,946 is being amortised over 50 years.

(e) Investments

Wing Hall Trust owns a freehold property, Charlotte Cottage, which is let and the income is used to further the objects of the Trust.

In October 2021 a very small part of the property was sold for £8,922 net of expenses and this is included in the Investment Income.

In November 2021 Simon Wilkinson FNAEA valued the property at £500,000 and the accounts now show the property at this value. The surplus arising from the revaluation is shown in the Statement of Financial Activities.

The Charity holds 1223.68 units in the Charities Official Investment Fund Scheme. These units are shown in the accounts at market value and investment income includes the revaluation surplus or loss arising during the year.
